India objects to ILO report that
claims 83% unemployed are
youth

Labour and employment secretary Sumita Dawra called senior ILO officials and conveyed
the government's displeasure over the India Employment Report 2024, prepared by the
Institute for Human Development in collaboration with a multilateral organisation, people
familiar with the development told ET.
New Delhi: India has formally conveyed its objections to the International Labour
Organization (ILO) over its recent report on employment, questioning the inconsistency in
data sets and misinterpretation of data on youth employment and ignoring international
mobility as well as gig and platform workers data.

the government's displeasure over the India Employment Report 2024, prepared by the
Institute for Human Development in collaboration with a multilateral organisation, people
familiar with the development told ET.
"In its two rounds of meeting with ILO officials, following the release of the report on March
26, India said that despite being part of a country programme, the ILO did not collaborate
with India and did not seek its view on the report before making it public," said one of the
persons, who did not wish to be identified.
As per the report, India's youth accounted for almost 83% of the unemployed workforce.
Coming in the midst of the general election, the report created furore against the Narendra
Modi government, which is seeking a third successive term.
The labour and employment ministry told the ILO that the two data sets, the Employment-
Unemployment Survey (EUS) and the Periodic Labour Force Survey (PLFS), used in the
report were not comparable because of the difference in sampling methods, with the former
having monthly per capita expenditure as its basis and the latter conducted on the basis of
qualification.
The EUS was a random survey that was carried out till 2011-12 and replaced in 2017-18 by
PLFS, which is a panel survey method as the same households are visited every year, the
ministry said. It also argued that the data cannot be extrapolated for the period between 2012
and 2017 when no survey was done, the person said.
The ministry conveyed to the ILO that the international migration trends and the surge in gig
and platform workers, both of which constitute a huge part of India's employed workforce
and would have reflected in youth employment numbers, had not been captured in the report,
the person added.
Countering the youth unemployment data, the ministry said the youth (aged 15-29 years)
unemployment in 2022 was just 5%, down from 7% in 2019, while the unemployment rate
for adults (aged 30-59 years) was 1% in 2022 as well as 2019.
Further, as per the labour and employment ministry, 35% of India's youth are students while
22% are involved in domestic duties and cannot be termed 'unemployed' as a lot of them are
engaged in fractional employment which is not accounted for. It argued that a large
proportion of India's population is of working age (15-59 years) and is expected to remain in
this potential demographic dividend zone for at least another decade.

Prime Minister Narendra Modi on Sunday released three books chronicling the
life and journey of former Vice President M. Venkaiah Naidu ahead of the BJP
veteran's 75th birthday. During the virtual event, Prime Minister Modi
highlighted the extraordinary achievements and milestones in Naidu's life.

completing 75 years. These 75 years have been of extraordinary achievements.

The prime minister expressed his happiness in releasing the biography –
"Venkaiah Naidu - Life in Service" authored by S Nagesh Kumar, former
Resident Editor of The Hindu, Hyderabad edition – and the two additional
books, noting their potential to inspire and guide individuals in the direction of
national service.
The two other books released by PM Modi include "Celebrating Bharat - The
Mission and Message of M Venkaiah Naidu as 13th Vice-President of India", a
Photo chronicle compiled by I.V. Subba Rao, former secretary to the Vice-
President of India, and a pictorial biography in Telugu titled "Mahaneta - Life
and Journey of M. Venkaiah Naidu" authored by Sanjay Kishore.
"I am happy that today I have got the opportunity to release his biography as
well as 2 more books. I believe that these books will inspire people and show
them the right direction of national service," Modi said.
Reflecting on his long association with Naidu, Modi recounted their shared
experiences across various roles and responsibilities. "I have had the
opportunity to work with Venkaiah Naidu for a very long time. When he was the
national president of the party, when he was a senior cabinet colleague in the
government, when he was the Vice President of the country and the Chairman
of the Rajya Sabha," Modi reminisced.The event was held on the eve of Naidu's
75th birthday at Anvaya Convention Centre in Gachibowli, Hyderabad.

Tarendra Modi took the oath of office as Prime Minister for a third successive
term on Sunday, along with 71 oth- er members of his Council of Ministers, at a
ceremony held at the forecourt of the Rashtrapati Bhavan.
The new Ministry comprises 30 Cabinet Minis- ters, five Ministers of State with
Independent Charge and 36 Ministers of State. The team appears to be a mix of
old and new. Sixty- one Ministers are from the BJP and II from its partners in
the National Democratic Alliance.
Five leaders of the allies - former Karnataka Chief Minister and Janata Dal(S)
leader H.D. Kumaraswa my; former Bihar Chief Mi- nister and Hindustan
Awam Morcha leader Jitan Ram Manjhi; Lok Janshakti Party leader Chirag
Paswan Ram Mohan Naidu of the Telugu Desam Party (TDP); and Rajeev
Ranjan Singh "Lallan" of the Jana- ta Dal(U)-have been given Cabinet berths.
Jayant Chaudhary of the Rashtriya Lok Dal and Pra- tap Rao Jadhav of the Shiv
Sena Shinde faction have been appointed Ministers of State (Independent
charge). Anupriya Patel of the Apna Dal, Ram Nath Thakur of the Janata Dal
(U), Chandrashekhar Pem- masani of the TDP and Ram Das Athawale of the
Republican Party of India, Party have been made Ministers of State. The All
Jharkhand Students Union did not receive any representation. The Ministers are
drawn from 24 States, including the BJP's lone and first-ev- er Lok Sabha
member from Kerala, Suresh Gopi. The choices also reflect caste and
community re- presentation with 27 Minis- ters belonging to the Other
Backward Classes (OBC), 10 to the Scheduled Castes (SC), five to the
Scheduled Tribes (ST) and five to mi nority communities.
Veterans return At least 10 Ministers who have been in the govern- ment for the
past 10 years have made a repeat entry into the government, including Rajnath
Singh, Nitin Gadkari, Nirmala Sitha- raman, Piyush Goyal, Giriraj Singh and
Kiren Rijiju. The NDA government appears to be aiming at emphasising
continuity and experience, with 43 Ministers being third-term MPs, and 39
having been Union Ministers before. Former Chief Ministers too found a good
represen tation with Shivraj Singh Chouhan from Madhya
Pradesh, Manohar Lal Khattar from Haryana and Sarbananda Sonowal from
Assam, apart from Mr. Maj- hi and Mr. Kumaraswamy, being sworn in.
Community representa- tion and the upcoming As- sembly polls in Maharash
tra, Haryana and Jharkhand were also kept in mind.
In Haryana, the inclusion of Mr. Khattar, considered a close associate of Prime
Minister Narendra Modi, six-time Lok Sabha member Rao Inderjit Singh and
senior Gurjar leader Krishan Pal Gurjar, who won from Faridabad for the third
time is connected to the BJP's focus to retain its grip over southern Haryana and
non-Jat vote bank in the agrarian State ahead of the Assembly election later this
year. The BJP won five out of the 10 Lok Sabha seats in Haryana in the Lok
Sabha
In Maharashtra, veteran leader Nitin Gadkari (Nagpur in Vidarbha region) and
Piyush Goyal
(Mumbai) were both re-inducted in the new Union Cabinet also giving
representation to the Vidarbha and Konkan region, while Raksha Khadse, a
three- term MP from Raver in Jalgaon, and Murlidhar Mohol, first-time MP
from Pune, were given a chance at being first-time Central Ministers.
The Eknath Shinde-led Shiv Sena leader Prata- prao Jadhav, a Maratha leader
who won the Buldhana seat in Vidarbha for the fourth time, was se- lected by
Mr. Shinde to represent his faction in the Council of Ministers. No senior OBC
leader (the BJP's core vote base in the State) from Maharash tra features in the
Ministry, Mr. Gadkari being a Brahmin, Mr. Goyal, a Marwari, Mr. Jadhav, a
Ma- ratha and Ms. Khadse hailing from the Teli com- munity. The loss in the
polls of Pankaja Munde from Beed and Rao Saheb Danve seems to have af-
fected that representation.
The other State going to polls later this year is Jharkhand, with Annpurna Devi,
an OBC leader from Koderma, and Sanjay Seth of the trading community from
Ranchi being included, both im portant segments for the BJP to appeal to in the
contest ahead. Another big lesson of the mandate was drawn from the BJP's
disappointing performance in the
crucial State of Uttar Pradesh. Here, with nine in- clusions, including Prime
Minister Narendra Mo- di, the focus was on continuity and getting the caste
equation right to make make up for the losses. Apart from Rajnath Singh, S.P.S.
Baghel, Pankaj Chaudhary, B.L. Verma and Anupriya Patel of ally Apna Dal
(Sonewal) have held on to their berths. The four new faces are Jitin Prasada, the
Pilibhit MP who was a Minister in the State govern- ment, four-time MP
Kamlesh Paswan, and three- time MP Kirti Vardhan Singh. Caste-wise, there
fore there are two Rajputs, four non-Yadav OBCs (one Jat, two Kurmis, one
Lodh), two non-Jatav Scheduled Castes, and one Brahmin in the mix.
