2. Federal Judiciary
Supreme Court was established under 1973 constitution. It consists of one chief justice and a number of judges. Chief
justice is appointed by president, and judges are appointed by president with consultation of chief justice. Only
supreme judicial council can removed any judge. Every one falls within its jurisdiction.

3. Devolution Power Plan


Gen. Pervez Musharraf assumed power as Chief Executive after removing the civil government on October 12th, 1999.
In the year 2001 he introduced a new system of local governments which he named "Devolution Power and
Responsibility Plan. Main philosophy underlying this system, as its title shows, was to devolve powers and
responsibilities, regarding governmental affairs, to the "grass-root-level". Devolution Plan gave a four tier system of
local government i.e. Union Council, City District, Tehsil Council ad District Council.

Hazrat Omer RA was all time ready to answer any question; He was not only harsh and vigilant to his governors but
applied the law of double punishment to Ameer’s family by giving punishment to his son. Hazrat Omer RA took oath
from each governor on four principles.
 He will not ride the Turkish horse.
 He will not eat refined flour.
 He will not wear thin cloth.
 He will not set gatekeeper.

6. Hazrat Omer’s RA system of Social Security


Social security system was on its climax during Hazrat Omer RA rule. Hazrat Omer RA established a system of permanent
financial support for widows and orphans. Hazrat Omer RA fixed an amount for the purchase of milk for new born
babies. Hazrat Omer RA often said that “Omer will be held accountable if a dog at the bank of Dajlah dies of hunger.”

8. Citizen Community Boards
Citizen community boards were established under the devolution power plan, purpose of establishing of these boards
was to create environment for citizen’s participation in the govt. affairs at gross root level. These boards were also
formed for managing hospitals, basic health units, educational and other public institutions.

1. National Assembly
NA (lower house) consists of the 342 members. It is elected for 5 years on universal adult franchise. All citizens of 25
years age are eligible for its membership. Head of NA is called speaker. The NA enjoys full control of the financial
matters. PM is bound to elect at least 3/4 of its cabinet members from NA.

2. Senate
Senate (Upper house) consists of the 104 members. Its members are elected for 6 years. Any registered voter of 30
years age is eligible for its membership. Head of the senate is called chairman senate. PM is bound to elect at least
1/4 of its cabinet members from Senate. It is permanent house and can’t be dissolved.

3. Prime Minister
Prime minister is the chief executive of the country. It is elected for five years from National Assembly. Prime Minister
is bound to elect at least 3/4 of its cabinet members from National Assembly and at least 1/4 of its cabinet members
from Senate. The National Assembly Scan force PM to resign by passing no-confidence motion.

4. President
President is the constitutional head of the country. His age limit is 45 years. It is elected for five years, protocol wise he
is the highest authority of the country. The president can promulgate ordinance for 4 months. The president can
dissolve the NA and Provincial Assemblies on the advice of PM.

5. Define Legislative.
Legislative is a law making body, it is also known as Parliament. There are two houses of Parliament, National
Assembly and Senate. National assembly is called lower house, while Senate is called upper house.

6. Write legislation process of the Parliament.


A draft is prepared at the initial stage, then it is presented in the both houses. It is mandatory to pass all the bills with
2/3 majority of the present members of the Parliament.
