Job Title: Junior Transport Expert - Odisha
The current vacancy is for the SUMACA project of Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) for Odisha. The technical cooperation project, Sustainable Urban Mobility –
Air Quality, Climate Action, and Accessibility (SUM-ACA) aims to enable national, state, and municipal
institutions to promote climate and environmentally friendly, low emission and socially balanced urban
mobility systems.
The project’s objective is to address key pressing mobility issues through its multi-actor, multi-pronged
approach that is embedded in working with local governments to develop local, socially just, climate-
friendly, and innovative solutions, while ensuring constant learning and capacity development and the
formalization of procedures initiated as a part of the project. It also presents an opportunity to
strengthen the much-needed linkages between addressing environmental quality and climate
concerns by drawing clear lines between existing transport and environmental policies, institutional
and individual capacities, data collection methodologies, and eventual health impacts. SUM-ACA
directly contributes to India’s efforts to achieving its National Determined Contributions as part of the
Paris Agreement and towards the achievement of the 2030 Agenda and particularly Sustainable
Development Goals 5, 11 and 13.
Responsibilities:
The junior expert will be working full time basis supporting various activities undertaken for Odisha in
close cooperation with the State coordinator and other experts onboarded as and when required. The
expert shall extend support in all ongoing, upcoming and planned activities for two cities of the State
that is; Bhubaneswar & Rourkela. The expert maybe required to carry out desk exercises or travel to
three other states in India namely Kerala, Karnataka and Gujarat, based on requirement. Some of the
key activities underway are listed below:
1. Integrated bus operation plan for Capital Region Urban Transport:
• Support in data collection, cleaning, sorting and keeping in desired formats, using apt
statistical and visual tools & techniques to analyse as well as present the data for
decision making
• Support in analysis and planning of bus routes-electric & ICE both, schedules for buses,
for existing as well as new fleets and allied infrastructure.
• Support in conducting surveys required to understand passengers travel patterns,
specific needs & users satisfaction etc., collate survey data in required formats,
conduct analysis and visually present the same.
• This task will include working closely with concerned senior experts and state
coordinator, follow up with partners on data collection and verification against formats
provided by senior experts, preparation of presentations, report writing, etc
2. Climate resilient mobility plan for Municipal Corporation (BMC) that covers NMT, street,
junction design etc.:
• Support in data collection, analysis, visual representation etc.
• Support in development and implementation of various plans such as non-motorised,
safe, calm streets
• Support in carrying out research and consultations on good practices in the sector
towards targeted interventions in inclusive mobility, last mile etc.
3. Capacity development and Training related to various activities:
• Support in preparing training modules in consultation with domain experts & State
coordinator,
• Support in organising trainings, events, or workshops (including ground level
coordination) content creation, preparing ground, supporting documents, etc.
4. General support:
• Drafting letters, agendas and brief notes related to the project.
• Provide operational support such as assist the State coordinator in organisation of
local workshops/meetings, study tours.
• Preparing project presentations, reports with visual appealing graphics/infographics
• Maintaining good flow of communication between partner institution(s) and SUMACA
• Miscellaneous support whenever needed, including continued
support/coordination/communication with agencies other than CRUT & BMC.
Qualifications:
• Master’s degree in Transportation Planning, Urban Planning, or related field, with a minimum
of two years of experience.
• Strong data analytics and problem-solving skill.
• Excellent communication and interpersonal skills.
• Excellent know how of ARCGIS, QGIS, Power BI, advanced excel.
• Previous experience in transportation planning/transit operations/data analytics is a plus.
• Proficient in Hindi & English
• Well versed in Odiya desirable.
Location:
The position will be based out of Bhubaneshwar and may require travel to Rourkela or other cities as
and when required.
Remuneration:
As per experience and industry standards.
