1. PURPOSE:

This method statement describes the method to be carried for the Screening of
Excavated Material for the NEW LPG BOTTLING PLANT Package 2 at QatarEnergy Ras
Laffan as defined in the SOW .
To ensure that during the entire execution stage the work is done in line with good
engineering pratices and is comply with engineering standard practices, QCS 2014 and
QatarEnergy specifications .

2. SCOPE:

The scope shall cover for construction of NEW LPG BOTTLING PLANT as defined in
SOW at QatarEnergy Ras Laffan.
The method statement also includes all necessary works such as follows :
▪ Survey & Setting out.
▪ Screening of Stockpile
▪ Barrication of Stockpile
▪ Proper storing of Stockpile
▪ Dust control

5. WORK PERMIT

• All work related permits shall be obtained from QatarEnergy prior to commencement
of the work as per the eCPW procedure.

6. RESPONSIBILITY

• Project Manager : It is overall responsibility of Project Manager to organize


resources to perform the Stockpile Screening works at site as per project
specifications, in compliance with quality, schedule & Safety requirements.

• Lead Construction Engineer: It is the responsibility of the Lead Construction


Engineer to oversee the Stockpile Screening works are executed according to the
relevant project specification and ensure overall compliance with the method
statement

• Project Engineer : Supervise the screening process and close coordination with
QatarEnergy representative, Construction and Quality departments.

• Work site supervisor /eCPW : will ensure that all the works are performed safely
as per latest approved for construction (AFC) drawings, specifications, and eCPW
procedure .The supervisor will ensure the work is conducted in accordance with
this method statement and project specifications .

• QA/QC Engineer: Ensure the proper implementation on Quality system and


monitor overall quality of the work is maintained. The QA/QC Engineer shall
monitor whether the screening works is conforming to the required quality
otherwise he shall notify the Site Engineer should he found non-conformance to

the ongoing activities. The Site Engineer shall immediately rectify the work to
avoid receipt of NCR from the QA/QC Engineer.Prepare and raise RFI for each
activity according to approved ITP.

• QC Inspector: Perform regular checks on screened material. Maintain records of


inspections and test results.

• Surveyor: Responsible for conducting the surveys to meet QatarEnergy


specification requirements. Activities for surveyors are to check the area and
volume of stock pile

• HSE Officer : HSE Officer is responsible to advise line management regarding


QatarEnergy standards and procedure. They provide safety training, perform
regular site inspections, and investigate any incidents to identify root causes and
implement corrective actions. The HSE Officer coordinates emergency response
plans, maintains safety documentation, and promotes continuous improvement in
health, safety, and environmental standards.

• Equipment operator: Operate screening equipment safely and efficiently.


Report any issues with the equipment to the Site Engineer.

7. SAFETY INSTRUCTION

➢ ROOTS shall ensure all personnel (i.e. engineers, suerpisors, lead, foreman, and
etc.) including staff and office workers are fully competent and experienced to do their
scope.
➢ All the required permits and concurrence shall be received before commencing any
work and the validity shall be maintained throughout the works
➢ Barricades/Sign boards will be provided sufficiently and maintained, as precautionary
measures during the entire stage of construction, to protect the work, workmen and
safety of the public. In case of precaution against failure of lights, barricades will be
equipped with suitable reflecting material. Barricade will be made to indicate the
construction boundary.
➢ Operators abd drivers are to be equipped with valid driver’s/operator’s license or
permit from concerned government agency.
➢ Only authordized drivers or operators will be allowed to operate machines or
equipment. Only authorized signalman/Banks men will be assigned together with the
operator or driver.
➢ All staff and workmen shall wear approved type of Personnel Protective Equipment
(Nomex Cover all, Safety Boots , Hard Hats ,Ear Plugs, Safety Goggles, Leather
Hand Gloves as a minimum). Work specific PPE shall be follows (ex-Disposal coverall
,Gum boots with steel toe,Long sleeve rubber hand gloves, face shield,etc..)
➢ Toolbox meeting shall be conducted every day before commencement of work .And
every change of situation shall be addressed by the site supervisor. Hazard
identification shall be done during toolbox meetings for all work scope, for heat
exhaustion, gas leakage , slippery wet surfaces
➢ All heavy vehicles shall have (mandatory) dedicated banks men/signal men for each
vehicle.
➢ Only experienced and competent workers who are familiar with safe work methods
within process areas shall be engaged for the works.
➢ All rest shleters will be provided during periods of excessive heat.

➢ There shall be no authorized entry to any plant area apart from ROOTS approved
work location.

❖ Environmental Protection
➢ Proper housekeeping shall be maintained all the time.
➢ Generated dust (by wind and/or equipment operation), shall be controlled by
periodicwater spraying. Workers to wear dust masks when necessary.
➢ Any incident happened need to be reported to the discipline Supervisor and HSE
Officer immediately.
➢ Heat Stress requirements communicated all workers shall be strictly followed.
➢ All heavy plant and equipment shall be provided with a drip tray and shall be
trained in the use of such equipment to prevent spillage while transferring
hydrocarbons to the mechanical part of the equipment.
➢ Any liquid chemical or oil including fuel container on site shall be provided with
secondary containment.

EMERGENCY PROCEDURE

In the event of an emergency,

• Site supervisor, HSE manager or officer to secure incident scene by


cordoning the area and prevent unauthorized entry.
• Site supervisor, HSE manger or officer to call QatarEnergy emergency
number 135#2 (give full details of the specific area and condition of
injured person, if there is any)
• If there is injured person, first aider to apply necessary first aid, while
waiting for Emergency Medical Team to arrive.

Equipment shall include but not limited to the following;

→ Equipments and vehicles can be mobilized and enter only after getting
QatarEnergy necessary approval .

10. PROCEDURE

10.1 Preparation Activities for Screening of Stockpile

A. General:
• Barrication and Tags around the work location will be provided
• Appropriate sign boards shall be provided around the work Location
• Mobilize manpower, equipment /machinery, temporary rest shelter and material
storage area at proposed and approved site locations.
• Ensure all the equipment related to the Screening are certified and approved
by QatarEnergy
• Only material from site will be screened
• No screening for imported material will be done
• Ensure the Green mesh is available to cover the stockpile after screening

B. Sequence of activities
• Equipment set-up: Position the equipment on stable ground, ensuring it is level
and secure.
• Stockpile Preparation: Ensure the stockpile is accessible

10.2 Screening Process

• Loading the soil using excavator screening bucket or Wheelloader (Showel)


• Screening will be done by either of the following:

1. Operating the Excavator screening bucket by vibrating the bucket to


separate soil into different grades or sizes.
2. Loading the material in the Showel and dumping it on a screening panel
to segregate soil into different grades or sizes
• Dispose of oversized materials or debris as per waste management guidelines.
• Collect screened soil into dump trucks for further use or disposal.
• Ensure to enclose the work area with hard barricade with provision for access
and egress.
• Spray water using water tankers for dust control
• Screening will be stopped in case of heavy winds
• Ensure the height of the stockpile is well-maintened to lower wind exposure and
to have better moisture retention
• Lay the Green mesh and spray water to suppress the spread of dust

10.3 Post Screening:

• Properly organize and label the screened material stockpiles. Maintain separate
stockpiles for different sizes and types of materials.
• Clean the screening equipment and surrounding area to prevent contamination
of future batches.

• Record the quantity and quality of screened material, including any deviations or
issues encountered during the process
• Spray water to suppress the spread of dust
• If the stockpile is used for backfilling, soil improvement will be done if required
by adding dune sand as necessary from 1% to 10% of the fine material of the
stockpile volume.
• Soil Shall Comply QCS-2014,Section 6, Part-03 after Soil improvement

11. QUALITY ASSURANCE AND CONTROL

11.1 Internal Quality Control

ROOTS Quality Control shall include but not be limited to the following:
• ROOTS shall assign Independent Testing Laboratory to be approved by
QatarEnergy to conduct field and laboratory tests on backfill materials. Tadmur
Contracting shall also submit a second laboratory as backup in case first
laboratory is not able to provide the service.
• ROOTS shall ensure at all time, the compliance with all the stated requirements
of the ISO 9001:2015 which clearly states and establishes the requirements,
authority and responsibilities of all quality personnel.
• ROOTS shall ensure that all the equipment and materials used are appropriately
approved by QatarEnergy, calibrated and certified, prior to start any kind of
activity.
• Checking maintenance of equipment to comply with manufacturer's instructions.
• Independent Testing Laboratory shall carry out the necessary testing of the
materials used and field density tests to measure compaction, report to the QC
Team.
• Review and rectify any failed tests, rejected inspection request and non-
conformance reports.
• Maintain a tracking register after laboratory testing to determine the suitability of
excavated material for general filling works
• For Soil Improvement Will be Done to Comply QCS-2014,Section 6, Part-03 .

11.2 External Quality Control

• The laboratory/Agency shall be approved by the QatarEnergy.


• All checking procedures and tests performed by the laboratory/Agency shall be
properly documented and submitted to the QatarEnergy after checking and
testing.
• Sampling and Testing frequencies shall be according to the QCS 2014- Section-
02-Apendix A Clause 14.4 & Project Specification RLLPGBP-1-14-0003 Section
7.8.4, Shell DEP 34.11.00.11 Clause 3.1.2

11.3 Source Quality Control

• Tests will be performed for any change in material source or at every 1000 of
Material for the first 10,000 m3, whichever is more frequent. These frequencies
can be reduced if testing shows uniformity and as approved by QatarEnergy.
• Before using material resulting from excavation for grading filling, labrotary tests

shall be carried out field to establish the suitability of excavated material for filling
work. Whenever such excavated material indicates a change in characteristics
the material shall carry out additional testing according to the QCS 2014-Section-
06-part3-Ciause 3.3.1.
• The samples shall be selected randomly without choosing high or low compacted
spots.
• Field density tests to verify compaction shall be taken at a frequency as specified
for each type above.
• The field density shall be calculated followed by the percent compaction relevant
to MDD as determined previously in lab.
• The average of the tests shall be above the minimum required for acceptance and
none of the individual tests shall fall below the required target by more than 2
percent points.
• If any individual tests fall below the target by more than 2 percent points, the area
where it is sampled from shall be re-compacted and tested again.
• If the average falls below the minimum required, the area shall be re-compacted
properly.
• Testing after re-compacting shall yield the target else the whole layer shall be
scarified wetted and compacted again or removed as determined by the QC
Inspector/Engineer and QatarEnergy representative on site.
• Unsuitable unwanted material shall be remove from the site and shall be located
to the approved disposal location.

• Minimize dust generation by using water sprays or dust suppression systems.

• Properly dispose of any waste materials or contaminants.


• Ensure that stockpiles are located away from water bodies to prevent
contamination.

12. SUPERVISION:

ROOTS shall provide the degree of supervision necessary for work on sites the general
direction, coordination and oversight of the onsite work processes. In particular, OH&S
supervision on construction activities involves : ROOTS dedicated supervisor shall
provide the necessary coordination and general instruction for work associated with one
process so as not to endanger persons engaged in other processes
