HISTORICAL BACKGROUND
1901 – Establishment of the
Philippine Constabulary
(PC) Intelligence
Command.
1962 – the Constabulary
Intelligence Unit (CIU) was
constituted with

Intelligence Operations
Division (IOD)
IOD Mission
It is responsible in the
management and general
supervision of the intelligence
operations/projects and
organizational activities of the PNP
Intelligence.
IOD Functions
▪ Assists the Director for Intelligence in the effective management
and administration of all PNP intelligence operational activities;
▪ Evaluate PNP intelligence units and offices and assess the
employment of PNP units and offices in coordination with other
PNP Directorial Staffs;
▪ Supervise the integration and coordination of PNP
intelligence operations and support activities;
▪ Prepares intelligence operational plans and makes periodic
assessment thereof;
▪ Prepares, determines and recommends the allocation of tasks
to PNP intelligence agencies;
IOD Functions
▪ Initiates staff studies on intelligence matters to improve
operational doctrines, systems and procedures, management and
training;
▪ Reviews and revises plans, programs and policies for the guidance
of PNP intelligence agencies;
▪ Assists the Director for Intelligence in the preparation of
recommendations on planning and policy matters under
study/consideration by the Directorial Staff;
▪ Represents the Director for Intelligence in coordinating agencies and
bodies; and
▪ Exercises functional supervision and control over the Mindanao Area
Police Intelligence Office (MAPIO) and the Technical Support
Coordinating Unit (TSCU).

Security Division (CISD)
CISD Mission
To assist the Director for Intelligence in
attaining intelligence objectives through
effective and efficient management of all
counterintelligence and security
operations and activities of the Philippine
National Police.
CISD Functions
▪ Supervise the integration and coordination of all
counterintelligence and security operations and activities of the
PNP;
▪ Formulates counterintelligence and security policies and
directives for implementation of the PNP;
▪ Educates all PNP personnel on matters relating to security;
▪ Plan and supervise the collection and dissemination of
counterintelligence information;
▪ Provides training guidance and direction on
counterintelligence and security aspects of all PNP personnel
and offices;
CISD Functions
▪ Provides periodic security evaluations on all PNP
offices down to police stations and issue appropriate
security compliance level;
▪ Initiates studies on counterintelligence and security
operations and activities and recommends measures to
upgrade them;
▪ Provides guidance on the conduct of physical,
personnel, document and information,
communication, computer and operational security
matters affecting the PNP; and
▪ Represents the Director for Intelligence in
counterintelligence and security coordinating
agencies/bodies.

2. Sub-Committee on Counterintelligence (SCCI) – A sub-

3. Special Monitoring Committee (SMC) – CISD is an active
participant of the coordinative conferences called by SMC.
4. PNP Selection Committee for United Nations Mission

FLD Mission
Primarily responsible to the Chief, PNP
and the Director for Intelligence in providing
support to administrative, operational,
intelligence/ counterintelligence,
international cooperation, and
investigative requirements of the command
from foreign sources.
FLD Functions
▪ Acts as the PNP’s primary channel of communication and
point of contact with government agencies, all foreign
embassies, multilateral organizations, and other foreign
government entities and Non-Governmental Organizations
(NGOs) pertaining to foreign affairs;
▪ Coordinates closely with other DI divisions and other PNP
offices/units on matters that concern their areas of interest;
▪ Plans, directs, supervises and controls the Offices of Police
Attaché (PA)/Police Liaison Office (PLO) in close
coordination with other divisions of this Directorate;

▪ Acts as the PNP’s primary channel of communication and
point of contact with government agencies, all foreign

Center (IRC)
IRC Mission
Collates and processes all available
information of intelligence interest;
Produces and disseminates intelligence
essential to the accomplishment of the PNP
mission; Provides direct support to all
(Electronic Data Processing) EDP
requirements of the PNP intelligence
organization.
IRC Functions
▪ Collates, evaluates, stores, interprets, retrieves, integrates
and analyzes all available information of intelligence
interest from both overt and covert sources. In carrying
out this function, it builds and maintains database on
a) OCGs, CGs and other threat groups; and b) CMIS &
ASEANAPOL;
▪ Produces and disseminates accurate, reliable and
timely assessments, intelligence briefings, periodic
intelligence reports and other intelligence reports, as
needed and/or required;

▪ Conducts researches and prepare special studies,
position papers and other special reports on matters of
intelligence interest; and
▪ Develops and implements intelligence-related

ITG Functions
▪ Provides general and special training on police
intelligence in support of the requirements of the PNP and
other government agencies;
▪ Acts as special staff of the Directorate for Intelligence on
matters pertaining to intelligence training;
▪ Conducts research linkages with other training institutions;
▪ Develops the character and integrity of every student
undergoing training with the School; and
▪ Manages personnel and records, finance, logistical resources,
planning of construction, repair and renovation of facilities,
internal control of activities and all security matters of the
Group.

PBDC Mission
To serve as a coordinating body to
provide technical assistance, operational
support, enhancement of training and
strategic information on all unlawful use of
explosives, both domestic and international
incidents.
PBDC Functions
▪ Provides technical intelligence support to the
PNP Explosive Ordnance Disposal and Canine (EOD/K9)
Group, other PNP units, Armed Forces of the Philippines
(AFP), and other law enforcement agencies;
▪ Collates, analyzes and exploits intelligence data
pertaining to bomb incidents, bombs, bombers/suspects,
organization, leadership, and modus operandi;
▪ Interprets data gathered by the PBDC Satellite Offices
pertaining to explosives and incendiaries, whether
commercial, military or improvised;
PBDC Functions
▪ Establishes and maintains rogues gallery/target list
of suspected terrorists, both local and foreign;
▪ Maintains case-tracking of bomb related cases;
▪ Enlists the assistance of the AFP, National Bureau of
Investigation, Philippine Center for Transnational
Crimes and any other department, bureau, office, agency,
and instrumentality of government-owned or controlled
corporations and request the use of their facilities and other
resources to carry out its functions;
PBDC Functions
▪ Collaborates with the AFP and other law enforcement
agencies in the formulation of policies and foster mutual
cooperation with foreign counterparts;
▪ Supports the PNP-EOD/K9 Group in the formulation of
plans, procedures, protocols, and policies pertaining to EOD
and CBRN operations;
▪ Gathers and maintains data of all bomb-related incidents
for publication and intelligence research; and
▪ Assists the PNP-EOD/K9 Group and the PNP Training Service
in the conduct of training, seminars, and other skills
and competency building activities.

PNP Intel Community
The Philippine National Police (PNP) Intelligence
Community refers to the informal grouping of offices and
units within the PNP organization, which perform or
undertake intelligence and counterintelligence
functions relating to law enforcement and public
safety. It is composed of the Directorate for Intelligence
(DI) at the National Headquarters, which serves as the
nucleus, and the Police Regional Offices (PROs) and
National Support Units (NSUs) which have their Regional
Intelligence Divisions (RIDs) and Intelligence Divisions
(IDs), respectively, as components to include their
subordinate offices and units at the provincial, city and
municipal levels.
