SCOPE OF PLAN
Drivers are an essential component of construction companies, equally as important and the
vehicles themselves. Even if an organization has a perfectly maintained vehicles and
equipment, poor quality drivers or lack of investment in driver training can lead to accidents,
damages, cargo loss and possibly issues with fines.
EPC is keen for the safety of its workers which are transported by public transport buses every
day to working sites. To make sure that all drivers are qualified, trained and buses are in good
condition, a written procedure is made to meet the criteria.

REQUIRED SKILLS AND COMPETENCES


EPC ensure that all employees involved in driving activities have the necessary competency to
drive safely. Competence is entails having appropriate knowledge, skills, attitudes, as well as
behavior.
Some of the required skills and competences for drivers are:
 Driving license for public bus driver.
 Profession of Public bus driver on Iqama
 Respect of humanitarian values and adherence to the humanitarian charter and principles.
 Fitness to drive. (Medical Test)
 Ability to apply different driving techniques: defensive driving, off-road driving, eco-driving,
etc.
 Literacy in the working language and able to speak the local language.
 Respect and willingness to work with people from different ethnics and origins.
 Experience with specific vehicles to use (4x4 Pickup truck)
 Knowledge of basic mechanics of Buses for trouble shooting on the road.
 Good knowledge of local roads.
 Knowing what to do in an accident or emergency.
 Willingness for continuous improvement (driving refresher training).

RECRUITMENT, TESTING AND SELECTING


Before selection of bus drivers for any specific project following points are taken care of.
 Asking for documentation to prove authorized license to operate the vehicle.
 Ask the applicant to demonstrate their driving skill first-hand in a safe location.
 Have technical questions prepared in advance.
DRIVER’S SELECTION & TRAINING PROCEDURE

Drivers’ competence to drive safely to be assessed at the interview level and/or prior to
the allocation of driving tasks. Assessment is take account of the driver’s attitude, road safety
knowledge and driving skills at the wheel as well other evidence such as age, experience,
accident and enforcement history, including penalty points status and past training record. The
following data is as assessment checklist:

1. General  Years of driving experience.


 Health issues or regular use of medicines which could affect driving.
 Conduct a simple eyesight test by having the driver read a license plate number
from a distance of 20 meters. When in doubt consult a medical person for a
proper eyesight test.
 Assess knowledge on local driving laws (i.e., maximum speeds in certain
location, meaning of particular traffic signal).
 Ask about previous experience with the type of test vehicle.
 Familiarity with 4WD controls.
 Knowledge on basic vehicle service.
 Good practices to load a vehicle, specifically heavy or hazardous goods.
 How to react in case of an accident.
 Use of the Logbook.

2. Vehicle 2.1) Vehicle check: Assess knowledge on what should be checked before starting the
and engine, why this should be checked and what should be done when faults are detected.
Driving Checks may include engine fluids; tires; spare wheel, jack and tools; looking for stains
Test under the vehicle.
2.2) Before Starting Engine:
 Adjusts the seating and mirrors (yes/no)
 Ensures that seat-belts are fastened (yes/no)
 Is the vehicle out of gear, the clutch lever up and the handbrake on?
 Checks the instrument panel, lights and indicators (yes/no)
 Assess the knowledge on the meaning of the instrument panel lights
2.3) After Starting Engine:
 Listens for abnormal noise (yes/no)
 Checks the instrument panel, e.g. oil pressure light (yes/no)
2.4) Before Driving:

 Shows consideration for other traffic (yes/no)
 Drives off smoothly (yes/no)
2.5) While Driving:
 Respects the traffic rules and road signs (yes/no)

 Uses mirrors and indicators (yes/no)
 Uses gears and controls correctly (yes/no)
 Maintains the right speed considering road condition, load and other traffic
(yes/no)
 Drives defensive (i.e., leaving space between vehicles) (yes/no)
 Anticipates hazards (yes/no)
 Shows consideration for other traffic and passengers (yes/no)
 Shows consideration for the vehicle (i.e., no hard breaking) (yes/no)

TRAINING PROGRAMMES:
After the selection of the drivers, various trainings are conducted to make sure that
driver is ready to work.
 Project safety induction
 Safe defensive driving training.
 Off road driving training
 Qayyadti online assessment
 Journey management plan training
 Emergency response training

VEHICLE SAFETY AND INSPECTIONS PROCEDURE:


Safe transportation is not possible without properly maintained vehicles. Following
measures are taken care of for the inspection and maintenance of vehicle.
1. Motor vehicle Periodic inspection
2. Preventive maintenance monthly programme.
3. Daily checklists for vehicles.

VEHICLE TRACKING AND MONITORING:


To ensure that vehicles and buses operate and travel in safe and defined speed limits, all buses
are equipped with
Automatic vehicle locating (AVL) or In Vehicle Monitoring System (IVMS).
This facilitates the company to record, analyze and report on driver behavior of Vehicle.

SUPERVISION AND TRANSPORT COORDINATOR:


A journey management/ transport coordinator is assigned for the everyday issues related to the
maintenance and travelling of buses, (Road side assistance, vehicle breakdown) and ensuring
the buses safety inspection, operations and passenger transportation. Responsibilities include

 Manage and coordinate the scheduling of vehicles and equipment.


 Manage and maintain vehicle records of fuel usage.
 Plan and coordinate efficient vehicle routes.
 Maintain vehicle maintenance logs.
 Evaluate vehicle needs and recommend necessary repairs.
 Emergency response team leader.

INCENTIVE AND REWARD PROGRAMME:


To motivate the drivers to obey local rules and safe driving EPC have a driver incentive
programme in place. By checking the data of GPS and IVMS, the transport coordinator decides
the driver on the month.

SUGGESTIONS AND COMPLAINT SYSTEM


To get he feedback from workers about the driving style of driver, a suggestion and complain
register is kept in bus all the times. It is checked by transport coordinator regularly and actions
are being taken for the recommendations or complains.

BUS MARSHALLS:
Bus marshalls are assigned on every bus, they travel on bus and observe the driving style.
Other responsibilities include.
 That passengers and drivers are complying with the traffic rules and regulations.
 Ensure passengers do not discard drinking bottles and trash on bus
 Ensure that passengers are courteous and do not use profanity.
 Ensure passengers stay in their seats while the bus is moving
 No Over Loading Allowed.
 The bus Marshall should monitor the driving attitude of the driver, if he fails to comply with
the traffic rules, the bus Marshall should verbally notify this to the driver and then report it to
the Admin or HSE department
