AGENDA: Assessing the Systematic Human Rights Violations happening in Israel-Palestine
Conflict.

BACKGROUND:
The conflict between the Israel and Palestine has been enduring to both the regions and also the
whole world. The conflict rises up from the past 75 years when the establishment of The State of
Israel was done. The conflict has made a lot of harm to the country and the neighboring countries
of the Israel and Palestine. On November 29th,1947 The UN General Assembly passes
Resolution 181 calling for the partition of the Palestinian territories into two states, one Jewish
and one Arab. The resolution also envisions an inteprnational, UN-run body to administer
Jerusalem. The Palestinian Arabs refused to recognize this arrangement, which they regarded as
favorable to the Jews and unfair to the Arab population that would remain in Jewish territory
under the partition. The United Nations resolution sparked conflict between Jewish and Arab
groups within Palestine. Fighting began with attacks by irregular bands of Palestinian Arabs
attached to local units of the Arab Liberation Army composed of volunteers from Palestine and
neighboring Arab countries. These groups launched their attacks against Jewish cities,
settlements, and armed forces. The goal of the Arabs was initially to block the Partition
Resolution and to prevent the establishment of the Jewish state. The Jews, on the other hand,
hoped to gain control over the territory allotted to them under the Partition Plan. After Israel
declared its independence on May 14, 1948, the fighting intensified with other Arab forces
joining the Palestinian Arabs in attacking territory in the former Palestinian mandate. On the eve
of May 14, the Arabs launched an air attack on Tel Aviv, which the Israelis resisted. This action
was followed by the invasion of the former Palestinian mandate by Arab armies from Lebanon,
Syria, Iraq, and Egypt resulting into Many Jewish communities, particularly in border areas or
cities with mixed populations like Jerusalem, faced siege and heavy fighting. Also many Jewish
residents in Arab-majority areas of Palestine fled or were expelled from their homes, as a result
of attacks by Arab. At the same time, Jews from Arab countries began migrating to Israel in
large numbers due to increasing hostility and expulsions from Arab nations. This had made jews
suffer and really needed a safe place to stay which was also being threatened and expulsed. The
Hamas, a militant group that rules the Palestine had the rule of the Gaza Strip have exploited the
human rights and the sovereignty of the Israel, as the terrorism of the Hamas has been rising up
and making every place in the world unsafe for the Jewish People. On March 27th 2002 The
Passover Massacre A terrorist attack kills thirty people at a Passover celebration at a hotel in the
Israeli city of Netanya. The terrorist attacks also went upto the Olympic Summer games of 1972
hosted in Munich, Germany. The terrorism activity was carried out by eight members of
the Palestinian militant organization Black September. The militants infiltrated the Olympic
Village, killed two members of the Israeli Olympic team, and took nine others hostage, who were
later killed in a failed rescue attempt. In total 11 hostages were murdered in the Olympic games
which was a contravention of the human rights and also a breach of international laws and
humanity. There have been many efforts from the State of Israel to halt the conflict. The Oslo
accord I, The Madrid peace conference, The Road Map for Peace etc. were made but none of
these were effective enough to stop the conflict. Also in 2005 Israel had disengaged with Gaza
by withdrawal of the settlers and the military forces and other Jewish settlements in the Gaza
strip. But after Israel’s withdrawal from the Gaza Strip the Hamas and other small militant
groups fired rockets from Gaza to the southern Israel. The State of Israel was in no stance to
harm anyone but the Hamas had started to exploit, take the Jews as hostages and also attacking
nearly 800 rockets on the towns of Israel from the Gaza Strip. Now last year on 2023 October
7th Hamas launched an unprecedented surprise attack on Israel, leading to an explosion of
violence. According to the Israeli government, the attack killed approximately 1,200 people,
many of them civilians. Over 200 people were also taken hostage. The terrorism and the
violation of the human rights was at its peak.
RESOLUTION:
 The efforts should be made to neutralize the militant activities of Hamas.
 State of Israel would like international supervision on the Gaza Strip.
 In order to protect the victims and reduce the violation activities, secure cross border
activity is vitally important.
 A proposal focusing on direct, firm negotiations, emphasizing mutual recognition is
essential.
 Limitation to the settlement activities and border security should be monitored.
