1. Government of Nepal (GoN) has allocated fund toward the cost of Procurement of Bridge Expert and intend to apply portion of
this fund to eligible payments under the Contract for which this Expression of Interest is invited for National consulting service
2. The Local Bridge Section now invites Expression of Interest (EOI) from eligible consulting firms (“consultant”) to provide the
following consulting services: Procurement of Consulting Services to hire a Bridge Design Specialist for checking and to
assure quality and uniformity of detail project report (DPR) of bridge projects that are produced by DPR consultant.

6. In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be
deemed as the due date but the time will be the same as stipulated.
7. EOI will be assessed based on Qualification 30.0 %, Experience 55.0 %, and Capacity 15.0 % of consulting firm and key
personnel. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through
a request for proposal.

B. Instructions for Submission of Expression of
Instructions for Submission of Expression of Interest
1. Expression of Interest may be submitted by a sole firm or a joint venture of consulting firms.
2. Interested consultants must provide information indicating that they are qualified to perform the services (descriptions,
organization and employee and of the firm or company, description of assignments of similar nature completed in the last 7
years and their location, experience in similar conditions, general qualifications and the key personnel to be involved in the
proposed assignment).
3. This expression of interest is open to all eligible Individual consultant..
4. In case, the applicant is individual consultant, details of similar assignment experience, their location in the previous 4 years and
audited balance sheet and bio data shall be considered for evaluation.
5. The assignment has been scheduled for a period of Twelve months. Expected date of commencement of the assignment is 15-
05-2023.
6. A Consultant will be selected in accordance with the QCBS method.
7. Expression of Interest should contain following information:
(i) A covering letter addressed to the representative of the client on the official letter head of company duly signed by
authorized signatory.
(ii) Applicants shall provide the following information in the respective formats given in the EOI document:
• EOI Form: Letter of Application (Form 1)

8. Applicants may submit additional information with their application but shortlisting will be based on the evaluation of
information requested and included in the formats provided in the EOI document.
9. The Expression of Interest (EOI) document must be duly completed and submitted in sealed envelope and should be clearly
marked as “EOI Application for Short-listing for the Procurement of Bridge Expert.The Envelope should also clearly indicate
the name and address of the Applicant. Alternatively, applicants can submit their EOI application through e-GP system by using
the forms and instructions provided by the system.
10. The completed EOI document must be submitted on or before the date and address mentioned in the “Request for Expression of
Interest”. In case the submission falls on public holiday the submission can be made on the next working day. Any EOI
Document received after the closing time for submission of proposals shall not be considered for evaluation.

Bridge Design Specialist (BDS)
1. INTRODUCTION
Government of Nepal, through its own resources has involved in construction of motorable bridges in
provincial and local road network. Within last few years the total number such bridges constructed is
recorded as 665. Endeavor towards this initiative is ongoing. Till the third phase of Motorable Local Roads
Bridge Program (MLRBP), Technical Assistance from Government of Switzerland, provided technical
support in a wider spectrum with supervision team mobilized to individual bridges. With start of the fourth
phase (2021-01-01 to 2024-12-31), the TA from Govt. of Switzerland focused in capacitating the provincial
governments in this sector and hence support to federal government was confined to more on special
bridges only. However, the federal government, through its yearly plan and budget, is continuing to
allocation in this sector so as to cater the demand from local level stakeholders and to maximize converting
provincial and local roads to all weather condition. Considering the number of bridges requiring preparation
of DPR and consequently assurance of their quality is very essential. In this respect, part of the proceed is
allocated for hiring of Bridge Design Specialist.
2. OBJECTIVES AND PURPOSE OF THE ASSIGNMENT
The general objective of the consulting services is to hire a Bridge Design Specialist for checking and to
assure quality and uniformity of detail project report (DPR) of bridge projects that are produced by DPR
consultant.
The Specific Objectives of the assignment are:
a. Checking and Verification of the field data collected for preparing DPR of bridge projects by DPR
Consultant.
b. Ascertaining and recommending the Detailed Project Report (DPR) of bridge projects comply with all
the relevant design codes, standards, guidelines and prevailing engineering practice and actual field
situation.
c. Ensure uniformity and quality of the detailed engineering design, drawing and cost estimate, road safety
measures of proposed bridge are sufficient for the implementation of the projects..
3. SCOPE OF THE ASSIGNMENT
The consultant will closely work with DoLI/Bridge Section, related Local Infrastructure Development
Project Office (LIDPO), LRBSU, and DPR Consultants and assist the Client by verifying and ensuring
quality of the detailed engineering survey, design, drawing and cost estimate, safety measures for the
bridge projects carried out by DPR Consultant.
4. DETAILED TASKS AND/OR EXPECTED OUTPUT
To fulfill the above mentioned objective of the services, the Consultant will carry out following tasks:
Verify and report to DoLI/Bridge Section and related LIDPO the feasibility study, detailed survey and
investigation of the selected bridges carried out by DPR Consultant;

Verify and recommend ensuring uniformity and timely completion of the detailed engineering design,
drawing and cost estimate, safety measures for the bridge projects carried out by DPR Consultant;
Carryout field visits to monitor, verify and assuring the activities carried out by DPR Consultants
Verify and recommend ensuring quality of the report submitted by the Consulting Firm/s.
Undertake any other tasks related to DPR preparation and project preparation assigned
Coordinate with concerned ministry and offices of provincial government for accomplishing the
above and other tasks as required in order to finalize detailed project report (DPR) of bridges.
5. QUALIFICATIONS AND EXPERIENCE REQUIREMENTS
(a) Qualification Master’s degree in Structural Engineering or Bridge Engineering
The applicant must be registered in Nepal Engineering Council(NEC)
(b) Total Professional
Experience Preferably 10 years professional experience in the field of civil
engineering profession.
(c) Project-related
Preferably 10 years specific experience in bridge design, planning

Must demonstrate knowledge and understanding of carrying out
feasibility study and detailed survey, design and cost estimate of
bridge projects in particular.
At least one project experience of verifying the feasibility study
and detailed survey, design and cost estimate of bridge works in
large volume.
Must demonstrate knowledge and understanding of codes,
standards, guideline, manuals etc. related to bridge design and
construction in Nepal.
(d) Experience in working

6. SELECTION CRITERIA
The Specialist will be selected by inviting the expression of interest (EOI) by publishing a notice pursuant to
section 30 of the Public Procurement Act 2063. Once a shortlist has been prepared pursuant to Rule 70, the
public entity shall invite proposals from the intent expressing proponents included in that list by sending them
the documents relating to proposal according to Public Procurement Regulation 2064, Rule 71.
7. FACILITIES TO BE PROVIDED BY THE CLIENT
The consultant shall be provided the remuneration and other logistic support as below:
The consultant’s shall be paid as remuneration and out-of pocket-expenses as quoted in the request for
proposal (RFP).
In case of failure of negotiation; the consultants in waiting list in order of merit will be called on for
negotiation.
The price escalation is not applicable to this consulting service.

ToR
The Consultant shall be paid by Local Bridge Section, Department of Local Infrastructure (DOLI) every
month on the submission of his/her invoice and time-sheet (as attested in the EOI document) with the
obligatory reports. The invoice must be associated by the consultant's VAT bill having PAN No.
The office space and furniture (Table & chair) with the facility electricity and internet shall be provided to
the consultant within premises of Department of Local Infrastructure (DOLI), Local Bridge Section
during working hours.
The consultants shall have his/her own laptop for working.
8. CONSULTANT’S REPORTING OBLIGATIONS
The consultant will provide the services in close coordination with and will report to the Project Coordinator,
Local Bridge Section, DOLI;
(i) Periodic Progress Report-Monthly Report and a final consolidated report need to be furnished to the
Project Coordinator, highlighting the tasks carried out during the period with supporting details;
(ii) Monthly work plan event reports and field reports as appropriate;
(iii) Proceedings of conferences, seminars/workshops and trainings;
(iv) Final assignment report; and
(v) Any other report related to the assignment as required by LRBSU.
9. DURATION OF ASSIGNMENT
The duration of the consulting services will be for 12 (Twelve) Months. The input of consulting service shall
be continuous and will be utilized in full 12 (Twelve) months duration.
Duty Station for office works shall be at DOLI, Local Bridge Section, Pulchowk, Lalitpur. The consultant has
to make site visit to the road bridge projects located in the districts as mentioned in detailed tasks.
10. TAXATION
The Consultant shall be fully responsible for all taxes imposed by the Government of Nepal. The Consultant
must be registered in the Value Added Tax (VAT) after the contract agreement.
11. AGREEMENT
The Consultant shall be required to enter into an agreement with the DOLI, Local Bridge Section on time-
based contract.

process till the concerned Court has not issued the decision of clearance against the Corruption
Charges.
