I.

LEGAL BASIS FOR CULTURE AND ARTS PROMOTIONS


1. The 1987 Constitution of the Republic of the Philippines, Article 14, Section 14, the state shall foster the
preservation, enrichment, and dynamic evolution of a Filipino national culture based on the principle of unity
in diversity in a climate of free artistic and intellectual expression.
2. Republic Act No. 7356 (April 3, 1992), An Act Creating the National Commission for Culture and the Arts
(NCCA), Establishing a National Endowment Fund for Culture and the Arts (NEFCA), and for Other Purposes.
3. The Implementing Rules and Regulations of RA 7356

1. Executive Order No. 80 (March 5, 1999), Transferring the CCP, KWF, NM, NHI, TNL, and RMAO to the
NCCA for Policy Coordination

3. Republic Act No. 10066 (March 26, 2010), [National Cultural Heritage Act of 2009], An Act Providing for the
Protection and Conservation of the National Cultural Heritage, Strengthening the National Commission for
Culture and the Arts (NCCA) and its Affiliated Cultural Agencies, and for other Purposes.

II. OBJECTIVES OF THE SOCIO-CULTURAL FESTIVAL


In consonance with the principle that the tertiary education culture and arts program shall be a vehicle for the
inculcation of positive Filipino and universal human values, the objectives of PAGKAREKEDAN Sports and
Socio-Cultural Festival are the following:
1. Provides opportunities for institution to conceptualize, develop, organize and implement project, plan,
programs and activities which will complement the other components of the curriculum aimed at developing
higher level of knowledge and skills, understanding and appreciation, and positive attitudes and values
designed to optimize the full potential of tertiary level students;
2. Provides opportunities for coaches, trainers and headmasters to discover, identify and select students with
competitive skills and talents to join the campus pool of talents and undergo further training in preparation for
higher institutional, regional or national competition.
3. Provide opportunities for tertiary level students who are skilled and talented to participate in culture and the
arts competitions and become carriers of culture and arts promotions, and in the process of active participation
emerge as our national pride.
4. Provide opportunities to develop the character of excellence and appreciation of the Filipino culture, aesthetic
values, knowledge, understanding and socially desirable traits; and
5. Promote the culture of peace through the spirit of sportsmanship, camaraderie, fair play and respect for others.

III. ORGANIZATION AND MANAGEMENT


The Pagkarekedan Sports and Socio-Cultural Festival is organized by the Executive Committee and shall be
jointly managed by the Sports and Socio-Cultural Affairs Office through the Sports and SCAO Coordinators and
the Technical and Working Committee. Further, the Socio-Cultural Events shall be managed and organized by the
Socio-Cultural Executive Committee, to wit:

VIII. IMPORTANT DATES/THINGS TO OBSERVE


1. November 14, 2024 | 12:00 NOON – Deadline of submission of eligibility requirements of each event to
the head master and assistant head master.
2. November 14, 2024 | 2:00 PM – Final briefing, orientation and draw lots per event by the head master
and assistant head master. Each team must be represented by their group leader.
3. November 15-16, 2024 – Checking of eligibility requirements by the HM & Asst. HM.
4. During competition, participants and coaches must arrive at the venue 30 mins before the start of
the competition. Nevertheless, the committee reserves the right to disqualify any team that will
arrive 15 minutes late.

From the Cuyonon word “antigo”, which means seasoned, knowledgeable or versatile. Pantigoan is a convergence of
skills and talents of the students coming from the different competing teams of this institution showcasing the rich
festivity, culture, heritage and tradition of the Filipinos.

Objective: Streetdancing draws people culture by portraying people’s way of life through movements, expression and
their emotions. It aims to provide fun and increase participation in physical activities to develop camaraderie and
teamwork among dancers. It also aims to develop the skills and ability of the students in the field of streetdancing.

GENERAL GUIDELINES
1. The concept or theme for costume and performance of the competing teams are left to the team’s discretion.
Dance parade steps must be continues/non-stop all throughout the route to facilitate the smooth flow of the
parade.
2. Participants must be students of the team they are representing; the contingent must be within the maximum
of thirty (30) dancers and a minimum of twenty-five (25) dancers.
3. There will be one final judging area for the performance (PSU-PCAT Oval) and two judging areas for the
dance parade (Shell Gasoline Station and in front of CGP Marketing).
4. The recorded musical accompaniment of each team must be played non-stop during the parade. Each team
must provide its own sound system for this purpose.
5. Performance of each team is limited only to a minimum of 8 minutes and maximum of 10 minutes. Choice of
performance music is left to the team’s discretion. However, each competing team is required to incorporate
at least the chorus or part of the Official Pagkarekedan Hymn in their performance.
6. During parade, there will be a two (2) minutes dance exhibition using the Official Pagkarekedan Hymn.
7. They can use any of the traditional, cultural, festival, tribal, indigenous music in the Philippines.
8. CRITERIA FOR JUDGING:

Choreography - 30%
Mastery and Synchronization - 20%
Costume - 10%
Musicality - 10%
Total - 100%
9. Bonus point – since the purpose of Pagkarekedan Festival is for solidarity and unity of the institution, there
will be a one (1) bonus point for the participation of the mayors of the different programs and the program
heads.
10. The winners will be determined based on ranking system. In instances not covered by these rules and
regulations, the Chairman of the Board of Judges is enforced to promulgate decision.
11. Judges’ decision is final.

Contemporary dance is a highly flexible form that lends itself beautifully to allowing students to experience and express
their thoughts and feelings in a way that uniquely represents their individuality, and, moreover, it teaches them to value
and honor those parts of themselves instead of trying to hide or suppress them.

Objective: Because contemporary dance is focused on spontaneity and self-expression, as opposed to choreography
and rigid technique, performers tend to develop better self-awareness, both physical and emotional. It actually helps
build creativity and thought processes that will offer countless advantages and benefits throughout the student’s life
today and in the future. It also helps develop creative thinking, stress reduction, self-expression and social awareness.

GENERAL GUIDELINES
1. The contest piece must be a minimum of four (4) minutes and a maximum of five (5) minutes including
entrance and exit anchoring on the theme “MENTAL HEALTH MATTERS, EVERY MOMENT”.
2. A maximum of twelve (12) and a minimum of eight (8) dancers are allowed to participate.
3. The dance piece should be an original choreography in contemporary form. It should not copy any movements
found in any media source.
4. Soft ballet shoes or pointed shoes may be worn (optional) or dancer may opt to perform barefooted.
5. Sets are not allowed (e.g. risers, back drop, tables, etc.). Hand props may be used (e.g. stick, fan, ring,
umbrella, etc.). Bamboo, wood, steel or plastic pole may be used but must not be more than 2 meters long.
6. The following are strictly not allowed in the performance:
➢ The use of real fighting armor (e.g. sword, knife, guns, arrow, spears, etc.)
➢ The use of any form of liquid (e.g. blood, oil, water, etc.)
➢ The use of fire, candles and any pyrotechnic materials.
➢ Breaking of glass, pots, etc.
➢ The use of confetti either drop of bomb.
➢ Audio visual presentation or screen projection.
7. Costume must be appropriate to the concept of the dance. Skin toned cycling, leggings, or leotards are
allowed. Nudity or toplessness for both male and female is strictly prohibited.
8. Obscene choreography/indecent movements and killing of animals are strictly prohibited. Tossing will not be
allowed.
9. Violation of any of these contest guidelines will result to three (3) points deduction from the total score.
10. Judges’ decision is final.

Hiphop Dance is a fusion of dance disciplines and cultural interpretations from around the country. The dance routine
incorporates the look, music, attitude, posture and street dance style. The most real routine showcase is a variety of
hip hop dance styles, signature moves and choreography conveying the character and energy of the street.

Objectives: Develop a strong understanding of Hip-Hop vocabulary and technique, demonstrating comprehension of
major principles through in-class practice, and self-evaluations. Make a personal connection to dance by exploring their
own folkloric and cultural dance or dance cultures in which they identify.

GENERAL GUIDELINES
1. Groups are permitted to mix and bring music of their choice on a standard CD/MP3 FILE of Original Pilipino
Music (OPM).
2. The contest piece must be four (4) minutes but not more than six (6) minutes
3. A maximum of twenty (20) and a minimum of twelve (12) dancers are allowed to participate.
4. Groups should include in their performance a broad selection of street dance styles (locking, popping,
bboying/bgirling (breaking), waacking/punking, vogueing, house dance, party dances or club –popular or
trendy dances- hip hop dance/choreography, krumping, steeping/gumboots, dancehall) without excessive use
of the same move or pattern. A varied range of styles should be shown in the choreography of arm, leg and
body movement. No body drop is allowed and all lifting should be supported.
5. Attire may include accessories such hats, caps, gloves, scarves, jewelries, etc. Removing pieces of clothing
during the performance is allowed provided it is not offensive or out of character. Appropriate clothing should
be observed in the competition.
6. Sets are not allowed (e.g. risers, back drop, tables, etc.). Hand props may be used (e.g. stick, fan, ring,
umbrella, etc.). Bamboo, wood, steel or plastic pole may be used but must not be more than 1 meter long.
7. Any move where the competitors’ weight is solely on the neck/head i.e. head spins, head stands, tumbling
and tossing, etc. is not allowed.
8. Lifting is allowed up to the second level.
9. Music should not contain obscene lyrics or words.
10. Performers should not wear any identifying marks of their team.
11. A violation of any of the ground rules will be subjected to disqualification.

Folkdance is a way for people to express, share, and connect with their own traditional culture. It keeps a culture of
people alive, by sharing and teaching younger generations the dances. Folkdance keeps the history of people alive as
well. In the Philippines, folk dance is a strong and enduring indigenous expression. The history of Philippine folk dancing
incorporates influences from immigrants and conquerors while at the same time maintaining distinctly Filipino roots.

Objectives: To foster patriotism and nationalism and arouse better appreciation of Philippine music and folkdances. It
also aims to develop a graceful and rhythmic coordination of body movements.

GENERAL GUIDELINES
1. The dancers for each group should not be less than four (4) pairs. Each competing team must have one (1)
entry.
2. The allotted time of performance for each group is 5 minutes including entrance and exit.
3. Costumes will be appropriate to the dance. Refer to the dance literature for proper guidance. Two (2) points
deduction will be imposed to the team that will violate this rule.
4. Participants must provide to the committee the background or history of the selected dance piece.

Pinundo-pundo literally means “to anchor”, it is a traditional wedding dance in Cuyo Island. The dance was customarily
performed by newlywedded couple. On the later days the pinundo-pundo become an entertainment dance performed
in a social gathering by a pair of a boy and a girl.

Objectives: Heritage is our legacy from the past, what we live with today, and what we pass on to future generations.
Our cultural and natural heritage are both irreplaceable sources of life and inspiration. Incorporating our traditional
practices as Cuyonon in this year’s Intramural Meet is a landmark initiative of this institution to instill to the minds of the
students the importance of cultural appreciation and promotion.

GENERAL GUIDELINES:
1. There shall be one entry in each team.
2. In each team, there will be one (1) male dancer and one (1) female dancer to perform pinundo-pundo.
3. The partner should execute the three (3) integral parts of the dance: Pasikat – the dance of the groom while
the bride stays on the left side, Bales – constitutes the dance of the bride, executing a very graceful sway
while holding white handkerchief, and lastly, Soring or Soriano – in which the groom and the bride dances
together.
4. The committee will provide the official music for the dance.
5. Appropriate costume must be worn by the dancers.

In this competition, each group is allowed to make a mash-up of different tiktok dance craze according to their concept
and performance. Tiktokers will present their performance in actual not in an online application.

Objective: To showcase the talents and skills of PSU-PCAT Faculty and Staff to add to enjoyment during the celebration
of the 2024 Pagkarekedan Festival.

GENERAL GUIDELINES
1. The competition is open to all faculty and staff represent their respective teams.

It is a fusion of various genres such as Philippine folkdance steps or cultural dance steps, indigenous dance steps,
highly stylized and modernized, classical and dramatic actions using OPM retro and popular music. This popular dance
is being danced in several competitions in the Visayas using props and other dance properties relevant to the concept
of the performance.

Objectives: To instill to the mind and heart of the competing students that there are variety of ways to appreciate
Philippine folkdances, merely, in the contemporary times, we stylized folk/cultural dance drama depicting the culture
and tradition of a certain place in the Philippines.

GENERAL GUIDELINES
1. The competition is open to all competing teams in the Pagkarekedan Festival.
2. Each participating team can submit only one (1) entry.
3. There shall be a minimum of eight (8) and a maximum of sixteen (16) performers.
4. Narration is strictly not allowed. This competition is designed for each entry to tell a story revolving around the
theme of song through dancing.
5. No dangerous props/stunts allowed.
6. Performance must revolve within folkdance steps, cultural dance steps, indigenous dance steps, highly
stylized and modernized, classical and dramatic actions.
7. The performance shall not exceed six (6) minutes including entrance and exit.
8. Music must be one straight OPM retro or pop music. Participating teams are free to choose from the given

GENERAL GUIDELINES
1. The contestant will use digital camera (DSLR/Mirrorless).
2. The picture/photo must be taken/shot by the contestant.
3. Photographs must be captured during the Pagkarekedan Festival 2024.
4. Photographs should be in digital format/file. The committee will not accept print or film submissions for the
initial screening of the entries.
5. Photographs to be submitted should have no watermark. There should be no identifying mark on the images
to eliminate any bias during the judging period.
6. Photo entries should be in high-resolution with at least 300 DPI. (IMAGE SHOULD BE LANDSCAPE IN
ORIENTATION).
7. Each team should have only one [1] entry
8. The submitted image must be a single work of original material created and taken solely by the photo contest
participant.
9. Entries will be displayed in an exhibit at the façade of the Socio-Cultural Affairs Office for public viewing and

Vlogging, short for "video blogging," is a form of online content creation where individuals or creators use video to
share their thoughts, experiences, opinions, or document their daily life. Vloggers typically post their videos on platforms
like YouTube and facebook and often engage with their audience through video diaries, travelogues, tutorials, or other
video-based content.

Objective: The primary objective of vlogging is to connect with an audience by creating engaging video content that
entertains, educates, informs, or shares personal experiences and insights. Vloggers aim to build the connections with
audience. It aims to document the activities of the festival through a video blogging and develop the creativity of the
students in this form of art expression.

GENERAL GUIDELINES:
1. The vlog entries must be in Cuyonon language.
2. There should be one vlogger in each team.
3. The vlog shall tell stories of the students during Pagkarekedan Festival (it shall highlight the opening parade,
Barakalan sa PSU-PCAT and Night Activities) or express opinion about the activities and should start at telling
the meaning of the Cuyonon word “Kareked” which means to bind something using a string, straw or rope. To
“Kareked” means to tighten the bond further and make it stronger. It signifies unity and solidarity among
PalSU-PCAT Community.
4. Clips may be shot inside and outside the campus depending on the concept of the story.
5. Entries containing dirty, foul and offensive language are subject to immediate disqualification.
6. The vlogs should be in landscape orientation and at least 1080 HD resolution. Vlog entries must not be more
than four (4) minutes.
7. The Pagkarekedan Hymn shall be the ONLY music that can be used by the vlogger/production team.
8. Entries will be posted in the official FB page of the Socio-Cultural Affairs Office.
9. The vlog entries will be judged on the basis of their compelling visuals, and impressions they convey to their
audiences.

1. The reel must be taken during the event: Pagkarekedan Festival 2024. It should depict the active participation

2. The reel must be an original creation. Plagiarized content led to disqualification.
3. The video should not exceed 60 Seconds.

Battle of the bands is a music competition in which a number of bands compete for the title of “best band”. Usually rock
or metals bands, but often musical acts from a range of different styles.

Objectives: The "Battle of the Bands" competition's main goal is to give up-and-coming, talented musical groups a
stage on which to demonstrate their uniqueness, inventiveness, and performing abilities while promoting a sense of
community and cordial competition among artists and music lovers. The purpose of this event is to support and
celebrate many musical genres, to foster artistic expression, and to provide an enjoyable and interesting experience
for the audience.

GENERAL GUIDELINES:
1. One (1) entry per team will be entertained by the committee.
2. Each group will perform ONE STRAIGHT original Pilipino music/OPM of rock genre., ONE ORIGINAL
COMPOSITION AND ONE REVIVAL SONG.
3. Each group will have a minimum of four and a maximum of seven members.
4. Each group will perform a warm-up song prior to the contest with a limited time of five minutes including set
up, and preparation time. A total of 20 minutes will be allotted. Beyond this, a total of five points will be
deducted by the tabulator from the group total score.
5. Each group must provide their respective instruments. Change of cymbals will be allowed. A minimum of 4
amplifiers shall also be provided by the host institution for one lead guitar, rhythm guitar, one bass guitar and
one keyboard.
6. The members of the band may be composed of all males, or all females, or mixed.
7. The use of pyrotechnic gadgets, smoke, or combustible materials as props are not allowed.
8. Medley arrangement of songs is not allowed.
9. Coaches/trainers are allowed to guide the song technicians provided by the team during the warmup song
only (Note: No more interference of coaches and trainers during the delivery of the contest piece)
10. The committee should provide an official timekeeper to monitor and remind the performers.

Tipano is a traditional flute that is made out of bamboo that originates from Cuyo Island. It is a living cultural and musical

while fostering a deeper understanding and appreciation of this distinctive musical tradition among both participants
and audiences. To celebrate and showcase the rich cultural heritage and musical artistry associated with the tipano
instrument.

2. Contest piece shall be a Cuyonon song. Playing other songs will mean disqualification from the competition.

artistry, and interpretive abilities on the piano, fostering musical growth, encouraging excellence, and promoting a deep
appreciation for the piano repertoire among participants and audiences.

GENERAL GUIDELINES:

2. The music piece shall be one straight OPM piece.
3. Contestant must submit his/her contest piece (soft copy) a week before the competition.
4. A standard, upright piano or organ will be used for the competition. If no upright piano is available, an electronic
piano/keyboard with 88 keys in piano mood setting can be used.
5. Time starts on the first note produced. The performance shall be 3-5 minutes. Beyond this limit, a total of five
(5) points will be deducted from the total score of each judge by the tabulator.

tests the participants’ ability to come up with something funny in an instant and make the audience laugh. It also tests
the participants’ sense of humor and if they can attune with their audience know what makes the audience laugh.

Objectives: The objective of the "Comical Skit (Cuyonon)" competition is to provide participants with a creative platform
to showcase their comedic talents and originality by delivering humorous, entertaining, and well-structured skits. This
competition aims to engage and amuse the audience while fostering the development of comedic storytelling, acting,
and stage presence, ultimately encouraging a vibrant and enjoyable comedic culture.

GENERAL GUIDELINES:
1. Each team should have one (1) entry.
2. Cuyonon language shall be used by the participants. There shall be one voice over artist in every team.
3. Every team shall have a minimum of eight (8) and maximum of twelve (12) participants, including human
props and propsmen.
4. The concept of this event is retro; thus, participants should dress in 70s, 80s, and 90s outfit.
5. Storyline should focus on the experiences of the students inside the campus adhering to the question “How
does it fell to be a college student in PSU-PCAT?”
6. Performance shall be limited to a minimum of seven (7) minutes and a maximum of ten (10) minutes.
7. Use of foul words, adopting a slapstick style of comedy, inclusion of offensive acts is strictly and highly
prohibited.

GENERAL GUIDELINES
1. The competition is open to all the students of each competing team.
2. Each group must have a minimum of thirty (30) performers and a maximum of fifty (50) performers, one (1)
drummer and one (1) cheerleader.
3. Each participating team must integrate at least 10-second of any part of the Pagkarekedan Hymn in their
performance.
4. The minimum length of the performance is four (4) minutes and a maximum of seven (7) minutes. Teams that
go beyond or fall short based on the time provided will be penalized. Every exceeding minute will get a one
(1) point deduction from the total score, or vise-versa.
5. Costumes should be their team’s uniform.
6. Every contingent is allowed to use paint, gloves, hand cover and head dress.
7. Recycled props are allowed.
8. ONLY hand props are allowed but it should be limited to one (1) meter long.

Erekay is a Cuyonon poetry ballad. This is a competition between a boy and a girl on how to deliver a spontaneous
rhyme verse with a particular topic to resolve. This can be classified as Cuyono version of “Balagtasan”. However,
Erekay was accompanied by soft music of string instrument particularly, a tenor or a guitar.

Objectives: To showcase how rich Cuyonon people are in terms of their cultural possessions. And to expose the
students to the promotion and revival of our cultural practices and involve them to the process.

GENERAL GUIDELINES:
1. There will be one (1) entry per team composed of one (1) female and one (1) male participant.
2. Only Cuyonon language must be used by the performers.
3. The “Manig-erekay” must perform in satire and comedic manner.
4. They are given a minimum of four (4) minutes for their performance.

Birso is a four-line Cuyono rhyme verses or equivalent to one stanza. The verses are usually full of jesting and
naughtiness. Verses are classified into two (2); the Children Verses and Verses for the Adults.

Objectives: To showcase the Cuyonon original birso and have an avenue for the appreciation and promotion of our
culture. It also aims to inculcate the young generation to embrace the traditional practices of our Cuyonon ancestors.

2. Only Cuyonon language must be used by the performers.

Debate is a venue of reasoned discussion from two opposing sides on a well-defined context, where parties deliver
their arguments in an organized fashion with the primary purpose of convincing and persuading the parliament or the
audience to give merit on the contention of their cause.

Objective: To help students learn social issues through a friendly competition, healthy argument by examining
controversial topics and “strengthen skills in the areas of leadership. It also aims to develop creative, independent and
critical thinking. Improve rhetorical skills, increase involvement in social and political issues and to expose participants
to the norms of group discussion.

GENERAL GUIDELINES
1. Teams: There are two opposing teams in an Asians format of debate:
➢ Government side- proposes and defends the motion;
➢ Opposition side- refutes and negates the motion. Each side is composed of three members.
2. The Members of the government side are the following:
➢ Prime minister (PM)- opens the debate, defines the motion and advances arguments;
➢ Deputy prime Minister (DPM)- refute at first instance the case of the opposition, re-establish the
government's claim, and advances arguments;
➢ Government whip (GW)- makes an issue-based rebuttal of the opposition's case and summarizes the
case of the government.
3. The Members of the Opposition side are the following:
➢ Leader of the Opposition (LO) - responds directly to the case of the government by giving a direct clash,
and advances arguments. May challenge the motion if the definition is challengeable;
➢ Deputy Leader of the Opposition (DPL) - refutes the case of the DPM, re-establishes the case of the
opposition, and advances an argument;
➢ Opposition Whip (OW) - makes an issues-based rebuttal of the government's and summarizes the case
of the opposition.
4. Time of Speeches: Each speaker is allocated seven minutes to deliver their constructive speeches. One
speaker from each side (For the Government: PM/DPM, for Opposition: LO/DLO) is given four minutes to
deliver a reply speech. The speakers will be speaking in the following order:
Prime Minister (4 min) Leader of the opposition (4 min)
Deputy Prime Minister (3 min) Deputy Leader of the Opposition (3 min)
Government Whip (3 min) Opposition Whip (3 min)
Opposition Reply (2 min) Government Reply (2 min)
5. Point of Information (POI): During the constructive speeches, Point of Information (POI) may be raised by the
opposing side after the first minute up to the sixth minute. POI may be refused or accepted by the speaker.
During reply speeches, no POI may be raised.
6. Reply Speech: Reply speech is a comparative analysis of the strength and weaknesses of the case of both
sides. The aim of the speech is to give a bias judgment as to why should the people support the team's claim.
The speech is first delivered by the opposition side and followed by the government side that will close the
debate.

7. CRITERIA FOR JUDGING: Matter, Manner, Method:


Asian Parliamentary Debate is assessed by an Adjudicator Panel composed of an odd number according to
the following criteria:

Matter (40) - substance of the debate, the arguments and evidence presented, and the logical reasoning and
presentation of said arguments.
Manner (40) - the style of delivery, the persuasion skills, and the conduct of the debaters.
Method (20) - the response to the dynamics of the debate, and the observance of the rules of debate.

GENERAL GUIDELINES:
1. This will be open to all teams; each team shall have one entry consisting of 4 rapporteurs.
2. Each participating team must have a booth where they can market their proposed SDG-related project using PPT,
AVP, or both inside the campus.
3. The exhibits will start on November 18, 2024, in the designated area.
4. Additional design and props for the booth may be done by participating organizations to explain more about their
projects and convince the audience to vote on their proposals.
5. Only the team or rapporteurs of the participating groups will be allowed to present.
6. Presentations on the panels are limited to 5-10 minutes.
7. The booths will be opened to the public starting November 18, 2024 and will close on November 22, 2024 at
1:00pm. Audiences can cast their votes at the University Student Government Office.
8. The presentation to the judging panel will be on November 21, 2024 at 1:00PM at the Quality assurance Center
9. There will be a Q&A portion during the presentation (3-5 minutes).
10. Note that 80% of the score will be from the panel of judges and 20% is from the students’ votes.

TEAM COMPOSITION:
➢ Each team consisting of 4 rapporteurs and 4 members.
➢ Students who will present must be enrolled this semester in Palawan State University-PCAT.
➢ Team can be composed of students from 1st year to 4th year as long as they are enrolled in the same
program or team.

PROPOSAL PAPER SUBMISSION


➢ Each team must submit (1) project proposal.
➢ The content of the proposal should be the following: title page, table of contents, executive summary, body
of the proposal (problem, solution/innovation, goals/objectives, expected result of the project), any relevant
topic/researches that could support the proposal (if there’s any), project beneficiary/beneficiaries, project
sustainability, and proposed budgets and timeline.
➢ The paper must be aligned to the SMART (Specific, Measurable, Attainable, Realistic, Time-bound) goals

A logo is a symbol or design used to identify a company or organization, as well as its products, services, employees.
In its simplest definition, a logo identifies. It’s how an organization or event is recognized and remembered among
others. It also functions as the face of your organization or event.

Objectives: To develop student’s craftmanship and artistry through logo-making. It also aims to establish the official
logo of the Pagkarekedan Festival through a competition.

GENERAL GUIDELINES:

1. The contest is open to all competing teams in this year’s Pagkarekedan Festival. Each team shall send only one
(1) entry consisting of three (3) members.
2. The actual contest is on November 6, 2024, and will start at 8:00a.m.to 12:00noon.
3. The logo design shall include the name of the festival, it should align with the meaning of the celebration which is
“Kareked” or solidarity.
4. The contestant will use paint. Materials will be provided by the participants. Only the three primary colors (red,
blue and yellow) and two neutral colors (black and white) shall be allowed. Mixing colors are allowed.
5. Logo shall be placed in a 1M x 1M frame made of plywood.
6. The design of the logo should communicate a proactive, progressive, united and empowered institution.
7. The Logo description must be submitted in printed form (A4 size) and a digital copy upon submission of the entry
on November 6, 2024, 12:00 noon at the USG building. A deduction of one point per minute will be imposed.
8. Students' Artists will be given a maximum of 3-minute presentation of their entry.
9. The judging will be on November 6, 2024, 2:00 in the afternoon at the USG Building.
10. The official announcement of the winner will be during the opening program of the festival.
11. The winning piece will be reviewed by the committee for additional insight and possible changes of details before
being used as the official logo of the Pagkarekedan Festival.
12. Deduction of one (1) point for every violation of the aforementioned guidelines, except guideline no. 7.
13. Judges’ decision is final and irrevocable.

A mascot is any human, animal, or object thought to bring luck, or anything used to represent a group with a common
public identity, such as a school, sports team, society, military unit, or brand name. In sports, mascots are also used
for merchandising. Team mascots are often related to their respective team nicknames.

Objectives: To develop students’ craftmanship and creativity in making a team’s mascot; and to select the official
mascot of Pagkarekedan Festival.

GENERAL GUIDELINES:
1. The competition is open to all local designers coming from the different competing teams.
2. One official entry per team will be accepted by the committee.
3. The mascot shall be man-sized. Use of colors is limited only to Orange, Maroon, Black and White.
4. The costume must represent a fusion of the sports and socio-cultural and adheres to the meaning of the Cuyonon
word “Kareked” which means solidarity in English.
5. Materials to be used are left to the team’s discretion.
6. The mascot must be an animal that best represents the students of PSU-PCAT.
7. Designed creation of each team will be paraded during the opening program of Pagkarekedan Festival on
November 18, 2024.
8. Mascots must be visible in each team’s booths every day from 8AM to 10AM.
9. The winning piece will be reviewed by the committee for additional insight and possible changes of details before
being used as the official mascott of the Pagkarekedan Festival.
10. Each team shall prepare a brief opening spiel that talks about the mascot he/she wears. A (two) 2-minute dance
production shall be presented by participating team after the spiel including their muse and escort.
11. Deduction of one (1) point for every violation of the aforementioned guidelines.
12. Judges’ decision is final and irrevocable.
13. Note that 50% of the score will be from the preliminary judging and 50% is from the final judging.

Trade Fair booth is an avenue for student organizations to have a student economic enterprise. It is designed to
showcase creativity and marketing strategies helping them uplift their income as an organization that will serve as their
fund.

Objectives: It aims to empower and promote microenterprise among student organizations in PSU-PCAT and to
generate income from the said activity. It also aims to develop teamwork and camaraderie among team members

GENERAL GUIDELINES:
1. The competition is open to all competing teams. Each team shall send only one (1) entry.
2. The booth shall have an exhibit of the students’ outputs and projects other than the products for sale.
3. The exhibit of booths starts after the opening parade and will be operational until the closing program of
Pagkarekedan Festival 2024.
4. The booth construction may start on November 15, 2024 to November 17, 2024, at 4:00 in the afternoon.
5. The booth must adhere to the theme of Pagkarekedan Sports and Socio-Cultural Festival.
6. The booth must be made up of recycled, indigenous materials and any materials.
7. ONLY THE STUDENTS of the team can participate in the booth construction, otherwise a deduction of 5 points
will be imposed.
8. Each booth must have a customized signature that will represent their organization.
9. The booth should either offer fun games or showcase awards and achievements. Hence, team mascot must be
in the booth every day to encourage more customers from 8AM to 10AM.
10. The Preliminary Judging will be on November 18, 2024 and Final judging will be on November 22, 2024, 10:00 in
the morning.
11. After the preliminary judging, no more details (designs, etc.) may be added to the booth, except the products for
sale, otherwise a deduction of 5 points will be imposed.
12. Deduction of one (1) point for every violation of the aforementioned guidelines, Except Guideline No. 7 & 11.
13. Judges’ decision is final and irrevocable.
