2.0 RESPONSIBLITIES

- Anyone working in testing location during commission stage must follow the safety
requirements as per SEC rules and CSD employees are responsible for applying
safety rules in all places which they working in.
- Project site engineer is responsible for committing the contractor to prepare testing
and commissioning places to be done in proper climate conditions as per Company
policies, procedures and accepted temperatures the relays, devices and test
equipment can be tested or operated within it.
- Any of CSD staff is responsible for testing activities according to approved
specification and design and he shall not start any test for Energy Meter until
providing the following:

o Approved test forms.


o Factory Tests certificates.
o Manual.
o Approved schematic drawings.
o Protection requirement.
o Test equipment valid calibration certificates.
o Approved Contractor organization chart.
o Contractor staff approved qualification certificates.

- Its responsibility of the commissioning contractors to provide all testing of Energy


Meter with its valid calibration certificates that will maybe require applying the
testing / commissioning procedure in proper manner.
- Its responsibility of the CSD representative to check and witness all procedure
required for each Energy Meter following all of this work instruction.
- CSD staff is responsible for recording status of any test for Energy Meter in its
check list as per the following procedure.

3.0 Work Instructions of Energy meter commissioning and testing

 Energy meter shall be either two register type or separate meter for Import and
Export. Energy meter shall include simultaneous indication of Watt- Hour and VAR
– Hour.
 Energy meter shall have 7 digits of display with min. indication of one MVARH OR
MWH change and reverse running stop.
 Analog or digital display meter shall be tested and manufactured as per relevant
IEC or ANSI as listed under clause 3.0.(40-TMSS,R0).

3.1 Mechanical Check and Visual Inspection

(Standard Reference is IEC 60051 and relevant SEC Transmission
