SOCIAL WORK
Social work is a profession dedicated to improving the well-being and quality of life of
individuals, families, groups, and communities. Social workers aim to enhance social
functioning, alleviate social injustices and hardships, and address the complex needs of
vulnerable populations. They work in various settings such as hospitals, schools, government
agencies, non-profit organizations, and community centres, providing support, advocacy,
counselling, and resources to help individuals and communities overcome challenges and
achieve positive outcomes. Social work encompasses a wide range of areas, including child
welfare, mental health, healthcare, substance abuse, aging, poverty alleviation, and social
justice advocacy.
INTRODUCTION TO FIELD WORK
Field work refers to the practical, hands-on activities carried out outside of a traditional
classroom or office setting to collect data, gain real-world experience, or conduct research. It
involves observing, interacting with, or working directly in a specific environment or
community to understand and analyse real-life situations.
For example:
In social work, fieldwork involves engaging with communities to understand their
challenges.
In environmental studies, it might mean studying ecosystems or collecting soil samples.
In anthropology, it involves immersing oneself in a community to study its culture.
Field work is important in both the social and natural sciences. Social sciences, such as
economics or history, focus on people, culture, and society. Natural sciences, such as biology
or chemistry, focus on physical characteristics of nature and natural environments.
SOCIAL SCIENCES
In anthropology, a researcher may do ethnographic field work, studying and describing
the customs of different communities and cultures.
By the early 20th century, however, anthropologists began to spend long periods of time in
a particular community or geographic area. Rather than relying on outside sources, the
anthropologists themselves recorded the activities and customs of local people. They listened
to the people’s stories and participated in daily events. Anthropologists became active field
workers, experiencing the everyday life of their subjects in order to explain the purpose of
local institutions and cultural beliefs and practices.

INTRODUCTION OF COMMUNITY DEVELOPMEMT
COMMUNITY DEVELOPMENT:
Community development refers to a process where individuals,
groups, and organizations within a community come together to identify and address social,
economic, environmental, and cultural challenges. The goal is to enhance the quality of life,
promote sustainable growth, and empower community members to take collective action in
improving their well-being.
Examples:
Improving local infrastructure, promoting education and health programs, supporting
local businesses, or fostering social inclusion and cohesion.

TYPES OF COMMUNITY DEVELOPMENT
There are three types of community development which are:
Place-Based Communities
Communities of Interest
Virtual Communities
o Place-Based Communities:
These are communities formed based on a shared geographic location, like a
village, town, or neighbourhood. People in these communities often work
together to address local needs, like building a park or organizing festivals.
Examples include a rural farming community or a city neighbourhood
association.
o Communities of Interest:
These are groups formed around shared passions, hobbies, or professional
interests rather than location. Members connect because of what they enjoy or
value, like music, sports, or activism.
Examples include book clubs, environmental organizations, or a fan group for a
specific sports team.
o Virtual Communities:
These are communities that interact online rather than in person, often
connecting people from different parts of the world. They enable discussions,
support, or collaboration using digital platforms like forums, social media, or
gaming networks.
Examples include Reddit communities, Facebook groups, or online gaming clans
like Minecraft players.
STEPS - PHASES OF COMMUNITY DEVELOPMENT
There are four steps in community development:

STUDY:
Study is the first step of community development. Begin by carefully examining the
community’s needs, strengths, and challenges. This helps identify what areas need
improvement and what resources are available to work with.
PLANNING:
Planning is the second step of the community development. Develop a strategic plan based
on the findings of the study. This plan outlines specific goals, objectives, and actions to
address identified needs and achieve desired outcomes. It’s like creating a roadmap for the
community’s future.
EXECUTION/ IMPLEMENTATION:
Put the plan into action by carrying out the activities outlined in the plan. This involves
mobilizing resources, coordinating efforts, and working together to make positive changes
in the community.
EVALUATION:
Check if your plan is working and making things better, and see if any changes are needed.

Shahu, Lahore, serves as a hub for promoting social welfare and addressing the needs of

Welfare and Bait-ul-Maal Department, aiming to improve the socio-economic well-being of
individuals and families through various initiatives.

LECTURES
At the Community Development Office in Tehsil Cantt, our supervisor conducted lectures on a
variety of topics. These included the roles and services provided by the Social Welfare
Department, the principles of social work and social welfare, and the diverse settings where
social work is practiced. We also explored the social work profession, its primary and
secondary methods, and concepts like community development and organization. Additionally,
we learned about the process for registering NGOs. Here’s a concise summary of these topics.
LECTURE NO. 1
THE SOCIAL WELFARE DEPARTMENT
FUNCTIONS AND SERVICES
Introduction:
The Social Welfare Department is a government body dedicated to supporting vulnerable
groups in society, such as the poor, orphans, widows, and individuals with disabilities.
Established in 1948 shortly after Pakistan's independence, its initial focus was to aid refugees
and displaced populations. Over the years, its responsibilities broadened to include various
social welfare initiatives, such as healthcare, education, and financial aid. Funded through
government resources, donations, and zakat (charitable contributions), the department
remains committed to empowering communities and upholding their fundamental rights and
dignity. Its efforts align with the government’s vision of building a more just and
compassionate society.
Functions of Social Welfare Department:
As outlined in the Rules of Business 2011, the Social Welfare Department is responsible for the
following:
Registering, providing technical support, and overseeing social welfare
organizations.
Offering social protection services, including institutional care, skill enhancement,
and rehabilitation programs.
Managing the registration, evaluation, training, employment, and rehabilitation of
individuals with disabilities.
Addressing and eliminating social issues and harmful practices.
Collaborating with and providing financial assistance to NGOs involved in narcotics
control and the rehabilitation of drug addicts.
Delivering relief efforts during disasters and emergencies.

Social work and social welfare:
Introduction to Social Work
Social work is a professional discipline that seeks to improve the well-being of individuals,
families, groups, and communities. It focuses on addressing social issues and challenges by
promoting social change, empowerment, and justice. Social work is both an art and a science,
utilizing evidence-based practices, empathy, and human connection to bring about positive
change in society.
Social workers operate in diverse environments and settings, addressing issues like poverty,

Social welfare focuses on broader societal goals, while social work emphasizes
personal and community-level intervention.
LECTURE NO. 3
REGISTRATION PROCESS FOR NGOS IN PUNJAB
Introduction:
Under the Punjab Government Rules of Business, 2011, the Social Welfare &
Bait-ul-Maal Department, Punjab, is tasked with the registration, support,
and oversight of NGOs. The department oversees the registration and
regulation of NGOs based on legislation from 1961 and 1962.
With the introduction of new guidelines from the Financial Action Task Force
(FATF), significant changes have been made to the process of NGO
registration and monitoring. Advanced monitoring systems and online data
management have been implemented through a computerized platform,
facilitated by the Punjab Charity Commission (PCC), established under the
Punjab Charities Act, 2018. These updated regulations emphasize proper
record-keeping, transparency, and ensuring that NGOs utilize their funds
responsibly.
Registration process:
To register an NGO in Punjab, obtain a copy of the constitution and
application form from the Deputy Director of Social Welfare and
Bait-ul-Maal in your district. Pay the required fee and secure a
receipt for the proposed NGO name.
The Social Welfare Officer will guide you on the necessary
documentation and the steps for online submission.
Submit your registration case through the designated web portal.
The Area Officer will conduct a visit to your NGO's office and meet
with the founding members to prepare a feasibility report.
The feasibility report and inspection form will be uploaded online,
and if all requirements are met, the case will proceed to the next
step.
Multiple officers will review your case, visiting your office and
evaluating the services and potential of your NGO.
If all evaluations are satisfactory, the case will be forwarded to
higher authorities for verification.
After verification, the Administrative Department will send the case
to the Home Department to obtain a No Objection Certificate
(NOC).
Upon receiving the NOC, the Administrative Department will
forward the case to the Directorate General for the issuance of the
registration certificate.
After obtaining the registration certificate, you must register your
NGO with the Punjab Charity Commission as a charity.
If the NOC is denied, the case will be referred to the Directorate
General for further consideration and action.
Detailed timelines for each stage of the registration process are
provided.

Visit
Our field supervisor SIR ABDUR REHMAN organized several visits to NGOs,
allowing us to gain firsthand knowledge about their operations, structure,
and the impact they have on the community. These visits provided us with
valuable insights into the functioning of different organizations and how
they address various social needs. We had the chance to visit four NGOs:
Ikhwan Science College, Zarar Shaheed Trust Hospital, Falah
Foundation and Bunyad Foundation. Below is a detailed overview of
each organization:
These visits not only helped us understand the diverse ways in which NGOs
operate but also highlighted the critical role they play in addressing societal
challenges. Each organization had its unique approach and focus, but all
shared a common commitment to serving the community and improving
lives.

IKHWAN SCIENCE
COLLEGE
HISTORY
Established in 1995 by Miraj Khalid in Barki, District Lahore, Ikhwan Science
College aims to provide quality science education to equip students with the
skills needed in a technology-driven world. With a focus on critical thinking,
problem-solving, and innovation, the college has become a hub for aspiring
students pursuing careers in science and technology. Supported by
dedicated faculty, modern laboratories, and a contemporary curriculum, it
continues to empower students and contribute to community development,
staying true to its mission of academic excellence and student success.
Introduction:
Ikhwan Science College, part of the non-profit Ikhwan Education Foundation, is dedicated to
excellence in science education and community development. Starting with a small campus
and limited resources, the college has grown significantly over the years, expanding its facilities
and infrastructure. It combines academic rigor with a focus on societal betterment, providing
students with quality education and opportunities for personal and community growth.
Aim:
Provide quality education and develop the potential of students to become
successful and responsible citizens.

Personal observation:
During the visit to Ikhwan Science College, it was clear that the
institution is committed to providing quality education and fostering
student growth. Its well-maintained hostel, reliable transport system,
and modern science and computer labs create an excellent learning
environment. The college's dedication to inclusivity is evident through
fee concessions for deserving students and free education for those
achieving an A+. With a diverse range of programs, from school
education to bachelor's degrees, including FSc Pre-Engineering, FSc
Pre-Medical, and ICom, the college caters to varied academic
interests. Ikhwan Science College excels in promoting both academic
success and holistic development, shaping students into responsible
and successful citizens.

of highly skilled and experienced medical professionals, the hospital
prioritizes providing compassionate and high-quality patient care. It is
known for its affordability, offering a wide range of medical services at low
costs and ensuring free treatment for individuals who are unable to pay.
Aim:
The aim of Zarar Shaheed Trust Hospital is to provide affordable
healthcare services to patients without compromising the quality of
treatment.

During my visit to Zarar Shaheed Trust Hospital, I was impressed by the professionalism and

its dedication to serving the community. However, the facility's cleanliness and maintenance
require improvement to create a more welcoming and comfortable environment for patients
and visitors.

Introduction:
Falah Foundation is a non-profit organization in Pakistan focused on
improving the lives of marginalized communities through social welfare
initiatives. It aims to promote equality by addressing education, healthcare,
vocational training, and social support, with a special emphasis on
empowering women, children, and people with disabilities.
A key area of focus is inclusive education, where Falah Foundation
ensures every child, regardless of background or abilities, has access to
quality education. The foundation creates learning environments for
students with diverse needs, including those with disabilities, fostering
inclusivity and providing tailored support to help all students succeed and contribute to
society.

Personal observation:
During my visit to Falah Foundation, I was impressed by its dedication to serving marginalized
communities, particularly through inclusive education, healthcare services, and vocational training. The
organization’s inclusive education programs ensure that children with different abilities receive equal
opportunities to learn and grow. The healthcare services, including medical camps and health
education, were crucial for underprivileged communities. The focus on vocational training stood out as
it equips individuals with practical skills for economic independence. Additionally, the foundation’s
empowerment programs for women, especially in rural areas, help raise awareness of their rights and
provide educational and vocational support. Overall, Falah Foundation is making a significant, positive
impact by empowering individuals and fostering social change.

BUNYAD
FOUNDATION
History:
Bunyad Foundation, established in 1994, is an NGO focused on education and poverty
alleviation in Pakistan. Initially targeting illiteracy among women and children in rural areas, it
began with literacy and non-formal education programs. Over time, it expanded to include
vocational training, skills development, women’s empowerment, and child protection. Through
non-formal schools, teacher training, and awareness campaigns, Bunyad has improved literacy
rates and supported economic and social development in underserved communities. It remains
committed to bridging educational gaps and fostering an equitable society.
Introduction:
The Bunyad Foundation, a non-governmental organization operating for
over 25 years, is dedicated to promoting education and advocating for
women's rights, particularly in rural communities. The foundation has
established more than 10,000 informal and basic education centers for
working children, enrolling over 400,000 students. In addition to its
educational initiatives, Bunyad has launched numerous projects to raise
awareness about women's rights, reaching over 200,000 women in remote
areas. The organization's efforts focus on empowering marginalized
communities through education and gender equality.

Personal Observation
During my visit to Bunyad Foundation, I noticed that while the environment was adequate, it
could benefit from some improvements. However, what truly stood out was the dedication and
passion of the staff. They are committed to making a difference, particularly in empowering
women, providing education, healthcare, and assisting those in need. I deeply appreciate the
vital work they are doing and hope they continue to have a positive impact on the
communities they serve.
