Course Info: CE-ME 315 Blackboard: course information and materials
Course description: Basic principles of conservation of mass; momentum and energy in
fluid systems; dimensional analysis; open-channel flow; incompressible flow; and boundary
layers. Prerequisite: CE 242 minimum grade of C (concurrency allowed). Restriction: must
be enrolled in a major of Civil Engineering or Mechanical Engineering, must have upper-
division standing (SIUE Undergraduate Catalog)

Delivery of the Course
This course will be delivered as in-person classes. In case that a class needs to be
delivered virtually, students will be notified ahead of time for synchronous ZOOM class or
asynchronous recording posted in Blackboard. Students are expected to engage in active
learning of assigned materials, meaningful contributions to class discussions where
applicable, and timely completion of the assigned work. You are expected visit Blackboard
regularly for information about class materials, learning activities and due date. Class
communication of emails will be sent to your SIUE email address through the Blackboard.
Course policies
Academic honesty: The expectations and academic standards outlined in the Student
Academic Code (3C2) apply to all courses, field experiences and educational experiences

Plagiarism is the use of another person’s words or ideas without crediting that person.
Plagiarism and cheating will not be tolerated and will lead to failure on an assignment, in
the class, or dismissal from the University, per the SIUE academic dishonesty policy.
Students are responsible for complying with University policies about academic honesty as
stated in the University’s Student Academic Conduct Code.

Unless expressly allowed by the instructor, the use of artificial intelligence (AI) tools and
applications (including ChatGPT, DALL-E, and others) to produce content for course
assignments and assessments is a violation of SIUE’s academic policy and is prohibited.
This course will utilize the Turnitin plagiarism detection software.
Academic misconducts on an assignment, paper, exam will result in a Fail in that work.
Expectation: Students are expected to attend all of in-person classes and synchronous
online classes. Submit your work to Blackboard. Ensure your submitted work is clear and
legible. Write your name on the top of your first page. Number each page. Show all
necessary steps in analysis and calculation. Use and show correct units and significant
figures. Submit all pages together as a single PDF file. Marks may be deducted for
submitted work not meeting these expectations.

At a minimum, you will need the following software/hardware to participate in this course:
• computer with an updated operating system (e.g. Windows, Mac, Linux)
• updated Internet browser (Apple Safari, Microsoft Edge or Internet Explorer, Google
Chrome, Mozilla Firefox)
• DSL or Cable Internet connection or a connection speed no less than 6 Mbps. A
secure, encrypted WiFi (requiring a login and password) is acceptable. Note that some
Blackboard components may not work properly on free WiFi from public places

and other specialized software such as Adobe Reader, Media Players, Cloud Storage,

Course materials posting location: Lectures, PowerPoint slides, assignments,
discussion forum questions will be posted on SIUE's Blackboard bb.siue.edu. Click various
links to access the materials. Please note that there can be scheduled maintenance times
for Blackboard, be aware of those times, and submit your work (e.g. assignments) outside
the shut-down time period of the system.

Faculty recordings of lectures and/or other course materials are meant to facilitate student
learning and to help facilitate a student catching up who has missed class due to illness or
quarantine. As such, students are reminded that the recording, as well as replicating or
sharing of any course content and/or course materials without the express permission of
the instructor of record, is not permitted, and is considered a violation of the University’s
Student Conduct Code (3C1) https://www.siue.edu/policies/3c1.shtml.
Assignment: Assigned homework will be posted in Blackboard. Submit as individual work
to Blackboard on due date. Late hand-in will be deducted at 5% each calendar day of total
available marks of the assignment, except medical or pre-approved (in writing) reasons.
No late submission will be accepted after 9PM on Saturday of the same week when an
assignment is due. Not submitted assignment will be counted as zero except medical or
pre-approved (in writing) reasons.
Students are required to make all pages of the completed assignment into a single PDF
file and upload to Blackboard. You can (1) use a scanner to scan all pages into a single
PDF file; or (2) use the smartphone application "Office Lens" (a free smartphone PDF
scanning software for iPhone and Android, available for IOS and Android) to make your
work into a single PDF file.
Tests and Final Exam: Tests and Final Exam will be open text book, design guides,
instructor provided class handouts, and one page (8.5” by 11” size, front and back) of
equation sheet; close other materials including student class notes, assignments, practice
problems, and solutions. The Final Exam will be comprehensive to test all subjects
covered during this part of the course. Each student is expected to provide his/her own
calculator for the exams. Missing an exam without acceptable reasons (e.g. the written
note from a medical doctor) or pre-approval (a written request is required) will result in zero
for that exam. There will be no make-up test for the mid-exam. Your final grade will be
calculated by assigning the weight of your missed mid-exam to the final exam that you
have completed, only if your absence of the mid-exam is approved.
While timely feedback is important to learning, students are afforded privacy rights
concerning their academic performance. Following the Family Educational Rights and
Privacy Act, the use of the university approved course management system (i.e.
Blackboard) is the preferred method of communicating grades, unless students provide
express written consent.
Conducting the Mid-Exam and Final Exam: The exams will be conducted in one of
following two format options. The selection of the option will be by the instructor with
consideration of the public health situation and related factors. Students will be notified the
selected option ahead of time.
Format Option 1. In-person in the assigned classroom on SIUE Edwardsville campus
Format Option 2 Remote: If this option is selected, students are required to use a webcam
and Zoom at the scheduled exam time so that the TA and/or the instructor can proctor the

exams live. The camera is mandatory for exams. Any platform for Zoom can be used for
this purpose, including Windows, Mac, IOS, and Android. For the exams, if you don’t have
access to a computer, an internet connection, and/or a video camera, you can get help or
borrow one from SIUE. For help with internet and camera issues, please contact

The requirements and instructions for conducting remote exams are in the followings:
(1) Adjust your Zoom camera so that the work area can be seen without showing details of
your exam work.
(2) Clear your test area of cell phones and computers except the one being used for Zoom
or when scanning the exam for upload. Make sure the exam area is clear of everything
except the exam (if printed), blank papers for calculations, calculator, and allowed
course materials
(3) Be ready to share your computer screen in Zoom if asked (there may be random
screen security checks).
(4) Make sure you have a quiet place without distractions for the exam.
(5) Use the Zoom "Raise Hand" and text "Chat" feature (at the bottom of the Zoom screen)
for questions and if you need to leave the exam area for any reason. You can also
unmute your microphone and ask but please don't say anything that might be
construed as an answer on the exam.
(6) Do not use a virtual Zoom background.
You will only be able to use your computer/device to run Zoom, download the exam, print it
(optional), and upload your completed exam. Except for these purposes, you may not use
a computer, phone, tablet, or any other electronic device other than a non-internet
connected calculator during the exam.
