and All Group Providers Representative from all branches of Education and Health on
November 10, 2024, from 1 PM to 4 PM.

I. PRAYER AND NATIONAL ANTHEM

III. MINUTES OF PREVIOUS MEETING
Chair: Madame secretary, take the lead to read the minutes of the previous meeting.

Chair: The hats have been distributed to each of the participants. I am in due respect
to expect that you already read the minutes. Does anyone have any concerns or
corrections?
Hearing and seeing none, we can now adopt the minutes of the previous meeting. 🔨
IV. REPORTS OF SPECIAL COMMITTEE
Chair: Having the knowledge that the Standing committees doesn't have any reports,
The Special Committees can have the floor.
SC 1: Madam Chair, esteemed colleagues, the report of the Special Committee of the
YYC is as follows:
- The NGO has an excess budget of 603 million Php, some of which came from
cash awards, unused budgets from partner organizations, and other contributions.
Upon checking and reviewing, the organization has found that there are only two
sectors left which it still hasn’t provided assistance—the health and education sector. In
line with this, the organization has decided to use the excess budget in assisting one of
these sectors. The aforementioned statement is also the very reason why there will be a
meeting conducted today.

SC 2: Given the report of Mr/Ms. (kung sino si SC1) the budget on the table is 603 million
Philippine peso. This excess budget has been reported from the office of the finance of
YCC organization. Based on the Audit this excess budget came from the totality of the
following: Cash Awards from government organizations, unused budgets given by the
partnership organization and Brands both local and international starting from the year
of 2021 until the present year, month of October.

Educ (De Veras): Madam Chair, distinguished members of this assembly,
I stand before you today representing our NGO, committed to transforming the
educational landscape of the National Capital Region (NCR). Our mission is clear: to
address the widening education gap and equip our Senior High School (SHS) students
with the tools to succeed in a rapidly evolving digital world. Education is a fundamental
right, yet many students in NCR continue to face barriers in accessing quality learning
opportunities.
Madam Chair, let me present the pressing challenges we aim to address:
1. The Digital Divide
● Numerous households in NCR lack reliable internet connectivity, limiting access
to online learning platforms.
2. Resource Inequities
● Many public schools struggle with outdated equipment, overcrowded
classrooms, and insufficient learning materials.
3. Teacher Training Gaps
● Educators face challenges in transitioning to modern teaching methods due to a
lack of comprehensive training.
4. Workforce Unpreparedness
● With industries embracing a tech-driven economy, SHS students risk falling behind
without foundational skills in digital literacy, STEM, and technical fields.
Educ (Villapando): Why NDLT is the Solution?
This project will be piloted across NCR and implemented with the following core
components:
1. Digital Equity:
• The program will prioritize broadband expansion and distribution of
learning devices, ensuring all SHS students in NCR have access to digital tools.
2. Empowering Teachers:
• Comprehensive training programs will enable teachers to deliver modern,
engaging, and inclusive digital education.
3. Tech-Driven Learning Hubs:
• Advanced STEM and technical labs will be established in each city within
NCR to prepare students for future industries.
4. Localized, Inclusive Learning:
• Culturally and linguistically appropriate digital curriculums will reflect
NCR’s diverse population, ensuring education is accessible to all.
Who Facilitates and Benefits from NDLT?
1. Facilitation:
• Our NGO will collaborate with educational institutions, local governments,
and private partners to implement this initiative. This ensures efficiency and resource
optimization.
● In terms of broken and repairing
of the said gadgets.We assure that the gadgets have a long warranty agreement
period in order to contact the providers about the repair and replacement of the
gadgets as soon as possible.
● For the assurance of safety and to maintain the quality of the gadgets
providedWe will cooperate with the local schools in distribution of waivers that
parents need to sign a proof of agreement on maintaining and safety use of
gadgets.
2. Primary Beneficiaries:
• SHS Students: Over 1.2 million SHS students in NCR will directly benefit
through improved access to quality education and future-ready skills.
• Teachers: Educators will receive the training and tools necessary to excel
in a digital teaching environment.
• Communities: Families and communities will benefit as students achieve
better educational outcomes, enhancing local economies.

Madam Chair, this proposal is not just about technology—it’s about empowerment,
equity, and national progress. Failing to act now will only widen the gaps we seek to
close. This assembly has the power to redefine the future of Philippine education.
Let us act with urgency and conviction. Let us transform our education system into one
that truly reflects the aspirations of our people and the potential of our nation.

Health CHAIRPERSON: Good (morning), madame chair and to the respective members
of this assembly. Today, the committee on health present ourselves to discuss an
important matter. Ocular health, we present a project of great importance to cater
more to the Filipino people. and address the aforementioned health concerns.
Madame chair, my fellow colleagues, to address Ocular health.. is to address the
health of our beloved nation. which will be lead by the committee on research,
followed by committee on projects and reports.
MORAL: Ocular health refers to the state in which vision, ocular health, and functional
ability are maximized, contributing to overall health, well-being, social inclusion, and
quality of life. It encompasses the absence of eye diseases and the maintenance of
good vision (World Health Organization, 2019).
The Philippine Eye Research Institute (PERI) has been at the forefront of blindness
prevention programs. The National Vision Screening Program (NVSP), launched in 2019,
aims to screen kindergarten pupils for vision problems (PERI, 2019). Despite these efforts,
visual impairment remains a significant issue, with uncorrected refractive errors being
the leading cause (Cruz, 2020). The Philippine Eye Disease Study (PEDS) reported a
prevalence of visual impairment at 1.98% (Department of Health, 2018).
Compared to other Asian countries, the Philippines faces similar challenges, such as
high rates of uncorrected refractive errors (Lam et al., 2012) with the Philippines having
1.44% or 1,578,688 people of the population suffering from it. However, countries like
Japan and Singapore have more advanced healthcare systems and lower prevalence
rates of visual impairment due to better access to eye care services and regular check-
ups (Sawa et al., 2018). In Luzon, the prevalence of visual impairment is notably high,
with 592,000 people reported as blind and 2,179,733 people with low vision or other
related visual impairments as of July 2024.
There has been a decline in check-up frequency among Filipinos, partly due to the
lack of awareness and accessibility of eye care services (Perez et al., 2017). The
Philippine Health Statistics report indicates that vision impairment remains a significant
public health issue (Philippine Health Statistics, 2019). The World Health Report on Vision
highlights that an estimated 2.2 billion people globally suffer from vision impairment,
including Filipinos (WHO, 2019).
In summary, while there have been efforts to improve ocular health in the Philippines,
challenges such as declining check-up frequency and high prevalence of eye diseases
persist. Addressing these issues requires a multi-faceted approach, including better
access to eye care services and increased public awareness. As said by Mario Testino,
"We live in a visual world, where most of our decisions are made based on what we
see”. Then, Isn't it crucial to ensure that what we see is clear and healthy?

• Improved Learning Outcomes: Students engaged with digital, interactive
learning materials exhibit better performance in STEM and technical subjects.
• Enhanced Inclusivity: Digital platforms reach students in underserved
areas, breaking traditional barriers to education.
• Workforce Competitiveness: By fostering digital literacy, NDLT will equip
students with the skills required to thrive in future economies.
Evidence from Research:
• A 2023 study by the Philippine Association of Educational Research found
that tech-enabled classrooms improved student retention rates by 35%.
• Reports from local NGOs like Childhope Philippines underline the
transformative impact of digital access on marginalized learners.
Educ (De Juan): By allocating funds for interactive educational tools, we can achieve
the following:
1. Boost Engagement: Interactive tools will motivate students through fun and
engaging learning methods.
2. Increase Accessibility: Digital solutions can reach underserved communities,
ensuring equitable education.
3. Build Future-Ready Skills: Modern tools will prepare students for a rapidly evolving
world.
I urge the body to consider this investment as a step toward transforming education for

Health Yabut: Madame Chair, it is proven that eye care accessibility is a major concern.
Many individuals choose to live with undiagnosed vision problems due to financial or
geographical difficulties.
Now, do allow us to introduce the project: Eye Care: Improving Ocular Health, One Pair
at a Time
The project aims to aid in the people’s struggles on ocular health, focusing on the
Cordillera Administrative Region— where citizens are prone to vision issues due to high
UV exposure from its altitude, cooler climate causing dry eyes, and increased outdoor
activities. The commencement begins by digital campaigns on Ocular health, followed
by seminars and activities. Finally, the next days will be allocated to feeding programs,
check-ups, and provision of eyeglasses.
Madame Chair, this is a valuable investment for these reasons:
● Early Detection and Prevention: the project helps prevent worsening conditions,
allowing individuals to lead healthier, more productive lives.
● Cost savings in Ocular health: communities in CAR, gains free access to Ocular
health services.
● Avoiding Lost Productivity: Addressing vision difficulties that hold back
productivity in order to fully function.
● Eye Care Jobs and Services: eye care projects also create jobs in the healthcare
sector, increasing employment opportunities, especially in underserved areas.
The government has also conducted programs on visions in the past, however, the
condition of poor eyesight is vastly spreading, making it impossible to keep up and
cater to everyone. This project is sustainable, proven and tested first by the
government.
Madame chair, allow me to highlight the main aspects of this project:
1. Eyeglasses Production: Provide eyeglasses to citizens with ocular health issues within
the Cordillera Administrative Region.
2. Medical Facilities: Funding to existing health centers in CAR for the headquarters,
and utilize mobile eye clinics which are spacious van-like vehicles that contain facilities
for check ups and the production of eyeglasses.
3. Medical Personnel: Impart quality services through professionals.
4. Feeding Programs: Promote the consumption of nutritious food, especially for the
eyes.
5. Ocular Health Seminars: Educate commiunities on Ocular health while integrating fun
activities.

Educ (De Veras): Madam Chair, distinguished members of this assembly, I rise to
propose the National Digital Learning Transformation (NDLT) for implementation in NCR.
Our objective is clear—this is a bold initiative to revolutionize education by creating a
fully digital, accessible, and interactive learning ecosystem.
Educ (Baay): Madam Chair, allow me to outline the key components of this project:
1. Digital Infrastructure: Provide devices for low-income students, equip classrooms
with smart tools, and upgrade schools with essential technology and classrooms
will be transformed with smart boards, projectors, and digital tools to enhance
teaching capabilities.
2. Digital Curriculum Development: Offer multimedia lessons in multiple languages,
aligned with national standards.
3. Virtual Tutoring and Mentorship: A national network of online tutors and mentors
will provide additional student support, using AI tools to match students with
resources tailored to their needs.
4. STEM and Technical Labs: Introduce VR/AR labs for hands-on learning in coding,
robotics, and engineering.
5. Data Analytics Platform: Track student performance to continuously improve
learning outcomes.
Educ (Dumanon): Madam Chair, the budget for this transformative initiative is as follows:
• Digital Infrastructure: 45%
• Digital Curriculum Development: 20%
• STEM and Technical Labs: 25%
• Virtual Tutoring Program: 5%
• Performance Analytics Platform: 5%
With the total of 100% of the budget if the Education sector will be chosen.
This allocation ensures that the resources are directed towards the most impactful
components of the program.
Madam Chair, the impact of this initiative cannot be overstated:
This initiative will benefit over 1.2 million SHS students in NCR, improve academic
performance, and prepare learners for a tech-driven economy. It will reduce the digital
divide and boost NCR’s competitiveness on a global scale.
Educ (Agan) Madam Chair, the devices provided under the NDLT program will be
strictly for in-school use. To ensure this:
• Devices will be registered under the school’s inventory and remain within
the premises.
• Schools will establish secure storage rooms for the devices when not in
use.
• Students will sign usage agreements to clarify rules for responsible use.
• The devices will be configured with tracking and monitoring software,
ensuring they cannot function outside the school’s Wi-Fi network.
This approach guarantees that resources are preserved, monitored, and utilized solely
for educational purposes.
Educ (De Veras): The NDLT is not just about giving free devices to students; it focuses on
improving and maintaining the technology in schools. This includes providing classrooms
with tools like smart boards, projectors, and STEM labs to make learning more interactive
and engaging. It also ensures that teachers are trained and that the equipment is
regularly updated and cared for. The goal is to create a long-lasting system where both
students and teachers can benefit from modern technology.
In conclusion, Madam Chair,
This proposal demands a significant investment, but the returns—in the form of an
equitable, high-quality education system—are immeasurable. I urge this assembly to
deliberate and support this transformative project that will shape the future of our
nation.

project is sustainable; conducting multiple programs as the committee evaluated to be
