QUESTION :How Zanzibar construction sites can
improve labour productivity?
• The term “productivity” is generally defined as the maximization of output
while optimizing input.
• In order to improve labor productivity in Zanzibar construction site, its
necessary to identify CFs affecting CLP. There are various factors
influencing construction labor productivity, the top 10 critical factors
affecting CLP are “the ability of construction management, financial status
of stakeholders, work discipline, design changes, timeliness of
remuneration, economic conditions, lack of supervision, accident,
availability of labors, and availability of materials”.
• The critical factors affecting construction labor productivity, was
categorized into the main six groups as follows,
1.Management factors. This includes, Ability of construction
Management, availability of equipment/tools, availability of labors,
availability of materials, communication, financial status of stakeholders, lack
of supervision, lack of supervisors’ experience, on-site storage, rework, site
management, working overtime.
The way to improve this. The managements should
• Utilization of Technology: Introducing modern construction techniques and
machinery can significantly boost productivity. This might include using
advanced tools for tasks like excavation, lifting, and concrete pouring.
• Implementing effective project management practices can streamline
workflows and minimize delays. This involves proper planning,
scheduling, and coordination of resources, as well as clear
communication among all stakeholders.
• There should be effective funding of project by project owners to
avoid unnecessary time overrun and ensuring timely delivery of
materials and equipment to the construction site .
• There should be training courses to help the supervisors to improve
skills and experiences on activities in construction site.
2.Manpower factors. This includes work discipline, strength and physical of labor,
personal problems, labors’ experience and skills, labor’s education level, age of
labor, absenteeism.
The ways to improve
• Investing in training and upskilling programs for construction workers can
enhance their efficiency and effectiveness on the job. This can include technical
skills training, safety training.
• There should be discipline among all people in construction site by establishing
the laws and provide punishment to all who disobey the work.
• The personal problems should be respected and to provide assistance when
needed.
3.Motivation factors. This includes, amount of remuneration, creating competition,
lack of labor recognition programs, motivation of laborers, promote opportunities,
rewards/Punishments, timeliness of remuneration, work satisfaction.
The ways to improve
The should be good way to motivate the labours in construction works.
The should be fair in punishment/reward.
There should be good remuneration which is satisfactory to the work that has be
done.
There should be good time of remuneration especially after the work has be done.
4.Work condition factors. This includes accident, healthy and safety
conditions, height of worksite, work security, working space.
The ways to improve
• Providing a safe and comfortable work environment can enhance morale
and productivity among construction workers. This includes ensuring access
to clean water, sanitation facilities, and adequate rest areas.
• Good application of safety gears in construction work and to provide a good
treatment incase of accident in construction site.
5.Project factors. This includes design changes, design complexity,
drawing quality, effective project, project location, project type, sub-
contractor.
The ways to improve
• Engaging with local communities can help foster positive relationships
and mitigate potential conflicts that could disrupt construction
activities. This might involve consulting with community leaders,
addressing concerns about noise or environmental impact, and hiring
local workers when possible.

• The project should meets all requirement needed like facilities .e.g.
sanitary facilities, safe and clean water, resting area
• It should be good means of transportation to project location
• The sub contractors (nominated and domestic) should have good
experience and skills to meet the requirement to the main contractors.
6.External factors. This includes economic conditions, geological and
hydrological conditions, regulation and law, social culture, weather
conditions.

• Neglect social culture.
• Having good communication with weather forecast in order to
determine weather condition earlier.
• To follow the required law.
