INTRODUCTION
Ethiopia has embarked on a process of reforming its TVET-System. Within the
policies and strategies of the Ethiopian Government, technology transformation – by
using international standards and international best practices as the basis, and,
adopting, adapting and verifying them in the Ethiopian context – is a pivotal element.
TVET is given an important role with regard to technology transfer. The new paradigm
in the outcome-based TVET system is the orientation at the current and anticipated
future demand of the economy and the labor market.
The Ethiopia Occupational Standards (EOS) is the core element of the Ethiopian
National TVET-Strategy and an important factor within the context of the National
TVET-Qualification Framework (NTQF).They are national Ethiopia standards, which
define the occupational requirements and expected outcome related to a specific
occupation without taking TVET delivery into account.
This document details the mandatory format, sequencing, wording and layout for
the Ethiopia Occupational Standard which comprised of Units of Competence.
A Unit of Competence describes a distinct work activity. It is documented in a standard
format that comprises:
 Occupational title and NTQF level
 Unit code
 Unit title & evidence guide
Together all the parts of a Unit of Competence guide the assessor in determining
whether the candidate is competent.
The ensuing sections of this EOS document comprise a description of the
respective occupational level with all the key components of a Unit of Competence:
 chart with an overview of all Units of Competence for the respective level including
the Unit Codes and the Unit Titles
 contents of each Unit of Competence (competence standard)
Occupational map provide the technical and vocational education and training (TVET)
providers. In which it also provides information and important requirements to consider
when designing training programs for this standard and individuals and career path.

Preface
The reformed Ethiopian TVET-System is an outcome-based system. It utilizes the
needs of the labor market and occupational requirements from the world of work as the
benchmark and standard for TVET delivery. The requirements from the world of work
are analyzed and documented – taking into account international benchmarking – as
Ethiopian Occupational Standards (OS).
In the reformed Ethiopian TVET-System, Curricula and Curriculum Development
play an important role with regard to quality driven TVET-Delivery. Curriculum help to
facilitate the learning process in a way, that trainee’s acquire the set of occupational
competencies (skills, knowledge and attitude) required at the working place and
defined in the Occupational Standards (OS). Responsibility for Curricula and
Curriculum Development will be given to the Regional TVETD bureau and TVET-
Providers based on the Occupational Standard for Basic Leather Goods on short term
training .This is a model curriculum and is an example on how to transform the
occupational requirements as defined in the respective Occupational Standard into an
adequate curriculum.

TVET-Program Design
1-TVET-Program Title: - Basic Leather Goods
1.1. TVET-Program Description
The Program is designed to develop the necessary knowledge, skills and attitude of
the trainee’s to the standard required by the OS. The contents of this program are in
line with the Occupational Standard (OS). Trainee’s who successfully completed the
Program will be qualified to work Basic Leather Goods with competencies elaborated
in the respective OS. Graduates of the Program will have the required qualification to
work in the manufacturing industry sector in the field of Basic Leather Goods.
The prime objective of this training program is to equip the trainee’s with the
identified competences specified in the OS. Graduates are therefore expected to,
Develop Understanding of Materials in Leather Garments And Goods Production,
Read and Interpret Pattern, Cut Leather, Lining and Reinforcement material by
Hand, Operate Leather Garments and Goods Production Machines, Perform
Assembling and Stitching of Leather Goods, Perform Finishing and Repair of
Leather Goods, Apply Quality Standards and Develop Understanding of
Entrepreneurship accordance with Performance criteria described in the OS.
1.2. TVET-Program training out comes
The expected outputs of this program are the acquisition and implementation of the
following units of competence in Basic Leather Goods.

1.3 Duration of TVET- Program
The program will have duration of 225 hours including on theoretical and practical
works with cooperative training.
1.4 Qualification Level and Certification

Based on the descriptors elaborated on the National TVET Qualification Framework


(NTQF) the qualification of this specific TVET Program is “short term training”.

The trainee’s can exit after successfully completing the Modules(UCs) in each selected
level and will be awarded the equivalent institutional certificate on the Training
completed. Moreover, the trainee’s can also exit after completing any one training
module. Finally, after completing the expected UCs, the trainees should take national
assessment in each UCs.

1.5. Target Groups

 Any citizen who meets the entry requirements.

 The prospective participants of this program are any unemployed citizens.

1.7. Mode of Delivery

This TVET-Program is characterized as a formal Program on middle level technical


skills. The mode of delivery is in school & co-operative training. The TVET-institution
and identified companies have forged an agreement to co-operate with regard to
implementation of this program. The time spent by the trainee’s in the industry will give
them enough exposure to the actual world of work and enable them to get hands-on
experience.
The co-operative approach will be supported with lecture-discussion, simulation and
actual practice. These modalities will be utilized before the trainees are exposed to the
industry environment.

1.9. Institutional Assessment
Two types of evaluation will be used in determining the extent to which learning outcomes
are achieved. The specific learning outcomes are stated in the modules. In assessing them,
verifiable and observable indicators and standards shall be used.
The formative assessment is incorporated in the learning modules and form part of the
learning process. Formative evaluation provides the learner with feedback regarding success
or failure in attaining learning outcomes. It identifies the specific learning errors that need to be
corrected, and provides reinforcement for successful performance as well. For the
trainer/facilitator, formative evaluation provides information for making instruction and remedial
work more effective.
Summative Evaluation the other form of evaluation is given when all the modules in the unit
of competence have been accomplished. It determines the extent to which competence have
been achieved. And, the result of this assessment decision shall be expressed in the term
‘competent or not yet competent’.
Techniques or tools for obtaining information about trainee’s achievement include oral or
written test, demonstration and on-site observation.

1.10 TVET Trainer’s Profile


The trainers conducting this particular TVET program are at least C Level and have minimum
competent by level - IV by leather goods and garment production supervision.
