RECOMMENDED PRACTICE 1708

PASSENGER NAME LIST (PNL) AND ADDITIONS AND DELETIONS LIST (ADL)
PSC(29)1708
RECOMMENDED that:

In order to facilitate the check-in of passengers on a flight, Members shall use the Passenger Name List (PNL) and
Additions and Deletions List (ADL) as described below.

Section 1 — General Description

1.1 DEFINITION
1.1.1 PNL

The Passenger Name List (PNL) is a list of passenger data concerning a particular flight and board point
produced by an airline's reservation system for the check-in handler at that boarding airport. The list always
contains a numeric summary of passenger counts and may include passenger names. Names are included
with variations, ranging from a minimal list (for example, only passengers with special service requirements)
to a full list (all names).

1.1.2 ADL

The Additions and Deletions List (ADL) is an update list showing passenger changes that have occurred in
the reservations system since the dispatch of the flight's PNL or previous ADL. The list always contains a
numeric summary of updated passenger counts, and may include passenger names. The format of the ADL
follows that of the associated PNL (minimal or full).

1.2 TIME OF DISPATCH

1.2.1 Time of PNL Dispatch

The PNL is dispatched at a mutually agreed time prior to flight departure.

1.2.2 Time of ADL Dispatch

The ADL is dispatched at a mutually agreed time(s) prior to flight departure but after the PNL is dispatched.
Part of the agreement for ADL dispatch is to send an ADL:
at the time of each PNR change, or
at one or more scheduled times.

1.3 MESSAGE IN MULTIPLE PARTS

1.3.1 PNL in Multiple Parts

If the PNL is generated in multiple parts, each part must contain the Address Element, Communications
Reference Element, Message Identifier Element, Flight Element, Totals by Destination Element, and the End
Element.

1.3.2 ADL in Multiple Parts

If the ADL is generated in multiple parts, each part must contain the Address Element, Communications
Reference Element, Message Identifier Element, Flight Element, Totals by Destination Element, and the End
Element. The headers DEL, ADD, and CHG are repeated on subsequent parts when the message breaks
within these sections, followed by the next PNR to appear on the list.

2.6 ADL ELEMENTS

The elements for delete (DEL), add (ADD), and change (CHG) are for use only on an ADL. These elements
are the headers, by destination and compartment, for ADL messages, which alter the passenger information
sent previously on PNLs or ADLs. These three elements always appear in the sequence DEL, then ADD,
then CHG, and each appears on an ADL only if it has passenger entries.

801
Passenger Services Conference Resolutions Manual

The following rules apply:

• A Name Element for a member of a non-group PNR is to appear under the DEL or CHG Element
precisely as it appeared on a previously dispatched PNL or ADL, including the party/group identifier.
• A Name Element for a named member of a Group PNR is to appear under the DEL or CHG Element
precisely as it appeared on a previously dispatched PNL or ADL, including the party/group identifier.
• A Name Element for an un-named (NONAMES) member of a group PNR can appear only under the
DEL or ADD Element, and it appears as NONAMES, preceded by the appropriate number of
NONAMES.
• When a Name Element (a passenger) is to be deleted, use DEL, including the party/group identifier.
• When a Name Element (a passenger) is to be added, use ADD, including all of its associated elements,
including the party/group identifier, when applicable (such as for a name change).
• When the elements that are associated with a Name Element are to be replaced, added, or deleted, the
Name Element is to appear under the CHG Element precisely as it appeared on a previously dispatched
PNL or ADL, followed by all of the currently applicable associated elements, including the party/group
identifier.
• The CHG Element is not used to ‘change’ a Name Element. All actions to the Name Element use DEL
and/or ADD Elements.

2.6.1 DEL (DELETE) ELEMENT

2.6.1.1 This element is conditional, and is applicable to the ADL only.

2.6.1.2 This element is used when Name Elements are to be deleted from the flight, due to cancellations or “Change
Name To” transactions made after the previously dispatched PNL and ADL(s).
2.6.1.3 All names to be deleted in one destination and compartment are included within one DEL Element. Names
appear in alphabetical order.
2.6.1.4 For construction rules, see RP 1707b, DEL (Delete) Element.
2.6.1.5 The following rules apply:
A name element is deleted by showing the Name Element under this indicator in precisely the same way
it appeared in a previous list message, except for the party/group indicator.
The only associated element required is the Automated PNR Address.
Group members are deleted by showing individual names as they were originally transmitted in the PNL
or ADL, except for the party/group indicator.
2.6.1.6 Examples:

2.6.1.6.1 Delete a complete PNR:

Original entries on the PNL: DEL entry on ADLs:
PNR of one: Delete the PNR:
1GERSHWIN/GEORGEMR .L/ABCD15/IH DEL

Note: In order to delete just Remarks Elements (but not a passenger) associated with a party, the
procedure for the CHG Element is to be used.

28TH EDITION, JUNE 2008

802
Recommended Practice 1708

2.6.1.6.3 For a name change or correction (for example Smith to Smithe), show the original name in the DEL element
and the changed name in the ADD element. Include the record locator (.L/) in both as a cross reference.
Examples:
Original entry on the PNL: Name change on ADL:

ADD
1SMITHE/ROBERTMR .L/3P199
...

2.6.2 ADD (ADD) ELEMENT

2.6.2.1 This element is conditional, and is applicable to the ADL only.

2.6.2.2 This element is used when new Name Elements are to be added to the flight, due to new reservations or
“Change Name To” transactions made after the previously dispatched PNL and ADL(s).
2.6.2.3 All names to be added in one destination and compartment are included within one ADD Element. Names
appear in alphabetical order.
2.6.2.4 For construction rules, see RP 1707b, ADD Element.
2.6.2.5 Examples:
ADD
1APPLEBAUM/SYDNEYMR .L/896F92/JD
1WALSER/BEATMR .L/WY7418/NH
Note 1: In order to just add elements to an existing party, the procedure for the CHG Element is to be
used.
Note 2: For a name change or correction, use DEL and ADD elements, as shown in DEL ELEMENT.

2.6.3 CHG (CHANGE) ELEMENT

2.6.3.1 This element is conditional, and is applicable to the ADL only.

2.6.3.2 This element is used to replace, add, or delete passenger-level elements (which appear after the Name
Element), as included on a previously dispatched PNL or ADL. The Name Element is to be followed by all
currently applicable associated elements, including the party/group identifier.
2.6.3.3 All names with changes in one destination and compartment are included within one CHG Element. Names
appear in alphabetical order.
2.6.3.4 For construction rules, see RP 1707b, CHG (Change) Element.

2.9 BLOCK SEATS INDICATOR ELEMENT

2.9.1 This element is conditional and is used only by bilateral agreement.

2.9.2 It is used when the RES system has blocked inventory space for special usage.
2.9.3 This element uses for format of the Name Element, but it does not represent a passenger name.
2.9.4 This element always uses the code ZZ in the surname field, and is placed alphabetically within the listing of
the Name Elements.
2.9.5 For construction rules, see RP 1707b, Block Seats Indicator under the Name Element.
Examples:

2.10 INBOUND CONNECTION ELEMENT

2.10.1 This element is conditional.

2.10.2 It is used when a passenger has an inbound connection, as determined by the reservations system.
2.10.3 If a party/group PNR has an inbound connection, this element appears with only the first individual's Name
Element.
2.10.4 If the inbound connection is for a code-share flight, show operating carrier and flight number.
2.10.5 This element uses element ID “.I/”.
2.10.6 For construction rules, see RP 1707b, Inbound Connection Element.
Note: If an Inbound Connection Element causes a line of text to exceed 64 positions, reposition the entire
element on the next line.
2.10.7 Example: (a) Brown and Strand in the same PNR have an inbound connection on SR559 F fare class from
MUC on the 7th.

2.11 ONWARD CONNECTION(S) ELEMENT

2.11.1 This element is conditional.

2.11.2 It is used when a passenger has one or more onward connections, as determined by the reservations
system.
2.11.3 If a party/group PNR has onward connection(s), this element appears with only the first individual's Name
Element.
2.11.4 If the onward connection is for a code-share flight, show operating carrier and flight number.
2.11.5 This element uses element ID “.O/”.
2.11.6 For construction rules, see RP 1707b, Onward Connection(s) Element.

2.11.8.1 Beyond the first Onward Connection Element, additional connections are listed and numbered. Use the
element ID code “.On”, where n is the serially numbered additional Onward Connection Elements, such as
.O2/ , .O3/ , and so on, up to .O9/. After this “.On” element ID, the construction rules are the same as for the
first Onward Connection Elements.
2.11.8.2 Example of multiple Onward Connection Elements:

2.12 REMARKS ELEMENT

2.12.1 This element is conditional.

2.12.2 It is used when a passenger has one or more SSR/OSI elements within a PNR.
2.12.3 This element conveys supplementary information from reservations control to the boarding airport's
Departure Control System. In general, it contains information that is held in the PNR of one or more
passengers in the SSR or OSI elements of the PNR. Where a Remarks Element is derived from a PNR for a
party/group it shall be shown against the individual name of each applicable passenger in the party/group to
whom it applies. Remarks Elements are entered after any Inbound and Onward Connection Elements.
2.12.4 This element uses element ID “.R/”.
2.12.5 For general construction rules, see RP 1707b, Remarks Element.
The Remarks Element uses the standard IATA AIRIMP codes for SSR and OSI elements. The codes
that are acceptable for use on the PNL/ADL are listed below in this section.
For automated SSR elements (AIRIMP, Section 2) include the segment information only if it is different
from the associated PNL/ADL segment. For example, a passenger travelling DENORY on a flight with an
aircraft change (change of gauge) at JFK has different seat numbers DENJFK and JFKORY; the
PNL/ADL for DEN would include the segments for these two seat Remark Elements.
Remark Elements with SSR codes include an action code and number after the SSR code when the
format calls for it.
For non-automated SSRs and for OSIs, formats are free form text and all data as entered into the PNR
by the reservations agent is included regardless of its content.
The text to be used from an OSI element in a .R/ element is the text that follows the action identifier from
the PNR (AIRIMP 2.10.7); do not include the action identifier in the .R/ element.
If a Remarks Element exceeds the 64th position of a line, break off the element at the 64th position. On
the next line, use a Remarks Continuation Element ID “.RN/” and continue the Remarks Element.
All of the applicable SSR and OSI elements from a PNR can be added for a name entry on a PNL/ADL.
A name entry on a PNL/ADL has no limit for the number of Remarks Elements.
When a Remarks Element applies to some, but not all, of the passengers in a surname entry on the list,
then include the passenger identification field at the end of the Remarks Element, separated with a
hyphen and showing the specific passenger(s) to whom this element applies. When a Remarks Element
applies to all of the passengers in a surname entry on the list, then do not include passenger
identification.
Example:

Section 3 — Examples

3.1 EXAMPLE — TWO-LEG FLIGHT, NAME CHECK-IN

Carrier (IBERIA, MAD) generates a PNL to the Handling Agent (KLM, AMS) providing names and details in
order to enable the Handling Agent to perform name check-in procedures for this flight. The check-in of an
electronically ticketed (ET) passenger must be processed using the EDIFACT Message Standards for the
“real-time” (Type A) transmission of electronic ticketing data. ET EDIFACT messages are maintained by the
ATA/IATA PADIS Board.
