VI. Rationale :
Enhancing the quality of young children’s lives is now a national and international
priority. “Expanding and improving comprehensive early childhood care and
education, especially for the most vulnerable and disadvantaged children” is the
number 1 goal of the Dakar Framework for Action (2000). Early Childhood Care
and Development (ECCD) emphasizes a holistic approach focusing on the child’s
physical, emotional, social as well as cognitive development. The objective of
ECCD is to nurture the children for their physical and mental development and to
prepare them for schooling with right attitudes and habits.
The ECCD programs and services in the Philippines are not new, Health,
nutrition, early education and psychosocial care, parenting education and other
social services for children ages 0 to 6 and their families have been the
government’s concerns instituted in its various line departments.
The implementation of ECCD in the country is governed by Republic Act
No. 8980 1 or the ECCD Act of 2000. Before the enactment of the ECCD Act,
various statutes were promulgated to cater to the sectoral concerns of children
health, nutrition, education, social protection/social welfare.
Program implementation is about making program work. It includes who, what,
where and how a program is set up and run. Effective implementation is more
than a contributing factor in setting initiatives up for success. Research shows
that the quality of implememntation plays a significant part in bringing about
outcomes. If a program is implemented poorly or even moderately well, its goals
are unlikely to be achieved, or the results will be less significant.
With high quality implementation, success is more likely. Effectively implemented
programs stand a better chance of achieving intended outcomes and producing
positive outcomes for children.

IX. Recommendation:
The successful implementation of a program is a result of good governance. It
is an indication that the Local Government Unit supports the activities that would
enhance the implementers towards self-development.
In lieu of this, the undersigned highly recommend the immediate approval of
this proposal with an amount of TWENTY EIGHT THOUSAND FIVE HUNDRED
FIFTY PESOS (28,550.00).
