Transparency in government transactions is indeed required because the money that they

are planning to use and spending is the money of the Filipinos. The Filipinos have the right
to know where the tax they are paying every time would be going to or what are the plans of
the government where to use the money or funds. Since at the end of the day that money
belongs to Filipino citizens. Because that fund or money must be used for the welfare and
safety of each and every Filipino.

Politicians use the word CONFIDENTIAL and INTELLIGENCE funds as a chance to steal
money from the Filipinos. Just like the case of President Ferdinand “Bong Bong” Marcos Jr.
and Vice-president Sarah Duterte. The first case is about Sarah Duterte, on how she spent
the confidential fund of 2022 in just 11 days. How she spent 125-million in 2022 and how
she spent 375-million in 2023. In short on how VP Sarah misuse the funds. “Ang
confidential fund po ay pera ng bayan. We owe it to the people to explain kung paano
ginagastos at saan ito napunta. “ Batangas Representative Jinky Luistro on the mis-use of
OVP confidential funds. “We are talking about hundreds of millions in public funds, and the
Vice President must be transparent. It’s about making sure taxpayer money is being spent
for the right purposes.” 1-Rider Partylist Representative Rodge Gutierrez on the misuse of
OVP confidential funds. VP Sarah is not the only one who’s requesting for a confidential
and intelligence fund, PBBM is also requesting for confidential funds, a fund totaling 10.14-
Billion for 2024.

Base on the joint circular no. 2015-01 of Commission on Audit. Confidential funds are the
fund of civilian government agencies for their surveillance activity to support their
mandate. And an intelligence fund is a fund that is about gathering of intelligence
information by uniformed military personnel and medical practitioners for the sake of the
safety of the country. We have a 10-Billion budget for the confidential fund of 2023 and they
are also requesting for the same amount next year. COA are still auditing but not allowed to
give the Filipinos the information where it’s used.

nalang ito ng direkta sa ahensyang direkta ang tulong sa mamamayan.” As the expert said
in the interview of Raffy Tima. The 1987 constitution states that COA must audit all of the
public funds, but the confidential and intelligence fund are not going to the normal audit
procedures. And also COA states before that they are not allowed to confirm whether the
fund is used in right manner or not.
