by the GM/NWR vide letter No. EL/81/2/(CKS
application) submitted by IRCON on 22.03.2022, 1 have
inspected the
newiy
constructed 25 KV electrification works done in Hisar (Excl.)- Suratpura (Excl) Singie
ine section from Loc. 02/04 (Ch.02/167.00) to Loc. 173/15-15A (Ch.65/377.20 eXCL
Charaud/SSP &Junpha/SSP of Bikaner division of North Western Railway on

March, 2022 by Spl. train/ on foot/ Tower wagon followed by Electric Loco No. WAP
3/520 with
speed touching 110 Kmph (except Station areas with 50 Kmph)

heavy& 23 medium sparks observed. PCEE, CEDE, CSE & CE/Terr/NWR, DRM/BKN

ED/IRCON with IRcON officers accompanied during the inspection. I was
assisted by Dy.CRS/$&T/WC during the inspection.
2.0 After inspection, observations having direct bearing on safety of train operation were
communicated to railway for compliance vide this office letter No.
dtd 25.03.2022. PCEE/NWR has submitted compliance to observations 16-5/645/Obs.
vide letter 341

EL/92/2/CRS Compliance (HSR-SURP) dtd 04.05.2022 (received through email on
05.05.2022) confirming completion of all works and requested for issue of
authorization. It is regretted that executing agency took around 6 weeks time in
attending observation items though 2 weeks' time was committed by ED/IRCON.
3.0 Based on the test certificates/ Completion documents/ Safety documents &
compliance submitted by GM/NWR certifying satisfactory completion of works and
based on sample checks done during inspection by me & Current
collection/ Engine
trial test done, I am of the opinion that provisions of Section 22(1) of Railway Act,
1989 have substantially been complied with and hence under the powers delegated to
me vide section 28 of Indian Railway Act and Rule 22(1) of the "Railway's Opening for
Public Carriage of Passenger Rules, 2000" as amended vide Notification No. GSR
625(E) dated 21.07.2000, No. GSR 762(E) dated 08.10.2001, No. GSR 44(E) dated
27.01.2005, No. GSR 76(E) dated 16.02.2005 and No. GSR 945(E) dated 01.10.2018, 1
