An Educational Experiment in Community Service

ORIENTATION PAPER

1. Introduction

National Service Scheme (NSS) was introduced in the Mahatma Gandhi Birth
Centenary year, 1969, as a student youth service Programme with the primary objective of
developing the personality and character of the student youth through voluntary community
service. ‘Education through Service’ is the purpose of the NSS. The ideological orientation of
the NSS is inspired by the ideals of Mahatma Gandhi. Very appropriately, the motto of NSS
is “NOT ME, BUT YOU”. In the year 1969 it was introduced in 37 Universities involving
40,000 volunteers. Over the years, NSS has expanded many folds and covers more than 40
lakhs students. Now NSS is a CENTRAL SECTOR SCHEME OF GOVT. OF INDIA
from 2016-17 with 100% funding by the Government of India.

Aim: “Orient the student youth to community service while studying in educational
institution”.

2. Objectives:

The overall objective of NSS is Personality Development of the Students through


Community Service.

The Broad Objectives of NSS are to arouse the student’s Social Conscience and to
provide him with the opportunity to:

1. Understand the community in which they work


2. Understand themselves in relation to their community
3. Identify the needs and problems of the community and involve them in problem
solving process.
4. To develop a sense of social responsibility,
5. Utilize their knowledge in finding practical solution to individual and community
problems,
6. Develop competence required for group living and sharing the responsibilities,
7. Gain skills in mobilizing community participation,
8. Acquire leadership qualities and democratic attitude.
9. Develop capacity to meet emergencies and disasters,
10. Practice National Integration and Social Harmony.

3. Motto: "Not me, but you" (Selfless Service)

This reflects the value of democratic living and upholds the need for selfless service
and appreciating other person’s point of view and show consideration for fellow human
beings. It mainly focuses on the welfare of an individual is ultimately dependent on the
welfare of society on the whole. It also indicates the selfless service & concern for others.
Not me but you, Swami Vivekananda said this; the real meaning for this is your need is
greater than mine. It also indicates the selfless service & concern for others.

4. NSS foundation Day:

NSS was launched in September 24, 1969. Therefore, we celebrate 24 September


every year as NSS Day by undertaking suitable need based programmes at our Institutional
level.

5. NSS Emblem:

The Symbol of NSS is the Rath wheel of Konark Sun Temple, Orissa. This giant
wheel portrays the cycle of creation, preservation and movement. It signifies the
progressive cycle of life. It stands for continuity as well as change and continuous striving for
Social Transformation and Upliftment.

6. NSS Badge:

The NSS symbol is embossed on NSS Badge. The NSS volunteers wear it while
undertaking programmes. This Konark Wheel in the symbol has eight spokes, which
represent 24 hours of the day. The Red colour indicates that the volunteers are full of blood
i.e. lively, active, and spirited. The Navy Blue indicates the cosmos of which the NSS is a
tiny part ready to contribute its share for the welfare of mankind.

7. NSS Programmes:

1.. Regular 240 hours for 2 years


Activities: Under this, every volunteer is involved in various developmental
activities for 120 hours in a year. Before involving them in various
activities, they should be given orientation for at-least 20 hours so as to
make them acquainted with the basics of NSS.

Urban Work – Slum, Hospital, Destitute home, awareness pro, Traffic

2. Special A residential camp of 7 days’ duration is organised under specific
Camping themes in the adopted villages/slums by involving local youth along with
Programme NSS volunteers. (50 % of the unit strength can participate in the special
Camp) The activity will be carried out under some special theme from
time to time

The Proposal for conduct of the Special Camping Programme should be submitted by
the colleges in the prescribed format to the Programme Coordinator, NSS of the University
for necessary approval and release of grant.

8) Day Camps:

In order to complete a specific regular project, Day Camp may be organised and the
services of the volunteers may be utilized for 8 Hrs. in such camps.

9) Volunteer-ship:

Any student enrolled, as a volunteer under NSS during his first year in the college
should put in at-least 240 Hrs. of work in two (2) years. (Minimum of 120 Hrs of Community
Service in a year). He/she will receive certificate on completion of the 240 Hrs of regular
activities and 7-days special camp.

10) Composition of NSS unit:

One NSS unit consists of 100 student volunteers under the guidance of a teacher in-
charge called NSS, Programme Officer.

11) Adoption of village/slum:

A nearby village or slum has to be adopted by every NSS Unit to organise need-based
programmes for the benefit of the students in particular and the community in general. The
special camp should also be conducted in the same village. The adopted village should not be
changed frequently without producing tangible developments. This may take three to four
years or even more.

12) Advisory Committee at college: Every NSS Unit should constitute an Advisory
Committee for NSS at College level to advice on Programme planning and development. The
committee will also review the activities of the NSS Unit and approve the budget and
expenditure thereof. The composition of the committee shall be as follows:

The College level Advisory Committee should meet at-least four times during a year, one
in every quarter to assess the development of NSS Programme in the Institution and to
promote a sense of participation among the teaching faculty, the students and the community
of the adopted area.

13) NSS Programme Officer:

One Programme Officer will be in-charge of one unit only. He/She has to undergo
the orientation-training course for 7 days immediately after his/her selection to ensure quality
programme implementation in the campus and community.

13.i. Qualifications of the Programme Officers:


(i) He/she must be a member of teaching faculty.
(ii) He/she must hold post graduate degree.
(iii) He/she must be less than 40 years at the time of his/her selection as Programme
Officer.
(iv) Physical Education Teacher and the teacher who are NCC Officer will not be appointed
as NSS Officers.
(v) In women colleges a lady teacher should be appointed as Programme Officer.
However, male members may help the lady Programme Officer.
(vi) A teacher who has high level of, motivation, inclination and aptitude for community
work and above all very good report with students should be preferred as Programme
Officer.

13.ii. Role of Programme Officers


(i) One Programme Officer will be in-charge of one unit (100 Volunteers) only.
(ii) Programme Officer will be responsible for the organisation of NSS unit,
implementation of NSS programme under the supervision and direction of Principal of
the college.
(iii) The Programme Officer will be responsible to carry out the instructions issued by the
Programme Coordinator of the University, NSS Regional Director and State NSS Officer
for the implementation of NSS activities as per the NSS Manual, programme guidelines
and administrative and policy directives.
(iv) There shall not be any clash between the instructions issued by the NSS Regional
Centre or State Liaison Officer or Programme Coordinator as these instructions are to
be based on NSS Manual/Programme guidelines or administrative or policy directives
issued by the Government of India.

Tenure
The maximum period for which a teacher is appointed as Programme Officer will be 3
years in the first instance. However, this period is extendible upto 5th year, on the basis of the
review of his/her performance by the Principal of the College and Programme Coordinator of
the University.

15) Reports & Returns:


The Programme Officers are expected to send the following reports to the
Programme Coordinator of the University, the State NSS Cell and the NSS Regional
Directorate in the prescribed formats. Important action Photographs, press clippings and
Special Camp Invitations etc. may also be sent to the above officers.

1) Monthly Report (By the end of the month),

3) Any other specific Report as and when required.

The Statement of account and Utilization Certificates for Regular Activities duly
signed by the Chartered Accountant may be sent to the Programme Coordinator of the
University before 30th of April every year.
The Statement of account and Utilization Certificate for Special Camping
Programme duly signed by the Chartered Accountant may be sent to the Programme
Coordinator immediately after completion of the Camp.

16) Pattern of Financial Expenditure:

The Government of India releases 100 % grants for implementation of NSS activities to
all the States & Union Territories. The pro-rata grants provided for NSS Regular Activities
& Special Camping Programme with effect from the year 2022 is as under

Regular Activities-- 400/- Per Volunteer /Per Year ( .400 X100 = Rs.40,000)

Special Camping Programme 700- Per Volunteer / Per Camp. ( 700 x 50 = 35,000/-)

The NSS funds should be maintained separately in a account and should not be
clubbed with College level funds. The Head of the Institution and the Programme Officer
may operate the account jointly.

The NSS Cell at University level provides necessary expertise for smooth conduct
of programmes at College level. For meeting the establishment and administrative
expenditure at University level an amount of 40/- per volunteer per year is being deducted
( 400 - 40 =360/-) The balance 360/- per volunteer will be released to the NSS Units
(i.e 360 X 100 Volunteers = 36,000/- will be given to one NSS Unit each college).

The budget allocation from the year 2022-23 for the NSS Unit consisting of 100
volunteers, at the rate of 360/- per volunteer (100Vol X 360 = 36,000) is given below:

18) Liaison and Coordination: University NSS Cell: Every University should have an NSS
Cell to supervise and coordinate NSS Programmes in colleges affiliated to it. The Cell will
function under the Vice-Chancellor and the Programme Coordinator, NSS will be in-charge
of the Cell and the main executive functionary.

A) State NSS Cell: Each State has to establish a State NSS Cell and appoint a State NSS
Officer & supporting staff as per the prescribed guidelines of the Government of India to
facilitate timely release of grants submission of accounts etc. The State NSS Cell for Tamil
Nadu is functioning at NSS State Liaison Cell, Directorate of Collegiate Education, Institute
of Advance Study in Education Campus, 577, Anna Salai, Saidapet, Chennai, Tamil Nadu

B) NSS Regional Directorate: Ministry of Youth Affairs has set up 15 Regional


Directorates to liaise with the State Government, Universities, ETI & other Institutions in
implementation of NSS and other Youth Programmes of the Ministry. The Tamil Nadu,
