HISTORICAL REVIEW
In the early years of the 20th century, Venezuela's industrial boom emerged
and as a result of the exaggerated growth of the population and the emergence of
the labor force, it became necessary to create medical assistance centers in all
states.
The Type III Urban Hospital was created in 1936 during the government of
General Eleazar López Contreras and at that time Carlos Jadan Falcón; initially it
was based in the facilities where the Mayor's Office of the Autonomous Municipality
of Barinas currently operates.

Later, in 1971, under the government of Dr. Rafael Caldera, the need to
expand and diversify medical assistance coverage was observed due to the
quantitative increase in the population. That is how, in that same year, construction
began on a more modern building adapted to the needs and demands of the
population.
In 1972, the corresponding decree for the construction of the Hospital with a
larger infrastructure was published in the national press and that is how President
Rafael Caldera placed, to the general delight, the first stone for its construction. For
three (3) years, its concrete mass was raised as a message of hope and on
December 5, 1976, under the presidency of Mr. CARLOS ANDRES PEREZ, the
solemn inauguration took place on a bright morning.
This organization is made up of (1) a Director, (1) a Sub-Director, (1) an
Administrator, (61) sixty-one departments, each one of them with their respective
specific functions and a sufficiently trained staff to carry out the activities carried out
there and where the levels of command go in a straight line, that is, decisions are
made at higher levels and delegated to the other departments.
The first director of the new headquarters of the Dr. Luís Razetti Hospital
was Doctor Manuel Vicente Gelambi, and its first head nurse was Lourdes Rangel
de Gómez, who were responsible for the organization of this center, together with
the existing staff at that time.
Its name is due to the figure of Doctor Luis Razetti, a Caracas doctor with a
long professional career, who provided countless contributions and knowledge in
relation to medicine to the Venezuelan people, a source of ethical and professional
inspiration.

GENERAL OBJECTIVES:
V Provide timely, humanistic and quality comprehensive care to the users of the
Dr. Luis Razetti Hospital – Barinas, in order to contribute to the satisfaction
of their health needs.
SPECIFIC OBJECTIVES:

V Promote good relations between the community and the institution.
V Projector the Hospital to the community.
V Develop training and development programs for all staff on an ongoing and
consecutive basis.
V Increase and improve interpersonal relationships in the institution to achieve
high-quality management
V Improve accessibility, coverage and quality of health services.
V Provide timely, efficient care with universality, equity, quality, warmth,
confidentiality and privacy.
• Promote citizen participation in the health problems of the
population.
V Develop guidelines for the reorientation of targeted offers to respond to the
deficit of attention to specific health needs.
V Reduce morbidity and mortality from any disease and age group in the
population.
V Increase coverage of the different vaccines included in the vaccine-
preventable diseases program.
V Reduce gaps in existing health indicators (by gender, socioeconomic level,
geographic areas, ethnicities.
V Develop and promote health information, education and communication
strategies.

FUNCTIONS OF THE NURSING DEPARTMENT
• ADMINISTRATIVE FUNCTION
It involves the effective and efficient application of the management
process in daily practice to achieve the restoration of the patient's health.
• CARE FUNCTION
In this role, the nursing professional applies theoretical-scientific
knowledge in the use of nursing procedures and techniques that contribute to
offering direct care to restore health and enable the patient to integrate into
family and productive life as soon as possible.
• TEACHING FUNCTION
In this role, nursing staff plays the role of teacher, either formally or
informally, sharing knowledge about health education that leads to the
modification and/or learning of behaviors that are favorable to the health of the
individual or family.
• RESEARCH FUNCTION
In carrying out this function, the nursing professional has the obligation to
constantly deepen his or her knowledge, as does any branch of human
knowledge. Therefore, research is needed in order to increase the body of
knowledge, related to both theoretical principles and professional practice.

Article 84: To guarantee the right to health, the State will create,
exercise leadership and manage a national public health system, of an
intersectoral, decentralized and participatory nature, integrated into the social
security system, governed by the principles of free access, universality,
comprehensiveness, equity, social integration and solidarity. The national
public health system will give priority to health promotion and disease
prevention, guaranteeing timely treatment and quality rehabilitation. Public
health goods and services are the property of the State and cannot be
privatized. The organized community has the right and duty to participate in
decision-making regarding the planning, execution and control of specific
policies in public health institutions.
Article 1: The purpose of this Law is to regulate the actions that make
effective the universal right to health enshrined in the Political Constitution of
the Republic and the law. It is governed by the principles of equity,
comprehensiveness, solidarity, universality, non-waiver, indivisibility,
participation, plurality, quality and efficiency; with a focus on rights,
interculturality, gender, generational and bioethics.

Article 2: All members of the National Health System, in carrying out
health-related activities, shall be subject to the provisions of this Law, its
regulations and the standards established by the national health authority.
Article 2: Every nursing professional must act with respect for life, for
the total integrity of every human being, providing and ensuring the promotion
and maintenance of health. Based on the above, it can be established that the
action of nursing in the community is necessary; it is responsible for ensuring
the preservation of the health of the people in its care, while collaborating to
bring about changes in attitude that favor the care of each human being as a
person.

b. Bachelor's degree or equivalent, which will have a minimum duration of
eight (8) academic periods in the day shift and nine (9) in the night shift.
Article 18. The duration of the academic hour in the classroom will
correspond to forty-five (45) minutes of dedication.
Article 19. The study plan is understood as the ordered and structured
set of subjects, activities and academic experiences integrated by training
areas, in accordance with principles, guidelines, criteria and general
objectives established in the curricular proposal, which the student must take
to achieve the training purposes of a curricular design.
Article 20. Academic credit is the conventional value that will be used
to measure the student's academic workload, and will be explicitly established
in the curricular designs. Each subject will be expressed in credit units.

The surgery and trauma unit seeks to provide quality care for users,
their families and the community in general, with committed nursing staff
forming part of the multidisciplinary team for the application of the acquired
theoretical and scientific bases to solve the bio-psycho-social needs of the
person.

For these reasons, professional practice allows students to acquire
significant learning experiences in the receiving unit and to strengthen the
cognitive, attitudinal, procedural, evaluative and research skills acquired
during their academic training; it also helps to increase the culture of Nursing
through personal improvement and professional updating.
