OVERVIEW

The term "Mixed-Use Development" holds a variety of meanings


and can be applied to a wide range of community development projects.

(Minneapolis,1998) Development projects may be classified as


"mixed-use" if they provide more than one use or purpose within a shared
building or development area. Mixed-use projects may include any
combination of housing, office, retail, medical, recreational, commercial or
industrial components. These projects might vary in scale from a single
building occupied by a retail shop on the ground floor with an upstairs
apartment to a comprehensive "urban village" development with multiple
buildings containing separate but compatible uses such as a retail center,
office building and medical clinic located adjacent to a multi-family housing
complex.

A single owner and business operator might occupy a mixed-use


building, or multiple housing and commercial tenants could lease space
within a mixed-use development project. Mixed-use projects often involve the
redevelopment of buildings and blocks located in aging inner-city commercial
districts. However, new construction of mixed-use development is occurring
in urban and suburban communities as well. Regardless of the form it takes,
mixed-use development is an integral part of most communities, creating
unique places where people can live, work, play and meet everyday
shopping and lifestyle needs within a single neighborhood.

(Esajian J., 2022) A mixed-use development is a combination of


residential and non-residential buildings planned and developed within
a city, municipality, and/or state. These real estate projects can range from a
single building to an entire neighborhood and are typically developed to be
responsive to a specific environment. Along with infusing commercial and
industrial development with residential living, these projects aim to offer
various benefits: improvements in home affordability, walkability between
housing, workplaces, and other amenities, and stronger neighborhoods.
When done right, mixed use developments are designed to incorporate
various types of real estate together and complement them.

Common features of mixed-use development generally include outdoor


spaces and public infrastructures. Outdoor spaces incorporate plazas and
corridors between buildings and sidewalks. In terms of public infrastructure,
mixed use development projects in areas with a higher population have
encouraged people to access places of work or errands through public transit
as well as walking and biking. Street-level mixed use developments in
Denver, Seattle, and Boston, have increased the construction of pedestrian
walkways with eye-distance shops and workplaces. As a result, these cities
now require fewer parking lots, garages, and alleyways.

(Varisco Design Building Group, 2024 ) Mixed-use is a type


of urban development, urban design, urban planning and/or
a zoning classification that blends multiple uses, such as residential,
commercial, cultural, institutional, or entertainment, into one space, where
those functions are to some degree physically and functionally integrated,
and that provides pedestrian connections. Mixed-use development may be
applied to a single building, a block or neighborhood, or in zoning policy
across an entire city or other administrative unit. These projects may be
completed by a private developer, (quasi-)governmental agency, or a
combination thereof. A mixed-use development may be a new construction,
reuse of an existing building or brownfield site, or a combination.

TYPES OF MIXED-USE DEVELOPMENTS

VERTICAL MIXED-USE DEVELOPMENT

Vertical mixed-use development refers to projects integrating different


uses within a single building or tower. Typically, these developments combine
residential units with commercial, office, or retail spaces. By stacking uses
vertically, vertical mixed-use projects optimize land utilization, maximize
density, and create a compact, multi-functional environment. This type of
development often offers the convenience of living, working, and accessing
amenities within proximity, reducing the need for extensive commuting and
promoting a vibrant, walkable neighborhood.

HORIZONTAL MIXED-USE DEVELOPMENT

Contrasting with vertical mixed-use development, horizontal mixed-use


projects consist of separate buildings or clusters of buildings that house
different uses. These developments typically feature a mix of residential,
commercial, and retail spaces, often arranged around shared open spaces or
pedestrian-friendly streetscapes. Horizontal mixed-use
developments promote walkability, foster a sense of community, and provide
opportunities for interaction between residents, workers, and visitors. They
offer flexibility in terms of design, allowing for creating diverse architectural
styles and incorporating green spaces and outdoor amenities.

LIVE-WORK MIXED-USE DEVELOPMENT

Live-work mixed-use developments cater to individuals who desire a


seamless integration of their living and working environments. These
projects provide residential units to accommodate home-based businesses or
small-scale commercial activities. Live-work developments often feature
ground-floor spaces that serve as offices, studios, or retail establishments,
with residential units situated above. This mixed-use development fosters
entrepreneurship, supports small businesses, and creates a sense of work-
life balance for residents.

TRANSIT-ORIENTED DEVELOPMENT (TOD)

Transit-oriented developments (TODs) are designed to maximize


access to public transportation, such as bus and train stations. These
developments are typically located within walking distance of transit hubs,
reducing the reliance on private vehicles. These mixed-use projects aim to
capitalize on the accessibility and convenience of public transportation by
creating vibrant communities that encourage a reduction in car dependency.
TODs typically combine residential, commercial, and retail spaces, often
focusing on high-density development and pedestrian-friendly design. By
prioritizing connectivity and transit options, TODs promote sustainable living,
reduce traffic congestion, and enhance residents’ overall quality of life.

URBAN RENEWAL AND REVITALIZATION

Mixed-use development can play a vital role in urban renewal and


revitalization efforts. These projects often involve redeveloping underutilized
or blighted areas, breathing new life into neglected neighborhoods. Urban
renewal mixed-use developments blend a range of uses, including
residential, commercial, cultural, and recreational spaces, creating vibrant,
inclusive communities. By attracting investments, improving infrastructure,
and fostering economic growth, these projects act as catalysts for urban
rejuvenation and social revitalization.

DESTINATION MIXED-USE DEVELOPMENT

Destination mixed-use developments aim to create unique and


experiential environments that draw visitors from afar. These projects often
include a combination of entertainment, leisure, hospitality, retail, and dining
offerings. Destination developments, such as themed entertainment districts,
lifestyle centers, or resort-like complexes, are designed to provide an
immersive experience for visitors. They serve as hubs for entertainment,
cultural activities, and tourism, boosting the local economy and enhancing
the region’s appeal as a visitor destination.

WATERFRONT MIXED-USE DEVELOPMENT

Waterfront mixed-use development developments often incorporate a


mix of residential, commercial, and recreational spaces that capitalize on
scenic views and waterfront amenities. Waterfront developments revitalize
urban areas, offering leisure activities, waterfront dining, and water-based
transportation opportunities. They create attractive destinations that
promote tourism and enhance the quality of life for residents.

MIXED USED DEVELOPMENT PROJECT CONSIDERATIONS

 Efficient Design: The mixed-use trend continues to grow, and so do the


benefits of a successful design. As a fundamental component, the
visual appeal and layout of a development are critically important to its
prosperity, which will essentially impact demand, vacancies, and
maintenance. The most common design styles include vertical
buildings, horizontal blocks, and walkable neighborhoods.

 Promising Location: A successful development project will typically be


in a promising area, although not every scenario is the same. A
residential redeveloper will typically seek areas poised for growth, with
housing markets that display certain criteria. In most cases, this will
include rising job growth, low unemployment, new housing
construction, city development projects on the rise, and popular
businesses moving to the area.

 Amenities: From retail stores and restaurants to parks and local


attractions, the one common trait among successful mixed use
development projects is proximity to amenities, otherwise known as
walkability. A report by the National Association of Realtors found that
millennial homebuyers seek walkability as a mode of transportation by
12 percentage points over driving. Because the concept of mixed-use
development aims to provide the life-work-play lifestyle, the one must-
have is the ability to walk to destinations and major transportation
hubs conveniently. The biggest appeal of a mixed-use development is
the ability to shop, eat, and mingle in the vicinity of where you live.

 Affordability: With home and rental prices on the rise, mixed use
developments offer a slight advantage over traditional home purchases
in terms of affordability. Most developments aim to identify the
challenges in a particular community and offset them, despite
economic and physical complexities.

 The Right Tenants: The final ingredient to a successful mixed use


development project is simply having the right tenants. Whether
residential or commercial, the right blend of renters can help develop a
sense of community around mixed-use developments. Additionally, by
creating active and connected communities where people can work,
rest, sleep, and play, demand for those properties will only continue to
grow in popularity.

CASE STUDY

METROPOLIS TOWER

Firm: Architectural Engineering Consultants

STATUS: Concept

SIZE: 500,000 sqft - 1,000,000 sqft

BUDGET: $50M - 100M


AEC’s team designed this mixed-use complex rises out of an urban
garden of 55000 square meters to establish a community park, apartments,
a hotel, entertainment venues, offices and retail spaces.

The architecture evokes regional landmarks and a sense of wonder, the


site is east of the Bassac River, provided natural design inspiration. The
orientation and organization of each space is based on using directional
alignments to achieve harmony and the universal flow of energy.

The contemporary tower is designed as a finely detailed structure that


blends sustainability with natural and cultural references. The building
integrates glass, stone, screens and intricate metal detailing, to form
contextual textures and patterns. Composed of a series of fins, the unitized
curtain wall offers the building’s perimeter maximum daylight and will also
incorporate cavities to facilitate natural ventilation and a smart management
system that will monitor the building conditions.

The design of the tower facades is divided into double-skin modules


and fins elements that are angled away from direct solar exposure. The
facades are enriched and shaded by a series of perforated aluminum and
laminated glass fins. The frame views of the building create a pattern of color
which reflect the brown, orange, blue, green and grey of the surrounding
environments.

At street level, a community park embodies the fluidity of a river,


connects the site and provide pedestrian access to the nearby residential
and retail districts. The design invites the public into the heart of the
building, at the base an atrium connecting the buildings features signature
retail and entertainment attractions opening to the street. For the hotel and
residential areas, a bank of elevators at the base of the tower transports
visitors to sky lobbies where they can take another set of elevators to their
destinations. The tower is a solid geometric structure with randomizing
facade system faces, and a vertical series of vertical fins, fuse to create a
building that commands attention among the surrounding. Reflecting the
complexity of local culture, the design balances contemporary and modern
elements to embody elegance and innovation. The sleek architectural vision
creates a tower that integrates energy efficiency and sustainability.
Metropolis tower and the park’s landscaping is a city within a city, sustain
pedestrian activity and establish a sense of community. The development
area is connected by a dynamic street-scale retails path that flows between
the north-east main-road to the southwest commercial districts.

The building’s efficient middle core and rectangular post tension floor
slabs provide a column-free interior environment with separate entrance and
elevator bank that reflects its office, residential or hotel functions.

Combined with a triple high public atrium, interior space are carved out
to provide green spaces on upper levels. The terraces are designed as a
continuation of the surrounding park spaces located around the project site,
and direct links to an underground parking network. The interior reinforces
the architectural concept through use of similar materials and rhythms to
create a harmonious environment. The upper section of the tower features a
fragmented pattern on the facade, providing a dramatic lantern effect at
night. From other perspectives, the elegant tower appears to dissolve into
the surrounding Cambodian sky.

Metropolis tower is placed to preserve sunlight in the park, maximize


permeability, encourage connectivity for pedestrians, cyclists and maximize
visual porosity. The design demonstrates the ambitious integration of private
development, and a publicly accessible active park oriented urban
community for Phnom Penh.
