LETTER FROM THE EXECUTIVE BOARD

For people who've attended Youth Parliament prior to this conference, you know how this works.
For people who are doing it for this first time, we know that Youth Parliament can seem intimidating,
but it's our job to make it easier for you. We will strive to do that, and in return, all we ask is for you
to do your research and at the end of the day, make countless memories, that you can cherish later.

Our Expectations:

• Do your preliminary research on the topic diligently. This study guide should ideally be your
starting point for it
• Infinite brownie points up for grabs for meticulously praising us without any rhyme or reason.

Award Criteria:
We believe that the best delegate is someone who thoroughly understands what they are talking about
and does not regurgitate the opinion piece of the Wall Street Journal or the 5 results on the second
page when GOOGLING the agenda at hand. Trust us, we'll figure it out.
And therefore, if you want to be awarded the best delegate, make sure you meticulously research the
topic at hand, come up with solutions on your own, and create a cohesive and inclusive atmosphere
during the time of debate, "How should I do that?"
Read about the portfolio, read about concurrent policies, try, and look for precedence and what was
done then, watch YouTube videos, snatch your dad's morning paper and read about it from there, as
long as you come up with an original commentary on the topic, we're satiated by it.

STRUCTURE OF THE STUDY GUIDE

Instead of expounding on all the subject matter at hand, we'll endeavour to give you the most relevant
links to understand it. This will serve the purpose of giving you an idea of how the EBs themselves
research the topic and will be a great help to you in your future conferences as well.

ABOUT THE COMMITTEE: All INDIA POLITICAL PARTY MEET

Around 2000 political parties are officially registered in India. The nation's politics have undergone an
ongoing change. The All-India Political Party Meets are conventions that give the various political
groupings of India an opportunity to come to an agreement on issues of national importance before
sessions began. They are often called before the session of the parliament or the introduction of the
bill. The forum's original goal was for unconstrained political debate, discussion, and deliberation that
may not have been possible in parliament owing to time restrictions, but this body today assists in
offering a better understanding of national concerns. By replicating the stages of policies and
jurisdiction and using delegates who represent individuals from the various Indian political parties, the
AIPPM committee at MUN seeks to mimic this reality. The AIPPM committee expects its
representatives to be knowledgeable about their political party's ideology, manifesto, and beliefs before
assuming the role of an assigned politician. This helps the representatives understand the complex
processes involved in policymaking and governance in India and gives them firsthand exposure to the
challenges and obstacles that political parties face in contemporary society. The AIPPM committee,
in contrast to other traditional MUN committees, echoes hope for change and evolution through its
contentious discussions, cross-talks, intense negotiations, and political democracy!

RULES OF PROCEDURE

Being an informal committee not subject to many procedural constructs, the AIPPM will generally
follow flexible rules often left to the discretion of the Executive Board.

• Opening Statements: These are 90 Second introductory speeches to be delivered by each


member of the committee explaining their overall stance on the agenda. (Welcome in all
regional languages)
• Public Session: These sessions will serve as Moderated Caucuses, wherein any member can
raise a motion to discuss a certain aspect of the agenda for a set period. Everything said in a
Public Session will be taken into consideration.
• Private Session: These sessions will serve as Unmoderated Caucuses; wherein formal debate
is suspended, and members can discuss amongst themselves.
• Working Paper: The committee is expected to submit a Working Paper (WP) at the end. Unless
there is a unanimous document, whichever WP is tabled first will be discussed. The WP would
require a Simple majority to be passed. Amendments to the documents can be made by Clause
Addition, Alteration, and Deletion. Each amendment requires a two-thirds majority to pass.
• Closing Statements: After the committee has succeeded (or failed) in passing a WP, members
can give Closing Statements relevant to committee proceedings.
MISCELLANEOUS POINTS:

• Members are strictly expected to adhere to their party policy and stances throughout the
committee. Read up about the socio-cultural contexts that led to the emergence of your party.
Ask yourself why it is important. For instance, the emergence of the Jan Sangh in opposition

• Every national political party has a party constitution. From the Aam Aadmi Party to CPI(M).
Be sure you know what your party constitution says.

• Come prepared with the demographics of your party. How many young politicians are in your
party? How many women politicians from your party are currently in the government? What
is the average age of an MP/MLA of your party? What is the caste composition? Some useful

• The AIPPM is merely an advisory body with regard to documentation. It does not possess
any legislative functions and does not have the power to enforce anything. All clauses in the
Working Paper would hence be strictly recommendatory.

• Right to Replies will not be entertained in this committee. As the rules of procedure are fairly
lax, members may air their grievances in their speeches themselves.

• The usage of the internet to access research or other documents during formal committee
proceedings is highly discouraged.
