REPORT
Mauritius & Rodrigues
The Health Statistics Reports are snapshots of the state of the health of the
population. They provide evidence-based information for the monitoring of the health
status of the population. Data are useful to formulate policy decisions, implementing
strategies and evaluating health programmes. Health statistics are also used for the
purpose of reporting to various local, regional and international agencies,and for the
monitoring of progress towards the Sustainable Development Goals.
2. The Health Statistics Unit is now publishing the 2022 Report. This Report displays
certain data disaggregated by age, sex, district and month. The Report also summarises
recent trends of the main health indicators.
3. Data relating to population, including those required to compile most vital statistics,
the main source of which is the Civil Status Office, have been obtained from Statistics
Mauritius. Other data have been either compiled by the Health Statistics Unit, including
those obtained from the private clinics/hospitals, or collected from the Health Records
Division and other Sections/Units/Divisions of the Ministry of Health and Wellness as well
as from the Commission for Health in Rodrigues. Data related to population based on
Census 2022 to be published by Statistics Mauritius has not been considered in this
edition.
4. The 2020 and 2021 reports showed the impact of Covid-19 pandemic on healthcare
in Mauritius. This report provides evidence for a gradual return to normal. For
example, the number of out-patients seen by doctor in public health institutions, which
had gone down from 5.5 million in 2019 to 4.5 million in 2020 and to 4.3 million in 2021,
went up to 5.0 million in 2022.
5. New statistics have been included in the analytical part of the 2022 Report. These
include data on SAMU, Smoking Cessation Clinics, Secondary School Health
Programme and on the Autism Day Care Centre opened in June 2022. Excess mortality
and “negative” natural increase have also been analysed.
6. At present, the staffing situation in the Health Statistics Cadre is critical with only
36% of the number of officers on establishment being in post. Producing this Report
within 6 months has required tremendous efforts from one and all.
7. The valuable support from the various stakeholders and the spirit of team work
among the staff of the Health Statistics Unit for developing this Report are duly
acknowledged.

Health Statistics Report 2022
Executive Summary
Every year, the Ministry of Health and Wellness publishes a report on health statistics. The
report contains information on population and vital statistics, infrastructure and personnel,
morbidity (illness), mortality (cause of death), and the activities of almost all health services
pertaining to the Island of Mauritius and to the Island of Rodrigues. Data on population and
vital statistics published in the report have been obtained from Statistics Mauritius. The
salient features of the 2022 Report are as follows:
ISLAND OF MAURITIUS
Of the 1,217,588 mid-year 2022 population, the adults, that is those aged 18 years and
over, accounted for 79.9%.
In the period 2000 to 2016, life expectancy at birth increased by 3.1 years for men
(from 68.1 to 71.2 years) and by 2.6 years for women (from 75.3 to 77.9years).
However, as from 2017, a decreasing trend has been noted. Following an increase in
mortality in 2020 and 2021, the figure further went down; the 2022 figures are
projected to be around 70.1 years for male and 77.2 years for female.
A total of 11,223 livebirths were registered in 2022 for a Crude Birth Rate of 9.2 per
1,000 mid-year resident population representing a decrease as compared to 2021
when the number of livebirths was 12,108 for a Crude Birth Rate of 9.9.
The proportion of population aged 65 years and over increased from 7.2% in 2010 to
13.2 % in 2022, indicating the ageing of the population; two of every three deaths
occur in this age-group.
In the period 2010 to 2019, the number of deaths continuously increased from 8,891
to 10,911; a slight decrease in 2020 with 10,768 deaths and a crude death rate of 8.8
per 1,000 mid-year population was noted. However, in 2021, there was a significant
increase in the number of deaths reaching 12,990 with a crude death rate of 10.6. In

2022, a slight decrease was noted with 12,581 deaths registered, corresponding to a
CDR of 10.3.

The Infant Mortality Rate was 14.7 per 1,000 live births in 2021 compared to 13.6 in
2021; the number of infant deaths in 2021 and 2022 was 165 equally.
The proportion of first attendances for antenatal care of women with a gestational age
of 3 months or less was 27.6% in 2022 compared to 27.9% in 2021.
The proportion of newborns with low birth weight, that is, less than 2,500 grammes,
peaked at 20.4% in 2022, compared to 17.1% in 2011.
The proportion of mothers who delivered at the age of 35 years or more has increased
from 10.8% in 2011 to 16.2% in 2022.

The number of Doctors working in the Ministry of Health and Wellness, which
increased from 1,077 at the end of 2014 to 1,681 in 2021, has decreased to 1,660 in
2022; these figures exclude those employed on contract.
3,782 qualified Nurses and Midwives were in post at the end of 2022 in the public
sector compared to 3,711 in 2021.
There were 3,715 beds in public health institutions at the end of 2022, including 41
beds in the 4 Detoxication and Rehabilitation (Residential) Centres; the fourth centre
dedicated to women , namely Orchidee Centre at Beau-Bassin, became operational in
June 2022.
An autism daycare centre was opened in June 2022 at Triolet. Various services such
as medical examinations, occupational therapy, psychiatry, psychology and speech
therapy were provided to some 40 patients.
The National Cancer Centre, which became operational in October 2020, started to
provide in-patient care in March 2021. 1,355 cases were admitted in 2021. In 2022,
the figure increased to 2,272, of whom around 60% were females
In 2022, a total of 5.0 million out-patients were seen by doctor in all public health
institutions; this figure was 4.3 million in 2021.
Data obtained from the Mauritius Revenue Authority indicate that the number of
imported cigarette sticks has increased from 1,006 million in 2021 to 1,097 million in
2022.
The number of newly detected HIV/AIDS cases among Mauritians was 391 in 2022
compared to 327 in 2021. In the same period, the number of laboratory tests has
increased from 78,336 to 94,897. The number of rapid tests had also increased from
22,677 in 2021 to 33,417 in 2022.

40 cases of malaria (all imported) and 14 cases of dengue, all imported/secondary to
imported cases were reported in 2022. No cases of chikungunya were reported.
Of all deaths recorded in 2022, diseases of the circulatory system (mainly heart
diseases and strokes) were responsible for 34.8%, endocrine, nutritional and
metabolic diseases (mainly diabetes) for 22.2%, neoplasm (cancers) for 11.6%,
diseases of the respiratory system for 8.4% , certain infectious and parasitic diseases
including Covid-19 for 4.8 % and injury and poisoning for 3.9%.
ISLAND OF RODRIGUES
The estimated resident population as at 31 December 2022 was 44,783 compared to
44,427 as at 31 December 2021, that is, an increase of 0.8%.
Of the 44,661 mid-year 2022 population, the adults, that is, those aged 18 years and
over, accounted for 69.0%.
873 live births were registered in 2022 for a Crude Birth Rate of 19.5 per 1,000 mid-
year resident population compared to 19.8 in 2021.
In 2022, a total of 357 deaths were registered for a Crude Death Rate of 8.0 per 1,000
mid-year population; the rate was 6.4 in 2021.
The Infant Mortality Rate per 1,000 livebirths was 8.0 in 2022 compared to 16.0 in
2021.
At the end of 2022, there were 31 Doctors, 3 Dentists and 248 Nurses and Midwives
in post in the public sector.
In 2022, 14 cases of HIV/AIDS were reported in the island compared to 16 in 2021
and to 10 in 2020.
Of all deaths recorded in 2022, diseases of the circulatory system were responsible for
41.5%, endocrine, nutritional and metabolic diseases (mainly diabetes) for 22.7%,
neoplasm (cancers) for 12.0%, diseases of the respiratory system for 7.6% and injury
and poisoning for 3.4%.
One (1) maternal death was registered in 2022; two previous cases were reported in
2015.

ISLAND OF MAURITIUS
This analysis of the health situation in Mauritius includes discussion on population and
related vital events, on health care delivery system, services and personnel, and on activities
carried out in public and private health institutions. The morbidity patterns and mortality trends
have also been discussed. A few parts refer to the Republic of Mauritius and that pertaining to
Rodrigues is given as from page 111.
Livebirths
During the year 2022, a total of 11,223 live births was registered, giving a crude birth
rate of 9.2 per thousand mid-year resident population compared to 9.9 in 2021 and to 10.3 in
2020. In 2020 and 2021, a total of 12,554 and 12,108 livebirths was registered respectively.
The percentage decrease between 2020 and 2021 was 3.6% as compared to 7.3% between 2021
and 2022.
Deaths
The number of deaths registered in 2022 was 12,581, corresponding to a Crude Death
Rate (CDR) of 10.3 per thousand mid-year resident population and representing a decrease as
compared to 2021 when 12,990 deaths were registered with a CDR of 10.6. However, the
2022 figures are still significantly higher than those of 2020 (see chart at page 36). It is to be
noted that CDR was exceptionally higher than CBR in both 2021 and 2022. Provisional data
for the period of January to June 2023 indicates a 10.4% decrease in the number of deaths as
compared to the same period in 2022.

As shown in the chart given above, relatively low numbers of live births have occurred
in the period November 2021 to July 2022. Provisional data for the period of January to May
2023 indicates a 10.9% increase in the number of live births as compared to the same period in
2022.
Life Expectancy
As shown in the chart that follows, life expectancy for men and women followed a
slightly increasing trend as from 2010 to peak at 71.3 years and 77.9 years respectively in
2016. In the period 2017 to 2019, it has fluctuated between 70.9 and 71.3 years for men and
between 77.6 and 77.7 years for women. Life expectancy for Mauritius is calculated over a 3-
year period. Hence, following significant increases in mortality in 2021 and 2022, life
expectancy for 2020 has been revised downward to 70.3 years for men and to 77.2 years for
women and for 2021 to 70.1 years for men and 77.1 years for women.

Infant Deaths
The number of infant deaths, that is deaths among children aged under one year, in
2022 was the same as in 2021, that is, 165. However, following the significant decrease in
livebirths in 2022, the Infant Mortality Rate (IMR) increased from 13.6 per thousands
livebirths in 2021 to 14.7 in 2022 as depicted in the following chart.

Concerning stillbirth, the number has further gone down from 121 in 2021 to 105 in
2022, corresponding to a decrease in stillbirth rate from 9.9 per 1,000 total births to 9.3.

Maternal Deaths
The number of maternal deaths, which had decreased from 8 in 2020 to 7 in 2021, has
further decreased to 4 in 2022, resulting into a decrease in the Maternal Mortality Ratio per
1,000 livebirths from 0.64 in 2020 to 0.58 in 2021 and to 0.36 in 2022.
In the Island of Mauritius, as at the end of 2022, there were five regional hospitals,
namely, Dr A.G Jeetoo Hospital, Sir S. Ramgoolam National Hospital, Dr B.Cheong Hospital,
Pandit J.Nehru Hospital and Victoria Hospital and two district hospitals, namely, Souillac
Hospital and Mahebourg Hospital. There were also 6 specialised hospitals, namely, one
psychiatric hospital, one for chest diseases, one for eye diseases, one for ear, nose and throat
(E.N.T.) diseases, one Cardiac Centre and a National Cancer Centre. There were also four
Residential Detoxication and Rehabilitation Centres, including one for women opened in June
2022. The total number of beds in government health institutions was 3,715 as at the end of
2022.
In the private sector, as at the end of 2022, there were twenty clinics/hospitals,
including two new ones, with a total of 872 beds. The total number of beds in the public and
private sectors as at the end of 2022 was, thus 4,587, that is, 265 inhabitants per bed. These
figures exclude a new private hospital with 86 beds operational as from June 2023.
All regional and district hospitals and 5 of the 6 specialised hospitals (except Poudre
D’Or hospital), have an out-patient department. Out-patient services were also delivered in two
community hospitals, 7 mediclinics, 19 Area Health Centres (AHC), 113 Community Health
Centres (CHCs) and in certain other clinics (see page 41). The basic services delivered at
CHCs include the treatment of common diseases and injuries, maternal and child care, and
family planning. In addition to these services, AHCs also provide dental care; this service was
also delivered in a few CHCs. Besides the services delivered at AHCs, which include sessions
by specialists, mediclinics have radiology and echography facilities. Six Ayurvedic Clinics
were providing outpatient care. There were also a chest clinic, 5 Addiction Treatment Clinics
and 8 day care centres for the Immuno-Suppressed in operation as at the end of 2022.

Out-patient care was also provided in the private sector, including at clinics/hospitals
and dispensaries on sugar estates. In addition, almost all specialists in the country as well as
general practitioners and dentists not employed by the Ministry of Health and Wellness,
provide out-patient care at various types of private practice facilities. Overall, it is estimated
that around 2 million cases are seen as out-patient in the private sector.
As at end of 2022, eleven emergency care mobile clinics, known as “SAMU”, were
operational on a 24/7 basis across the five health regions including Souillac Hospital. In 2022,
the permanenciers attended to a total of 392,330 calls. SAMU attended 14,172 cases and
another 22, 282 cases were transferred to nearest hospital in normal ambulances.
An Autism Day Care Centre became operational as from June 2022 at Triolet. The
centre provides various services such as medical examinations, occupational therapy,
psychiatry, psychology and speech therapy. 41 patients attended the centre in 2022 and were
seen by a doctor on average 4 times.
HEALTH PERSONNEL
At the end of 2022, there were some 3,800 doctors, including 1,100 medical specialists
in the Republic of Mauritius, that is, 30 doctors per 10,000 population. 1,660 (43.7%) doctors,
among whom 400 specialists, were employed in the public sector.
There were 436 dentists, of whom 80 in the public sector, at the end of 2022. The
corresponding number of pharmacists was 556 and 33 respectively. The number of qualified
nurses and midwives in the public and private sectors was 4,400 of whom 3,782 were
employed by the Ministry of Health and Wellness. Certain categories of staff are also
employed on contract (see page 42).

Overall attendance
In 2022, a total of 5.0 million cases were seen by doctor at the out-patient service
points in the public sector, comprising general and specialized hospitals with 3.2 million
(64.2%) and primary health care centres with 1.8 million (35.8%). In 2021, a total of 4.3
million cases was seen by doctor in all public health institutions.
In 2022, attendances for the treatment of common diseases and minor injuries,
including cases seen by doctor, at the Community Hospitals, Medi Clinics, Area and
Community Health Centres were 4.70 million, as compared to 4.41 million in 2021.
Dental health
The total number of attendances at government dental clinics (static and mobile) in
2022 by specialists and dentists was 227,861. Of the 207,661 seen by dentists, 23,961 were
among children aged less than 12 years. The number of cases treated for paradontal diseases

was 24,817 and the number of surgical operations on jaws, including surgical extraction of
roots and impacted teeth, was 5,301.
In 2022, a total of 18,643 attendances were registered at the 8 Day Care Centres for
the immuno-suppressed, mostly by men (68.4%). Attendances for treatment of HIV/AIDS
amounted to 15,849, including 351 new patients. Other attendances include 1,155 for
voluntary counseling.
As at end of 2022, there were 8 Smoking Cessation clinics, including one at Yves
Cantin Community Hospital operational as from June 2021; the other clinics are located at the
5 Regional hospitals, one at Souillac Hospital and one at Odette Leal CHC. Attendances at

in the public sector has significantly increased during the recent years from 19.9% in 2020 to
peak at 23.2% in 2022. The percentage of premature newborns, that is, with less than 37 weeks
of gestation, has also reached an unprecedented level of 9.6%. The percentage of deliveries by
caesarian section, also on the increase, has reached a record level of 54.3% in 2022.

In 2022, in the Island of Mauritius, the number of livebirths among teenagers, that is,
mothers aged less than 20 years, was 826, corresponding to 7.4% of the total livebirths
occurred compared to 7.1% in 2021. Number of livebirths among mothers aged less than 16
years, increased from 52 in 2021 to 63 in 2022.
In the public sector, the number of shots performed on babies by MCH staff in 2022 was
109,570. The number of children immunized against diphtheria, whooping cough, tetanus,
hepatitis B, HIB and poliomyelitis (3rd dose) was 8,730. Those immunized against poliomyelitis
(3rd dose) was 8,806 and against measles/mumps/rubella (MMR-2nd dose) 9,857. The number
of children immunized against pneumococcal was 9,495 (3rd dose) and against rotavirus was
8,108 (2nd dose).
SCHOOL HEALTH
In 2022, public health nursing staff responsible for school health visited 385 pre-
primary schools and screened 10,348 children. Out of these screened children, 4.0% were
reported to have nits and lice. The staff also visited 293 primary schools whereby 11,746
pupils were screened. 8,977 pupils of Standards III, V and VI were submitted to vision tests
and 671 of them were found to have vision problem. 7,777 of the new entrants to primary
schools were immunized against tetanus, diphtheria and pertusis (TDaP) and poliomyelitis
whereas 4,492 primary school leavers were immunized against TDaP.
The school health programme for secondary schools, carried out by the Ministry of
Health and Wellness in collaboration with the Ministry of Education, Tertiary Education,
Science and Technology, aims at detecting non-communicable diseases and their risk
factors and promoting healthy behaviours and lifestyle in students of Grade 7, 9 and
12. In 2022, a total of 30,267 students were screened; 17% of them were found to be
underweight while 11% were obese.
Data obtained from the Mauritius Revenue Authority (MRA) indicate that the number
of imported cigarette sticks has increased from 1,006 million in 2021 to 1,097 million in 2022.
As indicated in the chart that follows, the estimated yearly per capita cigarette consumption
had gone up from 794 in 2021 to 870 in 2022.

Alcoholic Products
Data submitted by the MRA also indicate that the number of litres of imported or
locally produced alcoholic products decreased from 62.5 million litres in 2019 to 59.3 million
litres in 2020. This figure further went down to 56.9 million litres in 2021. In 2022, however,
the figure increased to 61.6 million litres resulting in an increase in the estimated yearly per
capita litre of alcohol intake from 45.0 in 2021 to 48.9 in 2022 as shown in the chart below.
The level of alcohol consumption is, to some extent, related to the number of tourists visiting
the country.

The total number of cases seen for treatment, including admissions, at private hospitals
and clinics having in-patient services was 207,967 in 2022 compared to 206,849 in 2021; this
represents a 0.5% increase. The number of surgical operations and procedures increased from
26,752 in 2021 to 31,791 in 2022, that is, by 18.8%.
In 2022, 4,261 live births and stillbirths that occurred in the 20 private hospitals/clinics
represented 37.6% of total births registered in the whole island compared to 30.1% in 2018.
15.8% of live births had low birth weight (less than 2,500 grammes) in 2022; the corresponding
figure was 11.1% in 2018. The percentage of caesarian section on total births was 66.5% in 2022
compared to 59.3 % in 2018 and 62.8% in 2021.
The first case of AIDS in the Republic of Mauritius was notified in October 1987. As
at the end of 2022, a total of 9,210 cases of HIV/AIDS were detected, of whom 8,831(6,334
males, 2,497 females) were Mauritians. 70.0% of the 8,831 HIV infected Mauritians were in
the age-group 25 to 49 years and 18.0% in the age-group 15 to 24 years.

HIV tests conducted by the Virology Laboratory of the Ministry of Health and
Wellness and positivity rates from 2012 to 2022 are as follows:

The number of HIV laboratory tests, which had decreased from 96,713 in 2019 to
80,370 in 2020 and to 78,667 in 2021, has gone up to 94,897 in 2022. Similarly, the number of
rapid tests had decreased from 24,524 in 2019 to 17,935 in 2020; in 2022, the figure was
33,417 compared to 22,677 in 2021.
HARM REDUCTION
Methadone is distributed at 44 sites, mostly near Police Stations and 4 sites within the
prisons. As at end of 2022, a total of 7,275 persons were on the substitute therapy programme,
of whom 314(4.3%) were females. On the other hand, 1,383 persons, of whom 179 (12.9%)
females, were on the needle exchange programme at 50 sites, including 8 sites run by NGOs.
In 2022, a total of 5,693 attendances were registered at the five Addiction Treatment Clinics.
770 patients were admitted at the four residential detoxication and rehabilitation centres,
including 85 male youngsters at Nenuphar Centre and 68 women at Orchidee Centre , Beau
Bassin, operational as from June 2022.
MOSQUITO-BORNE DISEASES
ISLAND OF MAURITIUS
Active surveillance for all “Acute Flaccid Paralysis” (AFP) cases started in August
2003 in the Republic of Mauritius, covering both the public and private sectors. The objective
of the AFP Surveillance, as set by the World Health Organisation, is to detect any possible
presence of polio virus in view to its eradication from the globe. The target for certification is
a non-polio AFP detection rate of >2 cases/100,000 population aged <15 years. A total of 106
cases among children less than 15 years of age have been detected in the country between
August 2003 and December 2022. The AFP Rate per 100,000 children (<15 years) was 2.9 in
2022 with 6 cases.
Deliveries accounted for 4.6% of all cases treated as in-patients in government general
hospitals in 2022 followed by acute Myocardial Infarction and other ischemic heart diseases
and diabetes equally with 3.9% of cases. Among other principal causes of discharges, there
were Cerebrovascular diseases with 3.1% and fractures with 3.0%. The distribution by ICD-
10 chapters indicates that 12.1% of all cases treated were due to “Disease of the Circulatory
System”, 11.0% due to “Injury and Poisoning”, 9.3% due to “Pregnancy, childbirth and the
puerperium” and 8.5% due to “Diseases of the Respiratory System”.
In 2022, of the 14,864 cases (9,060 males and 5,804 females) treated as in-patients in
government general hospitals due to consequences of external causes, 6,872 (46.2%) were
following “Falls”, 1,745 (11.7%) following “Transport Accidents”, 1,473 (9.9%) following
Complications of medical and surgical care” and 1,471 (9.9%) due to “Assaults”. Of the 506
(3.4%) cases treated as in-patients following “Attempted suicides”, 206 (40.7%) were females.
Out of the 4,114 cases treated as in-patient at the Cardiac Centre in 2022, 2000
(48.6%) were for “Angina pectoris”, 1,099 (26.7%) for “Chronic ischaemic heart diseases” ,
491(11.9%) for “Acute Myocardial Infarction” and 69 (1.7%) for “Congenital malformations
of the circulatory system”. A total of 1,091 cardiac surgeries (including 974 open heart
surgeries) were performed in 2022. A breakdown of cardiac surgeries performed during the
last five years is provided in the table that follows.

A total of 7,423 cases were treated as in-patients at S.Bharati (Eye) Hospital in 2022,
out of which 5,220 (70.3%) were due to “cataract”. 5,128 (98.2%) of these patients were
operated upon. Other main causes of discharges included “injuries and other consequences of
external causes” and “Disorders of retina” with 536 (7.2%) and 329(4.4%) of cases
respectively.
During the year 2022, 276 in-patients were treated at the Poudre d’Or (Chest)
Hospital of whom 184 (66.7%) were males. “Pulmonary tuberculosis” was the morbid
condition for 120 patients (99 males, 21 females), followed by “asthma” with 25 patients (4
males, 21 females) and “Bronchiestasis” with 17 patients (8 males, 9 females). 12 patients died
at the Hospital, giving a fatality ratio of 4.3%.
Of the 755 cases diagnosed at the out-patient specialist clinics in chest diseases during
the year 2022, 18(2.4%) new cases were diagnosed with “pulmonary tuberculosis”. Among
the non-tuberculosis diseases, “asthma” was in first place with 163 new cases, that is, 21.6%
of all new cases diagnosed.
As a consequence of the Covid-19 pandemic, the services of ENT Hospital have been
relocated in the compound of Victoria Hospital since 2020. In 2022, of the 2,084 cases
treated as in-patients, 509 (24.4%) were for “acute tonsilitis”, 145 (7.0%) for “foreign body in
nostril, pharynx and other respiratory tract”, 125 (6.0)% for “localized swelling mass and
lump of skin and subcutaneous tissue mainly of head and neck” and another 117 (5.6%) for
“acute pharyngitis”. A total of 850 operations were performed on in-patients at the centre, of

which 263 (30.9%) were for “excision on tonsils and adenoids” and 165 (19.4%) were for
“Other procedures on ear and mastoid processes”.
The number of new cases diagnosed at out-patient specialized clinics in ENT in 2022
was 6,903. Diseases and conditions of ear accounted for 3,205 new cases (46.4% of the total
new cases diagnosed) followed by diseases and conditions of nose for 2,533 (36.7%) and
diseases and conditions of throat for 1129 (16.4%). “Allergic rhinitis” (14.8%), “Tonsilitis
(acute or chronic)” (10.5%), “tinnitus” (8.7%) and “sensorineural deafness” (8.5%), were
the most common diseases diagnosed at the centre.
The National Cancer Centre started its in-patient services as from March 2021; a total
number of 904 cases were treated during the 10 months of the year. This figure for the year
2022 was 1,843. The main types of “neoplasms” treated in 2022 were that of “breast”,
“colon” and “trachea, bronchus and lung” with 342(18.6%), 220(11.9%) and 211(11.4%) of
total cases respectively. Patients with cancer were also admitted in general hospitals (see
page 79).

By Principal Causes
Of the 490 cases treated as in-patients in 2022 at the Neonatal Intensive Care Unit
located in 5 regional hospitals, 184 (37.6%) were for “disorders related to length of gestation
and fetal growth”, 75 (15.3%) for “respiratory and cardiovascular disorders specific to the
perinatal period” and 73 (14.9%) for “infections specific to the perinatal period”. There were
117 deaths among those 490 cases, giving a fatality ratio of 23.9% compared to 29.1% in
2021..
The number of new cases diagnosed at the specialist clinics in dermatology in 2022
were 9,824 of which 2,524 (25.7%) was for “skin infections” (1,320 of fungal and 617 of viral
origin). 15.9% of new cases were treated for “eczema”, 10.0% for “disorders of
pigmentation” and 8.5% for “psoriasis and similar disorders”.
In 2022, the number of new cases of sexually transmitted infections diagnosed at the
skin disease clinic of regional hospitals was 525 (260 males, 265 females). 370 cases of

Of the 390 syphilis cases among pregnant women in 2022, 201 were detected in the age-
group 15-24 years and 189 in age 25 years and above. Using live births by age of mother to
determine the proportions of tested pregnant women by age group, it is estimated that
positivity rate was higher among 15-24 years (7.0%) than in those aged 25 years and above
(2.3%).
351 first attendances of HIV/AIDS patients were registered at the eight Day Care
Centres for the immuno-suppressed in 2022. 272 persons received the “Post-HIV Exposure
Prophylaxis” and 1,155 persons were seen for “voluntary counseling”.
The leading cause of first attendances for the treatment of common diseases and minor
injuries at the community hospitals, mediclinics, area and community health centres in 2022
was “Upper Respiratory Tract Infection (URTI)” with 18.3% of total cases. Other common
causes of first attendances were “cough, pain in throat, chest pain, wheezing, hiccough,
sneezing” with 8.1%, “superficial injury, open wound, sprain/strain, fractures, burns and
other injuries” with 5.5% followed by “ fever/pain all over” with 4.4% and “spondylosis,
neck pain, low back pain and back ache” with 4.3%.
The distribution by ICD chapters shows that 27.2% of first attendances at the above
mentioned Primary Health Care Centres were due to “Diseases of Respiratory System” and
9.8% due to “Diseases of the musculoskeletal system and connective tissue”. They were
followed by the “Diseases of digestive system” with 7.0%, “Injuries, poisoning and certain
other consequences of external causes” with 5.8%, “Diseases of the skin and subcutaneous
tissue” with 5.2%, and “Certain infectious and parasitic diseases” with 4.6%.

Compared to 2020, when 2,883 new cases of cancer were registered by the National
Cancer Register, a slight decrease was noted in 2021 with 2866 cases. 1,185 (41.3%) were
males and 1,681 (58.7%) were females. As shown in the charts that follow, the most common
types among males were that of “prostate gland” with 18.7%, “colon, rectum and anus” with
13.8% and “trachea, bronchus and lung” with 9.3%. Among females, the main types of
cancer were that of “breast” (35.2%) followed by that of “colon, rectum and anus” (8.7%)
and “corpus and uterus” (unspecified) (8.0%).

Monthly trend in mortality
An analysis of the monthly number of deaths in the period 2018-2020 indicates that the
highest number of deaths usually occurred in the month of July as shown in the given chart.
However, in 2021, the highest number of deaths occurred in November, while in 2022, it was
higher in March and July.

Excess mortality
The WHO defines excess mortality as the difference in the total number of deaths in a
crisis compared to those expected under normal conditions. Excess mortality accounts the total
number of deaths directly attributed to Covid-19 as well as those due to the indirect impact of
the pandemic. Prior to the covid-19 pandemic, mortality was on the rise in Mauritius. The rise
was mainly explained by an ageing population coupled with high prevalence of non-
communicable diseases among the adult population. Based on the linear trend in mortality in
the period 2015 -2019, that is, before the outbreak of covid-19, the expected number of deaths
projected for the year 2020, 2021 and 2022 is given below.

cardiovascular diseases or diabetes.
Cause of death
“Cardiovascular diseases” and “diabetes mellitus” were the first two principal
underlying causes of mortality in 2022, with 4,377 (34.8%) and 2,737 (21.8%) deaths
respectively; “cancer and other neoplasms” of all sites taken together was at the third position
with 1,456 (11.6%) deaths. Deaths due to “Diseases of the Respiratory System”, though on the
decrease, remain at the fourth position. The number and the percentage of death due to main
causes are documented in the table that follows.

Of the 4,377 deaths due to “Diseases of the Circulatory System” in 2022, 2,636
(60.2%) were due to “Heart diseases”. “Stroke and other Cerebrovascular diseases”
accounted for another 988 (22.6 %) deaths. 19.3% of the 4,377 deaths occurred among
persons aged less than 60 years.
Of the 1,456 deaths due to “Neoplasms” in 2022, cancers of “breast” were in the first
position with 13.3% of deaths followed by that of “trachea, bronchus and lung” with 11.0%
and that of colon with 10.9%. “Prostrate” cancer was in the fourth position accounting for
6.7% of deaths due to neoplasm. 47 persons died due to “leukaemia” (3.2%).
Of the 488 deaths due to external causes in 2022, 23.4% were due to” transport
accidents”, 21.7% were due to “suicides”, 10.5% due to “complications of medical and
surgical care” and 9.2% equally due to “falls” and “accidental drowning and submersion”.
Infant deaths
“Slow fetal growth, fetal malnutrition and disorders related to short gestation and low
birth weight” with 50 deaths were the principal killers of children under one year in 2022, that
is 30.3% of the total (165) followed “Congenital anomalies” with 22.4% (37) and
“Septicaemia and infections specific to the perinatal period” with 8.5% (14).
Maternal Deaths
4 maternal deaths were registered in 2022 in the Island of Mauritius. The causes as
well as the age at death for the Republic of Mauritius in the period 2017 to 2022 are given at
page 108.
The following table shows that “diseases of the circulatory system”, commonly known
as cardiovascular diseases, “diabetes mellitus” and “cancers” remain the main underlying
causes of mortality in Mauritius.

While mortality due to “heart diseases” followed an increasing trend from 17.9% to 19.8%
during the period 2012 to 2018, “diabetes mellitus”, on the other hand, was on the decreasing
trend from 26.5% to 20.6% during the same period as shown in the chart that follows. However,
in 2019 a reversing situation was noted where “diabetes” increased to 22.1% while “heart
diseases” fell to 17.8%. Between 2020 and 2021, the same trend as during the period 2012-2018
was observed with a decrease in mortality due to “diabetes” to 20.0% while deaths due to “heart
diseases” increased to 21.3%. In 2022, however, the figures were reversed with 21.8% of deaths
attributed to “diabetes mellitus” compared to 21.0% to “heart diseases”.

Mortality due to cancers fluctuated between 12.6% and 13.8% during the period 2012-
2020. In 2022, the figure was 11.6% up from 10.6% in 2021.
Between 2010 and 2020, an increasing trend was observed in mortality due to main
Non-Communicable Diseases, namely heart diseases, strokes, diabetes, cancers and chronic
respiratory diseases, as depicted by the chart below. However, in 2021 and 2022, besides
deaths attributed to Covid-19, significant increase in mortality has been registered mostly
among people with co-morbidities, such as, cardiovascular diseases and diabetes; this has
led to a sharp rise in death rate per 100,000 population attributed to NCDs from 556 in 2020
to 650 2021 and to 655 in 2022; a decrease is expected in 2023.

The CBR progressively declined from 21.1 to 15.3 between 1992 and 2005. In 2006, this figure fell
below 15 with 17,604 livebirths corresponding to a CBR of 14.3. This decreasing trend continued
upto 2015 with a CBR of 10.1. A reversing trend was observed in the year 2016 and 2017 with a
corresponding CBR of 10.4 and 10.7. The CBR dropped to 10.2 once more in both 2018 and 2019.
However, the rate increased to 10.6 in 2020 before declining to 10.3 in 2021. With 12,096 livebirths
registered in 2022, the rate dropped to 9.6, the lowest figure that has yet been recorded for the
Republic of Mauritius.

The CDR ranged between 6.5 and 7.7 during the period 1992 to 2015, after which, it began to rise.
The corresponding figure from 2016 to 2020 ranged between 8.0 to 8.8. However, a significant
increase was recorded in 2021 with 13,274 deaths and a CDR of 10.5. With 12,938 deaths and a
CDR of 10.2 in 2022, a slight decrease was noted compared with 2021

The estimated end-of-year resident population in Island of Rodrigues increased from 44,427
in 2021 to 44,783 in 2022 with a growth rate of 0.8% compared to a growth rate of 1.0% during
the period 2020-2021. The population density at the end of 2022 was 407 inhabitants per square
kilometer.
The proportion of population aged under 15 years decreased from 29.2 % in 2011 to 25.4% in
2022, while in the same period, the proportion of elderly population (aged 65 years and above)
increased from 7.5 % to 9.4 %. The total dependency ratio has decreased from 579.8 per 1,000
mid-year population aged 15-64 years in 2011 to 528.4 in 2021; however in 2022, the figure rose
to 533.1.
Based on the 2011 Population Census data, life expectancy at birth for the year 2021 in
Rodrigues was estimated to be 74.1 years for men and 78.6 years for women.
The number of live births registered in 2021 and 2022 was 874 and 873 respectively,
corresponding to a decrease in crude birth rate from 19.8 per 1,000 mid-year population to 19.5.
The number of live births occurred among teenagers, that is, mothers aged less than 20 years, has
decreased from 127 in 2021 to 115 in 2022.
The number of deaths increased by 25.7% during the period 2021-2022 with 357 deaths
registered in 2022 compared to 284 deaths in 2021. This resulted into an increase in Crude Death
Rate from 6.4 in 2021 to 8.0 per 1,000 mid-year population in 2022.
One maternal death was registered in 2022; the 36 years old woman died due to ectopic
pregnancy. Two previous cases of maternal deaths were reported in 2015.
The number of infant deaths, that is deaths among children aged under one year, decreased by
50% between 2021 and 2022 with 14 and 7 deaths registered respectively. This corresponded to
an infant mortality rate of 8.0 per 1,000 live births in 2022 compared to 16.0 in 2021. Similarly,

the stillbirth rate fell from 11.3 per 1,000 total births in 2021 to 6.8 in 2022 with 10 and 6
stillbirths registered respectively as shown in the following chart.

In Rodrigues, at the end of 2022, there were one hospital with 170 beds and two health centres
with in-patient facilities equipped with a total of 50 beds. This brought the total number of beds
in government institutions providing in-patient facilities to 220 as compared to 179 in 2011.
Patients in need of tertiary health care are referred to Mauritius as and when required. In 2022,
36 visits were effected by specialists employed by the Ministry of Health and Wellness in various
fields; a total of 5,663 cases were seen during these visits.
At the end of 2022, 12 Community Health Centres (CHCs), providing primary health care
services including treatment of common diseases and injuries were operational; 2 CHC’s were
closed in 2022. Maternal and child health care and family planning services were provided at 14
centres, including Queen Elizabeth Hospital, Mont Lubin Health Centre and La Ferme Health
Centre. There were two dental clinics, namely at Queen Elizabeth Hospital and La Ferme Health
Centre. There was also a Health Office at Port Mathurin.
HEALTH PERSONNEL
At the end of 2022, there were 31 doctors in the Island of Rodrigues that is one doctor for
1,445 inhabitants compared to 2,378 inhabitants in 2011. There were 3 dentists that is one for
14,928 inhabitants at the end of 2022 while in 2011 the ratio was one for 19,023 inhabitants. A

few of these health professionals are employees of the Ministry of Health & Wellness posted to
the island on tour service basis.
The number of qualified nurses and midwives was 248 at the end of 2022, that is one
nurse/midwife for 181 inhabitants compared to one for 236 inhabitants in 2011.
IN-PATIENT SERVICE
The total number of admissions at Queen Elizabeth Hospital and the two Health Centres
(Mont Lubin and La Ferme) was 10,623 in 2022, while in 2021 it was 9,807, representing an
increase of 8.3% over the one-year period.
Following the outbreak of Covid-19 in October 2021 in Rodrigues, Covid-19 patients were
treated at Mont Lubin Health Centre. A total of 185 admissions were recorded in 2022; six
deaths occurred among these patients.
OUT-PATIENT SERVICE
The total number of attendances at the out-patient departments, that is the Accident &
Emergency and the Sorted/Unsorted Unit at Queen Elizabeth Hospital, Mont Lubin and La Ferme
Health Centres was 197,212 in 2022, while in 2021 it was 150,912, representing an increase of
30.7%. On the other hand, the number of attendances for the treatment of common diseases and
injuries at Community Health Centres (CHCs) decreased by 31.1% during the same period with
54,284 and 37,400 cases treated in 2021 and 2022 respectively. These drastic changes are
explained by the closure of certain CHCs during the emergence of Covid-19 in the island in 2022.
In 2022, a total of 856 births (including 2 stillbirths) were reported by the Maternity Section
of Queen Elizabeth Hospital, Mont Lubin HC and La Ferme HC. 854 live births were attended by
trained personnel, out of which 103 were low birth weight babies (less than 2500 grammes)
representing 12.1% as compared to 10.5% in 2021.
With regards to immunization, 683 babies were immunized against Tuberculosis (BCG) by
MCH staff, 777 against Diphtheria, Haemophilus influenza type B, hepatitis B and oral Polio
Vaccine (Hexavalent 3rd dose) and a total of 1,401(1st dose 769, 2nd dose 632) shots against
Measles/mumps/rubella (MMR) were performed. A total of 1,453 (1st dose 711, 2nd dose 742)
shots of Rotavirus vaccine and 2,215 (1st dose 690, 2nd dose 773 and 3rd dose 752) shots of
Pneumococcal vaccine were performed.

DENTAL HEALTH
In 2022, the total number of attendances at the two dental clinics was 13,382 as compared to
16,259 in 2021, representing a decrease of 17.7%.
MORBIDITY
The number of discharged patients in 2022 was 9,826, out of which 688 (7.0%) were treated
for Complications of pregnancy, childbirth and the puerperium (excluding Normal deliveries and
Complications following abortions), 649 (6.6%) for Injuries (crushing & superficial injuries,
fractures, open wounds, dislocation, sprain and strains) and 555 (5.6%) for Delivery without mention
of complications.
In 2022, the principal diseases contributing to first attendances at the 12 Community Health
Centres were tonsilitis, laryngitis, nasopharyngitis (common cold), sore throat and URTI with 1,192
attendances (20.5%) followed by cough, pain in throat, chest pain, wheezing, hiccough and sneezing
with 612 attendances (10.5%). Fever/pain all over with 343 attendances (5.9%) stood in the third
position.
Diseases grouped by ICD chapters indicate that Diseases of respiratory system was 31.3 % of
total first attendances at Community Health Centres in 2022 compared to 26.5% in 2021. Diseases of
the musculoskeletal and connective tissue accounted for 10.1% of total attendances compared to
10.9% in 2021 followed by Infectious and parasitic diseases which also decreased from 11.3 % in
2021 to 8.1% in 2022.
In 2022, a total of 13,175 cases of Covid-19 was detected in the island; 7,601 (57.7%) of these
cases was reported in the month of February.
The number of cases treated for scabies at community health centres in Rodrigues has
followed on increasing trend from 201 in 2015 to 358 in 2021 (see chart below). In 2022, 119 cases
were registered. The drastic decrease in 2022 is mainly due to Covid-19 pandemic as well as the
closure of certain CHCs during the year.
MORTALITY
A significant increase in the number of deaths was noted in 2022 as shown in the chart below.
357 deaths were registered, corresponding to a Crude Death Rate of 8.0 per 1,000 mid-year
population compared to 284 deaths in 2021 with a CDR of `6.4.

CAUSE OF DEATH
The distribution of deaths by the chapters of the International Classification of Diseases
(ICD-10), as shown in the pie–chart below, indicates that Heart and other diseases of the circulatory
system were responsible for 41.5 % of all deaths in 2022. Diabetes and other endocrine, nutritional &
metabolic disorders with 22.7% were in the second position followed by Cancer and other Neoplasm
with 12.0% of all deaths. A significant increase in mortality was registered in 2022 mainly due to
endocrine, nutritional and metabolic diseases and diseases of the circulatory system.

REPUBLIC OF MAURITIUS For the purpose of this report, the Republic of Mauritius comprises
the main land called “Mauritius” or “Island of Mauritius” and the
“Island of Rodrigues” which is located 560 km north-east of
Mauritius.
BIRTHWEIGHT The first weight of the foetus or newborn obtained after birth. This
weight should be measured preferably within the first hour of life
before significant postnatal weight loss has occurred.
BIRTHWEIGHT (LOW) A birthweight of less than 2,500 grammes (up to, and including
2,499 grammes).
CAUSES OF DEATH All diseases, morbid conditions or injuries which either resulted in
or contributed to death and the circumstances of the accident or
violence which produced any such injuries.
CHILDBEARING YEARS The period of her life during which a woman can reproduce. For
the purpose of international comparisons, this is arbitrarily
assumed to be in the age-group 15-49 years.
DEATH The irreversible cessation of all the following (i) total cerebral
function (ii) spontaneous function of the respiratory system and
spontaneous function of the circulatory system.
FOETAL DEATH Foetal death is death prior to the complete expulsion or extraction
from its mother of a product of conception, irrespective of the
duration of the pregnancy; the death is indicated by the fact that
after such separation the foetus does not breathe or show any other
evidence of life, such as beating of the heart, pulsation of the
umbilical cord, or definite movement of voluntary muscles.

death (abortion) and late foetal death (stillbirth), the dividing line
being the 28th week of gestation.
GESTATIONAL AGE The duration of gestation is measured from the first day of the last

GLOSSARY
INCIDENCE RATE The number of new cases of a disease registered (or notified)
during a given year, divided by the estimated mid-year population,
and multiplied by 10 raised to the power of a convenient digit,
which depends upon the frequency of the particular disease. For
example, in the Island of Mauritius, in 2002, the incidence rate of
pulmonary tuberculosis was 8.9 new cases per 100,000 mid-year
population.

BED OCCUPANCY RATE The percentage of the sum of all occupied beds days divided by the
sum of all available bed days.
