22 .7.2 TELECOM SYSTEM


Telecom systems design shall be in accordance with the latest revisions of aSTO-
ITN-OO?, Shell OEPs ver 46, QatarEnergy standards, other National and
International Telecommunications Standards and good engineering practices.
Telecom network from CCWS phase-IV area to CCR at Ras Laffan sha ll be
designed with redundant fibre optic cables with diverse route to facil~ate
communication and information related to CCTV system, LAN , IP Telephone,
Hotline & Access Control system. CCTV system. LAN , IP Telephone, Hotline and
ACS Control system shall be provided at LLCC E-house. Telecom shall use 2
cores of each 24 core cable between LLGC W8 and GCR.
Telecom systems for the LLCC E-house facility for telecoms network and their
integration shall be deSigned in accordance to ICT Qatar's National IGS SectJrity
Standard, QSTD-DBC-003 and lEG 62443-3-3 and relevant Shell DEP.

22.7.3 FIBRE OPTIC CABLE

FO cable shall be laid between LLCC W8 to different areas for tie-in of services
like ITfTelecom, F&G, DCS, MOVs and PM S.
CCR building
CCR shall serve as the tie-in for ITI Telecom and DCS system. 1x24core and
lx48core cable shall be terminated in Telecom cabinet 184-46-JXEO-091 4 and
lx24core and 1x48core cable shall be terminated in Telecom cabinet 184-46-
JXEO-0955.
2x48core FO cables shall be used for IT I Telecom and DCS tie-ins. ITfTelecom
shall be tied-in to the existing rCT switch via patch cords

33kV switchgear building shall seNe as the tie-in for PMS system. The FO cable
shall first be terminated in CCR and 4 cores for PMS shall be rouled through new
2x24core FO cables to 33kV switchgear building for the tie-in.

MOV-C building
MOV-C building shall serve as the tie-in for F&G system.

MOVs along pipeline


FO cable shall also be used for MOV communications along the pipeline.
Design shall include minimum 24·core single mode fibre optic cables, complying
with ITU-T G.652D, Shell DEP 32 .71 .00.10 version 46 standard, armored and fire
resistant (for F&G) I flame retardant (for all other applications). Testing of FOe
shall be done as per OSTD-ITN-007. Each core of the fibre optic cable shall be
terminated on a dedicated fibre optic patch panels that are rack mounted at both
ends. The following are the cores requirement in this project:
The fibre optic network shall be designed in a diverse physica lly redundant route
topology so that in case of a cable breakdown or failure of anyone cable, an
alternative connection path should be available, fibre optic cables shall be laid on
either side of the pipe rack.
Fibre optic splicing in between locations shall be limited to minimum. Fibre optic
cable shall be terminated in rack mounted patch panel installed inside floor
stand ing IT cabinets. Wall mounted cabinet is unacceptable.
Outdoor/external armoured fiber optic cable shall be converted into indoor fiber
optic cable type. The conversion shall be in an inline fiber splicing case unit. The
fiber splicing case unit shall have both cable entry and exit on opposite side. The
case shall be properly placed under raise floor.
Ducts shall only be provided at roads and utility crossings. Manholes shall be
provided inside the fences of the home runs of each stations, at every change of
direction, at cable crossings and before the cable goes inside the building. Fibre
optic cable accessories such as conduits , warning tape, protection tiles and cable
markers shalt be provided along the cable route as per QatarEnergy standard. For
more details refer functional specification - fibre optic cable network 4417-
RLCSF4-S-14-0004.

22.7.4 TELEPHONE SYSTEM


Telecom design shall include IP Telephone at LLCC E-house. These IP
Telephones shall be extended from respective QatarEnergy voice switch locations
(Existing QatarEnergy ICT Converge LAN Network). Indoor IP telephones (by
QatarEnergy IT) shall be provided inside the LLCC E-house.

22.7.5 STRUCTURED CABLING SYSTEM


Structured Cabling System for IP Telephone & Access Control system cables shall
be terminated in a cabinet mounted patch panel located at the Equipment Room
as per the latest edition of QatarEnergy IT Cabling Infrastructure standard aSTD-
ITN-OO? All Cat 6A cable shall be terminated in patch panel, direct connection to
the switch shall be avoided . Overhead cable ladder system shall be implemented
to route UTP cables to IT cabinet.
Horizontal cabling for both data and voice shall be to Cat-6A (F/UTP) standard,
originating from the patch panel referred above to the data outlets. All Cat6A data
outlets shall be dual socket (dual data outlets). All dual data outlets shall be
labelled and tested in accordance with ICT Cabling Infrastructure Standard aSTD-
ITN-OO? Minimum of 1 x dual data outlets of RJ45 type shall be provided in all
locations for all LAN & IP Telephone office work positions.
The CC1V system shall have separate data outlets and patch panels for
terminations of the cables.
T568B standard outlet shall be used on Cat6A cable termination and follow the
manufacturer's installation manual/guide.
Dedicated equipment cabinet shall be considered for Structured Cabling System
and Telecom active components.
The sizes of the cabinet are as follows:
• Telecom cabinet shall be selected as per QSTO-ITN-007-1CT Cabling
Infrastructure Standard
2 cores of each Forty Eight (48) dark fibre cores of the backbone fibre optic cable,
specified under Telecommunication section shall be reserved for tie-in with
existing QatarEnergy Converged LAN. To meet the high availability requirements
of the LAN, new facilities shall be connected to two existing nodes through diverse
routes.

iT cabinet shall be fed from dual power source, 1 from each UPS and normal
supply. UPS power source shall be with 8 hour autonomy battery backup, with
automatic switchover in case of failure.
IT cabinet shall be equipped with light that automatically turns onloff upon
opening/closing the doors. Front and rear of IT cabinet shall have at least 1 (one)
meier space for ease of maintenance and comply with operational and HSE
requirements.
22.7.6 CONVERGED LAN
High level design of Converged LAN for the facility design shall be in line wTth
OatarEnergy ICT Standards.
The network shall be based on Ethernet based equipment, following a hierarchical
network topology and shall be fully interoperable with OatarEnergy Corporate LAN .
The design shall ensure a highly available, secured and managed data network.
The tie-in point shall be at be as follows:
• CCVVS-Ph IV llCC ~ CCR

Design of the rp converged network shall support and fulfil the requirements of all
IP based systems which shall include all OatarEnergy Corporate applications,
unified communications and other IP based systems included in the Contract
documents.
The design shall consider the bandwidth requirements of all the above-mentioned
systems. Recommendation for prioritizing traffic shall be submitted for review and
approval of OatarEnergy IT department. OatarEnergy converged LAN switch shall
be supplied by OatarEnergy IT.
Impact Assessment report will be submitted identifying the requirement from
OatarEnergy. All Converged LAN active equipment (switches) will be supplied by
OatarEnergy ICT based on the approved design and impact assessment report.
22 .7.7 ACCESS CONTROL SYSTEM
Access Control System, to restrict entry to the sensitive areas within the Facility.
The design shall be developed based on an approved security plan.
The system shall be designed as an extension of the existing system, which is
based on Honeywell. All field peripherals and controllers shall be managed by the
existing regional server. The intelligent system controllers shall reside on the
Converged LAN, to communicate with the server residing on the same LAN.

AU controlled doors shall be interfaced wijh the fire alarm system for unlocking
Ihem during fire conditions.
22.7.8 CLOSED CIRCUIT TELEVISION SYSTEM
The CelV security system shall be provided for security monitoring purpose. The
system is IP (Internet Protocol) based system.
The cameras are housed in vandal proof housing .
Existing CatarEnergy central CCTV security system
QatarEnergy centralized CClV security system is based on Honeywell Maxpro
VMS. CONTRACTOR! VENDOR will liaise with QalarEnergy leT and verify the
latest version in operation during implementation. The new CCTV cameras for
LLCC shall be integrated with QatarEnergy's centralized CCTV system by
QalarEnergy IT.

Any upgrade requirements for the central CCTV security system (application,
selVers, licenses, storage requirements etc) will be carried out by QatarEnergy IT.
Storage capacity shall be calculated based on the number of cameras to be
deployed as part of the EPIC project. EPIC CONTRACTOR shall submit impact
assessment report identifying the requirements from QatarEnergy IT.

New CCTV security system at eews Ph-IV


The eCTV security system at ecws Ph-IV shall be provided for security
monitoring purpose. The eeTV shall be an extension of QatarEnergy centralized
eCTV security system and integrated through QatarEnergy converged lAN with
support of FO links.
The design shall be in accordance to the defined objectives of OatarEnergy
security and in line with MOl requirements. CONTRACTOR shalt oblain applicable
approval for CCTV security system design from MOl (industrial security
department or relevant authority) prior to OalarEnergy's review.
All outdoor cameras will be fitted in housings adapted to the environment and the
hazardous classification. In general, CCTV cameras shall include, but not be

limited to high resolution (2MP), IP, color and day! night cameras. The camera

hotline and integration with existing system at CCR shall be carried out by
OatarEnergy.

22.7.10 INTERFACES WITH EXISTING FACILITIES


The tie-in to existing QatarEnergy facilities such as OatarEnergy ICT Converged
LAN system shall be at CCR (CSF area). This tie-in shall facilitate ACS, CCTV,
Hotline, LAN and IP Telephone .. DCS integration at CCR (CSF area) shall also
be facilitated over this FO cable. Electrical signals shall travel in the same FO
cable and further transported to 33kV switchgear building over 2x24 core FO
cables. F&G tie-in shall be at MOV-C building. For further details refer Telecom
Block Diagram 4417-RLCSF4-8-76-0001 .
Tie-In Engineering Package shall be produced in the design phase in liaise with
QatarEnergy to determine and finalize tie-in points, Work Pack shall be developed
such that others can complete the tie-ins ensuring tie-in implementation without
shutdown al EPIC stage.
22 .7.11 POWER SUPPLY
One feeder of 240VAC 50HZ, 1-Phase , UPS supply shall be provided to the wall
mount ACS controller and 45U stand ing IT Cabinet.
One feeder of non-UPS 240VAC 50Hz, 1-phase shall be supplied for utility loads
of the cabinets like power sockets, cabinet lights etc.
The SUPPLI ER shall submit a calc ulation of the estimated power consumption
and heat dissipation of the system supplied .
Each components/equipment shall be equipped with an individual MCB for
facili tating isolation and maintenance activities.
• The dedicated power supply units shall be provided for ACS controllers and
interface modules supporting lOs and card readers. The system shall be
designed in such a way that separate power supply units shall be considered fo r
indoor and outdoor interface modules. The indoor power supply unit shall be
installed inside wall mount ACS cabinet, whilst the power supply unit for outdoor
(process area) interface modules shall be installed inside the interface module
enclosure. Battery backup shall be considered for each Intelligent controller and
ORIM. Power supply unit shall be powered up from 240VAC Building UPS
source

• All IP cameras shall be provided with PoE (IEEE 802.11af class) Interface for powering
it aloog with normal 240 VAC power input.
