REGULATIONS

1. PREAMBLE
The Regulations are made in exercise of the powers conferred by
Section 6 of the Memorandum of Association/Rules of JSS Academy
of Higher Education & Research (JSS AHER) in accordance with the
University Grants Commission (Minimum Standards and Procedure
for Award of M.Phil./Ph.D. Degrees) Regulations, 2016.

2. SHORT TITLE, APPLICATION AND COMMENCEMENT


a) These Regulations may be called “The Regulations governing the
award of Ph.D. Degree Regulations 2019”.
b) The Regulations framed are subject to modifications from time
to time as recommended by the Board of Studies in Research and
approved by the Academic Council of JSS AHER.

3. ELIGIBILITY FOR ADMISSION


a) Candidates for admission to the Ph.D. program shall have a
Master’s Degree or a Professional Degree declared equivalent to
the Master’s Degree by the corresponding statutory regulatory
body, with at least 55% marks in aggregate or its equivalent grade
‘B’ in the UGC 7-point scale (or an equivalent grade in a point scale
wherever grading system is followed) or an equivalent degree from
a foreign educational Institution accredited by an Assessment and
Accreditation Agency which is approved, recognized or authorized
by an authority, established or incorporated under a law in its
home country or any other statutory authority in that country
for the purpose of assessing, accrediting or assuring quality and
standards of educational institutions.
b) A relaxation of 5% of marks, from 55% to 50%, or an equivalent
relaxation of grade, may be allowed for those belonging to SC/ST/
OBC (non-creamy layer)/Differently-Abled and other categories
of candidates as per the decision of the Commission from time
to time, or for those who had obtained their Master’s Degree
prior to 19th September, 1991. The eligibility marks of 55% (or
an equivalent grade in a point scale wherever grading system is
followed) and the relaxation of 5% to the categories mentioned
above are permissible based only on the qualifying marks without
including the grace mark procedures.

c) Candidates who have cleared the M.Phil. course work with at least
55% marks in aggregate or its equivalent grade ‘B’ in the UGC
7-point scale (or an equivalent grade in a point scale wherever
grading system is followed) and successfully completing the M.Phil.
degree shall be eligible to proceed to do research work leading to
the Ph.D. degree in the same Institution in an integrated program.
A relaxation of 5% of marks, from 55% to 50%, or an equivalent
relaxation of grade, may be allowed for those belonging to SC/ST/
OBC (non-creamy layer)/differently-abled and other categories of
candidates as per the decision of the JSS AHER from time to time.
d) A person whose M.Phil. dissertation has been evaluated and the
viva voce is pending may be admitted to the Ph.D. program of the
same institution.
e) Candidates possessing a degree considered equivalent to M.Phil.
degree of an Indian institution, from a foreign educational
institution accredited by an assessment and accreditation agency
which is approved, recognized or authorized by an authority,
established or incorporated under a law in its home country or
any other statutory authority in that country for the purpose
of assessing, accrediting or assuring quality and standards of
educational institutions, shall be eligible for admission to Ph.D.
program.

4. DURATION OF PROGRAM
a) Full time:

The candidates registered for the Ph.D. Degree as fulltime research


scholars shall undergo research work for a minimum period of
three years and maximum period of six years from the date of
provisional registration.

b) Part time:

i. Part time Internal/External:


The candidates registered for the Ph.D. degree as part time
internal/external research scholars shall undergo research work
for a minimum of four years and maximum period of six years
from the date of provisional registration.

ii. Part time Independent:
The candidates registered for the Ph.D. as part time independent
research scholars shall undergo research work for a minimum of
four years and maximum period of six years from the date of
provisional registration.

5. PROVISIONAL REGISTRATION SESSIONS


The Provisional Registration for Ph.D. Degree shall be made in four
sessions during an academic year as given below:

6. PROCEDURE FOR ADMISSION AND PROVISIONAL REGISTRATION

a) Admission
i. The number of vacancies shall be notified in the JSS AHER
website.
ii. In response to the notification, the candidates seeking
admission shall apply in the prescribed application form
(Form I).
iii. The application form can be obtained in person or downloaded
from JSS AHER (Form I). Website www.jssuni.edu.in and
shall be enclosed with copies of the relevant certificates and
prescribed fee.
iv. Admission shall be made through an Entrance Test/Interview
conducted at National level by the JSS AHER. Candidates who
qualify NET / UGC / CSIR (JRF) / Teaching Fellowship / M.Phil.
Program are exempted from Entrance Test. The interview shall
assess the candidates and their research interests.
v. National / State Reservation Policy will be applicable while
granting admissions wherever required.
vi. The allocation of Department/Guide/Co-Guide (where ever
applicable) for selected candidate shall be decided by the
Ph.D. Selection Committee in consultation with the respective
Guide/Co-Guide/Department depending on the permissible

number of candidates per guide, specialization of guide and
area of research interest of the candidate. Selected candidate
shall be intimated to submit the prescribed Provisional
Registration Application form (Form II) available in the JSS
AHER website www.jssuni.edu.in with the prescribed fee and
related documents to JSS AHER.

b) Provisional Registration
i. The duly filled application (Form II) received from the
candidate, will be placed before the Ph.D. Registration Sub-
Committee, a Sub Committee of Board of Management (BOM)
for verification and provisional registration.
ii. The Provisional registered candidates shall be Notified along
with the schedule of the Ph.D. program by the Controller of
Examinations (COE) with a copy to Guide/HOD/Principal.

7. RECOGNITION AND ALLOCATION OF RESEARCH GUIDES


Eligibility criteria to be a Research Guide, Number of Ph.D. scholars
permissible per Guide, etc.
a) Any regular Professor of the University/Institution Deemed to be
a University/College with at least five research publications in
refereed journals and any regular Associate/Assistant Professor
of the university/institution deemed to be a university/college
with a Ph.D. degree and at least two research publications in
refereed journals may be recognized as Research Guide.
b) Faculty of Medicine/Dentistry not less than 15 years of teaching
and research experience after obtaining his / her postgraduate
qualification and shall also have not less than 10 years
postgraduate teaching experience.
c) A full-time regular teacher shall apply for recognition by duly
submitting the Ph.D., guide recognition application form
(Form -III) which is available in the JSS AHER website www.jssuni.
edu.in.
d) Only a full-time regular teacher of the concerned Constituent
college/Institution/JSSAHER department can act as a Guide.
The external Guides are not allowed. However, Co-Guide can
be allowed in inter-disciplinary areas from other departments
of the same institute or from other related institutions with the
approval of the JSS AHER on such terms and conditions as may
be specified and agreed upon by the consenting Institutions.

e) A Research Guide who is a Professor, at any given point of time,
cannot guide more than Eight (8) Ph.D. scholars. An Associate
Professor as Research Guide can guide up to a maximum of six
(6) Ph.D. scholars and an Assistant Professor as Research Guide
can guide up to a maximum of four (4) Ph.D. scholars.
f) The list of recognized guides is furnished in the JSS AHER
website at www. jssuni.edu.in
g) Further information and details about the recognized guides can
be obtained from the JSS AHER office.
h) Change of guide shall be considered only under special
circumstances with the approval of the Vice Chancellor.

8. RECOGNITION AND ALLOCATION OF RESEARCH CO-GUIDES


a) A Faculty member working in a recognized postgraduate
department/constituent Institutions of this Deemed to be
University is eligible to be recognized as a co-guide for the Ph.D.,
research program.
b) The applicant for registration as a co-guide shall apply to JSS AHER
by duly filling the Form III of the Ph.D. Regulations and submitting
all the required enclosures through proper channel.
c) A person shall be recognized as a co-guide in any faculty, if he/
she possesses a postgraduate degree with at least 5 years of P.G.
teaching/research experience in the Deemed to be University
Departments (or) in an approved affiliated postgraduate teaching
institution or in recognized research institution of the JSS AHER
with at least 2 (Two) research publications as the principal author
or co-author to his/her credit in any accredited / indexed journal.
d) The approved co-guide shall submit his/her consent letter while
accepting the request of the candidate to officiate as co-guide for
his/her research leading to the award of Ph.D., Degree.
e) The duties of co-guide are mentioned in the Ph.D., Regulations.
f) The faculty member registered and recognized as a co-guide by
this Deemed to be University is eligible to become a guide after
satisfying all the rules and regulations of the JSS AHER.
g) For recognition of Guide and Co-Guide, the applicant shall submit
the details in the prescribed form (Form -III).

9. RECOGNISED DEPARTMENTS / INSTITUTIONS
a) Departments / Constituent Institutions seeking approval /
recognition to research program shall apply to the JSS AHER
b) They shall submit the duly filled form along with supporting
documentary evidences showing the possession of required
facilities for the conduct of Ph.D., research program in their
departments.
c) The Medical/Dental/Pharmacy/ other departments seeking the
recognition of the departments shall have the facilities according
to the needs of the research
d) The application of the Department/ Institution, if found satisfactory,
shall be placed before the Board of Studies in Research for its
scrutiny for placing its recommendations to the Academic Council
for approval.
e) The Department recognized for doing Ph.D., shall be reviewed
once in 5 years
f) There should be an Ethical Committee/ Animal Ethical Committee
in every Institution where the Research work is proposed to
be done.
Application for recognition of the department / institution of the
JSS AHER for Ph.D., research programme is given in Form-IV.

10. SPLIT Ph.D. PROGRAM


a) The split Ph.D., program is designed to conduct a part of the Ph.D.
work in a recognized foreign University/Institution or a recognized
Indian University/Institution with which JSS AHER has signed an
academic MoU -as per UGC norms.
b) The basic objective of this scheme is to develop good research
relationships and future collaborative research projects and to bring
the International/National Universities, Research Institutes and
Industries closer with the host university through Ph.D., Programs.
While eligibility, admission procedures, duration, functions of
Doctoral Advisory Committee, Research Methodology, thesis
submission and valuation of thesis will be the same for the general
Ph.D., regulations, the following would be the norms and guidelines
for the split Ph.D. Program:
i. The partnering institution should have signed an academic MoU
with JSS AHER.
ii. The maximum period of research that can be conducted with
the partnering institution shall not exceed ONE YEAR.

iii. The expert under whom the candidate proposes to work for
the split Ph.D., program will be suggested by the guide as a co-
guide and would also be a member of the Doctoral Advisory
Committee.
iv. All financial commitments required for carrying out the research
work at the partnering institution will be borne by the candidate.
v. The degree on successful completion would be awarded by JSS
AHER with a mention of the name of the partnering institution,
or by both, as per the MoU.

11. DOCTORAL ADVISORY COMMITTEE (DAC)


a) Doctoral Advisory Committee shall be constituted for every
candidate immediately after provisional registration.
b) The Doctoral Advisory Committee shall have three members
including guide and co-guide. The details for constitution of the
DAC shall be submitted in the prescribed form (Form-V).
c) The guide shall be the Convener of the Doctoral Advisory
Committee. Chairman or any member of the PG Board of Studies
(recognized Ph.D. guide) of the respective discipline will be the
convener for part time independent research scholar.
d) At least one of the DAC members shall be an external person, who
is an expert in the field of proposed research.
e) The Doctoral Advisory Committee shall have to be approved by the
Vice Chancellor. Any change in the members of the DAC shall be
effected only on approval by the Vice Chancellor.

12. COURSE WORK/METHODOLOGY EXAMINATION


a) The JSS AHER shall conduct the Course Work/Methodology
Examination common to all the provisionally registered candidates
twice in a year.
b) Candidate should appear for the Course Work/Methodology
Examination after completion of nine months and not exceeding
15 months from the date of provisional registration.
c) The examination shall consist of,
i. Paper-I (100 marks- 4 credits)
ii. Paper -II (100 marks – 4 credits)
iii. Viva Voce (100 marks – 4 credits)

d) Paper-I: Principles of Research Methodology (100 marks)
i. Fundamental Concepts of Research
ii. Research Bioethics and good laboratory practice
iii. Fundamentals of Statistics
iv. Advanced Statistical Methods for Quantitative and Qualitative
research
v. Computer Application for Research

Paper-II: Basics and Advances in Specific Research Area (100 marks)


Each guide shall prepare a detailed syllabus in consultation with
Doctoral Advisory Committee (DAC), for every candidate registered
under him/her based on the specialization and area of research as
per the frame work prescribed. The same shall be submitted to the
Office of COE within one-month of formation of DAC. There shall be
five units with equal weightage covering the basics, methodology
and advances in the specific research area of the candidate.
i. Literature review of the selected research problem this should
be a review article/paper of the research problem/work
ii. The methods/techniques involved to carry out the problem.
iii. Instruments/equipments/ tools involved to conduct the
research
iv. Specific Analysis and interpretation related to undertaken
research work.
v. Interpretation and Report Writing of the Research Work.
Changes in the syllabus are not permitted after submission to the
Office of COE.

Viva Voce examination (100 marks)


The following points must be assessed during the presentation
and VIVA VOCE and credited accordingly
i. Quality of Literature Review and Novelty in the topic finalized
for the Ph.D. work.
ii. Critical analysis of scientific literature
iii. Relevance to the specialization
iv. Understanding of the topic
v. Quality of Written and Oral presentation
The Viva voce shall be conducted within one month after written
examination.

13. SUCCESSFUL COURSE WORK / METHODOLOGY EXAMINATION
The candidate shall secure a minimum of 50% of the marks in
each Paper I, Paper II and Viva Voce and an aggregate of minimum
60%, to be declared successful in the Course Work / Methodology
Examination.

14. UNSUCCESSFUL COURSE WORK / METHODOLOGY EXAMINATION


a) In case a candidate is not successful in the Course work/
Methodology Examination in the first attempt, the candidate
shall reappear in the subsequent examinations. If successful, the
provisional registration shall be confirmed.
b) A candidate shall appear for the reexamination if he/she has failed
in any of the components mentioned in Clause 12(c) (A maximum
of three reexamination attempts are permitted).
c) A candidate who is unsuccessful even after re-examination shall
not be permitted to continue and his/her provisional registration
shall be cancelled.
d) The candidate must successfully complete course work/
methodology examination before submission of synopsis.

15. CONFIRMATION OF PROVISIONAL REGISTRATION


a) The provisional registration of a successful candidate shall be
confirmed on the receipt of the result of Course Work/Methodology
Examination, duly approved by the Vice Chancellor.
b) Intimation regarding confirmation of provisional registration shall
be communicated to the candidate through the guide with a
copy to the co-guide, if any, on payment of the prescribed fee for
confirmation of the provisional registration.

16. SUBMISSION OF PROGRESS REPORT


After provisional registration, every candidate shall submit the
half yearly progress reports regularly in the prescribed form
(Form – VI) through the DAC to the Controller of Examinations as
per the schedule issued along with the provisional registration
notification.

17. FEE STRUCTURE


As prescribed by the JSS AHER from time to time.

18. SUBMISSION OF SYNOPSIS
a) The synopsis shall be recommended by the DAC before submission.
b) Synopsis shall be submitted through the guide on the prescribed
date mentioned in the provisional registration confirmation letter.
The title of the thesis mentioned in the synopsis is the final title
and the same title shall be maintained in the thesis.
c) Four copies of the synopsis, along with a soft copy in CD, shall
be submitted with the prescribed fees, necessary documents,
application form (Form-VII) duly filled and signed by the candidate,
guide and routed through head of the Institution.
d) The synopsis of the thesis shall be submitted as per the JSS AHER
Guidelines.

19. FORMATTING OF THESIS


The thesis shall be submitted by the candidate as per the JSS AHER
Guidelines for formatting Ph.D. thesis which is available in the JSS
AHER website www.jssuni.edu.in.

20. SUBMISSION OF THESIS


a) Ph.D. scholars must publish at least one research paper in refereed
journal and make two paper presentations in conferences/seminars
before the submission of the dissertation/thesis for adjudication
and produce evidence for the same in the form of presentation
certificates and/or reprints
b) Thesis shall be submitted within three months from the date of
submission of synopsis.
c) Thesis shall be prepared as per JSS AHER guidelines for formatting
Ph.D. thesis.
d) Prior to the submission of the thesis the research scholar shall have
a plagiarism check and a certificate of plagiarism check shall be
obtained from the Departmental Academic Integrity Panel (DAIP).

21. EXTENSION OF TIME FOR SUBMISSION OF SYNOPSIS/THESIS.


a) Extension of time beyond the prescribed period shall be considered
and granted for genuine reasons, if adequately substantiated.
b) Applications for extension of time with adequate justifications
should be signed and forwarded by the guide and submitted to JSS
AHER before the expiry of the period prescribed for the submission
of the synopsis/thesis.

c) The registration of a candidate, who is not able to submit his/
her thesis on or before prescribed time with extension, may be
permitted for re-registration.

22. EVALUATION OF THESIS.


I. Ph.D. EXAMINERS.

a) A panel of external examiners shall be recommended by the guide/


chairman or any member of the PG Board of Studies (recognized
Ph.D. guide) for independent candidates at the time of synopsis
submission in a confidential cover addressed to the Controller of
Examinations by name in prescribed format. (Form- VIII)

b) Composition of panel:

c) If the panel is inadequate a fresh panel of examiners shall be


suggested by the guide/Guide.

II. EVALUATION OF THESIS


a) The Vice Chancellor shall appoint three members as Board
of Examiners. (One from outside India, one from North/East/
West India and one from South India to evaluate the thesis.
[Refer 22(I)]

b) The Examiners shall submit the evaluation report within
three months from the date of receipt of the thesis if not, a
reminder may be sent by the Controller of Examinations. The
examiners shall send their evaluation report to the Controller
of Examinations by name.
c) If the report is not received by the Controller of Examinations
from an examiner in the prescribed time, the thesis may be
referred to next examiner of the same category.
d) If two of the examiners commend the thesis (one must be
from outside India) and the third examiner does not commend,
the Vice Chancellor may refer the thesis to another external
examiner.
e) The Controller of Examinations shall submit the evaluated
reports to the guide for a consolidation of reports which shall
include the salient features of the thesis made by the individual
examiners and suggestions.

III. REJECTED THESIS


a) If the thesis is not commended by at least two examiners after
the processes mentioned in 22 (II) then it is considered that the
thesis is deemed as rejected.
b) The candidate can resubmit the thesis for the second time
considering the suggestions of the examiners/additional
research work within six months to a maximum of one year.
c) The resubmission of the thesis with the prescribed fee to the
Controller of Examinations office and the guide should submit
a fresh panel of examiners.

IV. PUBLIC VIVA VOCE EXAMINATION


a) A candidate whose thesis is commended by the Board of
Examiners shall appear for a Public Viva Voce Examination.
b) The Public Viva Voce examination shall be conducted by a panel
of examiners consisting of the guide who shall be the convener
and one external examiner who has already evaluated the
thesis or if not available then, a fresh panel submitted by the
guide for conducting viva voce only. If for any reason the guide
is unable to conduct the pubic viva voce examination, COE will
appoint a suitable examiner from the Doctoral Committee.
c) The Public Viva Voce Examination is open to all and shall be
conducted in the same institution normally.

d) If for any reason, the guide is unable to conduct the viva
voce examination even two months after approval of the
consolidated report on the Ph.D. thesis by the JSS AHER and
after the appointment of the viva voce examiner, the COE shall
make alternate arrangements for the same.
e) All clarifications / questions / suggestions made by the examiners
who have evaluated the thesis shall be addressed by the panel of
examiners to the candidate to answer and defend his / her thesis.
f) The convener along with the external examiners shall submit a
report to the Controller of Examinations with their comments
along with a list of participants (at least 20) in the public viva
voce examination with their designation and signature.
g) A candidate who is not successful in the Public Viva Voce
Examination shall be permitted to reappear for a similar
examination for a second time within a period of 3 months.
h) A candidate shall not ordinarily be permitted to take the Public
Viva Voce Examination, on more than two occasions.
i) The candidate shall defend the thesis and answer all the
questions/clarifications sought by the examiners.
j) The candidate shall incorporate all the changes/corrections
suggested by the thesis evaluators and the public viva voce
examiners in the thesis and submit the same along with the
corrected soft copy as prescribed within 30 days of public viva
voce examination.

23. DECLARATION OF RESULT


Based on the viva voce report and submission of the corrected thesis,
the Controller of Examinations shall declare the result after the
approval of the Vice Chancellor. Provisional certificate shall be issued
to the candidate on payment of prescribed fee, which shall be valid
till the Convocation.

24. DEPOSITORY OF THESIS WITH INFLIBNET


Following the successful completion of the evaluation and
announcement of the award of degree, the JSS AHER shall submit a
soft copy of the Ph.D. thesis to the UGC within a period of one month
for hosting the same in the INFLIBNET.

25. DISCREPANCIES, CONFLICT OF INTEREST AND DISCIPLINARY ACTIONS
JSS AHER, with the approval of the Board of Management shall
consider individual cases with special reference to discrepancies of any
nature, conflict of interest and to initiate appropriate administrative
actions against the candidate, guide and the co-guide.

26. TRANSITORY PROVISION:


These revised regulations shall come into effect from July 2019.

RECOGNITION OF A GUIDE

1. A qualified teaching faculty working in an academic Department /


Constituent College of JSS AHER is eligible to be recognized as a guide
for the M.Phil./Ph.D., programme of JSS AHER.
2. Willing / Interested Faculty Members shall apply for recognition
by duly submitting the Ph.D., guide recognition application form
FORM III.
3. A person shall be recognized as a guide in a faculty, if he/she possesses
anyone of the following;
i) Any regular Professor of the University/Institution Deemed to
be a University/College with at least five research publications in
refereed journals and any regular Associate/Assistant Professor
of the university/institution deemed to be a university/college
with a Ph.D. degree and at least two research publications in
refereed journals may be recognized as Research Guide.
ii) Not less than 15 years of teaching and research experience after
obtaining his /her postgraduate qualification and shall also have
not less than 10 years postgraduate teaching experience as a
faculty of Medicine/Dentistry.
4. A teaching Faculty working in a recognized postgraduate Department/
Constituent College of JSS AHER is eligible to be recognized as a
co-guide for the Ph.D. research programme.
5. The applicant for registration as a co-guide shall apply to JSS AHER
by duly filling the FORM III of the Ph.D. Regulations and submitting all
the required enclosures through proper channel.
6. A person shall be recognized as a co-guide in any faculty, if he/she
possess a postgraduate degree with atleast 5 years of P.G. teaching/
research experience in the University departments (or) in an approved
affiliated postgraduate teaching institution or in recognized research
institution of the University with at least 2 (Two) research publications
as the principal author or co-author to his/her credit in any accredited
/ indexed journal.
7. The approved co-guide shall submit his/her consent letter while
accepting the request of the candidate to officiate as co-guide for his/
her research leading to the award of Ph.D., Degree.
8. A co-guide is eligible to have a maximum of 6 candidates.

in a CD in word format.
