1. OBJECTIVES

1.1 General
The objective of this Procedure is to provide assurance to DAR-E&A Clients and DAR-E&A
management that:
All work is in compliance with our client’s requirements, as specified in the contract and all applicable
client Engineering Standards, Materials System Specifications, Design Practices, Engineering
Procedures, Standard Drawings and Drafting Manual, whenever these are provided by the client.
1.1.1 All work meets the requirements of applicable national and international codes and standards.
1.1.2 Drawings, calculations and other design output documents are technically correct and
coordinated.
1.1.3 The production process is both cost and time effective.
1.1.4 The principles of value engineering are integrated into the design process.
1.1.5 The original design intent is maintained.
1.1.6 The design is constructable.

3. TERMINOLOGY

3.1 Commonly Used Term


Commonly Used Terms are defined below, and in DAR-E&A’s Quality Assurance Manual (QAM).
Other quality related terms used in this Project Quality Procedure conform to the definitions given in the
ISO 9001-2008 Standard.

3.1.1 Check Print - A copy of a design output document which has been checked against all
applicable design input information by means of yellow highlighting of each item on the
drawing to ensure that the final document conforms to the input requirements.
3.1.2 Design Input Information - All information that is used as the basis for a particular design. This
includes information received from the client and the result of earlier design operations
performed by DAR-E&A.
3.1.3 Design Output Document - Any document produced by DAR-E&A that conveys design
information. This includes engineering drawings, design calculations, material take-offs,
specifications, Tender documents, etc.
3.1.4 Discipline Check - A methodical review of a design output document performed by a CAD,
responsible, technically independent reviewer and lead. A qualified independent reviewer
capable of assessing the conformance of the drawings/ document to design input and output
requirements.
3.1.5 Independent Reviewer (e.g. design checkers, internal auditors, etc.) - An individual who was
not directly involved in preparation of the document under review. This may on occasion of
specialization or resource limitation be a third party or external agency / individuals.
3.1.6 Internal Audit – An examination by the independent reviewers/ auditors of department’s work
output and methods to verify that quality system is being followed and to evaluate its
effectiveness in achieving the project quality objectives.

reviewed. (See "Discipline Check” and "Squad Check")
3.1.7 Lead Engineer - A Senior Engineer appointed by the DM to act as the lead of his specialized
discipline team on technical issues for the duration of the Project, though the Design Manager
shall have an active involvement in the supervision of their department on projects.
3.1.8 Quality Engineer – An engineer appointed by the PMO to monitor and check quality related
activities on a project. He assists the PM and project team to fulfill applicable quality
procedures.
3.1.9 Quality-Related Activity - Any activity that has an affect on the conformance of the Design
Output Documents to project requirements.
3.1.10 Responsible Engineer. The engineer selected by the Lead Engineer / DM to develop & to
complete specific Drawing or Document.
3.1.11 Squad Check - A review of a design output document by all affected Project disciplines to
optimize/ avoid or minimize all clashing design interfaces, elements, structures, machines and
equipment. The Lead Engineers and the PM for the purpose of ensuring that design output
documents produced by one discipline correctly show design interfaces with other involved
disciplines.
3.2 Usage of Color for Marking Drawings/Documents

The following color preference shall be used when marking Drawings/Documents:


RED : Red shall be used for additions.

GREEN : Green shall be used for deletions.

YELLOW : Yellow shall be used to check item is correct.

BLUE : Blue marker when used by CAD operators denotes items on sketch have been
transferred to CAD.

Blue pen when used by the Responsible Engineer, Lead Engineer, Quality Engineer, PM, or the QA
Department will be used to show items to be noted during development and review of
Drawing/Document but NOT to be added to the Drawing/Document. However, blue pen can be used
for correction / confirmation / clarification / comment.

4. DESIGN PLANNING

4.1 All Design Projects shall be assigned by the GM or his representative to a PM, who shall develop the
Project Execution Plan (if required by the Client) in accordance with our client’s Scope of Work and
DAR-E&A procedures.

The PM shall have the use of a Planning Engineer, and adequate resources at his disposal to prepare and
maintain.
4.1.1 A Notice to Proceed (NTP) along with a complete Scope of Work (SOW) to all disciplines
involved.
4.1.2 A resource loaded Critical Path Method (CPM) schedule of activities and tasks (if required by
Client).

4.1.3 A detailed list of all deliverables and non-deliverable activities, such as Drawings,
Calculations, Materials, Site surveys or other items as required by the client.
4.1.4 A listing of resources to accomplish the schedule.
4.1.5 A clear agreement of the work to be accomplished to meet our client’s requirement in the form
of a project milestones’ schedule.
4.1.6 Weekly progress reports for both client and internal management distribution.
4.1.7 Any request by the client to design around specific material (item 11.1.2 of this procedure)
must be relayed to concerned disciplines during the conceptual design stage of the project.
4.2 Upon receipt of Notice to Proceed (NTP) PM shall organize a design “kick-off” meeting, to be attended
by DMs, Quality Engineer, Lead Engineers & other architects & engineers as determined by PM and
DMs. The meeting agenda will include at least the following:

4.2.1 Review of Project Scope


4.2.2 Review of project schedule and milestones
4.2.3 Review of project man-hours budget for each discipline
4.2.4 Review of critical inter-disciplinary issues expected to arise over the course of the design
4.2.5 Review of proper procedures for organization of discipline work, including a review of the
project folder structure and CAD/ Revit standards
4.2.6 Establishment of a schedule for inter-disciplinary design review and coordination meetings.
4.3 The procedure for project planning including the creation and periodic updating of the CPM is shown in
Procedure E&A-PMT-QP01 “Project Planning.”

4.4 The PM shall coordinate with all DM for the development of design projects.

4.5 DM shall assign Lead Engineer, Responsible Staff and Resource list. Any change of Lead Engineer or
resources list for the project shall be addressed to and by the PM and shall be communicated to the
concerns.

4.6 Discipline Checker shall be nominated by the respective DM’s prior to the start of a project and will be
involved till its completion

4.7 If Discipline Checker is required to be changed due to certain unavoidable circumstances then DM
should inform to PM with valid reason for the change of assigned Discipline Checker and PM should
communicate the information to the Project Team

4.8 2.5% or a minimum of 10 hours (whichever is greater) from the Engineering Man hours allocated for a
particular design item shall be utilized by the assigned Discipline Checker. These hours shall be
released by the respective DM’s through Weekly Resource Allocation at the time of submittals such as
30%, 60%, 90%, IFA, IFC etc

5. ORGANIZATIONAL AND TECHNICAL INTERFACES

As part of the Design Plan the PM will define the members of the inter-disciplinary squads for transmittal of
documentation, and review of documentation. Individual Lead Engineers are responsible for determining those
disciplines (if any) that need to review their drawings on a drawing by drawing basis, and indicating on the
drawing in the space provided, (on the Squad Check Block). For a sample Discipline and a sample Squad

Check Block (see Item # 17). For project planning / organization refer to Procedure E&A-PMT-QP01 “Project
Planning.”

6. DESIGN INPUT

6.1 Design Basis


6.1.1 The design basis for the design output documents will be researched and recorded in DCR's. A
completed set of Project DCR's will be available in electronically files from DAR server
project folders. The term DCR is also known as Technical Report, Basic Design Report, or
Design Basis Report, etc.
6.1.2 DCR's will be prepared by the Lead Engineers using national and international referenced
standards, codes, regulatory requirements, and in particular by following our client’s
referenced documents. If the client provides a DCR, or if there is a previous DCR which can be
used as a “go by” then that DCR shall be revised/reviewed by the Lead Engineers. After they
have signed the DCR the Quality Engineer shall sign as having reviewed it, and the Project
Manager shall sign to issue the DCR For critical projects or design activities, the Project
Manager may require the DM and DD to also review and approve the DCR’s
6.1.3 DCR’s shall be prepared, reviewed, and approved before design work starts to include the
CAD/BIM Disciplines, QS Department and Project Management (incorporating project control
/ planning and support). Every Lead Engineer shall have a signed copy of DCR pertinent to his
discipline.
6.1.4 A sample DCR form is shown on Form E&A-ENG-FRM01. This sample form if not used, may
be replaced by another format which must contain a distinct title, a unique number, developing
discipline, revision status, date of issue, signatures as per 5 above.
6.1.5 Any changes in the design basis, whether approved by the client or not, shall necessitate a
revision and re-issue of the DCR.
6.1.6 All DCR’s shall be formally transmitted to the client for approval or reference, if required by
the Client.
6.1.7 Each DCR must include / specify, in order of priority;
6.1.7.1 Reference to the scope of work document/s defining what should be produced.
6.1.7.2 Reference to the contract document/s defining the terms and conditions under
which the design is to be produced.
6.1.7.3 Reference to Client Codes and Standards that must be adhered to within the
design.
6.1.7.4 Reference to National Codes and Standards that must be adhered to within the
design.
6.1.7.5 Reference to International Codes and Standards that must be adhered to within the
design.
6.1.7.6 A list of specific design parameters must be itemized that are not covered in any of
the above, especially where they will have a marked effect upon the design, such
as environmental conditions, operating conditions, major materials selection and
specifications, safety margins and tolerances, etc.
6.1.7.7 A list of design software that will be utilized and relied upon in producing the
design.

6.1.7.8 For all reference documents, the applicable revision and/or date of issue must be
specified. By default, it should be the latest version as at the date of submitting the
proposal. Any subsequent amendments that have any impact upon the design
effort, may at our discretion, be adhered to only following receipt of a change
order.
6.2 Drawings
6.2.1 Discipline Layout Mark-up
Initially in preparing drawings, Discipline Layout Mark-up will be upheld. Responsible and
Lead Architect/Engineers are assessing these layouts mar-up with the CAD/Revit drafters to
improve the design.
6.2.2 All design input information shall be based from the respective Discipline DCRs, refer to
above clause 6.1- Design Basis.
6.2.3 Clashing design interfaces shall be communicated and coordinated to all affected Disciplines.
Lead Architect/Engineers should inform the PM for major clashing design interfaces i.e.
clashing between RC beam structure & HVAC ducting, electrical ducting & firefighting pipes
and other clashing designs. The PM/DMs will help to resolve the clashing design interfaces.
6.2.4 Drawing Requirements.
CAD/Revit Manager is responsible to establish DAR drawing requirements i.e. establishing
Title block template, appropriate line types, text and sizes to be used on drawings. All
CAD/Revit drafters shall follow DAR drawing requirements.
For continual improvement purpose, conducting regular training sessions for CAD/Revits
(BIM modeling) are needed to uniform the uses of DAR drawing requirements.

6.3 Waivers
Where the Project design requires a deviation from any Standards, a waiver of requirement from the
client shall be requested. Whenever a procedure is given by the client for obtaining waivers that
procedure shall be used together with this procedure, whenever there is a conflict in the procedures, the
client’s procedure shall take precedence over this. Waivers shall be prepared and submitted in writing,
and until the outstanding waiver is resolved to the satisfaction of both DAR-E&A and our client, work
will not proceed on the affected document/drawing. Waivers to International, National, or local
standards shall not be requested. Waivers must show the following:
6.3.1 A technical justification including the impact of compliance in terms of safety, adverse
environmental impact and cost. Delays in job completion shall be translated into cost. Cost
benefits or penalties in the justification shall be provided, if possible. The justification shall
also address any alternatives reviewed.
6.3.2 The status of work to be performed for which the waiver is requested (i.e. work completed,
work pending approval of waiver etc.) should be included indicating whether the waiver is the
result of an Inspection or Design effort.
6.3.3 All relevant documents that are related to the merits of the waiver must be attached including
economic analysis, engineering design calculations, etc.
6.4 Project Scope Changes
All project scope changes will be reviewed by the responsible Lead Engineers / DM to determine the
impact on the design basis. Changes will be agreed with the client by the PM before work starts and
internally should be communicated in writing. Refer to Procedure E&A-P&C-QP01 Proposal and
Contract Review.

6.5 Standards
Each department shall maintain the latest applicable standards. A list of all engineering standards is
displayed with procedure E&A-ENG-WIP02 is maintained by the DD.

7. DESIGN OUTPUT

7.1 Use of DCR’s


7.1.1 DCR’s shall be used by the Responsible Engineer / Lead Engineer to check his output to see it
conforms to the Design Input Criteria.
7.1.2 The Responsible Engineer / Lead Engineer shall check the Design Output to verify it meets the
Project requirements.
7.2 Verification
7.2.1 The Responsible Engineer shall verify that all the items on the original sketch have been
incorporated into the Design Output document by the CAD/Revit Operator. The CAD/Revit
Operator shall do this by means of the “Blue Marker” method. The CAD/Revit Operator shall
mark each item on the original sketch/revised drawing in blue as he enters it. The Responsible
Engineer shall then verify that the CAD Drawing or Revit model conforms to his original
design by means of the “Yellow Marker” method, high-lighting each item on the design for
conformance with the original design.
7.2.2 When the Responsible Engineer is satisfied the design is in accordance with the DCR, and his
design input and any client provided checklist he will present it to his Lead Engineer for
Design Verification Checking.
7.3 Drawing /Document Design Holds
7.3.1 Whenever a drawing has to be issued at the client’s request and there are holds on this drawing
due to non-resolution of Design Criteria or awaiting vendor’s information or any other reason,
then these holds will be noted in a log and kept as a Quality Document. This information
should be communicated to relevant concerns in written. Holds awaiting client’s action shall be
included with routine client project reports, as applicable. These holds must be resolved before
close-out of Project, or signed off by the client at the time of close-out.
7.3.2 Uncheck drawings/documents may be submitted by PM to client upon request provided that
the drawings / documents are clearly marked “UNCHECKED” or “FOR INFORMATION”
and a transmittal letter are submitted explaining the purpose of this submittal.
7.4 Procedure Flow Chart
The procedure for Design Output is shown on attached Flow Chart E&A-ENG-FC01, Design Flow
Control.

8. DESIGN VERIFICATION FOR DRAWINGS

8.1 Document Types


8.1.1 The types of design output documents to be produced by each discipline will be listed in the
individual Drawing Control Log or List, as developed by the PM.
8.1.2 Discipline and squad checks shall be made for all major submittals to the Client, such as 30%,
60%, 90% submittals. When in doubt, the PM shall consult with the QA Manager for the
intention and extent of the submittal in order to determine the design verification requirements.

8.2 Discipline Check


8.2.1 Drawings will be checked by the originating discipline against the DCR and any applicable
checklist(s). It will be completed accordingly. The Lead Engineer will determine which items
are to be checked. Lead Engineer shall use standard checklists (Refer to E&A-ENG-QP02
“Procedure for Quality and Technical Checklists”), or he may develop a customized checklist
as required by Client. As a minimum, all drawings will be checked for:
8.2.1.1 Completeness and ensure no missing information.
8.2.1.2 Consistency with all project requirements.
8.2.1.3 Correctness of all dimensions and design information.
8.2.1.4 Consistency between the design details in the Drawing/Document and the design
calculations.
8.2.1.5 Constructability, safety and operatability of the design.
8.2.1.6 Coordination of designed systems with systems of other disciplines.
8.2.2 Assigned checker will perform check. This person will be someone other than the Responsible
Engineer designated by DM; however the Lead Engineer can do this check for documents /
drawings that he did not generate, if nominated by the DM. For critical activities, the PM
and/or DD may require the DM’s to personally involved in the checking process.
8.2.3 All check prints and completed checklists will be retained by the Quality Engineer as quality
records.
8.3 Squad Check
Drawings will be circulated to all disciplines for their comments prior to being issued for review. Only
drawings which reflect significant interfaces with other disciplines usually need to be squad checked.
The Lead Engineer, the PM and the Quality Engineer will decide if the drawing/document should be
squad checked. All significant changes to a drawing/document following completion of a previous
check shall be re-checked in exactly the same way as the original check.

8.4 Review/Coordination Meeting

8.4.1 In accordance with the schedule established at the “kick-off” meeting and in addition as
requested by PM, DMs or Lead Architect/Engineers, inter-disciplinary meetings shall be held
to review inter-disciplinary interfaces and to ensure that the work of all disciplines are
coordinated. This meeting shall be chaired by the PM or QE. The intent of this meeting is to
perform a final consistency check and coordination for the design. As a minimum one
lead/responsible engineer from each discipline shall attend. The output will be recorded and
kept as a quality record. (See Quality Procedure E&A-QA-QP01 for the control of quality
documents).
8.4.2 If no formal meeting is held the Quality Engineer must certify in writing to the PM that design
verification checks have been carried out (Release Note).
8.4.3 The checker shall make comments in blue. The Responsible Engineer will use the same colors
as listed in Section 3.2 of this procedure.
8.4.4 All check prints and completed checklists will be retained as Project Quality records.

8.6 Discipline and/or squad checks


Discipline and/or squad checks shall be performed prior to any submittal to the Client. After project
close-out, only records of the final checks shall be maintained as Quality Records per E&A-QA-QP02.

9. DESIGN VERIFICATION FOR CALCULATIONS

9.1 Design Calculations


Design calculations will be performed using validated computer programs or manually using acceptable
formulae. Refer to Flowchart E&A-ENG-FC04 & Software Validation procedure E&A-QA-QP07 for
validation of software.

9.2 Verification
9.2.1 Different methods of checking will be employed for different types of calculations. One or
more of the following three methods will be employed. For critical activities, the PM and/or
DD may require the DM to personally be involved in the checking process.
9.2.1.1 Verify Input Data - Verification is required that the input data used in the
calculation conforms to the approved project design basis. This check is usually
accomplished by comparing the input data to the applicable DCR. Other project
scope definition documents may also need to be consulted.
9.2.1.2 Spot Check Results. - In some cases, it may be appropriate for checking to be
accomplished by comparing the results of the new calculations to the results of
similar calculations on previous projects where the results have been proven to be
accurate. This is valid in cases where a particular type of calculation is performed
repetitively from project to project using the same method.
9.2.1.3 Full Computational Check - This check is to be performed by a qualified person
other than the originator and shall be documented.
9.2.2 All calculation check documentation will be retained as quality records.

10. DESIGN DEVELOPMENT AND VERIFICATION FOR SPECIFICATIONS / TENDER


DOCUMENTS

10.1 Preparation
10.1.1 The Specifications for the project are governed by the design as provided by the specific
disciplines. The descriptions of Specifications will be simplified and organized by the assigned
Spec Writer and assembled under direction of the PM/DM.
10.1.2 The PM will coordinate with the client prior to beginning of the work to ensure that all
requirements are clearly understood and achievable.
10.1.3 Based on the design the material types are determined and subsequently the specification
document is based on this information.
10.1.4 The BSD Speclink-E program allows for the updated current International Standards and CSI
numbering and description format.
10.1.5 The Tender documents will be prepared by the Lead QS Engineer. PM shall search a similar
project previous performed by DAR-E&A and use it as “guide” document. If a specific format
is preferred or requested by the client, it shall be used, otherwise format of previous similar
documents shall be used. Such documents are, for example:

- Tendering Conditions and Conditions of Contracts
- Special & General Conditions of Contract
- Technical and/or Financial Evaluation of Bids
- Construction Contract Form of Agreement and
- Other documents prior to construction
10.1.6 Contractual arrangements will be reviewed and agreed with the clients before works commence
by PM.
10.1.7 All documents will be documented in hardcopy and electronically files from DAR server
project folders.
10.2 Verification
10.2.1 The Specifications will be reviewed by the Lead Engineer of each discipline to verify that
document reflects the design output information. The Discipline Lead Engineers shall keep
informing the Spec Writer for any update and changes on the drawings to able to update the
Specification. Discipline & Squad check will be performed prior to submittal.
10.2.2 The Tender documents will be discussed with client to ensure that the Tender conditions of
contracts are ‘inclining’ with their requirements. The PM and DM will coordinate with the
client for any relative Tender documents.
10.2.3 All check documentation will be retained as quality records.
10.3 Refer to Flowchart E&A-ENG-FC05.

11. DESIGN VERIFICATION FOR MATERIAL TAKE-OFF / BILL OF QUANTITIES AND


CONSTRUCTION COST ESTIMATE

11.1 Preparation
11.1.1 Material Take-Off’s (MTO) or Bill of Quantities (BOQ) and Cost Estimate for final designs
will be produced by the QS department using the CSI formats, where applicable. Materials are
to be specified for purchase by the client, or as stipulated in the contract.
11.1.2 When required by the contract the client’s surplus and excess material availability will be
checked to identify any such materials which could be included in the design. Also, if it is
requested by the client to design around specific materials, this should be clarified within the
design. All specifications / drawings related to material procurement activities shall undergo
discipline and squad checks as required.
11.2 Verification
11.2.1 Each MTO will be checked by the discipline if drawing MTO is taken from prior to being
released for quality check. MTOs will, as a minimum, be checked for consistency with the
project drawings, including installation details, and consistency with the descriptions contained
in the Specifications/Construction Scope of Work. This discipline check shall look specifically
at duplicated items and consistent nomenclature.
11.2.2 The Discipline Lead Engineers shall keep informing the QS department for any update and
changes on the drawings to able to update the MTO & BOQ.
11.2.3 A checklist should also be established to allow for the quantities and units from the MTO to
match those of the BOQ.

11.2.4 The Construction Specification Institute (CSI) numbering and description format must be
maintained at all times.
11.2.5 All check documentation will be retained as quality records.
11.3 Construction Cost Estimate
11.3.1 If Construction Cost Estimate is required by the client and stated in the contract, Construction
Cost Estimate will be prepared by the Lead QS Engineer. QS Disciplines will conduct vendor
rate quotations for the major items and other minor items will be estimated. Senior QS
Engineers will be required to review and assess the item prices and Lead QS Engineer will be
responsible in putting right estimate pricing of items.
11.3.2 Construction Cost Estimate documents shall be checked by the QS Department as per the
discipline check procedures.
11.4 Refer to Flowchart E&A-ENG-FC06.

12. DESIGN REVIEW BY CLIENT

12.1 Review Preparation


12.1.1 Where the client requests there will be major submittals for review, a review meeting will be
held if requested by the client.
12.1.2 The Quality Engineer will review the minutes of meetings held with the client.
12.1.3 Prior to each submittal the Quality Engineer is required to certify the transmittal may be
released to the client. Refer to Quality Procedure E&A-QA-QP04 Control of Non- conforming
Product.
12.2 Comments
12.2.1 Client’s comments may be received by formal transmittal, fax, marked up drawings, verbally,
or via comments made in a meeting. Regardless of how comments are received, all comments
will be responded to.
12.2.2 Comments will therefore be logged. This will provide a record of how and when they were
responded to. Each comment will be given an unique identifying number so the response may
be tracked. The client comment log will record:
The comment
From whom in the Client’s organization the comment comes (if known)
DAR E&A response to the comment.

Signature of the Lead Engineer certifies that the response has been incorporated in the
documents response after agreement with the Client. Refer to 13.2.8 below.

12.2.3 When comments are made on marked up documents/drawings, it is acceptable practice to log
only the document/drawing number in as a comment.
12.2.4 All comments on drawings should be numbered and reference of numbers should be given in
“Comment log” for proper traceability (if required)

12.2.5 When comments are received verbally, in a fax, or a transmittal letter they will be entered in
the log.

12.2.6 The PM will distribute all comments to the responsible discipline Lead Engineers for review
and evaluation.
12.2.7 Lead Engineers must promptly review all comments and provide written feedback to the PM.
For critical activities, the PM and/or DD may require the DM to personally be involved in the
checking process.
12.2.8 The PM will coordinate with the client in order to determine an agreed resolution to each
comment. The PM will document this resolution and notify the Quality Engineer of required
actions. The agreed resolution will be entered in the client comment log. Out of scope
comments shall be addressed by the PM to the client for proper action.
12.2.9 Lead Engineers will incorporate agreed comments prior to the next scheduled submittal, or as
agreed with the client.
12.2.10 The finalized log of comments and holds will be kept by the PM on E&A-ENG-FRM02. When
the comment/hold has been incorporated/ cleared onto the drawing or document then the
Responsible Engineer will sign off the comment either on the log E&A-ENG-FRM02, or on
the drawing in case of marked up drawings. Quality Engineer shall sign the comment / hold log
as completed / resolved after verification that all responses have been incorporated.
12.2.11 The PM is responsible for verifying that all comments/holds have been signed off/resolved to
the client’s approval.
12.2.12 Copy of the comment hold log, will be kept with Quality Engineer as a Quality Record.
12.2.13 Where required or applicable, following the client’s review, incorporation of all comments and
release of all holds, the original document shall be certified by DAR E&A and approved by the
client.
12.2.14 Comments shall be classified as follows;
Category Description
I Comments and resolutions indicate that there has been a violation of
applicable standards, DCR, generally acceptable design practices, safety
guidelines or design is not feasible or design is not complete/ adequate.

II Comments and resolution indicates that there are spelling/


grammatical/typo errors/consistency errors.
III Comments and resolution indicates that Client is requesting additional
scope, deliverables, etc. or components are not applicable & DAR has
Proper justification.
IV Others (e.g. Suggestion / Improvement from Client, etc)

Category of comments should be marked by designated PM on relevant project on “Percentage


Submittal Comment log”, E&A-ENG-FRM02.
Analysis should be done by categorizing Clients comments by following above matrix.

13. DESIGN CHANGES

13.1 Changes to the approved design:


13.1.1 All changes to the Contract shall be made through approved Change Orders. No changes to the
Scope, Design Criteria, price or delivery shall be made without the written agreement of the
client.
13.1.2 The PM shall prepare the Change Order Form.
13.1.3 A Responsible Engineer can initiate a proposed Change Order.
13.1.4 Only the client can authorize Change Orders.
13.1.5 Change order documentation shall be retained as a quality record. (Refer to Quality Procedure
E&A-QA-QP02 “Control of Quality Records”).

14. DESIGN VALIDATION

14.1 Definition and Method


Design validation is done in conjunction with the client, as requested, to validate that the definitive
design output meets not only the requirements of the design input, but continues to meet the objective of
the design in terms of Constructability, Functionality, Reliability, Durability, Benign Failure etc.
The PM shall submit to the Quality Engineer a copy of the review documentation as quality record (See
Quality Procedure E&A-QA-QP02 “Control of Quality Records”.

14.2 Value Engineering


Value Engineering (VE) is performed in conjunction with the client, as requested if stipulated in the
contract. Value Engineering may be performed by an outside sub-contracted value engineering expert.
Output documents shall undergo discipline / squad checks prior to submittal to the client. The sub-
contract procedures shall refer to E&A-COM-QP01 “Purchasing”. If the Client decides to lead the VE
exercise and requests DAR E&A to participate, DAR E&A shall assign the required individuals to
participate as required in the original manpower estimate for the project.

15. RECORDS

All Quality Documents generated by this procedure shall be retained for a minimum period of three (3) years,
unless otherwise specified by the client.
For other documents, please refer to Work Instruction for Archiving Policy, E&A-QA-WIP01.
