The University Institute of Legal Studies (UILS), Panjab University, stands as a distinguished

ABOUT
The University Institute of Legal Studies (UILS) is a constituent department of Panjab University
and has emerged as a premier legal Institute of the region within two decades of its
establishment. The endeavor of the Institute is to train students in essence of substantive laws,
techniques of procedural laws, methods of client counselling, skills in legal and social sciences
research etc.
Located in beautiful surroundings of Panjab University Campus, UILS has independent wi-fi
enabled four storeyed building, Moot Court Hall, Conference Hall, multi-storeyed spacious
Library, Computer Lab, Language Lab and Legal Aid Clinic. In addition to this, it has separate
Common Rooms for Girls and Boys, Administrative Office, Staff Room, class rooms and Faculty
Rooms. The building has been extended to cater to the infrastructure needs of the department.
LIBRARY
The library currently holds an extensive collection of 19,538 textbooks and subscribes to 26
foreign and national journals. Notable references in the collection include American
Jurisprudence, Halsbury Law of England, Corpus Juris Secundum, and Encyclopedia Britannica.
Additionally, the library offers subscriptions to various E-resources such as Lexis-Nexis,
Manupatra, SCC online, Live Law, EBC Reader, Oxford online books, Thomson Reuters, All India
Reporter (AIR), EDZTER, among others. UILS allocates an annual budget of approximately Rs. 15
lakhs for the acquisition of books, journals, e-resources, and online subscriptions.
Furthermore, students at UILS enjoy the privilege of accessing Panjab University's main library,
the A.C. Joshi Library, through an E-library portal. This facilitates seamless access to a wealth of
academic resources, enhancing the overall learning experience for the students.
FACULTY
The institute has rich faculty which includes 15 Professors, 4 Associate Professors, 59
Assistant Professors including Temporary, Part-Time and Guest Faculty. They all are qualified as
per UGC/BCI norms. The faculty members have various national and international research
publications to their credit. Judges from the High Court of the Punjab and Haryana and eminent
lawyers visit institute on regular basis to provide practical training to the students. Apart from
this, UILS holds special lectures by renowned academicians/practitioners to enrich the knowledge
of students.

1. Journal of University Institute of Legal Studies (peer reviewed).
STUDENT LIFE
The Moot Court Competitions, Quiz Contests, Seminars, Group Discussions, Extension
Lectures and Legal Aid Camps etc. are a regular feature of the academic calendar of the
Institute. Along with regular teaching, the students are trained in methods of client
counseling, skills in legal and social sciences research etc The Institute also exposes its
students to the 'law in action' through compulsory internships with Hon'ble Judges of
Supreme Court, Punjab and Haryana High Court, eminent lawyers, legal firms, various
commissions and NGOs, etc. The Institute's own Legal Aid Clinic, which provides free legal
services to the economically weaker sections of the society as a part of community outreach
programmes of the Institute, also offers opportunities to the students to work in co-ordination
with practicing lawyers. The endeavour behind this action 'process' is to enable the students to
understand that the legal professionals, besides their professional responsibilities have a
significant bearing on a wide range of persona and transactions as well.
ACHIEVEMENTS OF ALUMNI
The alumni of UILS have brought laurels to their alma mater by establishing themselves in the
legal and ancillary professions. Be it litigation or judiciary, corporate sector, civil services or
even sports. More than 120 alumnus of UILS have been selected for State Judicial Services of
Punjab, Haryana, Delhi and other states. Some of our former students are serving the nation
as IAS and IRS Officers after clearing the most coveted UPSC Civil Services Examination. Our
alumni have also ventured into the corporate world of marine shipping, media, banking and
telecommunication. Many of alumni are actively engaged in litigation in Supreme Court,
various High Courts and District Courts of the country.

ABOUT
Panjab University Regional Centre, Ludhiana has been established at the campus of P.U.
Extension Library, Ludhiana in the year 2003. Prof. K.N. Pathak, the then Vice-Chancellor,
Panjab University took keen interest and fulfilled the long outstanding demand of the residents of
Ludhiana and set up the Regional Centre. The funds of Rs. 100 lacs for the construction of the
new building of the Law Department were arranged with the personal influence of Dr. Pathak
from Lala Lajpat Rai, M.P. out of the M.P. Local Area Development Fund Scheme. His Excellency
the Governor of Punjab, Justice O.P. Verma formally inaugurated the Institute on 5th Oct. 2003.
The institute has well furnished class rooms, Moot Court, Library, Computer Lab, Auditorium,
Girls Hostels, Students Common Room, Conference Hall and Seminar Hall.

ABOUT
The University Institute of Legal Studies (UILS) was established at Panjab University SSG
Regional Centre, Hoshiarpur, in the year 2007 for imparting Quality Legal Education among the
students in rural areas. The Institute has introduced B.A.LL.B. 5 Years Integrated Course and
LL.B. 3 Years Course in regular morning session.
The Institute aims at serving the society through reforms in legal services by providing
professionally competent lawyers, researchers, Judicial officers and above all, socially responsible
citizens, who shall be whole-heatedly and continuously engaged in the process of nation building.
The UILS, PUSSGRC works in consonance with the University Institute of Legal Studies (UILS)
and Department of Laws, Panjab University. The syllabus and teaching pattern is absolutely
similar to the ones being taught and followed in P.U., Chandigarh. It offers courses (Self-financed)
in B.A.LL.B. (Hon’s) Five year, LL.B. (three year) and LL.M. (One year). The institute has a well
qualified Law Faculty who possess a Doctoral Degree (Ph.D.) in various fields of Laws and are
actively involved in research fields as well. A well established library and Advocacy-cum-
Communication Skills Lab are some of the other facilities that the department boasts of.
Students of UILS, PUSSGRC, Hoshiarpur have been Gold-Medallists from PU, Chandigarh. The
Institute takes prides in its alumni who are serving the nation and humanity while providing
justice to each and every needy of the country.

1. DURATION OF COURSE/S:
The duration of the above-said course/s is 5 years consisting of ten semesters (July-
December; January-May)
**Since 46.5% reservation is already there in B.A.LL.B. / B.Com. LL.B. and there could not be more than 50% reservation, remaining
3.5% seats be reserved for NRI candidates. In case any such seat (s) remain unfilled, the same be converted to General Seat (s). (Vide
Syndicate Para 3 dated 11.05.2019).

4. IMPORTANT INSTRUCTIONS FOR ENTRANCE TEST
4.1 Panjab University will hold PU-B.A./B.Com.LL.B. (Hons.) 5 years Integrated Course
Entrance Test-2025 (herein after called Entrance Test) on 27th April 2025 (Sunday)
from 10:00 A.M. to 11:30 A.M. at Chandigarh, for admission to said courses in the
above-mentioned centres.
4.2 Special arrangements for amanuensis (writer of answer):
A candidate may be allowed help of an amanuensis (writer) if he/she is:
(i) Blind OR
(ii) Permanently disabled from writing with his/her own hand.
(iii) Temporarily disabled from writing on account of fracture of the right or left arm,
forearm or dislocation of a shoulder elbow or wrist etc. The candidate shall produce
a certificate from a Professor of the speciality concerned of a Medical College and
where there is no Medical College, from the Chief Medical Officer of the District
concerned to the effect that the candidate is unable to write his/her answer-books
because of the temporary disablement.
4.3 The PwD candidate/s who wants to appear with his/her own scribe must contact Assistant
Registrar, CET Cell one week prior of the entrance test.
4.4 30 minutes extra time be given to the visually handicapped/ Persons with Disability (PwD)
(as approved by the Vice-Chancellor).
4.5 Once the candidate has submitted the online Entrance Test Form, any change in the
Form including category once marked shall not be allowed.
4.6 The result of the Entrance Test will be available onhttp://results.puchd.ac.in and also at
http://uglaw.puchd.ac.in.No separate Result Card will be issued. Only the eligible
candidates can apply for the admission at http://uglaw.puchd.ac.in after the declaration
of result.

6. GENERAL RULES FOR THE ENTRANCE TEST
6.1 Qualifying the Entrance Test shall not, ipso facto, entitle a candidate to get
admission to an institution/Course concerned where s/he intends to seek admission.
It will be the sole responsibility of the candidate to fulfil all the eligibility conditions as may
be prescribed for admission to said course/s in the rules and regulations of
university/institution concerned.
6.2 The fee for the Entrance Test once paid shall not be refunded.
6.3 The Entrance Test shall be based on ‘Legal and General Awareness’ as per the details given
below:

Important Note: There shall be negative marking for wrong answers and for every wrong
answer, ¼ mark shall be deducted.
6.4 Out of these 100 questions, 60 questions will be based on Testing General Knowledge and
Current Affairs, 20 Aptitude for Law, 10 Testing Mental Ability and rest of the 10 questions
testing English Language. The Question Paper will be available in English, Hindi and
Punjabi (except for the portion “proficiency in English Language”).
However, the medium of instruction for teaching and semester examination will be English
only.
6.5 The candidate shall be allowed to appear in the Entrance Test only on the production of the
Admit Card at the Test Centre. No candidate shall be allowed to appear in the Entrance
Test without the production of the Admit Card under any circumstances. The candidate
must retain the Admit Card with her/him till the admission process is over.
6.6 Admit card will be issued to the candidate only provisionally, at her/his sole risk and
responsibility. If s/he is found to be ineligible, later on, it will lead to cancellation of
her/his result and any other consequence/s emanating from the same. It is further
clarified that as far as the eligibility is concerned, university shall, in no way, be
responsible
6.7 The candidate is required to answer the questions on the provided OMR Answer Sheet only,
strictly as per rules/norms stated in the Question Booklet and the OMR Answer-sheet.
6.8 Every candidate is required to hand over both the OMR Answer Sheet and the Question
Booklet to the Centre Superintendent when the time allowed for the Entrance Test is over,
even if s/he has not attempted any question. No page/part of the Question booklet/OMR
Answer-sheet is to be removed/torn/taken out of the Test Centre under any
circumstances, failing which the candidate shall be straight away disqualified from the
Entrance Test.
6.9 No candidate shall be allowed to leave the examination hall/room before the expiry of the
time allotted for the Entrance Test.
6.10 Rough work, if any, is to be done only in the space provided in the Question Booklet and
nowhere else. No rough work shall be done on the OMR Answer Sheet under any
circumstances, failing which the same shall be cancelled.
6.11 The use of calculator is not allowed.

6.12 Any candidate who carries any telecommunication equipment such as pager, cellular
phone, wireless set, Bluetooth device, etc. inside the examination hall shall be *expelled
from the examination hall & disqualified.
6.13 The Centre Superintendent/Observer/any other authorised University Officer/Official shall
be competent to expel a candidate from the Test Centre.
7. Any candidate who creates disturbance of any kind during Entrance Test or otherwise
misbehaves in or around the test centre/examination hall or refuses to obey the
Superintendent/Deputy Superintendent/Assistant Superintendent /any other official on
examination duty or changes her/his seat with any other candidate or occupies any seat,
other than the one allotted to her/him shall be *expelled from the examination hall.
8. Any candidate, having in her/his possession or approach any paper/s or book/s or notes
which may be of any assistance to her/him or is found giving or receiving assistance, or
copying from any paper/s or book/s or notes or from anywhere else or allowing any other
candidate to copy from her/his answer sheet or is found writing on any other paper except
Question Booklet, during examination or using or attempting to use any other unfair
means or indulging in any kind of misconduct shall be ∗expelled from the examination hall.
9. Only answers attempted on OMR Answer Sheet shall be evaluated. Any answer attempted
on Question Booklet or on a separate piece of paper will not be considered for evaluation.
10. If OMR Answer Sheet of a candidate, subsequently at any stage, shows or it is otherwise
established that s/he has received or attempted to receive help from any source in any
manner or has given help or attempted to give help to any other candidate in any manner,
the relevant OMR Answer Sheet shall be cancelled.
11. If a candidate writes her/his name or puts any kind of identification mark or discloses
her/his identity by any method whatsoever on the cover or anywhere else in the Question
Booklet/OMR Answer Sheet, the same shall be cancelled.
12. Any person, who impersonates a candidate, shall be disqualified from appearing in any
Panjab University examination for a period of five years including this Entrance Test, if that
person is a student on the rolls of a recognised School or College or University. But if the
person is not on the rolls of a recognised School or College or University, s/he shall be
declared as a person not fit and proper to be admitted to any examination of the Panjab
University for a period of 5 years. The case, if necessary, shall also be reported to the police
for any further action in the matter.
13. The candidate who is being impersonated shall also be disqualified for a period of Five
Years from appearing in any examination of this University, apart from any other action
which the University may take against him, as deemed fit.
14. On 02-05-2025 (Friday), the Question papers and Answer keys will be put on the
University website http://exams.puchd.ac.in/show-noticeboard.php. The candidates can
file their objections regarding discrepancies and accuracy of the Key by e-mail to
[email protected] latest by 04-05-2025 (Sunday) Objections received will be published on the
website and cross objections will also be invited within a certain timeframe as mentioned in
the schedule for entrance test at Page 73-74. The valid concerns thus expressed will be
given due consideration while evaluation.
15. The result of the Entrance Test-2025 shall be available on the University website
(http://results.puchd.ac.in, http://uglaw.puchd.ac.in) as well as at the Enquiry Office of the
University.

16. There shall be no re-evaluation/re-checking/re-assessment of OMR Answer Sheet under
any circumstances. Request for seeing the Question booklet or OMR Answer-Sheet by
any candidate shall not be entertained at all. The evaluation once done by the university
shall be absolutely final.
17. However, if a candidate wishes to verify her/his result, s/he will be provided a photocopy of
her/his answer sheet on payment of Rs.10,000/- within 10 days after the declaration
of the Entrance Test result. The University office would complete the whole procedure of
verification within three working days. In case, a discrepancy is found in the result of the
candidate, it would accordingly be revised and the verification fee will be refunded.
18. If any candidate fills up two application forms for the Entrance Test, her/his candidature
shall be cancelled.
19. If a dispute or controversy of any kind arises before, during or after the conduct of
Entrance Test, the decision of the Controller of Examinations, Panjab University, in this
regard, shall be absolutely final.
20.2 The name of the candidate shall be included in a Preliminary Merit List on the basis of
attainment of a minimum of 15% (cut off) marks (10% Cut Off marks in case of a
candidate belonging to Scheduled Caste/Scheduled Tribe/Backward Class/PwD) in the
Entrance Test.
21 ADMISSION PROCESS
21.1 After declaration of result of Entrance Test, the Admission Form shall be available at
website uglaw.puchd.ac.in
21.2 The candidates who have qualified Entrance Test have to submit duly filled Admission
Form, as per the guidelines displayed on the above-said website.
21.3 Every candidate must indicate in her/his Admission Form the reserved category/ies for
which s/he wants to apply. If the category is not mentioned in her/his Admission Form,
the candidate will be considered for the General Category only. No candidate shall be
considered for admission against any reserved category/ies for which s/he has not
applied. However, a reserved category candidate, will be considered for admission against
General category seats also as per his general merit position, subject to the condition that
the candidate of SC/ST/BC/PwD categories fulfills the minimum eligibility requirement of
General Category and must not have availed of relaxation in eligibility marks.
21.4 Once the candidate has submitted the online Admission Form, any change in the
Form including category once marked shall not be allowed.
21.5 The candidates who are applying under the Sports Category are required to see Appendix D
(pp. 53-63) for further procedures and guidelines
21.6 Candidates who wish to claim weightage on the basis of NCC, NSS, Youth Welfare, ADULT
EDUCATION and other activities should follow the guidelines as enshrined in the
Handbook of Information-2025.
Candidates whose career reflects a gap year(s) between passing of the last examination and

the year in which admission is being sought, they are required to furnish, at the time of
application, an undertaking to the effect that they were not involved in any
offence/unlawful activities during the year(s) of gap. The Board of Control/Joint Admission
Committee shall satisfy that, during this gap period, the candidates were not involved in
any offence/ unlawful activities.

at least 50% marks (45% marks in case of
B.Com. LL.B. (Hons.) 5 years

Integrated Course

23. FINAL MERIT WILL BE PREPARED AS UNDER:
RESOLVING OF TIES
23.1 Candidates securing equal marks in the Final Merit List shall be bracketed together.
However, their inter-se merit rank shall be determined as under:
i) A candidate getting higher percentage of marks in qualifying examination (10+2
examination) shall rank higher in order of merit.
ii) If the marks, as mentioned in (i) are also the same then the candidate obtaining higher
percentage of marks in 10th class or an equivalent examination shall rank higher in
order of merit.
iii) If two or more candidates secure equal marks in (i) and (ii) above, candidate senior in age
shall rank higher in order of merit.
24 If it is found that a candidate has knowingly or wilfully concealed or suppressed or
misrepresented any information/fact which renders her /his ineligible to take the Entrance
Test, her/his result of the Entrance Test and also admission to Institution of the
University, if granted, shall stand cancelled. S/he shall have no claim whatsoever against
the University/Institution concerned and the case, if necessary, shall also be reported to
the police.
25. INSTRUCTIONS RELATED TO COUNSELLING
25.1 A candidate, whose name appears in the Merit List will be required to attend counselling
personally according to her/his merit position on the day/s shown in the counselling
schedule to be uploaded at http://uglaw.puchd.ac.in and https://uils.puchd.ac.in/
Physical presence in the counselling is mandatory both for General category and
Reserved category candidates as per the notified dates. All those candidates who attend
the counselling are requested to mark their attendance. Only those candidates who report
and mark their attendance on the day(s) of counselling shall be considered for admission
during the filling up of vacant seats. The candidate must bring alongwith all the original
documents and one set of Photostat copies.
In the counselling for UILS, Chandigarh, UIL, PURC, Ludhiana, UILS, PUSSGRC,
Hoshiarpur, the number of candidates called for counselling in General Category will be the
three times, the number of seats. All eligible candidates from reserved categories will be
called for counselling.

All the candidates have to mark their attendance separately for all three centres i.e.
UILS, Chandigarh, UIL, PURC, Ludhiana, UILS, PUSSGRC, Hoshiarpur on respective
days for considering her/his name in the waiting list.
The candidate selected for admission will be required to deposit the original
certificates and pay the prescribed fees, failing which s/he will not be admitted to
the course and the seat shall be offered to the next candidate on the merit list.

25.2 A candidate who reports late on the day/s of counselling, will not be eligible for admission
according to his/her original merit position, but will be offered only the seat available at
the time s/he reports for counselling.
25.3 The candidate shall attend the counselling for admission at her/his own risk, expense and
responsibility.
25.5. If the seats are not filled, within the waiting list, the subsequent counsellings will be
declared from time to time subject to the declaration of vacant seats within the prescribed
University admission schedule with prior approval of DUI.
26. The admission of a candidate shall be PROVISIONAL and subject to approval by the
competent authority of Panjab University.
27. The duly constituted Admission Committee/Board of Control shall decide case/s of
dispute, if any, brought to its notice, during the admission process.

General Guidelines for admission or the orders /decisions of the University Senate/
Syndicate/Vice-Chancellor and any other Competent Authority. In case of any conflict or
inconsistency between the Prospectus on the one hand and the aforesaid Panjab University
Rules/Regulations/ Guidelines/Orders/decisions on the other hand, the latter shall
prevail.
30. Ragging in any form is banned in Panjab University, Chandigarh. If a student is found
to have indulged in ragging, strict action will be taken against that student, which
includes expulsion from the Institution / department.
34. After declaration of Entrance Test Result, the candidates are advised to keep
checking the Admission Notices at https://uils.puchd.ac.in/ for further information
about counselling and admission

APPENDIX A
IMPORTANT NOTE:
Admission in all categories shall be made subject to fulfillment of the eligibility conditions and in accordance with the provisions
contained in the Handbook of Information and Rules for Admission, 2025.
1) 50% of the seats in each course shall be treated as belonging to the General Category.
2) 50% seats shall be treated as belonging to the Reserved Category, as per details given below:
a. the number of students admitted on merit shall not be included in the number of seats reserved;
b. members of Scheduled Castes / Scheduled Tribes/Backward Classes/PwD shall be allowed a concession of 5% marks for
admission to the courses in which a certain percentage of minimum marks has been prescribed provided they have obtained
minimum pass marks prescribed by the regulations;
c. in case the seats earmarked for Scheduled Castes/Scheduled Tribes remains unfilled, a further relaxation in marks may be
given, in order of merit inter-se amongst the candidates themselves, so that all the reserved seats are filled by candidates
belonging to these categories; and
d. A Scheduled Caste/Scheduled Tribe person on migration from the State of his /her origin will not loose his / her status as
Scheduled Caste / Scheduled Tribe but he/she will be entitled to the concessions/benefits admissible to the Scheduled
Castes / Scheduled Tribes from the State of his origin and not from the State where he has migrated. [Regulation 29.1, P.U.
Cal. Vol. 1, 2007 (Page 168)].
(v) 5% seats will be horizontally reserved for persons or class of persons with Disability (PwD)* out of which 1% each shall be reserved

C. Mental behavior (Mental Illness)
b) In the absence of availability of candidates in any of the categories, the seats shall be interchanged inter-se.
c) If seats reserved for Persons with Bench mark Disabilities remained unfilled, these shall be treated in the sanctioned
strength of seats for General Category.
Applicants under the Reserved Category of Persons with Bench mark Disabilities shall be allowed a relaxation of 5%
marks for calculation of merit in seeking admission to the courses in which a certain percentage of minimum marks has
been specified, provided they have obtained minimum pass marks prescribed by the University regulations.
The candidate under the Reserved Category of Persons with Bench mark Disabilities shall be allowed an upper age
relaxation of 5 years for admission, in the courses wherever upper age restriction is applicable. A claimant who
fraudulently avails or attempts to avail any benefit meant for persons with benchmark disability shall be punishable with
imprisonment for a term which may extend to 2 years or with fine which may extend to one lakh rupees or with both.
(vi) 5% for candidates on the basis of achievement in Sports (see separate guidelines on pp. 53-63).
(vii) 5% for candidates belong to Defence (for all the under-mentioned categories taken together) for candidates
who fall in one of the following categories (which are given there in order of precedence) :-
1. Son/Daughter/Spouse of such Defence personnel and CAPF personnel1 who died in action. (Only those who
were wholly dependent on such personnel shall be considered).
2. Son/Daughter/Spouse who is wholly dependent on such Defence& CAPF Personnel who were
incapacitated2/died while in service.

4. Son/daughter/spouse of ex-servicemen3 who are wholly dependent on them.

(viii) 2% for Sons/ Daughters / Husband / Wife / Brothers / Sisters of persons killed/incapacitated in
November, 1984 riots and of persons killed / incapacitated in terrorist violence in Punjab and Chandigarh.
A Certificate from the District Magistrate to this effect must be submitted by the candidate. Migrant Card
alone is not enough.
(ix) 2% for the Children/Grand Children of Freedom Fighters who have been sanctioned pension by
Central/State Govt. or awarded Tamra Patra by Government of India (Syndicate Para 15, dated 30-5-1997)
or those who have been certified to be Freedom Fighters by the Central/State Govts.
(x) Any other statutory reservation as prescribed by the Govt. of India, if any.
IMPORTANT:
1. A total of 25% supernumerary seats over and above the total number of sanctioned seats in each UG/PG
course (except BDS/MDS course or any other course governed by a regulatory body which does not allow
additional seats) have been created for International/Foreign National Students from the academic session
2025-26.
2. Foreign National students from underdeveloped countries are eligible for 50% (approx.) fee concession for the

3. FN/NRI students seeking admission to any UG/PG programme (except BDS/MDS course or any other course
governed by a regulatory body which does not allow exemption from Entrance Test), the condition of
appearing/qualifying Entrance Test is waived off by the Panjab University from the academic session 2024-25
onwards.
4. FN/NRI students from non-English speaking countries seeking admission to any courses need not to qualify
IELTS/TOEFL examination provided they have successfully passed the degree/lower examination from a
University/ Institution/Board having English as medium of instructions for the entire course. Such students
are required to submit ‘Medium of Instruction Certificate’ issued by the University/Institution/Board last
attended by them.
5. As per new guidelines issued by Ministry of Home Affairs, Govt. of India, it is mandatory for all foreign students
to first register on Study in India (SII) website & generates a Unique SII ID to initiate admission process.
6. This SII ID will be the main tracking ID for foreign students for their complete student journey.
7. Students will be granted Student visa and E-student Visa, only if they have unique SII ID.
8. If a student has paid fees to the institute and the institute has updated the same on SII website, then the
foreign student is eligible for E-student Visa as well.
9. The Institute’s confirmation of the student’s fee payment supports the visa verification process, without which
student might not be granted the visa.
10. MHA can verify the foreign student’s details via their SII ID by logging into their BOI Module on SII website.

The definition of the terms, "International/Foreign National, Non-resident Indians (NRI)/ and Wards of
NRI/Foreign National" be considered as under:-
As per UGC guidelines circulated vide its letter D.O.No.F.1/2022 (CPP-II) dated 30th September, 2022,
International/Foreign National students in this context shall be defined as the one who shall possess a foreign
passport.
A person shall be deemed to be Non-resident Indian for seeking admission in Panjab University if she/he fulfils
the criterion (as amended from time to time) for status of NRI under Income Tax Act, 1961, in the year in which
he/she seeks admission in Panjab University.
As per Income Tax Act, 1961 the present criterion for determination of status of NRI is as follows:-
'Non-resident Indian' is an individual who is a citizen of India or a person of Indian origin and who is not a
resident of India. Thus, in order to determine whether an Individual is a non-resident Indian or not, his
residential status is required to be determined under Section 6. As per Section 6 of the Income-tax Act, an
individual is said to be non-resident in India if he is not a resident in India and an individual is deemed to be
resident in India in any previous year if he satisfies any of the following conditions:-

(i) If he is in India for a period of 182 days or more during the previous year; or
(ii) If he is in India for a period of 60 days or more during the previous year and 365 days or more during 4
years immediately preceding the previous year.
However, condition No. (ii) does not apply where an individual being citizen of India or a person of Indian
origin, who being outside India, comes on a visit to India during the previous year.
A person shall be deemed to be of Indian origin if he, or either of his parents or any of his parents or any of his
grand-parents, was born in undivided India.

(b) children (natural/adopted/foster)
(c) real brother and sister of father i.e. real uncle and real aunt
(d) real brother and sister of mother i.e. real maternal uncle and maternal aunt

1) 10% seats over and above the total number of sanctioned seats in each UG/PG course are reserved for
NRIs/Wards of NRIs.
2) A seat remained unfilled in the NRI/Wards of Foreign Nationals/NRI category shall be allocated to Foreign
National student.
3) 25% supernumerary seats over and above the total number of sanctioned seats in each UG/PG course are
reserved for Foreign Nationals.
4) The supernumerary seats shall be exclusively meant for the International students both in the
Undergraduate and Post-graduate Programmes. A seat remained unfilled in the supernumerary category,
shall not be allocated to anyone other than foreign national student. Foreign national students in this
context shall be defined as the one who shall possess a foreign passport.
5) The 25% of the supernumerary seats for foreign national students will not include the foreign national
students under exchange programmes or/and through Memorandum of Understanding (MOU) between
institutions or between Government of India and other countries.
6) In case, the number of eligible Foreign Nationals seeking admission exceeds the number of seats available,
the Vice-Chancellor, Panjab University is authorized to sanction additional seats to the Foreign Nationals
only.
7) Seats created for NRI/Foreign Nationals shall not be allowed to be converted into General Category.
8) NRI/Foreign National students seeking admission to the concerned course are required to compete amongst
themselves for the seats created for NRI/FN category.
9) A student admitted under NRI/Wards of FN/NRI quota may change his/her admission to a vacant seat in
General /Reserved Category provided the student qualifies the Entrance Test (if prescribed for the
respective course) and the merit of the student falls within the list of students admitted in General/Reserve
Category.
10) Student once admitted under NRI/FN category to undergraduate course shall be covered under the definition
of NRI/FN for subsequent admission to any course at Panjab University.
11) Students who take admission under the NRI/FN category and are promoted from Undergraduate to
Postgraduate course in the Hons. School framework (ongoing program) shall not be allowed to change their
category.
12) NRI/FN students shall also have to comply with any other requirements prescribed by the Govt. of India and
Panjab University from time to time.
13) Order of preference of NRI/wards of NRI/FN to determine merit for admission (against 10% NRI seats) is as
given below:

II. ELIGIBILITY AND ADMISSION CRITERION
1. The students seeking admission to any course must meet the academic eligibility criteria of that particular
course as mentioned on the website of the respective Department/Institute/Centre or Handbook of Information

2. The students seeking admission to any course which is governed by Regulatory Bodies (e.g. Medical
Council/Dental Council/Bar Council of India/Pharmacy Council of India etc.) must possess the basic academic
qualification prescribed by the respective Regulatory Body. The Rules of respective Regulatory Bodies shall
apply as amended from time to time.
3. The students from non-English speaking countries seeking admission to any courses are required to submit a
certificate of IELTS academic score (at least Band 5) or TOEFL score (at least 60).
However, such students are not required to submit certificate of IELTS/TOEFL score, provided they have
successfully passed the degree/lower examination from a University/ Institution/Board having English as
medium of instruction for the entire course. Such students are required to submit ‘Medium of Instruction
Certificate’ issued by the University/Institution/Board last attended by the student.
4. Admission to all Engineering courses against NRI/FN quota in the University Institute of Engineering &
Technology (UIET), University Institute of Chemical Engineering & Technology (UICET) and P.U. Regional
Centre, Hoshiarpur shall also be admissible through Direct Admissions Students Abroad (DASA).
5. The students seeking admission to B.P.Ed. and M.P.Ed. (Physical Education), are required to undergo
mandatory Physical Efficiency Test. The scores of Physical Efficiency Test will be counted for determining
merit.
6. The NRI/Foreign Nationals students wishing to join any of the University Teaching Departments of Panjab
University for the first time are required to obtain an eligibility/equivalency certificate from the Deputy
Registrar (General), Panjab University, Chandigarh or Academic certificates of passing the qualifying or
equivalent examination approved by the Association of Indian Universities (AIU)/Common wealth
Universities/International Association of Universities (IAU) as equivalent to the corresponding Indian
Degrees/Certificates.
7. After obtaining the Eligibility Certificate, the student should submit the same to the concerned
Department/College where he/she is seeking admission. The Eligibility Form should be accompanied by a
forwarding letter from the Principal of the College/Chairperson of the Teaching Department indicating the

The NRI/Foreign Nationals students shall provide the following certificates/documents (whichever is applicable):

Office (FRO) within fourteen days of arrival in Chandigarh, with the number generated after the online

of PU students only) which may be deposited with the ‘Extension Counter, State Bank of India,
Administrative Block, Panjab University, Chandigarh. Original Receipts of the fee deposited is to be
submitted to the office of the Dean International Students along with Registration Form (To be submitted

Inter-Changeability and transfer of seats
a) In the Reserved categories given at (i) and (ii) under Paragraph I (Seats: General and Reserved
at Page 24), i.e. Scheduled Castes and Scheduled Tribes, the seats shall be regarded as
‘interchangeable’. That is to say, if sufficient number of eligible candidates are not available to
fill up the seats reserved for Scheduled Tribes, seats may be filled up from among the eligible
candidates belonging to Scheduled Castes and vice-versa.
b) The seats in the Reserved Categories (SC/ST/BC/SP/Def/PwD/TV/FF/NRI) which remain
unfilled shall be transferred to the General Category subject to the condition that the waiting
list of each Reserved Category has been exhausted. Any seat created in the Reserved Categories
because of rounding off fraction shall stand cancelled and shall not be converted to General
Category.
Note: The Departments where admission is based on Entrance Test/ Aptitude Test, seats in
reserved categories be converted in the General Category right from the beginning of admission in
case there were no candidate belonging to these categories having qualified the Entrance Test
were available.
c) If a candidate gets admitted under Reserved Category and is also placed on the consolidated
waiting list of General Category and gets a General Category seat on merit, the seat shall be
offered to him/her (subject to the condition that the candidate of SC/ST/BC/PwD categories

Additional Seats :-
(a) One Girl Child / One Girl Child out of the only two girl Children
1. Two additional seats per unit per course subject to maximum limit of four (4)out of the two girl
children from the session 2015-16 are created for admission to a given course in the Panjab University
Teaching Departments, Regional Centres and its affiliated Colleges provided they are otherwise eligible
from all angles. The additional seats will be only for those girl Children who are either a single girl
child of her parents or one amongst the only two girl Children with no male Child. The additional seat
will be available to only one of the two girl children of a couple.
2. A certificate is to be obtained from the parents of the girl children declaring therein that the benefit
of this scheme is being claimed for only One Girl Child out of the two girl Children and the parent
shall not claim the same for the 2nd girl child elsewhere in future the specimen of the certificate is
enclosed.
Single Girl Child- As per the orders of the Hon’ble Punjab & Haryana High Court in CWP No. 19305
of 2018 admission under additional seats of One Girl Child out of the only two girl children mentioned
in Panjab University Handbook of Information will be held subject to the approval from Bar Council of
India.

GUIDELINES FOR ADMISSION TO THE RESERVED CATEGORY OF SPORTS
Five percent seats of the total number of seats in each course are reserved under this category. No
benefit on the basis of sports shall be given to candidates who did not apply for the admission under
reserved category of sports.
1. Each candidate applying for admission in this category shall, along with the admission form, will
submit Photocopy of the complete set of Admission Form, along with the all relevant documents
after paging all the documents in the office of the Campus Sports, (Gymnasium Building), P.U.
Chandigarh before the last date of submission of Admission form.
(a) i) Self attested photocopy of Sports Certificates issued by the concerned authorities
fulfilling the conditions as prescribed at Sr. No. 2 & Annexure-III
ii) Player list/Competitor list/Result Sheet/Eligibility proforma of the concerned achievements
for which the candidate is seeking claim for admission under the reserved category of sports.
iii) Playing eligibility verification from the concerned Organising authority as mentioned at
Sr. No. 2 and Annexure- III, by the applicants who was/were not the regular student(s) of
the Schools/Colleges/University/of the concerned State/U.T. to which he/she represented
during the period of achievements of the concerned sport for which he/she/they claim
admission under reserved category of sports.
iv) Original Sports Certificates are essential for allocation of Marks as per Annexure III of
Guidelines for reserved category of sports.
(b) Self attested photocopies of Class 10th and Class 10+2 and Bachelor’s Detailed Marks
Certificate if applicable.
2. (i) The sports merit will be prepared as per Marks allocation criteria mentioned in
Annexure III.
(ii) For State level competitions, the certificates issued by those recognised State/ U.T.
Associations of concerned games will be considered which have recognition /
affiliation/renewal of recognition during the period the candidate has participated
in the last three years (i.e. 1st July 2022 to 30th June 2025) and four years in
exceptional cases for outstanding sportspersons3 preceding the admission year-2025 with
the following:
(iii) For Inter State, National and International level Competitions the certificates issued by
those concerned game recognised National Federations will be considered which have
recognition/affiliation/renewal of recognition during the period the candidate has
participated in the last three years (i.e. 1st July 2022 to 30th June 2025) and four
years in exceptional cases for outstanding sportspersons3 preceding the admission

a) Ministry of Sports, Government of India (For sports events / games other than the
Olympic Games - 2024 organised by International Olympic Committee)

b) Indian Olympic Association (For sports events/games organised in the Olympic Games-
2024 by International Olympic Committee)

c) the International Federation of the concerned game recognised by National Olympic
Committee of the concerned country duly affiliated with International Olympic
Committee
And
d) The concerned Federation and its units/members/clubs must be registered under
the concerned Indian Act.
(iv) The Sports Certificates of tournaments issued/recognised by concerned authorities
as mentioned in Annexure - III will also be considered.
(For further verification of sports certificates the candidate can be asked to submit the
supporting documents as required by the office of Campus Sports.)
3. Reservation under Sports Category is meant only for those active sportspersons1 who
participate in the Campus, University, State, National, International level sports
tournaments. Such students will be considered for admission only if:
(i) their achievement in sports relates to their activities held each year in two different
academic sessions during Three years i.e. 1st July 2022 to 30th June 2025 (relaxable to
Four years2 in exceptional cases, on merit, for outstanding sportspersons3).
(ii) they are otherwise also eligible for participation in Inter College, Inter University
tournaments. Candidates applying for sports quota must also be eligible on the basis of age
to participate in the Inter College and Inter University Competitions representing Panjab
University for the next one year of their course duration as per eligibility rules of
sports participation of Panjab University.
(iii) It is essential to qualify in the screening of documents submitted with the application
form by the candidate as mentioned in the guidelines for reserved category of sports for
appearing in the sports counselling. The candidate whose documents are found in
conformity with the requirements mentioned in the guidelines will only be eligible for sports
counselling. No document will be accepted after the date fixed for sports counselling.
(iv) The sports counselling includes verification of original documents as mentioned in the
guidelines for reserved category of sports, qualifying the skill & game performance test
and allocation of marks to the original sports certificates as per criteria given in
Annexure-III of the guidelines for reserved category of sports. It is essential to show original
documents for document verification on the day of sports counselling. The skill & game
performance test will be conducted for those candidates only who qualify in the
document verification. The candidate has to qualify the skill & game performance test
for allocation of marks to the original sports certificates for preparing sports merit.
(v) The games for which Panjab University sent its teams for Inter University competitions
for the preceding year of the admission year i.e. 2024 (The list of games is at Annexure
- IV) will be considered as eligible sports disciplines for admission under reserved
category of sports.
1. Means a person attending the grounds regularly so as to appear himself/herself for participation in the Inter College and Inter University &
other sports tournaments. However, his/her age falls within the age group for which one is eligible for participation in Inter College/Inter
University Competition.
2. Preceding Four years means from 1st July 2021 to 30th June 2025.
3. A person getting any of the first three positions or represented India in the Olympic Games /Paralympics Games/World Cups/World
Championships/Asian Games/Asian Cups/Asian Championships/ Common wealth Games/Common wealth Championships/ World
University Games/ World University Championship for seniors juniors/National University Games/ Khelo India Games during the session
2021-22, in those sports disciplines in which Panjab University sent its teams for participation in Inter University Competitions for the
preceding year of the admission year i.e. 2024 (The list of games is at Annexure - IV) and recognized by competent authority of the
respective games as mentioned in Sr. No. 2 and Annexure-III.

(vi) Sports participation in the preceding year of the admission in
University/Institutional sports tournaments is essential for students seeking admission
in Panjab University campus through migration/ PUMEET/ PULEET/Permission to
attend the classes in Panjab University.
4. A committee constituted by the Vice-Chancellor/DUI shall prepare the sports merit on the
basis of Marks allocation criteria to the sports certificates/achievements only as mentioned in
Annexure III.
5. The Campus Sports Department Panjab University, shall take an Undertaking (Annexure-II)
from the candidates that they will attend the grounds regularly and must have 75%
attendance in the sports ground and would also participate in the Inter College, Inter
University, State, National and International sports tournaments if selected. Their
admission would be liable to be cancelled if the terms of the undertaking thus given are
not adhered to.
6. The order of precedence in the selection of candidate for admission will be as per
achievement mentioned in the sports certificate of the candidate.
i) Applicant securing higher marks as per marks allocation criteria given in Annexure –III
will be given higher preference
ii) If there is a tie within the same category of Marks, the tie shall be resolved by
considering the "academic merit" i.e. as per admission criteria of the concerned
department and even then if there is tie, it will be resolved by the seniority in age i.e.
date of birth of the candidate and such tie will be resolved by concerned department
in which applicant applied for admission.
9. If a candidate admitted under the reserved category of Sports, remains absent from the
grounds for regular practice for a continuous period of seven days without leave,
his/her names shall be struck off the rolls by the Chairperson of the concerned
Department on the recommendation of the Director Physical Education & Sports, Panjab
University, Chandigarh.
10. Deficiency of equal numbers of lectures (theory, practical, seminars and tutorials etc.)
shall be condoned for sportspersons for attending Trials, Coaching Camps, preparation and
participation in various tournaments i.e. Inter Hostel and Inter Department (Conducted by
P.U. Campus Sports), Inter College, Inter District, State, Inter State, Inter University,
National and International level tournaments and all those tournaments for which gradation
is being done including journey days.
11. In case a candidate does not attend the grounds for practice or does not participate in the P.U.
Campus Sports Activities including Campus Annual Athletic Meet, Inter College Competition,
Inter University Tournaments on medical grounds, the Medical Certificate issued by the
University Chief Medical Officer only will be accepted.
NOTE: In case a student remains present in the concerned Department for classes but absent
in the grounds for sports then his/her Medical Certificate will not be accepted and his/her
admission shall liable to be cancelled.

12. Certificate on Letter head will not be considered in normal course. However, if the
certificates are not issued in the required format by some sports
Organization/Association in a particular game, those cases will be looked after separately
by the screening committee on the recommendation of Campus Sports Department.
13. The Sr. No. 3 (i) and (ii) will not be applicable for Arjuna Awardeee / Rajiv Khel Ratan
Awardee / Padam Shree Awardee / Olympians in any game/sports with the condition that
if such a candidate is successful in getting admission but barred for participation due to
age bar then he/she will coach or groom a team of his expertise for at least five hours a
week without seeking any remuneration.
14. The admission of students under reserved category of sports will be provisional until the
verification of sports certificates from the concerned issuing authority.
15. The D.U.I. has the authority to cancel admission at any time, if it is found that the
candidate has obtained such admission on the basis of a false certificate or incorrect
statement/record.
16. Second Round of Sports Counselling will be conducted on the request of particular
department if the seats remain vacant in the concerned department under the sports
category after exhausting the first sports merit list.

GENERAL INSTRUCTIONS FOR GIVING ANSWERS
ON OMR ANSWER SHEET
1. All questions are to be attempted on the Answer-sheet as per instructions printed on the question booklet and OMR
answer sheet.
2. The Answer-sheet is designed for computer evaluation. Please follow the instructions given on the Answer-
sheet strictly otherwise it may make evaluation by the computer difficult. Any resultant loss to the
candidate on the above account i.e., not following the instructions completely, shall be of candidate only.
3. Each question is followed by four answer choices labelled A, B, C and D. Select the answer you think is the best
response and darken the bubble bearing the correct response label against the serial number of the question. For
example if you think answer to question number 2 is D then mark as follows:

FEE/FUND TO BE PAID AT THE TIME OF ADMISSION
IMPORTANT NOTE:
1. Selected candidates will have to pay the fees on the date notified at the time of counseling.
In case of shifting/ leaving of the Course/ Department, the fee will be refunded/adjusted
later on as per Panjab University rules mentioned in the Handbook of Information.
2. The mode of payment of fee will be notified at the time of Counseling.
3. The candidates will have to pay the exact amount as per Panjab University fee structure
prevailing at the time of admission.
4. Hostel accommodation both for Boys and Girls is available. The seats as per quota would
be allocated to the Department for further allotment to the students on merit basis.
Candidates interested to avail hostel facility, are advised to bring with them an extra
amount of Rs. 10,000/- (Rupees Ten thousand only) approximately for admission in the
hostels.
