Standards of professional practice (SPP) on regular design services
Whomaypractice the regular services? The natural person doing
individual professional practice. The juridical entity doing “group”
professional practice

Limitation to the registration of a firm, company, partnership, corporation, or associationA
firm, company, partnership, corporation or association may be registered or licensed as
such for the practice of architecture under the following condition.Composed of only filipino

RA 9266 SEC 38
Foreign nationals shall secure a spatial or temporary permit prior to assuming the duties,
functions, and responsibilities as architects or consultants. They must meet the following
conditions
- That the foreigner is a citizen of a country which permits the practice of Filipino
professionals
That the foreigner is required to work with a Filipino counterpar. That the
foreigner is legally qualified to practice architecture in his country and that his
expertise is advantageous to our country in the aspects of technology transfer
and specialization

SERVICE
- the architect acts as a client’s advisor
- The work of the architect starts when the client outlines his requirements, which the
architect analyzes and studies
- He then prepares the necessary instruments of service, observes project implementation
- The service ends when the contractor turns over the project to the client
SCOPE OF SERVICES
1. PROJECT DEFINITION PHASE
- Architects consults with the client to ascertain the conceptual framework
- Architect gathers relevant information leading to project definition
- Architects reviews and refines client space requirements and translates them into
an architectural program
- Architect prepares an initial statement of probable construction cost
- payment : 5% of the regular basic fee

2. SCHEMATIC DEFINITION PHASE


- Architect evaluates the client’s program, schedule, budget, and site to propose a
method of project delivery
- Architect prepares design studies leading to a recommended solution

3. DESIGN
​ DEVELOPMENT PHASE
- Architect prepares design development documents consisting of plans,
elevations, sections, and other drawings
- Architect prepares outline specifications to reflect the type of materials and type
of systems to be used (structural, electrical, mechanical, sanitary, electronic,
communications)
- Architect submits an updated statement of probable construction cost to client
- payment : 20% of the regular basic fee

4. CONTRACT
​ DOCUMENT PHASE
- Architect prepares the complete construction drawings
- The architect prepares the technical specifications
- Architect submits 7 sets of construction
- Drawings and technical specifications to the client for purposes of obtaining a
building permit

5. BIDDING / NEGOTIATION PHASE


- The architect prepares the bid documents
- The architect assists the client in establishing a list of prospective contractors for
wading of the construction contract
- The architect furnishes complete sets of bid documents on loan to bidders for an
amount sufficient to cover costs
- The bid documents are the intellectual property of the architect and a bond might
be necessary to assure return of the documents
- The architect respond to questions from bidders
- The architect assists the client in obtaining proposals from bidders in analyzing
the bids, in issuing a notice of award and preparing the construction contract
- Payment: the amount sufficient to bring total payments to 90% of RBF based on
winning bid price or lowest bona fide (in good faith) bid

6. CONSTRUCTION PHASE
- Makes periodic visits to the project site to:
- Familiarize himself with the general progress and quality of work
- Ascertain that the work is proceeding in accordance with contract
documents
- Report to the client defects and deficiencies observed in the work of the
contractor
- Condemn work- failing to conform to the contract documents
- payment : remaining 10% of the RBF based on the final project construction cost

MANNERS OF PROVIDING SERVICES


- Single contract between architect and client with other professionals having a
consultancy contract with the architect
- Architect and other professionals having separate contracts with the client

RECOMMENDED FEES
1. GROUP 1: SIMPLEST UTILIZATION
- Examples: hangars, industrial buildings, parking structures, public markets,
warehouses
- Integrated A&E: 6%
- Architectural services only 3.6%

2. GROUP 2: MODERN COMPLEXITY


- Examples: art galleries, banks, call centers, churches, city halls, college
buildings, malls, office buildings, condominiums, police stations, restaurants, etc
- Integrated A&E: 7%
- Architectural services only: 4.2%

3. GROUP 3: EXCEPTIONAL COMPLEXITY


- Examples: aquariums, nuclear facilities, auditoriums, airports, hospitals, hotels,
laboratories, resort complexities, research facilities, etc
- Integrated A&E: 8%
- Architectural services only: 4.8%

4. GROUP 4: RESIDENCES
- Examples: single detached, single attached, duplex, row, apartment houses,
townhouses
- Integrated A&E: 10%
- Architectural services only: 6%

5. GROUP 5: MONUMENTAL BLDG


- Examples: expo & fair buildings, memorials and monuments, museums
- Integrated A&E: 12%
- Architectural services only: 7.5%

6. GROUP 6: REPETITIVE
- 2nd building: 80% of RBF
- 3rd building: 60% of RBF
- Succeeding: 40% of RBF

7. GROUP 7: HOUSING PROJECT


- From 2nd to 10th unit: 60% of RBF
- From 11th unit and above: 30% of RBF

- Includes: architectural, utility and architectural layouting of engineering systems

- Conceptualizes the entire site development plan including civil works, softscape, and

- Includes: master development planning, subdivision planning and urban design
- Physical planning: orderly arrangement within a property on which vertical
structures as well as horizontal developments are proposed
- Undertake in-depth study of the site’s economic systems, laws, tax structure,
infrastructures, utilities, and components bearing on the project
- Ex: industrial estates, commercial/ religious/ institutional / government / civic
centers, sports complexes, tourist centers, tourism estates, resorts, amusement
parks, educational facilities, residential housing subdivisions

SCOPE OF WORKS
- Translate a multi-dimensional point of view to a two dimensional physical plan
- Lead the physical planning team in the performance of environment studies, feasibility
studies, market analysis, access / movement systems, impact analysis and other
services
- Confer with clients on project requirements, secure sufficient data to generate reliable
projections and analysis
- Examine laws, ordinances, rules, regulations
- Consider best industry practices applicable
- Prepare framework and conceptual master development plans and reports

6. COMPREHENSIVE DEVELOPMENT PLANNING


- Expanded physical planning services
- Covers the range of services from primary data gathering to the formulation of
the master development plan plus the parallel preparation of the environment
impact assessment/ statement
- Heavy emphasis on the non- physical/ non-engineering components of the
development plan (e.g. financial / economic / market demand forecast,
administrative, political, institutional, legal, socio-cultural, environment, etc.)
- The architect needs to be separately qualified and experienced as an
environmental planner

SCOPE OF WORKS
- Identifies existing land use, resources, social behavior, and interaction
- Undertakes environmental analysis, demographic analysis, feasibility studies
- Examines existing laws, ordinances, political / social restraints
- Prepares conceptual development plans, policies, implementing strategies to arrive at
the desired comprehensive / planning solutions

7. ARCHITECTURAL CONSERVATOR/ RESTORATION
- Responsible for providing a full range of services related to the documentation,
assessment and conservation of historic buildings
- Services include: historical research, field investigation, materials testing, report
writing, preparation of construction documents, construction project monitoring

8. SECURITY, EVALUATION, AND PLANNING


- Examination of the physical envelope of the building
- Determination of ease of intrusion and egress routes
- Identification of unsafe conditions
- Preparation of a crisis response plan

9. FACILITIES MAINTENANCE SUPPORT


- Oversee the basic operation and continuous maintenance of facilities
- Repair services (carpentry, plumbing, painting, etc)
- Energy management (indoor, climate control)
- Custodial services (cleaning of high traffic areas, trash pick up and spot
cleaning)
- Landscape services (pest control, irrigation, mowing, maintenance of
trees, shrubs)
- Event support
- Planning, design, and construction

10.​BUILDING TESTING AND COMMISSIONING


- Identifying benchmarks and checklists for success
- Review of design documents
- Verifying all of the subsystems to achieve the project requirements as intended
by the owner and as designed by the building architects and engineers
- Identify issues and discrepancies

11.​BUILDING ENVIRONMENT ASSESSOR


- LEED or BREAM accredited professional
- Manages assessments from feasibility to project completion
- Provide advice to client on the most cost effective route to compliance
- Identify potential carbon emissions savings
- Manage resources, deliverables, budgets on projects

12.​BUILDING APPRAISER
- Separately qualified as a real estate appraiser
- Keeps up to date with market values
- Appraise structures for the purpose of deriving value for selling or buying
- Prepares reports after inspections

13.​OUTSOURCED ARCHITECTURAL WORK


- Schematic design support
- Research and programming
- Construction documentation
- 3D renderings and animation

14.​ARBITRATORS, MEDIATORS, CONCILIATORS


- Separately accredited by the construction industry arbitration commission
- Facilitate communication between parties toward mutual agreement
- Clarify issues, concerns, needs and interests of all parties
- Conduct initial meetings to outline the arbitration process
- Interview claimants, agents, and witnesses to obtain information about the
disputed issues
- Prepare settlement agreements
- Apply relevant laws and regulations to reach conclusions
