NSAI in exercise of the power conferred by section 16 (5) of the National Standards Authority of
Ireland Act, 1996 (No. 28 of 1996) and with the consent of the Minister for Jobs, Enterprise and
Innovation, hereby declare as follows:
1. This instrument may be cited as the Standard Specification (Code of Practice for the procurement
and use of unbound granular fill hardcore material for use under concrete floors) Declaration, 2016.
2. (1) The Specification set forth in the Schedule to this declaration is hereby declared to be the
standard specification for Code of Practice for the procurement and use of unbound granular fill
hardcore material for use under concrete floors.
(2) The said standard specification may be cited as Irish Standard 888:2016 or as
I.S. 888:2016.

Foreword
This Irish Standard has been prepared by the Roads Standards Committee, Aggregates Panel, the secretariat
of which is held by NSAI.
It specifies requirements for post manufacturing operations of unbound granular fill (hardcore) for use under
concrete floors and footpaths such as procurement, haulage, delivery and receipt, storage and handling,
placing, traceability and record management, with the aim of improving the chain of custody within the supply
chain and ensuring the complete traceability of hardcore suitable for this particular end-use, from the original
manufacturer and source to the location where it is incorporated into the works.
Compliance with an Irish Standard does not of itself confer immunity from legal obligations

Introduction
The Report of the Pyrite Panel (June 2012), commissioned by the Minister of the Environment, Community and
Local Government, (Recommendation 15) recommends, inter alia, that in light of the knowledge and experience
gained since 2007 on pyrite a more detailed and specific testing, certification and traceability regime be put in
place for hardcore material for use in buildings and recommends that a standalone specification for hardcore
be developed that covers the performance of the material and the testing requirements at various stages within
the supply chain, and ensures the traceability of hardcore.
S.R. 21:2014 provides national guidance on the use of I.S. EN 13242:2002+A1:2007 and other aggregate
standards. S.R. 21 was revised and published in 2014. The recommendations revised include the performance
requirements, initial type testing, procedures for factory production control (including the on-going testing and
traceability regimes) and the certification of unbound granular fill (hardcore) for use under concrete floors and
footpaths, based on I.S. EN 13242:2002+A1:2007 for this particular end-use and upon experience in use.

1 Scope
This Irish Standard specifies requirements for the procurement and use of unbound granular fill (hardcore) for
use under concrete floors and footpaths, for post manufacturing operations such as procurement, haulage,
delivery and receipt, storage and handling, placing, traceability and record management from the original
manufacturer and source to the location where it is incorporated into the works.

Specification
The specification for hardcore for use under concrete floors and footpaths shall be in accordance with
I.S. EN 13242 and S.R. 21 Annex E.
NOTE 1 S.R. 21 Annex E unbound granular fill (hardcore) materials are as follows:
T0 Struc - Suitably graded structural unbound granular fill (hardcore) material (0/125 mm), for use at depths greater
than 900 mm below the radon barrier/Damp Proof Membrane (DPM).
T1 Struc - Structural unbound granular fill (hardcore) material is an all in graded aggregate (0/32 mm) or gravel
(0/40 mm) to facilitate placing and compactability.
T2 Perm - Suitably graded unbound granular fill (hardcore) material (4/40 mm) to facilitate the free movement of

gas within the hardcore layer.
T3 Blind - Fine aggregate (0/4 mm, GF80), for blinding the top surface of the Annex E granular fill.
NOTE 2 Specific material for other applications within the hardcore layer such as pipe bedding and haunching and
compaction of these should be in accordance with the relevant standard and any national requirements.
Ordering
The builder shall ensure that all unbound granular fill (hardcore) is ordered in accordance with the project
specification and this Standard.
The intended end-use of the unbound granular fill (hardcore) for use under concrete floors and footpaths in
accordance with S.R. 21 Annex E shall be communicated to the supplier in writing.
Methods of supply
There are several methods by which hardcore may be supplied depending on the method of ordering used by
the builder:
It shall be ensured that the material ordered is the material actually received on site and incorporated into the
works. In the interests of traceability and recourse the original manufacturer’s delivery docket shall be furnished
to and retained by the builder.

NOTE 1 Annex A specifies the responsibilities of each party depending on the method of supply through which the
hardcore is ordered.
NOTE 2 Attention should be drawn to regulatory obligations under the Construction Products Regulation (CPR) for
distributors/suppliers of a construction product placing a product on the market under his name or trademark. In this event
the distributor/supplier is considered to be the manufacturer under the CPR and is subject to the obligations of a
manufacturer, see Article 15 of the CPR and Annex A of this Standard for responsibilities of manufacturers.

4.4.1 General
The unbound granular fill (hardcore) should be visually inspected before and/or during placing and compaction.
Sample testing
Where required by the project specification samples for testing should be taken on site. Representative samples
shall be taken in accordance with relevant sampling procedures, see I.S. EN 932-1.
NOTE See S.R. 21 Annex E for criteria for determining the conformity of hardcore .
Where visual inspection or sample testing reveals a non-conformity or suspected non-conformity, appropriate
action as agreed by all relevant parties shall be taken. Appropriate action shall include alerting the manufacturer,
placing the material in quarantine and clearly marking the material as non-conforming, on site.
Materials
The specification for unbound granular fill (hardcore) materials for use under concrete floors and footpaths shall
be in accordance with I.S. EN 13242 and S.R. 21 Annex E, see 4.1.
Where a gas permeable layer is required, T2 Perm material should be used beneath the blinding layer, subject
to a minimum depth of 200 mm, see Figure 1 option (a).
Where a gas permeable layer is required and the occupancy loading is residential loading, T2 Perm material
alone may be used beneath the blinding layer, subject to a depth of 900 mm (max), below the radon
barrier/DPM, see Figure 1 option (b).
Where a gas permeable layer is not required T1 Struc material alone should be used beneath the blinding layer,
see Figure 1 option (c).
When required, T0 Struc may be used from formation level to 900 mm below the radon barrier/DPM.
NOTE Figure 1 shows a schematic of floor construction, where options are permitted, these are subject to the discretion
of the Designer/Specifier
Placing
Placing of unbound granular fill (hardcore) on site shall be carried out in such a manner as to avoid undue
segregation using mainly mechanical means and as outlined in the site-specific Method Statement prepared by
the builder. Placing “by hand” shall be allowed as necessary.
Generally, the overall maximum hardcore bed thickness should not exceed 900 mm depth below the radon
barrier/DPM. However, greater depths may be specified depending on site conditions, settlement potential and
other engineering factors.
Layer thickness
The maximum compacted thickness of either T1 Struc or T2 Perm spread in a single layer shall in all cases be
less than or equal to 225 mm. Depths of either T1 Struc or T2 Perm greater than 225 mm shall be laid in two or
more layers, and the minimum compacted thickness of any such layer shall be 110 mm. Where the compacted
layers of hardcore are of unequal thickness the lowest layer shall be the thickest layer.
The maximum compacted thickness of T0 Struc spread in a single layer shall in all cases be less than or equal
to 250 mm. Depths of T0 Struc greater than 250 mm shall be laid in two or more layers, and the minimum

compacted thickness of any such layer shall be 150 mm. Where the compacted layers of hardcore are of
unequal thickness the lowest layer shall be the thickest layer.
Blinding layer should be of such a thickness that it protects any membrane (e.g. radon barrier, DPM) from
puncture and spread and compacted to a maximum thickness of 50 mm.
Compaction
For small-floor construction e.g. in housing/residential buildings, only relatively small compaction equipment can
generally be used (such as vibrating plate compactor, vibro-tamper or power rammer) due to space constraints
and other factors. Consequently, the maximum layer thickness after compaction is unlikely to be larger than 200
mm.
For other than small-floor construction the appropriate equipment and relevant number of “passes” shall be
selected from Annex B.
NOTE For the purposes of Annex B the number of passes is the number of times that each point on the surface of the
layer being compacted is traversed by the item of compaction plant in its operating mode or struck in the case of power
rammers.
The appropriate equipment and relevant number of “passes” shall be selected from Annex B.
The project specification may specify a performance-based approach for larger developments to achieve the
required level of compaction.
NOTE This may involve a site trial to determine suitability of compaction equipment as selected from Annex B.

Where required by the project specification on-site testing should be carried out to verify that a satisfactory level
of compaction has been achieved.

6.2 The builder’s procurement arrangements for unbound granular fill (hardcore) for use under concrete floors
and footpaths shall ensure traceability from the point of delivery to the location within the works where the
material is incorporated.
6.3 Prior to commencement of placing the unbound granular fill (hardcore) under concrete floors or footpaths
the builder shall:
1) prepare and make available as required a Method Statement detailing at least the following:
a) all manufacturers and sources of unbound granular fill to be incorporated into the works;
b) arrangements for managing and documenting individual stockpiles, where stockpiling on site is
envisaged, to ensure that only material from a single source is stored in any one stockpile;
c) arrangements for recording the precise location within the works where material from each source is
incorporated;
d) a designated person responsible for ensuring that the builder’s Method Statement is implemented on
site. This function shall be retained by the main builder irrespective of whether the work is
subcontracted or the main builder places the unbound granular fill (hardcore).
2) make available where requested, documentation in respect of each proposed source which:
b) provides full details of testing and certification demonstrating compliance of the unbound granular fill
(hardcore) with S.R. 21 Annex E, including a statement of compliance from a Competent Person
(Professional Geologist) as to whether or not the material is suitable for use as unbound granular fill
(hardcore) for use under concrete floors and footpaths.
6.4 The builder shall ensure the Method Statement is fully implemented at all stages of the works.
6.5 The builder shall ensure that each delivery of unbound granular fill (hardcore) material to site is
accompanied by the original manufacturer’s delivery docket and that all original delivery dockets are retained
and available for inspection.
6.6 Each delivery docket shall be checked by the builder to ensure that it includes at least the following
information:
a) designation:

The date on the delivery docket should correspond to the date of receipt on site.
6.7 Suitable records shall be maintained throughout all stages of the production, supply, delivery and placing
processes.
