"Universal Preventive Health Screening Act of 2025"

SECTION 1. Title.
This Act shall be known as the 'Universal Preventive Health Screening Act of 2025.'

SECTION 2. Declaration of Policy.


In recognition of every citizen’s right to quality healthcare, the State shall promote universal
preventive health screening to detect and prevent diseases early. This Act mandates regular
health screening services across all regions to reduce the burden of preventable diseases.

SECTION 3. Definitions.
a. Preventive Health Screening – A medical examination designed to identify potential
health issues before symptoms appear.

b. Health Screening Centers – Government-funded facilities offering free or subsidized


diagnostic tests.

c. Priority Populations – Individuals at higher risk of disease, including children, senior


citizens, and persons with pre-existing conditions.

SECTION 4. Mandatory Health Screenings.


a. Annual Screening Programs – The Department of Health (DOH) shall conduct free annual
health screenings for all citizens, covering:
- Blood tests (cholesterol, glucose, CBC)
- Cancer screening (mammograms, Pap smears, colonoscopy)
- Infectious disease tests (HIV, Hepatitis, Tuberculosis)
- Cardiovascular assessments (blood pressure, ECG)

b. School-Based Screening – All public and private schools shall implement mandatory
student health screening for early detection of malnutrition, anemia, and common
childhood diseases.

c. Workplace Screening – Employers shall provide annual health risk assessments for
employees, with government subsidies for small businesses.

SECTION 5. Establishment of Health Screening Centers.


- The DOH shall establish and upgrade health screening centers in every province,
prioritizing underserved areas.
- Public hospitals shall designate Preventive Health Units for early diagnosis and
consultation.
SECTION 6. Funding and Implementation.
- The government shall allocate funds from the Philippine Charity Sweepstakes Office
(PCSO), PAGCOR, and sin tax revenues for preventive health programs.
- Local government units (LGUs) shall integrate preventive screening into their community
health initiatives.

SECTION 7. Penalties.
- Failure of LGUs to comply with this Act shall result in budgetary penalties or withholding
of health-related funds.
- Employers who do not provide workplace screening shall face administrative fines.

SECTION 8. Final Provisions.


- The DOH shall issue implementing rules and regulations within 90 days of this Act's
passage.
- This Act shall take effect immediately upon approval.
