Smart Cities and Urban Planning

*WHAT IS SMART CITY?

A smart city is a municipality that uses information and communication technologies (ICT) to
increase operational efficiency, share information with the public and improve both the quality of
government services and citizen welfare. A smart city goes beyond the use of digital technologies
for better resource use and less emissions.

In general, a smart city is a city that uses technology to provide services and solve city problems.
A smart city does things like improve transportation and accessibility, improve social services,
promote sustainability, and give its citizens a voice.

Examples:

Zurich, Switzerland

• Zurich is the smartest city in the world based on International Institute for Management
Development (IMD). Zurich has consistently ranked first in the Smart City Index. Other strategic
areas that make Zurich a benchmark smart city include its circular management of waste and
efficient use of energy, digital security, reduction of greenhouse gases, and investment in

healthcare and education systems, which help to reduce the digital divide among citizens.

Smart City in the Philippines:

The City of Cauayan

-was established as the First Smart City of the Philippines on 25 March 2015 by DOST Region 2. A
“smart city” is defined as a place where traditional networks and services are made more efficient
with the use of digital solutions for the benefit of its citizens and business. The goal of a smart city
is to optimize city functions and promote economic growth while also improving the quality of life
for citizens by using smart technologies and data analysis.

*WHAT IS URBAN PLANNING?

Urban planning is the process of developing strategies and policies for the growth and
development of cities and regions. Planners work to balance factors like population growth,
transportation, and environmental sustainability. The goal is to create cities that are sustainable,
attractive, and livable.

Urban planning around the world encompasses a diverse range of practices focused on designing
and managing the development of cities, considering factors like land use, transportation,
infrastructure, housing, environmental sustainability, and community needs, with varying
approaches depending on the region, cultural context, and economic conditions; with some of the
most recognized examples coming from cities like Singapore, Barcelona, and Amsterdam, known

for their well-planned and liveable urban environments.

• What is the purpose of urban planning?

Urban planning is the process of guiding and directing the use and development of land, urban
environment, urban infrastructure, and related ecosystem and human services—in ways that
