A “new direct discharger” is a facility or location that meets the following
criteria:
1) Creates or releases a discharge of pollution
2) The discharge did not begin before the date of August 13, 1979
3) The site is not a “new source”
4) Has not received a finally effective NPDES permit for discharges at
this location
Conventional pollutants are defined by the Clean Water Act, and include
biochemical oxygen demand, total suspended solids, fecal coliform, and
pH.
Priority pollutants are a subset of pollutants defined by the EPA as “toxic
pollutants.”
Nonconventional pollutants are all pollutants that do not fit into the above
categories.
