Core Functions of an Aviation Emergency


1. Command and Control:

2. Communication:
• Maintaining clear and reliable communication channels between all parties involved,
including air traffic control, emergency services, and the aircraft crew.

3. Alert Notification and Warning:
• Promptly alerting relevant authorities and emergency services about the emergency
situation.
• Issuing timely warnings to the public and other aircraft in the area.
4. Emergency Public Information:
• Providing accurate and timely information to the public about the emergency, its progress,
and any necessary actions.
• Managing media inquiries and ensuring a consistent message.
5. Protective Actions:
• Implementing measures to protect people and property from the immediate hazards of the
emergency.
• This may include evacuation, sheltering in place, or other protective measures.
6. Law Enforcement/Security:
• Ensuring the safety and security of the scene of the emergency.
• Coordinating with law enforcement agencies to investigate the cause of the emergency and
to maintain order.
7. Firefighting and Rescue:
• Rapidly responding to fires and other emergencies involving aircraft.
• Providing effective rescue operations to ensure the safety of passengers and crew.
8. Health and Medical:
• Providing medical assistance to those injured in the emergency.
• Coordinating with medical personnel to transport the injured to appropriate medical
facilities.
9. Resource Management:
• Ensuring that adequate resources, such as personnel, equipment, and supplies, are available
to respond to the emergency.
• Managing resources effectively to ensure that the emergency is handled efficiently.
10. Airport Operations and Maintenance:
• Ensuring that airport facilities and services are maintained to support the emergency
response.
• Coordinating with airport personnel to ensure that the airport is able to resume normal
operations as soon as possible.
Organization/Agencies in Command and Control
1. Chief Executive/Airport Manager - Is the primary point of contact for activating the EOC and
ensuring it's ready to handle emergencies. They provide overall direction and guidance for all
response and recovery efforts.
2. Aircraft Rescue and Firefighting – Responds to the scene, establishes Incident Command
Post and performs Incident Command Duties as necessary. Conducts firefighting operations,
handles hazardous materials, scene safety and evacuation.
3. Law Enforcement - Are responsible for maintaining security within the airport environment,
including the investigation of crimes, managing crowds, and ensuring the safety of
passengers and personnel.
4. Public Works – Responds to incidents, as appropriate, directs public work operations,
including debris collection and removal, provides damage assessments, as related to damage
public utilities, and provide emergency power generators with fuel, emergency lighting and
sanitation to emergency responders.
5. Public Information Officer – Handles media functions.
6. Health and Medical Coordinator – Sends a representative to the EOC, if required,
coordinates health and medical assistance, and provides critical stress-management
counseling.
7. Communications Coordinator – Supports communication operations of the EOC.
8. Animal Care and Control Agency – Is responsible for rescuing or capturing of animals that
have escaped from confinement on the aircraft, providing care for injured, sick and stray
animals and disposal of deceased animal.

Emergency Operations Center Working Group


1. Policy Group – Focuses on the overall strategy for the response, as well as overall response
and policy setting.
2. Resource Group – Includes representatives from any responding agency or organization that
can provide resources such as transportation, utilities, and materials.
3. Operations Group – Includes representatives from each agency with responsibilities under
AEP and typically includes police, fire, public works, EMS, and other agencies as dictated by
the incident.
4. Coordination Group – Collects and analyzes data.
