1.0 SCOPE.
1.1 This specification covers the requirements of design, materials, fabrication, factory
testing and delivery, supervision of erection, testing and commissioning of One (1) No.
11KV/433V, 1000KVA, two winding, ONAN cooled Distribution Transformer of low loss
design, complete with all fittings and accessories, first filling of oil and 10% spare oil in
non-returnable drums, required by our client M/s Soma-Bureya JV for their
Shahpurkandi Dam Project.
1.2 It is not the intent to specify completely herein all details of the design and
construction of transformer including all equipment/accessories, materials pertaining
to transformer. However, the equipment shall conform in all respects to standards of
engineering, design and workmanship listed under Clause No. 4.0 below and shall be
capable of performing in continuous commercial operation up to the supplier’s
guarantee in a manner acceptable to the purchaser/ consultant who will interpret the
meaning of drawings and specification and shall have the power to reject any work or
material which, in his judgement is not in accordance therewith. The equipment’s
offered shall be complete with all components necessary for effective, trouble free
and safe operation, such component shall be deemed to be within the scope of
vendor’s supply, irrespective of whether those are specifically brought out in this
specification and/ or, the commercial order or not.
2.0 SITE CONDITIONS
2.1 The equipment to be supplied against this specification shall be suitable for
satisfactory continuous operation under the following tropical conditions.
a) Design Ambient Air Temperature : 45°C.
b) Relative Humidity : 89%
c) Maximum Altitude above MSL : 1000M.
d) Atmosphere : Chemical / Polluted
3.0 ELECTRICAL SYSTEM.
3.1 The electrical system particulars shall be as given in the enclosed Data Sheet.

5.0 CONSTRUCTION
5.1 The transformer tank shall be made from high grade plate steel, suitably reinforced by
means of stiffeners made of structural steel sections. All seams, flanges, lifting lugs,
braces and other parts attached to the tank shall be welded. The interior of the tank
shall be cleaned by shot blasting and painted with two coats of heat resistant and oil
insoluble paint. Adequately sized manholes shall be provided for easy inspection and
maintenance. All joints which may have to be opened from time to time in the course
of operation shall be of a design to permit them to be made easily oil tight in
reassembly. Steel bolts and nuts exposed to atmosphere, shall be galvanized. The
tank cover shall be suitably sloped so that it does not retain rain water. Base shall be
suitably reinforced to prevent any distortion during lifting. Base channels shall be
provided with skids and pulling eyes to facilitate handling.
5.2 Transformer of rating above 500KVA shall be equipped with detachable or separately
mounted radiator banks. Transformers of rating 500KVA and below shall be provided
with fixed type radiators.
5.3 When transformers are provided with separately mounted radiators, flexible joints
shall be provided on the main oil pipes connecting the transformer tank to the
radiator banks to reduce vibration and facilitate erection and dismantling. The
interconnecting pipes shall be provided with drain plug and air release vents.
5.4 The transformer tank, radiators and conservator shall be designed taking into account
the loss of thickness due to shot blasting.
5.5 All surfaces to be painted shall be thoroughly cleaned, descaled, made free from dust
and given a primer coat or rust resisting paint followed by two finishing coats of
Approval Shade. Type of paint shall be epoxy or synthetic enamelled to specified in
Data sheet.
6.0 PERFORMANCE REQUIREMNTS.
6.1 Transformers shall operate without injurious heating at the rated KVA at any voltage
within + 10percent of the rated voltage of that particular tap.
6.2 Transformer shall be capable of delivering the rated current at a voltage equal to 105
percent of the rated voltage without exceeding the limiting temperature rise.
6.3 Transformers shall be designed with particular attention to the suppression of
harmonic voltage, especially the third and fifth, so as to eliminate wave form
distortion and any possibility of high frequency disturbances reaching a magnitude as
to cause interference with communication circuits.
6.4 The Purchaser’s Representative reserves the right to reject the transformer if the
same does not meet the specification requirement subject to tolerance as per relevant
IEC. The rejected transformers shall be replaced by transformers complying with the
requirements to this specification at the Suppliers’ cost.
7.0 TERMINALS & MARSHALLING BOX
7.1 Windings shall be brought out and terminated on outdoor bushing OR cable boxes OR
bus- duct chamber as specified in the data sheet.
7.2 Primary winding terminals and secondary winding terminals shall be located at 90
degree to each other OR on opposite sides as specified in the data sheet.
7.3 When outdoor bushings are specified, they shall be supplied complete with adjustable
spark-gap and terminal connectors suitable for specified conductor size.
7.4 Cable boxes shall have sufficient space for segregating the cable cores and to give
adequate clearance in air between bare conductors at the terminals. Cable boxes shall
be supplied with tinned copper non-soldering type cable lugs and armour grips when
specified in the data sheets. Cable boxes shall be equipped with disconnecting
chamber. Cable boxes for the termination of high voltage PVC cables shall be of
adequate size to accommodate epoxy end seals. Such cable boxes should also have
arrangement for grounding the armour of PVC armoured cables inside the cable box.
Where PVC cables are used, cable boxes shall be suitably dimensioned to accept PVC
end terminations.
7.5 For single core cables, gland plate shall be of non-magnetic material.
7.6 Terminal chamber for bus-duct termination shall have a gasketed cover plate bolted to
it. A separate inspection cover shall be provided to facilitate connection and
inspection.
7.7 Marshalling box shall be dust-proof, verminproof and weatherproof. All protective
devices of the transformer and neutral CTs shall be wired by means of PVC insulated
armoured cables upto the marshalling box. Terminals shall be of Elmex/Equal.
Removable gland plate (2.5 mm CRCA) shall be provided.
7.8 Where specified in the data sheet, extra neutral bushing of appropriate voltage and
current rating shall be provided for grounding of the transformer neutral. From this
bushing, 2Nos. 50 x 6 mm Cu. strips shall be brought down upto the base of the
transformer duly supported on 11KV grade pin type insulators.
8.0 COOLING.
8.1 Type of cooling shall be either ‘ONAN’ or ‘ONAF’ as specified in the data sheet.
8.2 In case of Forced Air Cooling, a separate control panel shall be installed near or on the
transformer. Control panel shall be of weatherproof construction and shall
accommodate starters for cooling fan motors, auto / manual selector switches,
winding temperature indicator with separate alarm and control contacts, internal
wiring and cable glands for external cable connections. Contacts shall be provided for
remote indication / alarm for following operating conditions:
a) Auto / Manual selection.
b) Winding over temperature.
c) Fan ‘ON’ (Separate for each fan)
d) Fan ‘Trip’ (Separate for each fan)
Cooling fans shall be of rust-proof construction with wire guard and totally enclosed
weatherproof induction motors complete with mounting / supporting structure.
These shall be suitably sized to limit the temperature rise of the transformer to
specified values with continuous maximum loading and maximum ambient
temperature.
9.0 OIL
9.1 Transformers shall be supplied with first filling of mineral oil and 10% extra oil in non-
returnable sealed drums. The oil shall conform to relevant IEC.
10.0 ACCESSORIES
Accessories as specified on the data sheet shall be included in the scope of supply.
Following points shall specifically be noted.
10.1 Conservator shall be complete with oil filling plug and cap, oil drain valve, purging
device and plain oil level gauge in addition to magnetic oil level gauge if specified in
the data sheet.
10.2 Explosion vent shall be rotatable in all directions and provided with sight glass and
equaliser pipe connection.
10.3 Bottom drain valve shall be of suitable diameter so as to drain off 90% of the oil in ten
minutes.
10.4 Thermometer pocket shall be complete with mercury in glass thermometer (0-120
Deg.C)
10.5 Separate buchholz relay shall be provided for main tank and OLTC (if provided)
chamber. Buchholz relay in main tank shall be of double float type with separate
normally open trip and alarm contacts. For the OLTC chamber the relay shall be of
single float type with one normally open contact. Isolating valve shall be on either
side and distance piece shall be supplied.
10.6 Oil temperature indicator shall be 6” dial type with two normally open contacts for
tripping, alarm and control.
10.7 Winding temperature indicator shall have two separate normally open contacts for
tripping and alarm.
10.8 Inspection manhole in the cover.
10.9 Jacking pads and two sets of lifting lugs – one for complete transformer and other set
for top cover with core and coil assembly shall be provided. Tank shall be designed for
full vacuum and shall be pressure tested.
11.0 CORE AND WINDINGS
11.1 Transformer shall be double wound, core type with high grade, non-ageing, cold rolled
grain oriented silicon steel laminations coated with insulation varnish and clamped to
minimize vibration and noise. Each lamination shall be coated with insulation which is
unaffected by the temperature to be attained by the transformer during service. Care
should be taken to insulate core fastening bolts to reduce losses and avoid hot points.
All parts of magnetic circuit shall be bonded to earth system.
11.2 Core lamination shall be annealed and burrs removed after cutting. Cut edges shall be
insulated.
11.3 The frame work and clamping arrangements of core and coil shall be securely earthed
inside the tank by copper strap connection to the tank.
11.4 The core and coil assembly shall be dried out and impregnated under vacuum.
11.5 Windings shall be of suitably insulated copper wire or strip and shall be designed and
suitably braced to withstand the specified thermal and dynamic short circuit stresses.
12.0 TAPPINGS AND CONTROL
These shall be provided on high voltage side to get constant voltage on LV side and
connected to off-circuit or on-load tap changing gear as specified on data sheet.
Under conditions of external short circuit, the tap changing equipment must be
capable of carrying the same current as the winding.
12.1 On Load Tap Changer (OLTC):
12.1.1 The OLTC gear shall be designed to complete successfully tap changes for the
maximum current to which transformer can be loaded i.e., 150% of the rated current.
Devices shall be incorporated to prevent tap change when the through current is in
excess of the safe current that the tap changer can handle. The OLTC gear shall
withstand through fault currents without injury.
12.1.2 When a tap change has been commenced it shall be completed independently of the
operation of the control relays and switches. Necessary safeguard shall be provided to
allow for failure of auxiliary power supply or any other contingency, which may result
in the tap changer movement not being completed once it is commenced.
12.1.3 Oil in compartments which contain the making and breaking contacts of the OLTC shall
not mix with oil in other compartments of the OLTC or with transformer oil. Gases
released from these compartments shall be conveyed by a pipe to a separate oil
conservator or to a segregated compartment within the main transformer
conservator. A Buchholz relay (coil surge relay) shall be installed in the above pipe.
The conservator shall be provided with a prismatic oil level gauge.
12.1.4 Oil in, compartments of OLTC which do not contain the make and break contacts, shall
be maintained under conservator head by valve pipe connections. Any gas leaving
these compartments shall pass through the Buchholz relay before entering the
conservator.
12.1.5 Oil filled compartments shall be provided with filling plug, drain valve with plug, air
release vent, oil sampling device, inspection opening with gasketed and bolted cover
with lifting handles.
12.1.6 OLTC driving mechanism and its associated control equipment (Local) shall be
mounted in an outdoor, weather-proof cabinet with IP55 protection which shall
include:
i) Driving motor (415V, 3Phase, 50Hz. AC squirrel cage)
ii) Motor starting contactor with thermal overload relays, isolating switch and HRC
fuses.
iii) Duplicate sources of power supply with automatic changeover from the running
source to the standby source and vice versa.
iv) Control Switch : Raise / off / Lower (Spring return to normal type)
v) Remote / Local selector switch (maintained contact type)
vi) Mechanical tap position indicator showing rated tap voltage against each
position and resettable maximum and minimum
Indicators.
vii) Limit switches to prevent motor over-travel in both direction and final
mechanical stops.
viii) Brake or clutch to permit only one taps change at a time on manual operation.
ix) Emergency manual operating device (hand crank or hand wheel)
x) A five digit operation counter.
xi) Electrically interlocked reversing contractors (Preferably also mechanically
interlocked)
xii) 240V, 50 Hz. AC space heater with switch and HRC fuses.
xiii) Interior lighting fixture with lamp, door switch and HRC fuses.
xiv) Gasketed and hinged door with locking arrangement.
xv) Terminal blocks, internal wiring, earthing, terminals and cable glands for power
and control cables.
xvi) Necessary relays, contactors, current transformers etc.
12.1.7 Control Requirements for OLTC:
The following electrical control features shall be provided:
i) Positive completion of load current transfer, once a tap change has been
initiated, without stopping on any intermediate position, even in case of failure
of external power supply.
ii) Only one tap change from each tap change impulse even if the control switches
or push button is maintained in the operated position
iii) Cut-off of electrical control when manual control is resorted to. Cut-off of a
counter impulse for a reverse tap change until the mechanism comes to rest and
resets the circuits for a fresh operation.
iv) Cut-off of electrical control when it tends to operate the tap beyond its extreme
position.
12.1.8 Automatic Control of OLTC:
Automatic OLTC Control shall include the following items:
i) Voltage setting device
ii) Voltage sensing and voltage regulating devices.
iii) Line drop compensator with adjustable R and X elements.
iv) Timer 5-25 seconds for delaying the operation of the tap changer in the first step
for every tap change operation.
v) Adjustable dead band for voltage variation.
12.1.9 RTCC Panel: –
The OLTC remote control equipment shall be suitable for 24V DC supply and shall be
housed in an indoor sheet steel cubicle to be located in a remote control room. The
RTCC shall comprise of rigid welded structural frames made of structural steel section
or of pressed and formed cold rolled steel and frame enclosures, doors and partitions
shall be of cold rolled steel of thickness 2mm. Stiffeners shall be provided wherever
necessary. All doors, removable covers and plate shall be gasketed all around with
neoprene gasket. Panel shall be dust, weather and vermin proof providing degree of
protection of IP54. Colour of finish shade for interior and exterior shall be glossy
white and Siemens grey RAL-7032 respectively. Earthing bus shall be of 50 x 6 mm
copper. Following (not limited), equipment/ components shall be provided in RTCC
i) Control switch : Raise/Off/Lower.

12.2 Off Load Tap Changing Mechanism for Auxiliary Transformer
Off circuit tap changing mechanism shall comprise the following
a. Operating handle of wheel, accessible from ground level.
b. Tap position indicator.
c. Pad locking arrangement.
d. The tap-changer connections and contacts shall be accessible through an
access hole having a bolted gasketed cover.
13.0 NOISE
13.1 The noise level of transformer will not exceed more than 5db over the specified NEMA
Standards.
14.0 INSPECTION AND TESTING.
Purchaser’s representative shall be given free access in the works from time to time
for stage wise inspection and progress reporting. Two weeks advance notice shall be
given to witness the final routine test as per relevant IEC and other tests as agreed
upon. These tests shall be performed on the complete assembly at manufacturer’s
works. One transformer of each rating shall be subjected to heat run tests if specified
on data sheet. Test certificates duly signed by purchaser’s representative shall be
issued as part of final document.
15.0 DRAWINGS AND DOCUMENTS
15.1 Vendor shall submit following information / drawings along with the bid.
a) Clause wise deviations, if any
c) G.A drawings of Transformer including marshalling box, cable boxes with
disconnecting chamber.
d) Total weight of transformer including all accessories
e) Total weight of oil.
f) Performance particulars of the transformer as called for in part of C of the data
sheet.
15.2 Within two (2) weeks of the letter of intent/Purchase order, vendor shall submit three
(3) sets of the following drawings for purchaser’s approval.
a) G.A drawing of transformer showing plan, elevation and end view complete with
dimensions with all fittings and accessories, locating dimensions of cable entries,
foundation/floor fixing details, jacking pads and weights of the following;

Cable boxes, (HV & LV)
Disconnecting Chambers
b) Bushings plan, elevation, terminal details, mounting details, make and type
number, current and voltage ratings, creepage distances and principal
characteristics.
c) HV & LV cable box details.
d) Schematic circuit diagram and detailed wiring diagram with terminal details of
marshalling box, cooling control panel and RTCC Panel (as applicable)
e) G.A of marshalling box
f) Rating and Diagram Plate details.
15.3 Six (6) sets of final drawings incorporating Purchaser’s comments shall be submitted
for Purchaser’s reference and records before inspection.
15.4 Six (6) sets of Routine Test Certificates (and Heat Run Test Certificates, if applicable)
and ‘Erection & Maintenance Manual’ shall also be submitted for purchaser’s
reference and records before despatch of the transformers.
16.0 MAKES OF COMPONENTS.

17.0 LOSS EVALUATION
17.1 The transformer shall be tested in accordance with relevant IEC. Vendor shall be
penalised, if ‘No Load Losses and Full Load losses” measured during testing are in
excess of the guaranteed figures indicated in Data Sheet Part A.
18.0 PACKING
18.1 Transformers with all accessories shall be despatched to site packed in wooden crates
wherever applicable. It shall be wrapped in polyethylene sheets before putting in
crates and it shall be ensured that damage to the equipment does not occur during
handling/transportation. The manufacturer has to note the limitations of transporting,
package dimensions and weights for transportation over the railways/public transport
as notified in the tender and should take the responsibility of transporting the units to
site.
19.0 QUALITY ASSURANCE PLAN
19.1 The supplier shall invariably furnish the following information along with his offer,
failing which the offer shall be liable for rejection.
a) Statement giving list of important raw materials, names of sub suppliers for the
raw materials, list of standards according to which the raw materials are tested,
list of tests normally carried out on raw materials in the presence of Vendor’s
representative, copies of test certificates.
b) Information and copies of test certificates as in (a) above in respect of bought out
items.
c) List of manufacturing facilities available.
d) Level of automation achieved and list of areas where manual processing exists.
e) List of areas in manufacturing process, where stage inspection are normally carried
out for quality control and details of such tests and inspection.
f) Special features provided in the equipment to make it maintenance free.
g) List of testing equipment available with the Vendor for final testing of equipment
specified and test plant limitation, if any, vis-à-vis the type, special acceptance and
routine tests specified in the relevant standards. These limitations shall be very
clearly brought out in ‘Schedule of Deviations’.
19.2 The supplier shall within 30days of placement of order, submit the following
information to the purchaser.
a) Name of the raw materials as well as bought out accessories and the names of
sub-suppliers selected from those furnished along with the offer.
b) Type test certificates of the raw materials and bought out accessories.
c) Quality Assurance Plan [QAP] withholds points for purchaser’s inspection. The QAP
and hold points shall be discussed between the purchaser and the supplier before
the QAP is finalized.
19.3 The supplier shall submit the routine test certificates of bought out items and raw
Materials at the time of routing testing of the fully assembled equipment.

26 Penalty
If the measured losses on the transformer are found to exceed guaranteed loss
figures by more than + 10% tolerance permitted the following penalties will be levied
on the vendor.
No load loss 2600 USD for every KW in excess of the tolerance on
Guaranteed losses.
Aux. loss 2250 USD for every KW in excess of the tolerance on
Guaranteed losses.
Load loss is computed as the difference of total losses (including auxiliary losses) at

6) Transformer tank and marshalling box top surface shall be provided with gentle slope
to prevent water accumulation
7) Conservator drain valve to be provided with extension pipe to bring down the draining
point to a lower level.
8) One (1) No. 10 Litre tin of paint used for painting of the transformer shall be supplied
free of cost for touching up at site.
9) While quoting loss figures for no-load and load losses, it shall be indicated specifically
whether the figures are inclusive or exclusive of BIS tolerance.
10) Orientation of cable boxes shall be indicated to successful vendor.
11) Noise level of transformer shall be less than 80 dB.

PART - D: INSTRUCTIONS TO BIDDERS.
1. Tender shall be submitted in duplicate along with complete description literatures
within a period of one week. Incomplete tenders are liable to be rejected.
2. Prices quoted shall be based on Ex-Works Basis.
3. Prices quoted shall be firm till delivery.
4. All applicable taxes, duties and octroi if any, shall be indicated separately in the
tender.
5. Terms of payment shall be indicated as follows;
5.1 Advances against Bank Guarantee.
5.2 Against despatch documents.
5.3 Against Performance Bank Guarantee after commissioning.
6. Delivery of the equipment covered in the specification shall not exceed specified time.
In case, delivery is delayed, liquidated damages acceptable to the Tenderer shall be
indicated in the tender. Please note that the delivery is the essence of this tender.
7. The equipment to be supplied against this enquiry shall conform in all respects to the
enclosed technical Specifications and associated data sheets. Deviations, if any, shall
be listed clause by clause. In the absence of specific mention, it will be presumed that
the tender submitted is in total conformity to the technical specification and
associated data sheets.
8. If any component needs to be imported the same shall be done by the Tenderer with
his own import licence. BEAS will not furnish any import licence.
9. Wherever relays are involved and relays being long delivery items, Tenderer shall
make all arrangements to ensure that the relays are obtained by him well in advance
so that the total equipment are delivered within specified time.
10. Tenderer shall quote extra prices for the following optional services which may or may
not be availed by BEAS.
a) Lump sum charges for testing and commissioning.
11.0 Equipment shall be delivered to Indonesia through Sea-route. Packing shall be
done accordingly.
