This Operating Manual is a reference guide for the men and women who
safely keep prisoners confined in national prisons. It is hoped that the Manual
will also serve as a useful source of information for students of corrections.
I am confident that the Manual will ensure the uniform and humane
treatment of national prisoners and the orderly operation of penal
establishments under the administration of the Bureau of Corrections.

FOREWORD
There have been numerous developements in the field of correctionssince
the Rules for the Treatment of Prisoners were approved by then Secretary 0f 4
Justice Jesus G. Barrera on 07 January 1959.
These developements have made it necessary to review said Rules to make
them more responsive to the problems which confornt the administrators of the
national penal system.
This Manul placed in one body the numerous laws, as well as the
issuances of the Department of Justice and other agencies which -deal with
the administration of prisons and the treatment of inmates. The Manual
includes an updated version of the 1925 Code of Orders for custodial officers
Its provisions reflect the more humane and enlightened philosophy which
characterizes modern corrections.
It is hope that this Manual wiU provide the custodial and other personnel
of the Bureau of Corrections with a handy tool to effectively perform their
assigned tasks.

Operating Manual is hereby adopted for the guidance and observance of the custodial and
other personnel of the Bureau of Corrections:

PART -1. GENERAL PROVISIONS

SECTION 1. Purpose of confinement - A person is committed to prison -
a. to segregate him from society; and
b. to rehabilitate him so that upon his return to society he shall be a
responsible and law-abiding citizen.
SECTION 2. Basic Principles - The rules on the admission, custody and
treatment of inmates -
a. seek to promote discipline and to secure the reformation and safe
custody of inmates.
b. shall be applied impartially, without discrimination on grounds
of race, color, sex, language, religion or other opinion, national or
social origin, property, birth or other status.
c. shall be enforced with firmness but tempered with understanding.
SECTION 3. Definition of terms - As used herein, unless the context otherwise
requires-
a. “Prison” refers to a penal establishment under the control of the
Bureau of Corrections and shall include the New Bilibid Prison,
< the Correctional Institution for Women, the Leyte Regional Prison
and the Davao , San Ramon, Sablayan and Ihawig Prison and
Penal Farms;
b. “Competent authority” shall refer to the Supreme Court, Court
of Appeals, Regional Trial Court, Metropolitan Trial Court,
Municipal Circuit Trial Court, Sandiganbayan, Military Courts,
House of Representatives, Senate, Commission on Elections.

SECTION 23. Time for burial. - The burial of a death convict shall be held
immediately after execution in a common graveyard for inmates. In case the cadaver of the
convict is claimed by his relatives, his burial shall held not later than three(3) days after
his body was released.
PART VII. FINAL PROVISIONS
SECTION 1. Repealing clause. - any or all rules or parts thereof which are
inconsistent with the provisions of this manual are hereby repealed or modified accordingly.
SECTION 2. Separability clause.-The provisions of this manual
are hereby declared to be separate. If one or more of its provisions are held invalid, the
validity of the other provisions shall not be affected thereby.
SECTION 3. Effectivity. - This manual shall become effective fifteen (15)
days after its publication in a newspaper of general publication. mi.
