1. General

The Mobile elevating Working platform (MEWP) is intended for use in

maintenance works by positioning personnel, along with their necessary
tools and materials, at working locations. Use of the MEWP without out-
triggers and full maneuverability in all working conditions shall be highly
preferred.

Capacity requirements (SWL): Minimum 230 Kg unrestricted payload in

all working conditions (this includes 2 persons) to the maximum height
and/or to the maximum outreach.

1.1. Scope of work

The following specifications represent the requirements for the supply of

the Mobile elevating Working platform (MEWP): design, fabrication,
transportation, supply, test, maintenance and warranty.

The contractor shall furnish all appliances and/or accessories that are
necessary for the proper performance of the MEWP, whether detailed or
not in the drawings, called for in the specifications, or shown on the data
sheet.

The Mobile elevating Working platform (MEWP) – Design calculation,

stability criteria, construction safety, examination and testing shall
confirm the CE EN 280: Last edition.

1.2. Location of use

The Mobile elevating Working platform (MEWP) shall serve in the port
of Haifa.

1.3. Climate and meteorology

The climate at the places of use is characterized by a typically

Mediterranean sub-tropical climate. The mean annual temperature is 22˚C,
the coldest months are Jan. and Feb. (mean daily temperature of 16˚C) and
the warmest month is Aug. (mean daily temperature of 29˚C).

Relative humidity values are relatively constant throughout the years with
monthly averages ranging from 50% to 85%.

3.1. Operational features

The Mobile elevating Working platform (MEWP) shall have the

following features:

3.1.4. Functional features

 Controls shall be of the proportional type.

 Self -leveling platform (TMR).
 Driving of the MEWP shall be possible with the boom up in any
position (TMR).
 Speed limiting of travel when the boom/jib/platform is not in stowed
position will be automatic.
 The platform will be fitted with overload sensor for any boom angle
and reach (TMR).
 All controls operation shall be possible from the working platform
(TMR).
 All control operation shall be possible from the ground control box
except travelling (TMR).
 Main hydraulic pump and the drive system will be self-locking in case
of power loss (TMR).
 Auxiliary means of lowering, retracting and rotating in event of
primary power loss. The type should be specified - mechanical (by the
hydraulic manifolds)/electrical via batteries (TMR).
 Tilt indicator light and alarm for long travelling (TMR).
 All motion alarm.

3.1.5. Ground to platform communication system

 Ground to platform, two way communication system for safe and

efficient operation (TMR).
 The communication system should meet the following requirements:
o Heavy-duty industrial intercom for outdoor
applications fully integrated at the MEWP.
o Dust and water-tight housing (min. IP65 enclosure).
o Speaker with a superior sound quality.
o Balanced output line with noise free feature.
o Battery operated units are not allowed.

3.1.6. Additional features
 Traveling and platform work lights.
 Flashing beacon.
 Airline to platform (1/2 in. quick connection) (TMR).
 Tool tray on the platform.
 Hour meter.
 Horn.
 Platform swinging gate.
 Swing out engine tray.
 Analyzer for programming and troubleshooting of the MEWP (2 units)
or on-board full diagnostic and engine monitoring display shall be
provided. (TMR).
 Hostile environmental package (TMR).
 Operator active or passive protective system (on the platform) (TMR).

3.2. Limit Switches

Limit switches shall be integrated in the MEWP and provide the following
minimum functions:
 Prevent / Block the hoisting and extracting unless all safety
demands are fully achieved.
 Limiting all movements of the MEWP according to the designed
characteristics.

3.3. Indications

Indication signals shall be provided and installed on both control panels,

displaying the status and the working condition of the MEWP.

3.4. Capacity board and number

Capacity boards showing the SWL of the MEWP and other identification
data, such as serial number and port number, shall be mounted on both
sides of the Engine-Powered MEWP.

3.5. Additional accessories

All necessary accessories and special tools for safe working and
maintenance will be provided according to the national law, regulations
and standards.

4. Design Criteria

4.1. General

The MEWP shall conform to all the relevant Israeli rules and standards
including the latest revisions of the Israeli Directives and Standard for
Mobile Elevating Work Platform (MEWP).

In case of any difference between standard/code demands and this

specification, the contents of the standard will prevail.

The structure, mechanical system, electrical equipment, hydraulic system,

etc. shall be sized and designed for operation in ambient temperature
range of –5˚C to +50˚C and relative humidity of 85%.

4.2. Hydraulic system

The MEWP motions shall be accomplished using hydraulic cylinders and

hydraulic motors. The hydraulic power pack shall be installed as a whole
on heavy-duty shock absorber mounting.

The system shall be failure safe to prevent any unintended motion or

sagging in case of failure in the hydraulic system.

4.3. Electrical system

The electrical components, terminals, cables and wires shall have

markings as commonly practiced in electrical system.

Limit switches shall be of a heavy duty type.

The E. boxes will not protrude outside of the structural lines.

4.4. Paint System and Corrosion protection

The paint system shall be suitable to withstand weather conditions &sun

radiation in Israel see par. 1.3.

The supplier shall use materials to minimize corrosion and subsequent

maintenance as a result of corrosion.

 4.5. Maintenance consideration.

The MEWP shall be designed for a minimum frequency of the periodic

preventive maintenance.

Special attention shall be given to topics such as accessibility for

inspection and maintenance and easy procedures for replacements of the
various components.

All bolted connections shall be positively secured to withstand the

vibrations and shocks inflicted during operation.

5. Quality assurance and quality control (QA &QC)

5.1. Quality control

The supplier must include in the supply a proven quality control and
quality assurance system that will ensure the quality of the MEWP. The
quality control system must follow ISO 9001 guidelines.

5.2. Quality assurance

The supplier shall be responsible for providing the necessary Quality

Assurance and Quality Control procedures, maintaining continual
surveillance and inspection activities during the entire periods of the
Fabrication and Testing. Inspections report and tests to be provided to the
HPC during the fabrication period and before shipment of the MEWP.

Test and inspection reports shall be furnished for at least:

(a) Engine (including engine protection system)
(b) Hydraulic motors/pumps, pack and cylinders.
(c) Brakes.
(d) Safety devices.

6. Technical documentation

The following technical manuals shall be provided .Total of two (2) hard copies and
one (1) copy on magnetic media (USB memory stick or CD-ROM) shall be provided
sixty (60) days after issue of purchase order.

Items No. 6.1 till 6.10 shall be provided also with the proposal only in English
language:

6.1. Operation manual in English.

6.2. Safety instruction in Hebrew.
6.3. Maintenance manual in English.
6.4. Repair and overhaul manual. (Engine, transmission, drive
axles, steering etc…).
6.5. Complete and comprehensive Parts Catalogue (including
pictures if applicable) manufacturer P/N and OEM P/N.
6.6. Engine operation and maintenance manual.
6.7. Engine overhaul manual.
6.8. Engine parts catalogue.
6.9. Maintenance/repair manuals and parts catalogue for other
repairable components if were not included in the MEWP
manual.
6.10. Supplier shall submit a quoted (including prices)
recommended spare parts list. The list should be cover all
spare parts consumption for 3 years operation, based on 500
working hours and shall include at least the following
Information: Manufacturer P/N, description, quantity required.

Note: the supplier can combine one or more manuals into one volume.

6.11. All spare parts lists to be provided in "Excel" format. Data

files in digital media shall contain the following information:
 Material catalog (Information as: Material catalog
number, Description, Unit of measurement, Material
type…)
 BOM (Bill of materials)
Final files structure form and files format would be delivered to
the supplier by HPC fifteen (15) days after issue of purchase
order.
Spare parts (final) file is a subject to HPC approval.

 6.12. Manufacturer shall prepare the MEWP periodic maintenance
instructions for 3 years operation, based on 500 working hours
per year.
 Periodic maintenance manuals will include "maintenance
instructions" as a "Check Mark" lists for all instructed
maintenance tasks.
 Periodic maintenance manuals will be prepared in a
Hebrew language.
 Periodic maintenance manuals will be divided to a tree
main chart - electrical, mechanical and lubrication periodic
maintenance instructions.
 Periodic maintenance instructions will meet the following
frequencies, based on 500 working hours per year.
o Monthly
o Tri-monthly
o Semi-annually
o Annually
o Multi yearly
 Each of these instructions should include a breakdown of
the spare parts used for each interval including the quoted
cost of these spare parts.
Periodic maintenance manuals are a subject to HPC
approval.

7. Training of operators and maintenance personnel

The supplier shall provide operators and maintenance personnel training

in HPC Israel. All instructors should be qualified and experienced
technicians.

7.1. Operator training – two (2) sessions of the HPC training

division personnel in performing safe and efficient operation
of MEWP.
Every session shall last at least two (2) days.

7.2. Maintenance personnel training – four (4) sessions of

mechanical and electrical technicians in performing routine
maintenance, fault monitoring, troubleshooting by using
necessary diagnostic scanners or any other necessary
equipment.
Each group (session) will contain combination of several
electricians and several mechanics technicians.
Every session shall last at least five (5) days.

 7.3. Lubrication crew training – one (1) session of lubrication
training in performing routine lubrication program of the
MEWP.
The session shall last at least one (1) day.

Each of the aforesaid trainings will include: Classroom training and

on the job training.

7.4. The manufacturer will submit a detailed training program as

well as training booklets etc. - sixty (60) days after issue of
purchase order.

8. General instructions

The listed capacities, dimensions and ratings are only indicative. The
supplier shall propose his standard equipment to be as near as possible to
the listed capacities, dimensions and ratings. The supplier shall submit
with his proposal detailed specifications for the MEWP. The manufacturer
shall provide with his proposal a list of all standard equipment that is not
included in the proposal price.

9. Data to be submitted with the proposal

9.1. MEWP technical specification.
9.2. MEWP general arrangement drawing.
9.3. Completely filled out summarized mandatory list of TMR`s
(Attachment A).
9.4. The supplier shall return a copy of this specification and note
at the end of each paragraph if the offered equipment complies
or not with this specification.
9.5. Operation manual.
9.6. Safety instruction.
9.7. Maintenance manual.
9.8. Parts Catalogue.
9.9. Recommended spare parts list.
9.10. List of locations where the suggested MEWP model (or
equivalent) can be seen in Israel or abroad, including POC
detail.
9.11. Local service station\representative's in Israel - certificates
from the manufacturer.

 9.12. Authorized workshop certificate approved by ministry of
transportation in Israel for repairs and maintenance of MEWP,
and / or agreement with such workshop.

10. Final tests and Acceptance

The Mobile elevating Working platform (MEWP) shall be tested at the

supplier premises and in the port together with HPC's representative to
demonstrate conformance to the specification and functioning.
The following tests shall be performed:

10.1. Checking and repairing of voyage damages.

10.2. Visual test and Complete equipment checkup..
10.3. Load test according to latest revisions of the Israeli Directives
and Standard for MEWP.
10.4. Bursting safety factor for all hydraulic components according
to latest revisions of the Israeli Directives and Standard for
MEWP.
10.5. Certification test by an authorized inspector according to the
regulation in Israel. A corresponding certificate shall be
provided.
10.6. Functional test.
10.7. Normal operation test - running the MEWP for twenty one
(21) days in a trouble free manner in real operational
conditions. Test will commence within twenty one (21) days
from the formal bidders declaration date stating that the
MEWP is in full operation state.

Acceptance certificate will be issued after successful completion of the acceptance

tests, training, submission of documentation and the establishment of a service
company in Israel.

11. Warranty

11.1. Warranty Periods

The warranty period shall be twenty-four months (24) or 1,000 working

hours whichever occurs first from the issuance date of the acceptance
certificate. This warranty includes structural electrical, hydraulic and
mechanical defects, fatigue failure etc.

 11.2. Local Service station

The supplier should be certificated by the manufacturer as authorized

local service station\representative's in Israel.
The supplier should have authorized workshop approved by ministry of
transportation in Israel for repairs and maintenance of MEWP, and / or
agreement with such workshop.
Relevant documents (certificates from m.o.t and / or agreement) should be
submitted (TMR).

The local service station will be responsible for the repair of faults and
defects discovered during the warranty period, which are beyond the
normal routine maintenance, including the structure, electrical, hydraulic
and mechanical systems and inclusive of replacement of faulty
components. Skilled, proficient and experienced personnel will be
employed.

The response time by the local service station for calls under warranty
shall not exceed 24 (twenty four) hours.

11.3. Warranty claims

In case of a failure during the warranty periods, the HPC shall issue a
corresponding Warranty Claim stating the nature of the failure, the
demands for repair etc. The obligation of the contractor with regard to the
Warranty jobs and claims shall include parts and labor. The notice about
the claims shall be sent to the local service station in Israel.
If emergency work is needed, or if the contractor fails to perform
satisfactory, the port will carry out the repair work and the contractor shall
reimburse all corresponding costs to the HPC.
