What is SLF?
A certificate issued by the Regional Government as a legal requirement to declare
the condition of the building and the operational of the building to meet
administrative and technical requirements covering aspects of Safety, Health,
Ease and User Comfort.
Why should SLF?
• Building legality requirements to complete the obligations contained in the
PerMen PUPR
• Knowing the existing condition of the building including the architecture,
structure, mechanical and electrical of the building
• Identify the risk of finding buildings and utilities so that they can be handled
earlier
• Ensure that the building meets the safety, health, comfort and convenience
aspects for users
• As building monitoring and maintenance so that the age of the building is
according to plan

• Consultation on the implementation of the technical review process for the management of the
Building SLF
• Preparation of Administrative and Technical Documents and Equipment/Installation Certification

• Verification of documents related to the completeness and actual suitability in the field
• Survey of the condition of the building by the technical reviewer refers to the list refer to the Minister
of PUPR Regulation No.27/PRT/M/2018
• visual inspection and technical testing of architectural, structural, mechanical and electrical aspects and
validated by relevant experts
• preparation of the building assessment report by the technical review team in the form of document
review results and results of field technical inspections
• Conducting a Building assessment report by the technical review team including:
• results of the review and verification of documents both technical and administrative
• results of visual inspection and technical testing in the field
• Review and analysis of calculation results or planning data
• formulate conclusions from the results of the building feasibility assessment and provide findings in
the field to meet the requirements of the Minister of PUPR Regulation No.27/PRT/M/2018

SLF requirements to PUPR/DPMPTSP
