Minutes of meeting on: - Frequent failures of Holeta 500 kV Circuit Breakers Report.
Present: -
1. Dejen Haileselassie (Manager, TSO Technical Support I)
2. Netsanet Melaku (Manager, TSO Technical Support II)
3. Tadese Gebre (Manager, Substation Operation and Maintenance)
Scope of work: -
To identify the frequent failures of 500 kV Circuit Breakers in Holeta Substation.
Findings: -
The team tried to identify the problem based on the report written in Ref.No.ማ3/ሪ/ት/1.9/801/15
on 21/09/2015 EC, site visiting and discussion with the substation operation and maintenance
crew. That information leads us on checking the frequent failure of the CBs.
In 500 kV circuit breaker side almost, all have rest as shown from figure below

Under normal condition, when closing, the closing with the auxiliary break is put in about 10ms
in advance, that is, first close S2, then S1. When opening, the closing with the auxiliary break is
put in about 10ms later, that is, first close S1, then S2.
The findings reveal that failures of motor, modules, status indicator, limit switches and Pre-
Insertion Resistors (PIR) in the circuit breakers. Thus, mechanical failures are more dominant than
other types of failures. Thus, it is preferred to undertake preventive maintenance of equipment
rather than break down maintenance.
Recommendations
The team found that, insertion resistors are required additional maintenance, the pre insertion
resistors are the most vulnerable part of the circuit breaker and a number of circuit breakers have
been failed due to failure of the insertion resistance operation. To solve those problems preventive
maintenance and circuit breaker operating Timings (Main, PIR, Aux.) periodic testing should be
done.
Finally, as we know from now on if problem happen in Holeta substation can cause black-out since
of that to perform maintenance and test activities of 500 kV circuit breaker mechanism and pre
insertion resistors, SVC equipment and SVC protection appropriate training must be necessary.
