Order:
As per the regulation No. 4 of 2013 every distribution licensee shall, on
receipt of an application from the owner or occupier of any premises give
supply of electricity to such premises within the time specified subjected to
payment of fees, charges and security and the due fulfillment of other
conditions to be satisfied by such owner or occupier of the premises. In cases,
where there is no requirement of erecting and commissioning of a new EHT
Sub-Stations, the distribution licensee shall give Extra High Tension (EHT)
supply within 180 days.
2) As per the Standards of Performance regulation No. 7 of 2004, Clause
4.2(i), the licensee shall acknowledge the receipt of application within 2 days
and shall intimate to the applicant in writing, the amount of security and other
charges payable within 45 days of receipt of application for Extra High Tension
(EHT) Supply.
3) On receipt of an application from the EHT Consumers either through
APDISCOM’s or Single Desk Portal (SDP) of Industries department,
APTRANSCO have to process the EHT application within the specified time
frame for extension of EHT supply at 132 KV and above potential as per the
regulation No. 4 of 2013.
4) As mentioned in the Flow -Charts, for new EHT load applications received
from EHT consumers (Other than Railways) shall be uploaded by Planning
wing in the Bulk-Load App of APTRANSCO website.

The Bulk Load App. has been commenced with effect from 12.06.2018 in
APTRANSCO website and intimated to all the chief Engineers vide Letter Dated
08.08.2018. The Bulk Load App. is designed for online processing of EHT Load
applications at 132 KV potential and above. The main motive of the Bulk Load
app. is to minimize the time to an optimum level among various wings of
APTRANSCO.
5) As mentioned in the Flow -Charts, for the additional load applications of
the existing EHT consumers and the New EHT load applications of Railways
shall be processed conventionally/ manually.
6) After review, for effective and speedy processing of new EHT load
applications/ additional load applications, the time lines are revised and are
incorporated in the Flow-Charts annexed. All the wings of APTRANSCO must
strictly adhere to the time lines given in the flow chart.
7) While processing the Bulk Load applications either through Bulk Load
app. or conventional/ manual method, the time lines mentioned in the bulk
load flow chart shall be followed strictly to provide EHT supply to the
consumers with in the time frame as mentioned in the Regulation No. 4 of
2013 & Standards of Performance Regulation No. 7 of 2004.

2. This permit is subject to the following Conditions:
a) The Consumer shall follow APERC Regulation No. 4 of 2013 as revised from time to time.
b) The Consumer shall follow the standing order issued by APTRANSCO in regard to
captalization of asset created by third parties in favour of APTRANSCO from time to time
vide TOO (CE-Construction-2) Ms.No. 20 Dt.23.04.12
c) The consumer shall follow the procedure that is provided for transfer of ownership and
hand over the assets created by them, through standard gift deed format approved by
board and revised from time to time Vide Lr.No. CPT240/SEPM-II/Scheme Approval
/ D.No. 65 Dt. 29.01.2013
d) The works mentioned,covered by the scheme approval letter shall be deemed to be the
property of APTRANSCO after take over of it. Thereafter APTRANSCO can utilise the
above works in any manner as required from time to time. The company shall cooperate
with APTRANSCO for facilitating Shutdown/Line Clears for maintenance purpose or
works involving construction activities such as line crossing etc.,
e) For Transmission lines, PTCC route approval and energisation approval shall be obtained
prior to commissioning of the lines in respect of all lines exceeding 0.8 KM.
f) The Company shall hand over all the works executed by them in the form of Notarised Gift
Deed to aptransco after completion and commissioning of the same in full shape, else O&M
charges for the same shall be paid by the consumer to APTRANSCO as per the bills raised
byAPTRANSCO from time to time.
