MINIMUM EMERGENCY PREPAREDNESS MEASURES

The purpose of this document is to list the preconditions and the minimum preparedness
measures that your program is responsible for ensuring and implementing to achieve a
minimum level of preparedness to respond to a humanitarian crisis, whether it is low,
high or medium intensity.

PRECONDITIONS: Here you will find three preconditions that all HI programs
MUST meet. For the regional programs, these preconditions are also applicable
to the affiliated programs:

1. The Program has an up-to-date Minimum-Security Pack:


a. Contingency Plan
b. Security Plan including a security risk analysis for all HI intervention
zones in the country (updated every year or 6 months for countries whose
level of violence is “very high”)
c. Security procedures in place according to the Security maps available on
Hinside (Hinside - Security Workspace - Tab. 2) - contact your Security
Focal Point if needed

2. Basic procedures for Shared Services are in place on the Program:


a. Finance Department: Hinside - Finance Programme Professionsà see
column "Useful links for a Finance Manager" on the left.
b. Logistics Department: Hinside Logistics standards
c. HR Department: contact your Headquarters-based HR Referent

3. The Key Documents of the program are available in French and/or English
and Spanish

4. Key Management and communication tools are in place:


 The program holds regular coordination meetings (COMEX);
 The program produces Monthly Situation Reports in one of HI's working
languages (English/French/Spanish)

MINIMUM EMERGENCY PREPAREDNESS MEASURES

In the table below, you will find the recommended measures for all HI programs
regardless of the level of risk of natural or man-made humanitarian disasters to which the
country is exposed. Regional programs should also implement these measures in
affiliated programs. Please contact your watch and emergency preparedness focal point if
