EMERGENCY GENERATOR SYSTEM
PART 1 - GENERAL
1.01 DESCRIPTION OF WORK
A. Provide Standby Emergency Power System diesel-engine
generator sets with the following features and
accessories:
1. Engine generator and radiator
2. Integral base tank with vent extension
3. Starting battery
4. Battery charger
5. Remote stop switch
6. Muffler
7. Remote annunciator (annunciators to be in the
building)
8. Vibration Isolators
9. Outdoor enclosure
10. Automatic transfer switches (ATS to be within the
building)
11. 100 Amp panel for generator accessory power
(within generator enclosure)(250kW and above)
B. Packaged Emergency generators shall comply with
UL 2200 and shall be factory UL listed or field
verified by UL as compliant. Generator shall be
listed as “Rainproof”.

1.03 SUPPLEMENTAL SUBMITTALS
A. The Architect/Engineer of Record, hereafter referred
to as the AEOR, will review all emergency generator
submittals. The Contractor shall transmit all
submittal directly to the AEOR, who shall do a review
to assess compliance with the Contract Drawings,
Specifications, and UL compliance. As long as the
submittals reference and are for a prepackaged UL 2200
listed unit, no review of submittals will be done by
the Authority’s Construction Inspection Division,
referred to herein as CID. Should the AEOR determine

that the submittal meets the contract requirements and
specified UL listing, he or she shall forward the
submittal to CID for record purposes. This approval
must be presented to the CID inspector at the time of
the inspection. If a non- UL listed or a modified UL
assembly is proposed, then the submittals are to be
submitted to both the AEOR and to CID for review. The
Contractor shall allow for an extra 14 days for this
submittal process over the typical review period. In
this case, if CID verifies that the submittal is
compliant with the specifications and contract
requirements, CID will forward them back to the AEOR,
who in turn will transmit the submittal to the
Contractor.
1. If CID determines that the Contractor’s
submittals are non-compliant with contract
documents and codes, CID will provide their
justification for their opinion in a written
report to the Authority’s Project Officer,
Authority’s Design Manager and to AEOR.
2. The AEOR will review any submittals deemed non-
compliant to code by CID. If the AEOR does not
concur with the CID review, the AEOR will submit
a CCD-1 form for reconsideration in order to have
the potential code non-compliance resolved.
B. Shop Drawing: Complete shop drawing of assembly with
all components. Show all piping to be provided to the
point of termination (e.g., connection with fuel
supply and vent piping for roof installations where
required).
C. Vibration Isolation Base Details: Detail fabrication,
including anchorages and attachments to structure and
to supported equipment, which shall be based on
manufacturer’s weights and details for the particular
unit. Details shall be by a Professional Engineer.
D. Field Test and Observation Reports: Indicate and
interpret test results and inspection records relative
to compliance with performance requirements.
E. Certified Test Reports: For components and
accessories that are equivalent, but not identical, to
those tested on prototype unit.
F. Prototype Hydrostatic Tank Factory Test Reports and
Other Factory Test Reports: For units to be shipped
for this Project, showing evidence of compliance with
specified requirements.

G. Exhaust Emissions Test Report: To show compliance
with applicable regulations including EPA emission
data.
H. Factory noise measurement test report.
I. Factory test report of integral base tank with
integral fill and vent piping to satisfy UL 142
listing and labeling requirements. When such record
of satisfactory factory test is provided, field
testing will not be required.
J. Certification of Torsional Vibration Compatibility:
Comply with NFPA 110.
K. Certification of operability for emergency generator
to remain operable following the design earthquake
ground motion per Section 13.2.2 of ASCE 7-16.
L. Field test report of tests specified in Part 3.
M. Manufacturer’s installation instructions.
N. Wiring Diagrams: Detail field-installed wiring. Show
both power and control wiring.
O. Single-Line Diagram: Show connections between
transfer switch, power sources, and load.
P. Maintenance Data: For each packaged engine generator
and accessories to include in maintenance manuals
specified in Division 1.
Q. Obtain permit for installation by a Licensed Oil
Burner Installer (LOBI).
1. In the case where the generator is located above
the lowest floor and is fed from lower elevation
by transfer pumps, the LOBI shall terminate the
supply and return lines with flanged connections
to be able to connect to the external flanged
connections of tank. These flanged connections
are to be provided to enable testing of the fuel
oil supply and return lines routed from the lower
floors and isolate the UL 142 tank during the
line testing.
R. Contract closeout submittals
1. Test Report: System load test reports, one after
assembly at the plant, and the other after
installation at the site.

2. Certificate: Statement from manufacturer that the
entire system (including the Automatic Transfer
Switch) meets the Contract requirements and is
operating properly
3. Operation and Maintenance Manuals: Deliver to the
Authority. Include name, address and telephone
number of nearest fully equipped service
organization.
S. Utility Approval
The contractor shall coordinate with Utility Company
and submit all documentation for approval by the
utility. The Authority will not review any submittals
unless the Contractor provides documentation of
Utility Company approval.
R. Manufacturer’s Qualifications
S. Warranty
1.04 QUALITY ASSURANCE
A. Manufacturer Qualifications: To be considered a
manufacturer, the generator manufacturer must be the
manufacturer of the engine, alternator and major
components of the generator set. Manufacturers who
purchase engines from the original engine manufacturer
for use as a vendor component are considered
“assemblers” and are not considered manufacturers.
The project has been based on the features, dimensions
and performance characteristics of equipment
manufactured by one of the acceptable manufacturers.
Classifying a manufacturer as “Acceptable” only
denotes a general acceptance of the manufacturing
brand and does not guarantee acceptance of a specific
product or model. Manufacturers classified as
acceptable are responsible to meet the requirements of
the specifications and may be rejected based on non-
conformance, or limitations in size or design.
Distributors must certify that their proposed
equipment will meet the specification requirements and
project objectives in the allocated space. If an
exception must be taken to the installation
requirements, provide a paragraph-by-paragraph
annotated review of the specifications outlining any
deviations or exceptions. If a deviation or exception
to the specification is not noted at bid time, it will
be assumed that the distributor is in complete
compliance with of the specification and will be held
to those standards, functions or requirements and will
be responsible for all costs associated with the
deficiency. Manufacturers are to maintain a service

and parts warehouse center either by themselves or
through their authorized distributer within 50-mile
radius and capable of emergency maintenance and
repairs at the Project with eight hours' maximum
response time from placement of the call.
B. On-site Supervision:
Contractor shall arrange with equipment manufacturer
for on-site supervision and instruction to Owner’s
personnel.
The manufacturer’s factory representative shall advise
and supervise on the following phases of the
installation and any other work involved in the
installation as may be necessary to install, check,
test and start the equipment.
1. Installation of the prepackaged unit in the
field.
2. Installation of all field piping connections to
unit including exhaust piping.
3. Installation of all interconnecting electrical
field wiring between building components and
unit.
4. Installation of electric control systems.
5. Installation of all other components connected
with the proper operation of the machine,
including piping. Review piping and wiring
drawings before installation.
6. Starting the machines and placing them in
satisfactory operation.
7. Conduction performance tests in presence of the
Owner’s Representative at Owner’s site including
load transfer, on simulated power failure, to the
generator.
This factory representative shall also instruct the
Owner’s operating personnel in the proper operation
and care of the equipment furnished at a time to be
designated by the Owner’s representative.
This factory representative shall be qualified to
advise on and supervise all phases of the installation
and any other work involved in the installation as may
be necessary to check, test and start the equipment.

C. Source Limitations: The generator must be supplied by
the manufacturer’s local authorized distributor.
Generators provided by third party dealers or
distributors outside the immediate geographical area
will not be acceptable. The manufacturer’s
distributor must be the engine manufacturer’s
authorized local distributor and must be capable of
performing all engine and generator set repairs.
Equipment from dealers and distributors who rely on 3rd
party companies for warranty and repair of any major
component will not be accepted. The manufacturer’s
distributor must maintain a fully stocked parts and
service center within a 50-mile radius of the project
site. The service center must be capable of providing
training, parts, and emergency maintenance repairs.
Obtain packaged engine generator and auxiliary
components specified in this Section through one
source from a single manufacturer.
If brand names other than those specified are proposed
for use, furnish the name, address and telephone
number of at least five comparable installations which
can prove the proposed products have operated
satisfactorily for three years.
D. Electrical Components, Devices, and Accessories:
Listed and labeled as defined in NFPA 70, Article 100,
by a testing agency acceptable to authorities having
jurisdiction.
E. Comply with NFPA 70.
F. Comply with NFPA 99.
G. Comply with NFPA 110 requirements for Level 1
emergency power supply system.
H. Engine Exhaust Emissions: Comply with applicable
state and local government requirements.
I. Generator shall be registered with DEP, Bureau of Air
Resources when the fuel input equals or exceeds
350,000 BTU/hr.
J. Packaged Emergency generators shall comply with
UL 2200. The generator is intended to be factory UL
listed. If unit is altered to facilitate shipping or
connections in the field, provide and pay for UL field
verification and acceptance. Generator shall be
listed as “Rainproof”.

1.05 DELIVERY, STORAGE, AND HANDLING
A. Deliver engine generator set and system components to
their final locations in protective wrappings,
containers, and other protection that will exclude
dirt and moisture and prevent damage from construction
operations. Remove protection only after equipment is
safe from such hazards.
1.06 WARRANTY
A. Special Warranty: Written warranty, executed by
manufacturer agreeing to repair or replace packaged
engine generator and auxiliary components that fail in
materials or workmanship for a period of two (2) years
from the date of Substantial Completion. The
Contractor shall respond to a reported malfunction
within 24 hours of notice.
1.07 MAINTENANCE SERVICE
A. Maintenance: At Substantial Completion after all
quality control testing has been concluded and the
unit accepted, begin 12 months' full maintenance by
skilled employees of the manufacturer's designated
service organization. Include quarterly exercising to
check for proper starting, load transfer, and running
under load. The last visit shall include a 2-hour full
load 100% load bank test utilizing external banks
brought in by the firm doing the testing. Load bank
testing shall follow the requirements of Section
7.13.4.3 of NFPA 110 for the test. Include routine
preventive maintenance as recommended by manufacturer
and adjusting as required for proper operation.
Maintenance agreements shall include parts and
supplies as used in the manufacture and installation
of original equipment.
PART 2 - PRODUCTS
2.01 MANUFACTURERS

2.02 EMERGENCY GENERATOR SET
A. Factory Assembled and tested, engine generator set.
B. EPSS Class: Engine Generator shall be classified as a
Class 6 according to NFPA 110.
C. Power output ratings as indicated on contract
drawings.
D. Output Connections: Three-phase, four-wire.
E. Safety Standard: Comply with ASME B15.1.
F. Nameplates: Each major system component is equipped
with a conspicuous nameplate of component
manufacturer. Nameplate identifies manufacturer of
origin and address, and model and serial number of
item.
G. Resistance to Seismic Forces: Supports for internal
and external components, and fastenings for batteries,
wiring, and piping are designed and constructed to
withstand static or anticipated seismic forces, or
both, in any direction. For each item, use a minimum
force value equal to weight of item.
H. Limiting dimensions indicated for system components
are not exceeded.
I. Power Output Ratings: Nominal ratings as indicated,
with capacity as required to operate as a unit as
evidenced by records of prototype testing.
J. Skid: Adequate strength and rigidity to maintain
alignment of mounted components without depending on a
concrete foundation. Skid is free from sharp edges
and corners. Lifting attachments are arranged to
facilitate lifting with slings without damaging any
components.
K. Rigging Diagram: Inscribed on a metal plate
permanently attached to skid. Diagram indicates
location and lifting capacity of each lifting
attachment and location of center of gravity.

2.03 GENERATOR-SET PERFORMANCE
A. Steady-State Voltage Operational Bandwidth: 3 percent
of rated output voltage from no load to full load.
B. Steady-State Voltage Modulation Frequency: Less than
1 percent of rated frequency from no load to full
load.
C. Transient Voltage Performance: Not more than 20
percent variation for 50 percent step-load increase or
decrease. Voltage recovers to remain within the
steady-state operating band within 3 seconds
D. Steady-State Frequency Operational Bandwidth: 0.5
percent of rated frequency from no load to full load.
E. Steady-State Frequency Stability: When system is
operating at any constant load within rated load,
there are no random speed variations outside the
steady-state operational band and no hunting or
surging of speed.
F. Transient Frequency Performance: Less than 10 percent
variation for a 50 percent step-load increase or
decrease. Frequency recovers to remain within the
steady-state operating band within five seconds.
G. Output Waveform: At no load, harmonic content
measured line to line or line to neutral does not
exceed 5 percent total and 3 percent for single
harmonics. The telephone influence factor, determined
according to NEMA MG 1, shall not exceed 50.
H. Sustained Short-Circuit Current: For a three-phase,
bolted short circuit at system output terminals, the
system will supply a minimum of 250 percent of rated
full-load current for not less than 10 seconds and
then clear the fault automatically, without damage to
any generator system component.
I. Start Time: Maximum total time period for a cold
start, with ambient temperature at the low end of the
specified range, is 8 seconds. Time period includes
output voltage and frequency settlement within
specified steady-state bands.
J. Temperature rise of generator alternator: 105°C rise
standby ratings when operating continuously at full-
rated load.

2.04 SERVICE CONDITIONS
A. Environmental Conditions: Engine generator system
withstands the following environmental conditions
without mechanical or electrical damage or degradation
of performance capability:
1. Ambient Temperature: 122°F.
2. Relative Humidity: 0 to 95 percent.
3. Altitude: Sea level to 1000 feet (300 m).
2.05 ENGINE
A. Comply with NFPA 37.
B. Fuel: Diesel Fuel oil, Grade DF-2.
C. Rated Engine Speed: 1800 rpm.
D. Maximum Piston Speed for Four-Cycle Engines: 2250 fpm
(11.4 m/s).
E. Lubrication System: Pressurized by a positive-
displacement pump driven from engine crankshaft. The
following items are mounted on engine or skid:
1. Filter and Strainer: Rated to remove 90 percent
of particles 5 micrometers and smaller while
passing full flow.
2. Thermostatic Control Valve: Controls flow in
system to maintain optimum oil temperature. Unit
is capable of full flow and is designed to be
fail-safe.
3. Crankcase Drain: Arranged for complete gravity
drainage to an easily removable container with no
disassembly and without use of pumps or siphons
or special tools or appliances.
F. Engine Fuel System: Comply with NFPA 37. System
includes the following:
1. Main Fuel Pump: Mounted on engine. Pump ensures
adequate primary fuel flow under starting and
load conditions.
2. Relief/Bypass Valve: Automatically regulates
pressure in fuel line and returns excess fuel to
source.

3. Integral Injection Pumps: Driven by engine
camshaft. Pumps are adjustable for timing and
cylinder pressure balancing.
4. Fuel Oil Filters: Primary and Secondary. Primary
filter to include water separator. Fuel/water
separator shall be duplex type with isolation
valves.
G. Coolant Jacket Heater: Comply with NFPA 110
requirements for Level 1 equipment. The jacket water
heater must be equipped with isolation valves and must
be sized to maintain the jacket water at 90°F at a
temperature of 10°F or lower.
2.06 GOVERNOR
A. The engine governor shall be electronic type with
provision for remote speed adjustment. The governor
system shall provide steady state stability of +1/4%.
2.07 ENGINE COOLING SYSTEM
A. Description: closed loop, liquid cooled, with
radiator factory mounted on engine generator-set skid
and integral engine-driven coolant pump. The cooling
system shall be sized to operate at full load
condition and 122˚F ambient air entering the enclosure
without derating the unit. The generator set supplier
is responsible for providing a properly sized cooling
system based on the enclosure static pressure
restriction. The radiator fan must be capable of a 1”
external static.
B. Radiator: Rated for specified coolant.
1. Radiator Core Tubes: Nonferrous-metal
construction other than aluminum.
2. Size of Radiator: Adequate to contain expansion
of total system coolant from cold start to 100
percent load condition.
3. Fan: Driven by multiple belts (or equivalent area
single belt) from engine shaft.
C. Coolant: Solution of 50 percent ethylene or propylene-
glycol-based antifreeze and 50 percent water, with
anticorrosion additives as recommended by engine
manufacturer.
D. Temperature Control: Self-contained, thermostatic-
control valve modulates coolant flow automatically to

maintain optimum constant coolant temperature as
recommended by engine manufacturer.
E. Coolant Hose: Flexible assembly with inside surface
of nonporous rubber and outer covering of aging-,
ultraviolet-, and abrasion-resistant fabric.
1. Rating: 50-psig (345-kPa) maximum working
pressure with 180˚F (82˚C) coolant, and non-
collapsible under vacuum.
2. End Fittings: Flanges or steel pipe nipples with
clamps to suit piping and equipment connections.
2.08 FUEL SUPPLY SYSTEM
A. Comply with NFPA 30 and NFPA 37.
B. The engine shall be equipped with a Racor duplex fuel
water separator. The fuel/water separator will be
mounted on the engine skid. Isolations valves will be
required in order to be able to replace the filters
without stopping the engine.
C. Integral Tank: Skid mounted, factory-fabricated and
installed fuel tank, with integral fuel pump and the
following features: Fuel tank must comply with NYC
regulations and shall not exceed a capacity of 275
gallons meeting the following requirements:
1. Tank shall be listed and labeled to meet UL 142
requirements.
2. Provide nameplates and marking as required by
UL 142.
3. Material: 0.093” Steel plate and channel;
Strength: Meeting ASTM A36; Welders: Certified
under ASME Section IX; Finish: Minimum one coat
of corrosion protection paint applied at the
factory after testing per UL 142 requirements.
4. Normal and Emergency Vent piping, etc. to be
designed such that the integral tanks shall not
experience a pressure beyond 2.5 psig in actual
operation.
5. Prototype tank to be factory pressure tested per
UL 142 testing criteria per NFPA 31-11 as
required by Section MC 1308.1 of the 2022 NYC
Mechanical Code and the installed tank shall be
marked according to the UL 142 marking
requirements per Section MC 1305.12.2.

6. Tank Level Indicator with level sensors for high
and low alarms and capacity sensors per Section
MC 1305.13.3.7.
7. Tank Capacity: Fuel for six hours continuous
operation at 100 percent rated power output per
Section BC 2702.1 of the 2022 NYC Building Code
or a minimum of eight hours continuous operation
if a fire pump is supplied by the emergency power
system. An additional 33% fuel capacity shall be
included in accordance with NFPA 110 for
maintenance and testing. Generators mounted on
grade shall include the minimum fuel as
calculated by the requirements above. Day tanks
for indoor generators installed above the lowest
floor of the build or on a roof or setback will
be limited to 330 gallons.
8. Fill and Vent Ports
a. Grade mounted units
1) Provide internal fill port with 5-
gallon fill box.
2) Vent piping to be routed above the
generator roof line above the fill
port.
b. Roof mounted units
1) All ports shall be external to the
enclosure. These connections and
flanges shall be located outside the UL
2200 enclosure and shall be delivered
as integral components of the factory
shipped unit; no field assembly or
modification will be permitted. Provide
flanged connection at fill and return
port to allow for connection to the
fuel supply and return lines.
2) Provide vent piping to connection with
external vent piping. Vent piping to
be extended above the enclosure roof
line.
9. Leak Detector: Locate leak detector per Section
MC 1305.13.3.7 in rupture basin and connect to
provide audible and visual alarm in the event of
a tank leak.
a. Provide a microprocessor-based tank gauging
system for the diesel oil storage tank. The
system shall include an indicating
instrument, level and leak detection

sensors. The instrument shall have a die-
cast aluminum housing or a NEMA1 type
enclosure and shall be located within the
enclosure. Provide a continuous digital
indication of tank contents directly in
gallons, on-demand indication of contents in
inches and English language alarm displays.
System shall contain all calibration
adjustments. Flush mounted on the unit shall
be an audible alarm and pushbuttons for
liquid depth, alarm silencing and data
recall. The system shall provide an output
proportional to tank content in gallons and
automatically silenced overfill alarm. The
system shall be Factory Mutual, U.L. Listed,
or have MEA/OTCR approval.
b. Each system shall include the following:

d. The standalone indicator panel which is
located in the Custodian’s Office shall
receive inputs from the leak/level diesel
oil tank panel and provide indication of the
required alarm status.
A. Provide indicator panels, flush mounted
in Custodian’s office, and in the boiler
room, or at locations indicated on the
Drawings.
B. Indicator panel shall be solid state
based and shall be capable of 16 zone
annunciation. It shall include at

switch and one indicator with lamp for
each of the following:

C. Each indicator shall be clearly labeled
with designation as indicated above.
D. Indicator panel shall be Edward's No.
9704-4004 or the approved equal of
Space Age Inc.
E. The relay which operates the bells
shall be Auth. No. R-55-H, contact
loads inductive 12A, non-inductive 30A.
F. Adjustable timer shall be capable of
the noted operation with a maximum
setting of 10 minutes.
G. Activation of the alarms of the oil
leak detector shall:
i. Light the corresponding lamp on
the Indicator Panel in custodian’s
office, which shall remain lighted
until manually reset.
ii. Light the corresponding lamp on
Remote Signal Panel, which shall
remain lighted until manually
reset at the Indicator Panel.
iii. Sound all Signal bells. Bells
shall silence on expiration of an
adjustable time period or when
alarm condition clears, whichever
is first.
iv. Signal bells may be disabled by
operating the corresponding switch
on the Indicator Panel.
H. Provide two additional spare indicator
lamps of each type for the indicator
panel.
I. Provide all wiring indicated on the
Drawings, herein specified, or required
for the proper operation of the
auxiliary signal system.
J. Provide UL-listed plenum rated cable in
environmental air spaces, including
plenum ceiling.
K. A set of operating instructions for
operation and maintenance of the

equipment shall be delivered to the
Authority.
L. Upon the completion of the specified
work, Contractor shall arrange for a
walk through test of all components of
Auxiliary Signal Systems with the
Authority's Representative. All
defects found shall be repaired to the
complete satisfaction of the
Authority’s Representative. The
contractor shall prepare a test report
and certificate of completion of
testing.
10. Containment Provisions: Minimum 100% dual-wall
(rupture tank) fuel containment capacity in
accordance with Article 35.1.2.1 of UL 2200 and
Section 6.3.2.4 and 6.3.4.2 of NFPA 37-10.
11. Tank to be grounded in accordance with
Specification Section 16450, Grounding and
Bonding.
D. Diesel oil fill and vent terminals as per UL 2200
1. The normal and emergency vents shall be combined
into one vent pipe and be in accordance with the
sizing methodology of Section 22.7 of NFPA 30-12.
Per Section MC 1305.8.4, calculations shall be
provided verifying that any extensions of the
normal and emergency vent piping are in
accordance with NFPA 30-12. Emergency venting by
long bolted covers which lift under emergency
venting pressures are not allowed per Section MC
1305.8.1. Venting shall terminate outside of the
enclosure.
2. Vent Hood: Vent pipes shall terminate in a
weatherproof vent cap or fitting or weatherproof
hood and shall not employ screens finer than No.
4 mesh. All vent caps shall have a minimum free
open area equal to the cross-sectional area of
the vent pipe. (Refer to Section MC 1305.7.3).
E. Diesel Oil Fill Piping, Vent Piping and Tubing/Hose
Between Base Tank and Emergency Generator
1. Fill Piping
a. Per Article 35.1.3.1 of UL 2200, fuel lines
shall be of annealed seamless drawn aluminum
or steel tubing. Flexible tubing or hose
shall be used only where required to absorb

vibration. Per Article 35.1.3.2 of UL 2200,
aluminum tubing shall have a nominal wall
thickness of not less than 0.030 inch. Steel
tubing shall have a wall thickness of not
less than 0.028 inch and shall have a
corrosion-resistant exterior coating
equivalent to that afforded by paint.
b. Per Article 35.1.2.6 of UL 2200, an
automatically operated positive shutoff shall
be incorporated in the fuel line. This
positive shutoff shall be a part of the
carburetor, fuel pump, or similar device, or
be a separate fuel solenoid shutoff valve,
and shall prevent fuel at 3 psi or less from
flooding the carburetor or similar device and
spilling into the compartment when the engine
generator is not operating.
2. Vent Piping
a. Per Article 35.1.3.1 of UL 2200, vent lines
shall be of annealed seamless drawn aluminum
or steel tubing. Flexible tubing or hose
shall be used only where required to absorb
vibration. Per Article 35.1.3.2 of UL 2200,
aluminum tubing shall have a nominal wall
thickness of not less than 0.030 inch. Steel
tubing shall have a wall thickness of not
less than 0.028 inch and shall have a
corrosion-resistant exterior coating
equivalent to that afforded by paint.
b. Vents shall be at least as large as the fill
pipe with a minimum diameter of 1.25 inches
(per Article 35.1.2.1 of UL 2200 and Section
21.4.3.2 of NFPA 30-08).
c. As per Section MC 1305.7.6 and Section 8.6.1
of NFPA 31-11, vent pipes are required to be
pitched so as to drain toward the tank
without sags or traps which would otherwise
allow liquid to collect and block the vent.
3. Fill/Vent Line Fittings - Method of Connection
Per Article 35.1.3.4 of UL 2200, fuel-line tubing
fittings shall be of the type conforming to the
Standard for Automotive Fittings, ANSI/SAE J512,
or the Standard for Fittings for Flared Copper
Tubes, ANSI/ASME B16.26, or the equivalent.
Synthetic rubber parts (i.e., elastomerics) used
at the fittings are subject to a max allowed

swelling percentage, shrinking percentage and
weight loss per Article 35.1.4 of UL 2200.
4. Tubing (Rigid and Flexible) Between the Base Tank
and the Emergency Generator
Per Article 35.1.3.1 of UL 2200, fuel lines shall
be of annealed seamless drawn aluminum or steel
tubing. Flexible tubing shall be used only where
required to absorb vibration. Per Article
35.1.3.3 of UL 2200, flexible tubing shall
conform to the Standard for Fuel and Oil Hose,
ANSI/SAE J30. Per Article 35.1.3.2 of UL 2200,
aluminum tubing shall have a nominal wall
thickness of not less than 0.030 inch. Steel
tubing shall have a wall thickness of not less
than 0.028 inch and shall have a corrosion-
resistant exterior coating equivalent to that
afforded by paint.
5. Fittings for Tubing (Rigid and Flexible) Between
the Base Tank and the Emergency Generator
Per Article 35.1.3.4 of UL 2200, fuel line tubing
fittings shall be of the type conforming to the
Standard for Automotive Fittings, ANSI/SAE J512,
or the Standard for Fittings for Flared Copper
Tubes, ANSI/ASME B16.26, or the equivalent. Per
Article 35.1.3.3 of UL 2200, tubing shall not
pull off fittings or fail when subject to a 20-
pound force axial factory pull test applied over
a 1-minute period. The factory test shall be
conducted at ambient conditions of 70°F+9°F with
tubing wetted with fuel.
6. Hose (Flexible) Between the Base Tank and the
Emergency Generator
Flexible hose shall be used only where required
to absorb vibration per Article 35.1.3.1 of UL
2200. Per Article 35.1.3.3 of UL 2200, flexible
hose shall conform to the Standard for Fuel and
Oil Hose, ANSI/SAE J30.
7. Fittings for Hose (Flexible) Between the Base
Tank and the Emergency Generator
a. Per Article 35.1.3.6 of UL 2200, fuel line
hose fittings shall be of the non-adjustable
spring clamp or crimp-on type fittings
complying with SAE J476 and SAE J512.
b. Per Article 35.1.3.3 of UL 2200, hose shall
not pull off fittings or fail when subject

to a 20-pound force factory axial pull test
applied over a 1-minute period. The factory
test shall be conducted at ambient
conditions of 70+/- 9°F with hose wetted
with fuel. Hose shall be subjected (at the
hose manufacturer's location) to 70 hours at
212°F aging and 48 hours of 0.125-inch
amplitude vibration at 17Hz before pull
test.
2.09 ENGINE EXHAUST SYSTEM
A. A critical type silencer, companion flanges, and
flexible exhaust fitting properly sized shall be
furnished and installed according to the
manufacturer's recommendations. The silencer shall be
mounted so that its weight is not supported by the
engine nor will exhaust system growth due to thermal
expansion be imposed on the engine. Exhaust pipe size
shall be sufficient to ensure that exhaust
backpressure does not exceed the maximum limitations
specified by the engine manufacturer. Factory
measured sound level at a distance of 23 feet from
exhaust discharge, is 75 dBa or less in a free field
environment (unless otherwise noted).
B. Muffler: Critical-type, sized as recommended by the
engine manufacturer. Factory measured sound level,
according to the “DEMA Test Code for the Measurement
of Sound from Heavy-Duty Reciprocating Engines” at a
distance of 23 feet from the exhaust discharge shall
be 75 dB “A” or less.
1. Connections from Engine to Exhaust System:
Flexible section of corrugated stainless steel
pipe.
2. Connection from Exhaust Pipe to Muffler:
Stainless-steel expansion joint with liners.
3. Mounting shall be provided by the Electrical
Contractor as shown on the manufacturer’s
drawing. The silencer shall be mounted so that
its weight is not supported by the engine nor
will exhaust system growth due to thermal
expansion be imposed on the engine. Exhaust pipe
size shall be sufficient to ensure that exhaust
backpressure does not exceed the maximum
limitations specified by the engine manufacturer.
4. Muffler shall be installed inside the generator
enclosure. The muffler shall conform with the
test requirements of the Muffler Tests – in the
Standard for Industrial Trucks, Internal-

Combustion Engine Powered, UL 558 as per article
36.2 of UL 2200, performed at the factory.
C. Exhaust piping shall conform to NFPA 37 and any
applicable local codes.
D. As per article 36.1 of UL 2200, the exhaust system
beyond the manifold shall be supported at least 3
inches (76.2 mm) clear of flammable materials,
excluding flexible mountings, and at least 2 inches
(50.8 mm) clear of fuel and electrical system parts
and shall not be subject to drippage of fuel, oil, or
grease. Reduced spacings (1/2 inch minimum) are
evaluated for compliance during the Temperature Test,
which is described in Section 38 of UL 2200 and shall
be performed in the factory.
2.10 COMBUSTION-AIR-INTAKE
A. Provide external sound absorber overhang hood and/or
internal sound absorber baffle system for the cooling
flow and combustion air with the maximum velocity.
1. Provide duct extension with acoustic lining to
the intake to go above surrounding noise barrier
to ensure air of ambient temperature is fed to
the unit.
B. Provide rain cap at intake inlet, rain collar screwed
to roof with silicone sealer around periphery.
C. All required material and appurtenances will be
furnished and installed as part of Division 15 work.
Heavy-duty air cleaners, dry type, with service
indicator.
2.11 STARTING SYSTEM
A. The battery actuated electric starting system shall
operate on 12 or 24 volts, as recommended by engine
manufacturer, and be sized for a minimum of ten
starts.
1. Components: Sized so they will not be damaged
during a full engine-cranking cycle with ambient
temperature at maximum specified in
"Environmental Conditions" Paragraph in "Service
Conditions" Article above.
2. Cranking Motor: Heavy-duty unit that
automatically engages and releases from engine
flywheel without binding.

3. Cranking Cycle: As required by NFPA 110 for
system level 1.
4. Battery: A lead-acid storage battery set of the
heavy-duty diesel starting type. Adequate
capacity within ambient temperature range
specified in "Environmental Conditions" Paragraph
in "Service Conditions" Article above to provide
specified cranking cycle at least three times
without recharging. Engine overcrank device
shall terminate cranking with enough reserve
power to permit additional cranking after an
investigation to find the reason for a failure to
start.
5. Battery Cable: Size as recommended by generator
set manufacturer for cable length indicated.
Include required interconnecting conductors and
connection accessories.
6. Battery-Charging Alternator: Factory mounted on
engine with solid-state voltage regulation and
35-A minimum continuous rating.
7. Battery Charger: Current-limiting, automatic-
equalizing and float-charging type. Unit
complies with UL 1236 and includes the following
features:
a. Operation: Equalizing-charging rate of 10 A
is initiated automatically after battery has
lost charge until an adjustable equalizing
voltage is achieved at battery terminals.
Unit then automatically switches to a lower
float-charging mode and continues operating
in that mode until battery is discharged
again.
b. Automatic Temperature Compensation: Adjusts
float and equalizes voltages for variations
in ambient temperature from minus 40˚C to
plus 60˚C to prevent overcharging at high
temperatures and undercharging at low
temperatures.
c. Automatic Voltage Regulation: Maintains
output voltage constant regardless of input
voltage variations up to plus or minus 10
percent.
d. Ammeter and Voltmeter: Flush mounted in
door. Meters indicate charging rates.

e. Safety Functions: Include sensing of
abnormally low battery voltage arranged to
close contacts providing low battery voltage
indication on control and monitoring panel.
Also include sensing of high battery
voltage and loss of ac input or dc output of
battery charger. Either condition closes
contacts that provide a battery-charger
malfunction indication at system control and
monitoring panel.
f. Provide LED indication of general charger
condition, including charging, faults, and
modes. Provide an LCD display to indicate
charge rate and battery voltage. Charger
shall provide relay contacts for fault
conditions as required by NFPA 110.
g. Enclosure and Mounting: NEMA 250, Type 1,
wall-mounted cabinet.
2.12 CONTROL AND MONITORING
A. Provide a generator mounted Microprocessor based
control panel for complete control and monitoring of
the engine and generator set functions. Panel shall
include automatic start/stop operation; adjustable
cycle cranking, digital AC metering (0.5% true rms
accuracy) with phase selector switch, digital engine
monitoring, shutdown sensors and alarms with horn and
reset, adjustable cool down timer and emergency stop
push-button. Panel shall incorporate self-diagnostic
capabilities and fault logging. Critical components
shall be environmentally sealed to protect against
failure from moisture and dirt. Components shall be
housed in a NEMA 1/IP22 enclosure with hinged lid.
Mounting method shall isolate the control panel from
generator-set vibration.
1. Generator Circuit Breaker(s): Molded case,
thermal-magnetic type; 100 percent rated;
complying with NEMA 1 and UL 489.
a. Main Circuit Breaker: with adjustable trip
set at 100% of generator full load current.
b. Fire Pump Circuit Breakers: one for each
fire pump, with adjustable trip set at 150%
of pump full load current. Connect on line
side of main circuit breaker.
c. Fire Alarm fuse cutout. Connect on line
side of main circuit breaker.

d. Current and potential transformers:
Instrument accuracy class.
e. Ground Fault: Sensors plus alarm relay.
Automatic tripping not to be provided.
f. Shunt Trip Device: For generator main
circuit breaker, connected to trip circuit
breaker when generator set is shut down by
protective devices.
B. Indicating and Protective Devices and Controls:
Include those required by NFPA 110 for a Level 1
system, and the following:
1. Engine oil pressure
2. Coolant temperature
3. Engine RPM
4. System DC volts
5. Engine running hours
6. Generator AC volts
7. Generator AC amps
8. Generator frequency
9. KW meter
10. Percentage of rated Power
11. KVA meter
12. KVAr meter
13. Power Factor meter
14. KWHR meter
15. Ammeter-voltmeter, phase-selector switch(es).
16. Generator-voltage adjusting rheostat.
C. Supporting Items: Include sensors, transducers,
terminals, relays, and other devices, and wiring
required to support specified items. Locate sensors
and other supporting items on engine, generator, or
elsewhere as indicated. Where not indicated, locate
to suit manufacturer's standard.
D. Remote Alarm Annunciator: Comply with NFPA 110.
Labeled LEDs identify each alarm event. Common
audible signal sounds for alarm conditions. Silencing
switch in face of panel silences signal without
altering visual indication. Connect so that after an
alarm is silenced, clearing of initiating condition
will reactivate alarm until silencing switch is reset.
Cabinet and faceplate are surface- or flush-mounting
type to suit mounting conditions indicated. Locate
the Annunciator in the Custodian’s Office. Include:
1. Engine high-temperature shutdown.
2. Lube-oil low-pressure shutdown.
3. Overspeed shutdown.
4. Remote emergency-stop shutdown.

The Division 16 Contractor shall run a pair of
conductors (AWG#16) from the Emergency Generator
Remote Annunciator Panel and connect it to the
Intrusion Alarm Panel. The Intrusion Alarm Panel
input shall be programmed as "Lost Power – Emergency
Generators Start". If connection to the existing
intrusion alarm panel is not achievable, the generator
remote annouciator shall be connected to the provided
standalone indicator panel(oil leak detection)
mentioned in section 2.08-9-d of this specification.
2.13 GENERATOR EXCITER AND VOLTAGE REGULATOR
A. Comply with NEMA MG 1 and specified performance
requirements. Synchronous three-phase generator shall
be a single bearing, self-ventilated, drip-proof
design in accordance with NEMA MG1 and directly
connected to the engine flywheel housing flex
coupling.
B. Drive: Generator shaft is directly connected to
engine shaft. Exciter is rotated integrally with
generator rotor.
C. Electrical Insulation: Class H. Insulation material
shall meet NEMA standards for Class H insulation and
be vacuum impregnated with epoxy varnish to be fungus
resistant. Temperature rise of the rotor and stator
shall not exceed 105˚C over 40˚C ambient. The
excitation system shall be of brushless construction.
D. Stator-Winding Leads: Brought out to terminal box to
permit future reconnection for other voltages if
required.
E. Construction prevents mechanical, electrical, and
thermal damage due to vibration, overspeed up to 125
percent of rating, and heat during operation at 110
percent of rated capacity.

F. Excitation uses no slip or collector rings, or
brushes, and is arranged to sustain generator output
under short-circuit conditions as specified.
G. Enclosure: Dripproof.
H. Strip Heater: Thermostatically controlled unit
arranged to maintain stator windings above dew point.
I. Thermostatically controlled unit arranged to
maintain stator windings above dew point.
J. The automatic voltage regulator (AVR) shall maintain
generator output voltage within +/-0.5% for any
constant load between no load and full load. The
regulator shall be totally solid-state design, which
includes electronic voltage buildup, three-phase
sensing, over excitation protection, loss of sensing
protection, temperature compensation, shall limit
voltage overshoot and startup, and shall be
environmentally sealed. The voltage regulator shall
be digital type.
2.14 OUTDOOR GENERATOR-SET ENCLOSURE
A. Weatherproof, sound attenuating enclosure that shall
limit the sound to no more than 75 dBA as measured at
23 feet from any side, top or bottom, under all
operating conditions (unless otherwise indicated).
Enclosure shall be in conformance with UL 2200
requirements for Outdoor-Use Units.
B. Construction:
1. All panel exterior surfaces shall be of marine
grade aluminum or galvanized steel, finished in a
color as selected. Per Chapter 5 of UL 2200,
uncoated steel shall not be less than 0.032 inch
thick, zinc-coated steel shall not be less than
0.034 inch thick, and nonferrous metal shall not
be less than 0.045 inch thick for surfaces of an
enclosure at which a wiring system is to be
connected
2. All interior perforated surfaces shall be
aluminum or galvanized steel.
3. Each panel shall have aluminum or steel framing
with studs no more than 24 inches on center.
Stiffened wall panels are not to exceed 24 inches
in width.
4. The panel cores shall be 100% filled with
fireproof sound-absorbing material with a flame

spread of 10, fuel contributing 0 and smoke
developed 0.
5. Doors shall be constructed and detailed to
maintain 75 dBA at 23 feet outside enclosure.
6. The roof is to be of the bolt together panel
type, constructed similar to side walls and be a
weatherproof deck. The roof shall have a full
flashed opening for the exhaust pipe and vent. A
gasketed engine exhaust outlet shall be provided
as prevention against leakage into the enclosure.
The sidewall, roof and/or floor shall have
gasketed openings to accommodate the penetration
of support elements.
7. The enclosure shall be designed to withstand wind
loading of a minimum of 125 mph without damage to
the enclosure or roof system. In addition to the
wind load, the roof shall be designed for loading
of 50 lbs/sf without buckling or deformation.
The enclosure shall be designed to remain
structurally intact during normal transport and
rigging, with no loss of shape or
weathertightness. The enclosure base shall be
furnished with "I" beams or “C” channels sized
and spaced as required.
8. The enclosure shall be capable of sound
attenuation to 75 dBA at 23 feet around the
entire enclosure. Appropriate sound baffling and
insulation shall be applied to achieve this
designated sound level.
9. Provide leak/level indicating panel (external).
10. Provide multipole emergency generator break-glass
switch in NEMA 3R enclosure located at the
exterior of the generator enclosure at strike
side of the main door in accordance with Section
MC 1305.10.2. Provide nameplate to read
"Emergency Generator Emergency Shutdown and Stop
of Fuel Oil Flow". Activation of each break-
glass switch shall shut down fuel supply to the
engine with spare contact for connection to BAS
monitor.
12. The engine-generator set, including radiator,
shall be provided with a structural steel base.
The base shall contain an integral 275-gallon
fuel tank. The base shall have sufficient
rigidity for spring type isolators in quantities
as required between enclosure floor and
generators. Mounting shall incorporate a

leveling device, vertical stops, and three layers
of neoprene acoustical pad, with each layer
separated by a steel plate. The mountings shall
be installed directly under the structural steel
base and shall be positioned to accept the weight
and weight distribution for uniform mounting
deflection. Spring isolators shall provide a
minimum static deflection of 2" and be similar to
Mason Industries, Inc., Type SLR, or as approved.
Neoprene pads shall be similar to Mason
Industries, Inc., Type W, or as approved.
13. Provide circuits sized to feed all required
accessories for the generator set and enclosure.
Provide required circuits, conduit and wiring
from each accessory to panel in building as shown
on contract documents.
13. Provide a 100A, 120V/240V, single phase, 4 wire
electrical panel inside the enclosure sized to
feed all required accessories for the generator
set and enclosure. Provide required OCPD for each
circuit, conduit and wiring from each accessory
to panel that requires power within the
enclosure.
14. The outdoor enclosure shall include motorized
louvers and integral space heaters to maintain a
minimum of 40ºF inside the enclosure.
2.15 AUTOMATIC TRANSFER SWITCHES (ATS) – PROGRAMED TRANSITION

Automatic Transfer Switches
H. UL 508 Industrial Control Equipment
I. Automatic transfer switches shall be ASCO 300 Series
(with 11BE, 18RX, 18RX1, and 72EE accessories),
Cummins OTEC, or approved equal.
J. The transfer switch shall be electrically operated and
mechanically held. The electrical operator shall be a
momentarily energized, single-solenoid mechanism.
Main operators utilizing overcurrent disconnect
devices, linear motors or gears shall not be
acceptable. The switch shall include both electrical
and mechanical interlocks to prevent both sets of main
contacts being closed at the same time.
K. All transfer switch sizes shall use only one type of
main operator for ease of maintenance and commonality
of parts.
L. The switch shall be positively locked and unaffected
by momentary outages, so that contact pressure is
maintained at a constant value and contact temperature
rise is minimized for maximum reliability and
operating life.
M. All main contacts shall be silver composition.
Switches rated 800 amperes and above shall have
segmented, blow-on construction for high withstand and
close-on capability and be protected by separate
arcing contacts.
N. Inspection of all contacts shall be possible from the
front of the switch without disassembly of operating
linkages and without disconnection of power
conductors. A manual operating handle shall be
provided for maintenance purposes. The handle shall
permit the operator to manually stop the contacts at
any point throughout their entire travel to inspect
and service the contacts when required.
O. Designs utilizing components of molded-case circuit
breakers, contactors, or parts thereof, which are not
intended for continuous duty, repetitive switching or
transfer between two active power sources are not
acceptable.
P. Where neutral conductors are to be solidly connected,
a neutral conductor plate with fully rated AL-CU
pressure connectors shall be provided.

Q. Where neutral conductors must be switched, the ATS
shall be provided with fully-rated neutral transfer
contacts operated from the same shaft as the main
contacts with no overlap.
R. Automatic transfer switches serving optional Article
702 of the 2011 NYC Electrical Code building loads
shall be capable of receiving an overload signal from
the generator controller and load shedding. Load
shedding shall be accomplished by driving the contact
mechanism into a center off position where the load is
not connected to either source.
2.16 MICROPROCESSOR CONTROL PANEL
A. The controller's sensing and logic shall be provided
by a single built-in microprocessor for maximum
reliability, minimum maintenance, and the ability to
communicate serially through an optional serial
communication module or Ethernet connectivity module.
B. A single controller shall provide twelve selectable
nominal voltages for maximum application flexibility
and minimal spare part requirements. Voltage sensing
shall be true RMS type and shall be accurate to ± 1% of
nominal voltage. Frequency sensing shall be accurate
to ± 0.2%. The panel shall be capable of operating over
a temperature range of -20°C to +60°C and storage from
-55°C to +85°C.
C. The controller shall be connected to the transfer
switch by an interconnecting wiring harness. The
harness shall include a keyed disconnect plug to
enable the controller to be disconnected from the
transfer switch for routine maintenance. Sensing and
control logic shall be provided on multi-layer printed
circuit boards. Interfacing relays shall be industrial
grade plug-in type with dust covers. The panel shall
be enclosed with a protective cover and be mounted
separately from the transfer switch unit for safety
and ease of maintenance. The protective cover shall
include a built-in pocket for storage of the
operator’s manuals.
D. All contractor connections shall be wired to a common
terminal block to simplify field-wiring connections.
E. The controller shall meet or exceed the requirements
for Electromagnetic Compatibility (EMC) as follows:
1. EN 55011:1991 Emission standard - Group 1,
Class A

3. IEEE472 (ANSI C37.90A) Ring Wave Test.
F. A microprocessor-based control with LCD digital
display and keypad shall be an integral part of the
controller for viewing all available data and setting
desired operational parameters. Operational
parameters shall also be available for viewing and
limited control through the communications interface
port. The following required parameters, which may
also be adjustable via DIP switches on the controller,
are as follows:
1. Nominal line voltage and frequency
2. Single or three phase sensing
3. Transfer operating mode configuration (Open
transition, or Delayed transition)
All instructions and controller settings shall be
easily accessible, readable and accomplished without
the use of codes, calculations, or instruction
manuals.
G. Voltage and frequency on both the normal and emergency
sources (as noted below) shall be continuously
monitored, with the following pickup, dropout, and
trip setting capabilities (values shown as % of
nominal unless otherwise specified):

H. Repetitive accuracy of all settings shall be within ±
1% over an operating temperature range of -20°C to
60°C.
I. Voltage and frequency settings shall be field
adjustable in 1% increments either locally with the
display and keypad or remotely via the communications
interface port.
J. The controller shall be capable (when activated by the
keypad or the communications interface port) of
sensing the phase rotation of both the normal and
emergency sources. The source shall be considered
unacceptable if the phase rotation is not the
preferred rotation selected (ABC or CBA).
K. Source status screens shall be provided for both
normal & emergency to provide digital readout of
voltage on all 3 phases, frequency, and phase
rotation.
L. An adjustable time delay of 0 to 6 seconds shall be
provided to override momentary normal source outages
and delay all transfer and engine starting signals.
Capability shall be provided to extend this time delay
to 60 minutes by providing an external 24 VDC power
supply.
M. A time delay shall be provided on transfer to
emergency, adjustable from 0 to 60 minutes, for
controlled timing of transfer of loads to emergency.
N. Two time-delay modes (which are independently
adjustable) shall be provided on re-transfer to
normal. One time delay shall be for actual normal
power failures and the other for the test mode
function. The time delays shall be adjustable from 0
to 60 minutes. Time delay shall be automatically
bypassed if the emergency source fails and the normal
source is acceptable.
O. A time delay shall be provided on shut down of engine
generator for cool down, adjustable from 0 to 60
minutes.
P. A time delay activated output signal shall also be
provided to drive an external relay(s) for selective
load disconnect control. The controller shall have
the ability to activate an adjustable 0 to 5-minute
time delay in any of the following modes:
1. Prior to transfer only.
2. Prior to and after transfer.

3. Normal to emergency only.
4. Emergency to normal only.
5. Normal to emergency and emergency to normal.
6. All transfer conditions or only when both sources
are available.
Q. All time delays shall be adjustable in 1 second
increments, except the extended parallel time, which
shall be adjustable in .01 second increments.
R. All time delays shall be adjustable by using the LCD
display and keypad or with a remote device connected
to the communications interface port.
Additional Features: The following additional
features shall be provided with the ATS:
1. Membrane-type switches shall be provided for the
test and retransfer to normal functions. The
test position will simulate a normal source
failure. The retransfer to normal position shall
bypass the time delays on retransfer to normal.
2. A SPDT contact, rated 5 amps at 30 VDC, shall be
provided for a low-voltage engine start signal.
The start signal shall prevent dry cranking of
the engine by requiring the generator set to
reach proper output, and run for the duration of
the cool down setting, regardless of whether the
normal source restores before the load is
transferred.
3. Auxiliary contacts, rated 10 amps, 250 VAC shall
be provided consisting of two contacts, closed
when the ATS is connected to the normal source
and two contacts closed, when the ATS is
connected to the emergency source.
4. LED indicating lights shall be provided; one to
indicate when the ATS is connected to the normal
source (green) and one to indicate when the ATS
is connected to the emergency source (red).
5. LED indicating lights shall be provided and
energized by controller outputs. The lights shall
provide true source availability of the normal
and emergency sources, as determined by the
voltage sensing trip and reset settings for each
source.

6. A membrane switch shall be provided on the
membrane panel to test all indicating lights when
pressed.
7. The following features shall be built-in to the
controller, but capable of being activated
through keypad programming or the communications
interface port only when required by the user:
8. Provide the ability to select “commit/no commit
to transfer” to determine whether the load should
be transferred to the emergency generator if the
normal source restores before the generator is
ready to accept the load.
9. Terminals shall be provided for a remote contact
which opens to signal the ATS to transfer to
emergency and for remote contacts which open to
inhibit transfer to emergency and/or retransfer
to normal. Both of these inhibit signals can be
activated through the keypad or the
communications interface port.
10. An in-phase monitor shall be provided in the
controller. The monitor shall control transfer
so that motor load inrush currents do not exceed
normal starting currents, and shall not require
external control of power sources. The in-phase
monitor shall be specifically designed for and be
the product of the ATS manufacturer.
11. The controller shall be capable of accepting a
normally open contact that will allow the
transfer switch to function in a non-automatic
mode when a non-automatic version of the user
interface membrane is furnished.
12. Engine Exerciser – The controller shall provide
an internal engine exerciser. The engine
exerciser shall allow the user to program up to
seven different exercise routines. For each
routine, the user shall be able to:
a. Enable or disable the routine.
b. Enable or disable transfer of the load
during routine.
c. Set the start time, time of day, day of
week, week of month (1st, 2nd, 3rd, 4th,
alternate or every)
d. Set the duration of the run.

At the end of the specified duration the switch
shall transfer the load back to normal and run the
generator for the specified cool down period. A
10-year life battery that supplies power to the
real time clock in the event of a power loss will
maintain all time and date information.
13. Key Locking Feature – The control switches on the
interface membrane shall be capable of being
locked via password protected screens on the
controller LCD display to prevent unauthorized
tampering. A red LED indicator shall be
illuminated on the interface membrane when the
membrane controls are locked.
14. System Status – The controller LCD display shall
include a “System Status” screen which shall be
readily accessible from any point in the menu by
depressing the “ESC” key a maximum of two times.
This screen shall display a clear description of
the active operating sequence and switch
position. For example,

15. Controllers that require multiple screens to
determine system status or display “coded” system
status messages, which must be explained by
references in the operator’s manual, are not
permissible.
16. Self Diagnostics – The controller shall contain a
diagnostic screen or service connection port for
the purpose of detecting system errors. This
screen shall provide information on the status
input signals to the controller which may be
preventing load transfer commands from being
completed.
17. Data Logging – The controller shall have the
ability to log data and to maintain the last 10
events, even in the event of total power loss.
The following events shall be time and date
stamped and maintained in a non-volatile memory:
a. Event Logging
1) Data, time and reason for transfer from
normal to emergency.
2) Data, time and reason for transfer from
emergency to normal.

energized.
4) Total number of hours both normal and
emergency sources are available.
2.17 WITHSTAND AND CLOSING RATINGS
A. The ATS shall be rated to close on and withstand the
available rms symmetrical short circuit current at the
ATS terminals with the type of overcurrent protection
shown on the plans. WCR ATS ratings shall be as
follows when used with specific circuit breakers:

B. The ATS shall be UL listed in accordance with UL 1008
and be labeled in accordance with that standard's 1½
and 3 cycle, long-time ratings. ATSs which are not
tested and labeled with 1½ and 3 cycle (any breaker)
ratings and have series, or specific breaker ratings
only, are not acceptable.
2.18 SOURCE QUALITY CONTROL
A. Automatic Transfer Switch (ATS)
1. The complete ATS shall be factory tested to ensure
proper operation of the individual components and
correct overall sequence of operation and to ensure
that the operating transfer time, voltage,
frequency and time delay settings are in compliance
with the specification requirements.
2. Upon request, the manufacturer shall provide a
notarized letter certifying compliance with all of
the requirements of this specification including

compliance with the above codes and standards, and
withstand and closing ratings. The certification
shall identify, by serial number (s), the equipment
involved. No exceptions to the specifications,
other than those stipulated at the time of the
submittal, shall be included in the certification.
3. The ATS manufacturer shall be certified to ISO 9001
International Quality Standard and the manufacturer
shall have third party certification verifying
quality assurance in design/development,
production, installation and servicing in
accordance with ISO 9001.
4. Factory Test Components, Assembled Switches, and
Associated Equipment: Ensure proper operation.
Check transfer time and voltage, frequency, and
time-delay settings for compliance with specified
requirements. Perform dielectric strength test
complying with NEMA ICA 1.
2.19 SERVICE REPRESENTATION
A. The ATS manufacturer shall maintain a national service
organization of company-employed personnel located
throughout the contiguous United States. The service
center’s personnel must be factory trained and must be
on call 24 hours a day, 356 days a year.
B. The manufacturer shall maintain records of each switch,
be serial number, for a minimum of 20 years.
C. For ease of maintenance and parts replacement, the
switch nameplate shall include drawing numbers, part
numbers for main coil and control.
PART 3 - EXECUTION
3.01 INSTALLATION
A. Install generator set, and other components as
indicated, in accordance with equipment manufacturers
written instructions, and with recognized industry
practices, to ensure proper performance in accordance
with the specifications. Comply with applicable NEMA
standards pertaining to installation of engine-
generator sets and accessories and with NFPA 110.
B. Each Automatic Transfer Switch, unless otherwise
specified herein, shall be furnished with factory
wired components in a NEMA 1, UL approved enclosure
with lock.

C. Coordinate with the work of other trades including
fuel tanks, pumps, piping, ductwork and accessories as
necessary to provide a complete operational system.
D. Include the installation of control and monitoring and
power panels, battery charger, integral tank,
batteries and racks and other appurtenances to the
extent that such appurtenances are not factory
installed and wired.
E. Include field interwiring and power supply and control
connections for external load bank provided by
maintenance contractor, batteries, battery chargers,
pumps, heaters, float switches, solenoid valves,
damper operators and other miscellaneous items as
required in accordance with manufacturers wiring
diagrams. Such wiring shall include (but not be
limited to):
1. Wiring between battery and engine control panel
and battery charger and power supplies thereto.
2. Power supply wiring and control wiring for engine
jacket water heater.
3. Power supply wiring and control wiring for fuel
pumps, integral fuel tank, float switches, valves
and other fuel supply system components.
4. Power supply and control wiring for automatic
louver damper operators.
5. Emergency stop break glass switch match type and
number of cables and conductors to control and
communications requirements of transfer switches
as recommended by manufacturer.
F. Ground equipment
3.02 FIELD QUALITY CONTROL
A. Generator Set Site Testing
Testing: Perform under the supervision of Company
Field Advisor the following field quality-control
testing:
1. Tests recommended by manufacturer, under the
supervision of manufacturer’s factory authorized
service representative.
2. Installation acceptance tests to be conducted on-
site in accordance with the procedures of NFPA
110 shall include a “cold start” test (Section

7.13.4.1), then a 5-minute cool down period for
the generator before the start of the two-hour
full load test (Section 7.13.4.3), and frequency
dip upon one-step rated application (Section
5.6.3.1.2). Installing Contractor shall provide
a resistive external load bank and make temporary
connections for full load test.
a. The “cold start” test shall be performed as
follows:
1) With the generator in a cold start
condition and emergency load at
operating level, a normal power failure
shall be initiated.
2) The test loads shall be all loads that
are served by the Emergency power
systems. There is no minimum load for
this test.
3) The time delay on start shall be
observed and recorded.
4) The cranking time until generator
starts and runs shall be observed and
recorded.
5) The time taken to reach operating speed
shall be observed and recorded.
6) The engine start function shall be
confirmed by verifying the operation of
the initiating circuit of all transfer
switches supplying each loads.
7) The time taken to achieve steady-state
condition with all switches transferred
to the emergency position shall be
observed and recorded.
8) The voltage, frequency, amperes, oil
pressure and water temperature shall be
recorded every 15 minutes for the
duration of the test.
9) The load test duration shall be 2 hours
and generator runtime shall be
recorded.
10) When normal power is restored to the
building the time delay retransfer to
normal power for each switch with a

minimum setting of 5 minutes shall be
recorded.
11) The time delay on the generator cool-
down period and shutdown shall be
recorded.
b. The two-hour full load test shall be
performed as follows:
1) The full load test shall be initiated
by any method that starts the generator
and upon reaching rated rpm, picks up
not less than 30 percent of nameplate
kw rating for the first 30 minutes, not
less than 50 percent of nameplate
rating kw for the next 30 minutes and
100 percent of the nameplate kw rating
for the next 60 minutes.
2) The voltage, frequency, amperes, oil
pressure and water temperature shall be
recorded every 15 minutes for the
duration of the test.
3. Battery Tests: Measure charging voltage and
voltages between available battery terminals for
full-charging and float-charging conditions.
Check electrolyte level and specific gravity under
both conditions. Test for contact integrity of
all connectors. Perform an integrity load test
and a capacity load test for the battery. Verify
acceptance of charge for each element of battery
after discharge. Verify measurements are within
manufacturer's specifications.
4. Battery-Charger Tests: Verify specified rates of
charge for both equalizing and float-charging
conditions.
5. System Integrity Tests: Methodically verify
proper installation, connection, and integrity of
each element of engine generator system before and
during system operation. Check for air, exhaust,
and fluid leaks.
6. Exhaust-System Back-Pressure Test: Use a
manometer with a scale exceeding 40 inches wg (120
kPa). Connect to exhaust line close to engine
exhaust manifold. Verify that back pressure at
full-rated load is within manufacturer's written
allowable limits for the engine.

7. Exhaust Emissions Test: Comply with applicable
government test criteria.
B. Transfer Switches Site Testing
1. Coordinate tests with tests for transfer switches
and run them concurrently.
2. Test transfer-switch products by operating them
in all modes. Perform test recommended by
manufacturer under the supervision of
manufacturer’s factory-authorized service
representative.
3. Retest: Correct deficiencies identified by tests
and observations and retest until specified
requirements are met.
4. Report results of tests and inspections in
writing. Record adjustable relay settings and
measured insulation resistances, time delays, and
other values and observations. Attach a label or
tag to each tested component indicating
satisfactory completion of tests.
C. Test instruments shall have been calibrated within the
last 12 months, traceable to standards of the National
Institute for Standards and Technology, and adequate
for making positive observation of test results. Make
calibration records available for examination on
request.
3.03 TRAINING
A. Training
Provide one day of on-site training to instruct the
owner's personnel in the proper operation and
maintenance of the equipment. Review operation and
maintenance manuals, parts manuals, and emergency
service procedures.
B. Scheduled Oil Sampling
In order to forecast and minimize engine failure, the
supplier of the equipment must provide an oil sampling
analysis kit which operating personnel shall utilize
for scheduled oil sampling.
