Dear Requester:
This is the final response to your Freedom of Information Act (FOIA) request, originally received
by the United States Secret Service (Secret Service) on July 14, 2023, for information pertaining to
emails, text messages, photographs, memos, letters, directives, intelligence bulletins, threat
assessments, after action reports, suspicious activity reporting, and open-source intelligence/social
media monitoring reports, referencing the cocaine found in the West Wing of the White House.
After a detailed review of all potentially responsive records, 102 pages were released and 34 pages
were withheld in their entirety. After considering the "Foreseeable Harm" standard, outlined in Title
5 U.S.C § 552(a)(8)(A)(i) and Department of Justice guidance, exemptions under FOIA Statute
Title 5 U.S.C. § 552, and/or the PA Statute Title 5 U.S.C. § 552a, have been applied where deemed
appropriate.
Enclosed are the documents responsive to your request, as well as a document that explains the
exemptions in more detail. Withheld information is pursuant to the exemptions marked below.
Please be advised, in the processing of this FOIA request, no fees are being assessed.
If you deem our decision an adverse determination, you may exercise your appeal rights. Should
you wish to file an administrative appeal, your appeal should be made in writing and received

FREEDOM OF INFORMATION ACT
SUBSECTIONS OF TITLE 5, UNITED STATES CODE, SECTION 552
Provisions of the Freedom of Information Act do not apply to matters that are:
(b) (1) (A) specifically authorized under criteria established by an Executive Order to be kept Secret in the interest of national defense or foreign policy;
and (B) are in fact properly classified pursuant to such Executive Order;
(b) (2) related solely to the internal personnel rules and practices of any agency;
(b) (3) specifically exempted from disclosure by statute (other than section 552b of this title), if that statute: (A)(i) requires that the matters be withheld
from the public in such a manner as to leave no discretion on the issue, or (ii) establishes particular criteria for withholding or refers to particular
types of matters to be withheld; and (B) is enacted after the date of enactment of the OPEN FOIA Act of 2009;
(b) (4) trade secrets and commercial or financial information obtained from a person and is privileged or confidential;
(b) (5) inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the
agency; provided that the deliberative process privilege shall not apply to records created 25 years or more before the date on which the records
were requested;
(b) (6) personnel files and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy;
(b) (7) records or information compiled for law enforcement purposes, but only to the extent that the information: (A) could reasonably be expected to
interfere with enforcement proceedings; (B) would deprive a person of a right to a fair trial or an impartial adjudication; (C) could reasonably be
expected to constitute an unwarranted invasion of personal privacy; (D) could reasonably be expected to disclose the identity of a confidential
source, including a State, local, foreign agency or authority, or any private institution that furnished information on a confidential basis, and/or
when records/information compiled by a criminal law enforcement authority in the course of a criminal investigation, or by an agency conducting
a lawful national security intelligence investigation, information furnished by a confidential source; (E) would disclose techniques and procedures
for law enforcement investigations or prosecutions, or would disclose guidelines for law enforcement investigations or prosecutions if such
disclosure could reasonably be expected to risk circumvention of the law; (F) could reasonably be expected to endanger the life or physical safety
of any individual;
(b) (8) contained in or related to examination, operating, or condition reports prepared by, on behalf of, or for the use of an agency responsible for
regulation or supervision of financial institutions; and
(b) (9) geological and geophysical information and data, including maps, concerning wells.

(j) (2) material reporting investigative efforts pertaining to enforcement of criminal law including efforts to prevent, control, or reduce crime or
apprehend criminals;
(k)(1) material that is currently and properly classified pursuant to an Executive Order in the interest of national defense or foreign policy;
(k) (2) material compiled during investigations for law enforcement purposes (with certain exemptions);
(k) (3) material maintained in connection with providing protective services to the President of the United States or other individuals pursuant to section
3056 of Title 18;
(k) (5) investigatory material compiled solely for the purpose of determining suitability, eligibility, or qualifications for Federal civilian employment,
military service, Federal contracts, or for access to classified information, but only to the extent that the disclosure of such material would reveal
the identity of the person who furnished information to the Government under an express promise that the identity of the source would be held in
confidence, or prior to September 27, 1975, under an implied promise that the identity of the source would be held in confidence; and
(k) (6) testing or examination material used solely to determine individual qualifications for appointment or promotion in the Federal service-the
disclosure of which would compromise the objectivity or fairness of the testing or examination process.

A small amount of a white powdery substance was found in the White House on Sunday
evening, according to a person familiar with the episode, and an initial test by emergency
response workers determined that it was cocaine.
President Biden and his family were away at Camp David when a uniformed Secret Service agent
found the substance during a patrol of the West Wing around 6 p.m. on Sunday, the person said,
prompting a brief shutdown of some of the White House campus as response workers assessed
whether the substance was hazardous.
Later that evening, a test of the substance by hazmat crew officials returned a result: "We have a
yellow bar saying cocaine hydrochloride," an official said on a dispatch sent at 8:49 p.m. and
logged by a website that gathers the agency's radio communications.
A person familiar with the investigation, who spoke on the condition of anonymity to discuss an
open inquiry, said that the radio dispatch discussing the test of the substance was placed
between the District of Columbia Fire Department's hazmat team and other officials within the
department.
Anthony Guglielmi, a spokesman for the Secret Service, said that the substance had been found
in a "work area of the West Wing" and that another dispatch that said the substance had been
found in a White House library was incorrect.
In a statement, Mr. Guglielmi said "the item was sent for further evaluation and an investigation
into the cause and manner of how it entered the White House is pending."
He did not confirm or dispute the initial finding that the powder was cocaine.
Vito Maggiolo, a spokesman for the District of Columbia Fire Department, declined to confirm
the contents of any of the dispatches, but said officials with the department "were requested to
assist the Secret Service as they conducted an investigation."
On Tuesday morning, Mr. Biden returned to the White House with several of his family
members.

On Sunday evening, the White House complex went into a precautionary closure as officers from
the Secret Service Uniformed Division investigated an unknown item found inside a work area.
The DC Fire Department was called to evaluate and quickly determined the item to be non-
hazardous. The item was sent for further evaluation and an investigation into the cause and
manner of how it entered the White House is pending.

WASHINGTON - On the evening of July 2, officers from the U.S. Secret Service Uniformed Division found an
unknown substance inside a vestibule leading to the lobby area of the West Executive Avenue entrance to the White
House.
The substance was located inside a receptacle used to temporarily store electronic and personal devices prior to
entering the West Wing.
Following the discovery, safety closures were implemented around the White House. This response was designed to
ensure that the found substance was not a biological or radiological material that threatened the security of the
White House. As such, the substance was field tested and determined to not be a hazardous compound.
Testing conducted by the District of Columbia Fire and Emergency Medical Services Department indicated that the
found powder tested preliminarily positive for the presence of cocaine. The substance and packaging was treated as
evidence and sent to the U.S. Department of Homeland Security's National Biodefense Analysis and
Countermeasures Center, which analyzed the item for any biothreats. Tests conducted at this facility came back
negative and gave formal confirmation that the substance was not biological in nature.
The substance and packaging underwent further forensic testing. The substance was analyzed for its chemical
composition. The packaging was subjected to advanced fingerprint and DNA analysis. Both of these analyses were
conducted by the Federal Bureau of Investigation's crime laboratory given their expertise in this area and
independence from the investigation.
While awaiting the FBl's results, the Secret Service investigation into how this item entered the White House
continued. The investigation included a methodical review of security systems and protocols. This review included a
backwards examination that spanned several days prior to the discovery of the substance and developed an index of
several hundred individuals who may have accessed the area where the substance was found. The focal point of
these actions developed a pool of known persons for comparison of forensic evidence gleaned from the FBI's
analysis of the substance's packaging.
On July 12, the Secret Service received the FBI's laboratory results, which did not develop latent fingerprints and
insufficient DNA was present for investigative comparisons. Therefore, the Secret Service is not able to compare
evidence against the known pool of individuals. The FBl's evaluation of the substance also confirmed that it was
cocame.
There was no surveillance video footage found that provided investigative leads or any other means for
investigators to identify who may have deposited the found substance in this area. Without physical evidence, the
investigation will not be able to single out a person of interest from the hundreds of individuals who passed through
the vestibule where the cocaine was discovered.

At 1918 hours AS-1 deemed the small baggie containing the white powdery substance suspicious. AS-1 then requested for DC Fire Hazmat

A small amount of a white powdery substance was found in the White House on Sunday evening, according to a
person familiar with the episode, and an initial test by emergency response workers determined that it was
cocame.
President Biden and his family were away at Camp David when a uniformed Secret Service agent found the
substance during a patrol of the West Wing around 6 p.m. on Sunday, the person said, prompting a brief
shutdown of some of the White House campus as response workers assessed whether the substance was
hazardous.
Later that evening, a test of the substance by hazmat crew officials returned a result: "We have a yellow bar
saying cocaine hydrochloride," an official said on a dispatch sent at 8:49 p.m. and logged by a website that
gathers the agency's radio communications.

A person familiar with the investigation, who spoke on the condition of anonymity to discuss an open inquiry,
said that the radio dispatch discussing the test of the substance was placed between the District of Columbia
Fire Department's hazmat team and other officials within the department.
Anthony Guglielmi, a spokesman for the Secret Service, said that the substance had been found in a "work area
of the West Wing" and that another dispatch that said the substance had been found in a White House library
was incorrect.
In a statement, Mr. Guglielmi said "the item was sent for further evaluation and an investigation into the cause
and manner of how it entered the White House is pending."
He did not confirm or dispute the initial finding that the powder was cocaine.
Vito Maggiolo, a spokesman for the District of Columbia Fire Department, declined to confirm the contents of
any of the dispatches, but said officials with the department "were requested to assist the Secret Service as they
conducted an investigation."
On Tuesday morning, Mr. Biden returned to the White House with several of his family members.
