1.0 SCOPE OF WORK.

This method statement describes the procedure for land reclamation using the push and fill method.
Dump trucks will deliver the fill material to the reclamation site near the shore, and the loader will
push it into the sea, maintaining an elevation of 1 meter above the high-tide level (+2.3). The
backfilling process will ensure a minimum of 5 meters of backfill behind the secant piles, and the
newly formed slope will be protected with geotextile fabric.

3.1 MANAGEMENT SYSTEMS

3.2 Safety, Health and Environment Policy


It is the policy of the Contractor that all employees, including those of
subcontractors , execute their work safely and under health conditions, with
appropriate concern for the protection of the environment. The ultimate Safety,
Health and Environmental objectives of the Contractor are:
1. Zero personal accidents;
2. Zero incidents with environmental impact; and
3. Zero damages to equipment and property.
4. Documents/Procedures related to HSE management system;
5. Procedures for Risk Assessment;
6. Emergency Response/Rescue Procedures;
7. Reclemetion, Handling and Disposal;
8. Work under water/ Diving Procedures;
9. Handling and use of oil, petrol, chemicals, and hazardous materials;
10. Waste Management;
11. Marine Navigational routes / Marine Traffic Management.; and,
12. Environmental Management Procedures – (water quality, marine mammal, and
turtle management, etc.)

The Contractor shall appoint a HSE Officer to be responsible for all safety and potential
hazardous or dangerous activity issues. This person must have adequate knowledge and
experience to deal safely with hazards associated with the work. He shall ensure that the
HSE plan is known and followed by every person on the Site. The Contractor shall present
the HSE plan in a safety meeting for all site personnel when work commence on site and
arrange for relevant training as per the HSE Plan.
The Environment Management Plan provides the management framework to mitigate
environmental impacts as a result of Contractor’s Project activities, and ensure compliance
with relevant environmental requirements.
For the Reclamation, a key potential impact on the environment is associated with the
increase of suspended sediment concentrations during spraying and reclamation activities.
3.3 Work Method Statements HSS Risk Assessment

This Method Statement includes work activity specific hazard identification and risk
assessments for which reference is made to Appendix A.
The objectives of the Method Statement Risk Assessment are as follows:
1. Identify and describe health, safety and security (HSS) hazards and
threats at the earliest practicable stage of the Method Statement
development;

2. Record HSS hazards and control measures in a standard format to assist


communication with the developers and users of the Method Statement;
3. Identify the high potential and critical HSS risks associated with the Method
Statement; and

Create a ‘living document’ which is updated as additional hazards and
control measures are identified during Method Statement
implementation.

3.4 Environmental and Safety Considerations

• Dust Suppression: Use covers or other dust suppression measures to minimize airborne
particles during transportation.
Spillage Prevention: Equip vehicles with spill containment features and ensure drivers are
trained in spill response procedures.

• Erosion and Sediment Control: Implement erosion and sediment control measures to prevent
environmental contamination during spoil removal and transportation.

• Water Quality Protection: Use barriers and filtration systems to protect water bodies from
spoil runoff and sedimentation.

• PPE and Training: Provide appropriate personal protective equipment (PPE) and training to
all personnel involved in spoil removal and treatment activities.

• Emergency Preparedness: Develop and implement emergency response plans for potential
incidents (e.g., spills, contamination) during spoil management.

The following measures will be implemented to ensure environmental protection and


compliance with the specifications:

• Equipment Maintenance and Use: The subcontractor will ensure that no equipment leaking
fuel, lubricant, or hydraulic fluid will be used on-site. All equipment will be properly
maintained to ensure efficiency and minimize emissions. Furthermore, equipment will arrive
on-site in a clean condition.

• Fuel and Oil Management: The subcontractor will store fuel and oil away from watercourses,
ensuring all storage areas are fully bunded. Containers will be securely maintained and kept
clean to prevent contamination.

• Refueling and Servicing: All refueling and servicing activities will be supervised and
conducted in designated locations agreed upon with the Engineer. The subcontractor will
ensure that these activities are carried out safely and in compliance with environmental
guidelines.

• Spill Response Preparedness: The subcontractor will always have appropriate oil absorbent and
containment materials/products readily available on-site to address any potential fuel leaks or
spillages.

• Spill Containment and Reporting: In the event of a spillage, the subcontractor will immediately
contain and remove the spillage from the site to an approved location. The Engineer will be
promptly informed of any such incidents.

3.5 Kick-off meeting reclamation works
Contractor will hold a kick-off meeting for the reclamation works with personnel involved to ensure
that the team is aware of roles and responsibilities, communication lines, inspections and envisioned
work methods. Engineer will be invited to attend this kick-off meeting.

3.6 Quality Management


The QMS Plan discusses the various Inspection and Test Plans (ITPs), submitted separately for
review. Validation of the operation/ installation/ product, Quality Control and Technical Integrity of
the works. The ITPs focus on how Contractor will meet the rigorous contractual quality control
requirements.

Responsibilities.

It is the responsibility of all contractors’ management, staff and personnel to comply with the
procedures set out in this document. The responsibilities of the key personnel are outlined for
clarity and easy reference below.

Project manager

Project Manager for reclamation and marine work, responsibilities include developing detailed
project plans, coordinating resources, and ensuring compliance with environmental and
regulatory requirements. You will manage risks by identifying potential challenges and

implementing mitigation strategies. Health, safety, and environmental standards (HSSE) are
critical, requiring continuous monitoring and enforcement. The role also involves overseeing
budgets, timelines, and quality control to ensure efficient project execution and completion.
Regular communication with stakeholders ensures transparency and smooth progress throughout
the project lifecycle.

Construction Manager

Develop and initiate the project plan while orienting the project team to focus on critical activities,
milestones, and updating of the plan.

Ensure continuous monitoring of activities while providing feedback to Company management on


current status during the duration of the project.

Ensure company safety procedural implementation throughout the project duration.

Ensure that issued construction drawings are approved by the Cunsultant, in addition to ensure
that all project documents are approved prior to commence execution at site.

➢ Oversees the relocation process.

➢ Ensures compliance with safety guidelines.


➢ Reclamation activities are carried out in accordance with this method statement; and
➢ Necessary permits are obtained before starting the works.
QA/QC Inspector.

To Ensure that all approved QC procedures and documents are available and implemented by the
construction team throughout the duration of the project. All procedures will be carried out in
accordance with the approved Inspection and Test Plan (ITP).

The quality of work must consistently conform to the project specifications or meet the
requirements set by the SBG Representative.

QA/QC Engineer

The QA/QC Engineer for reclamation work is responsible for ensuring that all activities comply
with project specifications, quality standards, and regulatory requirements. They oversee material
testing, inspect site operations, and ensure proper documentation. Additionally, they coordinate
with construction teams to identify and resolve quality issues, verify compliance with
environmental regulations, and ensure that the project meets client and Project Specifications
and standards.

Site Engineer/Superviosr.

Supervise the execution of works in the site to ensure that the work phase required and assigned
by the Project Manager/Construction Manager is accomplished withal the approved time, plan,
specification and standards.

Administer the day-to-day site activities which include supervising and assigning of duties and
descriptions on how tasks should be interpreted,

or accomplished in compliance with the required output, resolving unexpected technical


difficulties in coordination with the Construction Manager, implementation of safety practices
and programs.

Inform the direct managers/supervisors on all activities in the site to ensure that proper
communication and channeling is observed in order to execute the program as planned.

HSE Manager
The project HSS manager will:

• Advise and support the Project Management Team on HSE


issues, such as Risk Assessments, project HSSE aspects, etc.
• Induct, instruct and keep record of new project personnel, visitors and third
parties.
• Perform periodic project site spot-checks, inspections to verify compliance
with the HSS Plan.
• Advise and support Project Management in reporting and
investigating accidents, damages, environmental losses
and near misses;
• Administrate and regularly review the HSS Plan and associated procedures;
and
• Record, review and report the HSS performances in line
with the Employers and Contractors reporting
requirements.
• Assist line management in the preparation of Project Hazards.
• Administrate and review regularly the Emergency
Response Plan, including procedures and documents such
as the emergency telephone list; and
• Documents are approved and signed off by relevant parties.

Conduct safely inspections on the work site to ensure that safety procedures are implemented
and observed to avoid an accident-prone working environment.
Conduct safety training for employees according to their job activities to ensure that safety
practices and procedures are known to all so that they can exercise “Safety First" rule.
Ensure to conduct daily tool box talk (TBT) to notify safety precautionary measure prior
deployment of work at site.
Surveyor

Ensure that survey points are properly maintained.


Carry out a pre-construction survey to fix the locations and corresponding elevations as per the
approved shop drawings. Ensure quality and compliance during phases of surveying works and
the regular checking of the surveying equipment or periodic calibration from the third party.
Ensure the validity and the serial number of calibration certificates is available and posted in the
survey equipment.

6.0 PROCEDURE / METHOD TO BE EMPLOYED

6.1 General Requirements for Reclamamtion work.


➢ The permission from Client and local authorities shall be obtained by the contractor prior
to commencement of reclamation works in the project area. Advance weekly programmes
shall be submitted to the Client and clients engineer, minimum of four days prior to the
commencement of the programme.
➢ Site engineer/supervisor shall ensure method statement and risk assessment Is
commuicated to all workforce and ensure operatives are adequately trained on their
specific task
➢ The method of reclamation shall be to the approval of the Client and the areas shall be
reclaimed to the full levels and details shown on the Drawings. Prior to the completion of
the Works all dredged material which is not required for the Works shall be removed from
site and deposited at locations approved by Client.
➢ The pre- and post-reclamation survey works should be detailed in accordance with the
project specifications.
➢ Interim surveys must be submitted to the Client biweekly, covering both the reclamation
and surplus material disposal areas. These surveys should match the accuracy and format
of the pre-reclamation surveys.
➢ All Unsuitable material shall be transported to and disposed at a suitable location
approved by Client and Client outside the Site.

➢ The cumulative thickness of fines layers within any meter depth of reclamation shall not
exceed 100mm.
➢ Slope and Edge Protection: Geotextiles will be employed for slope and edge protection.
➢ All Unsuitable material shall be transported to and disposed at a suitable location
approved by Client and Client outside the Site.
➢ Reclamation materials shall be discharged over the fill area to maintain homogeneity of
filling with emphasis on taking all necessary measures to avoid producing pockets of
fines in the reclamation.
➢ For the whole reclamation area or for each portion of reclamation, as approved by the
Client, the Contractor shall test the reclamation fill and the underlying soils in
accordance with the requirements set out herein.
➢ Fill material shall be handled and stored in such a manner as to avoid contamination,
segregation, deterioration, erosion, or instability of the material.
➢ Tidal effect should be considered during works.
➢ 'Pockets of fines shall be completely removed and replaced with suitable material to the
satisfaction of the Client in the upper 2.5m of the reclamation fill.
➢ 'Fill material shall be clean, hard, durable, granular, well-graded, non-plastic fill
comprising natural gravel, natural sand, crushed gravel, dredged and/or crushed rock
(other than argillaceous rock) or some combination thereof, having particle size
distributions within the ranges stated in table 5-1 as per speccification.

➢ 'The acceptable tolerance for the final surface level of completed fill as shown on the
Drawings shall be ±100mm from the specified final level.
➢ The thickness of any fine pocket shall not exceed 150mm, with the total cumulative
thickness limited to:
- 500mm within the 5 meters below foundation levels, and
- 1000mm in the total thickness of the reclamation fill.

Loading and Transportation:

➢ Loads backfill materials onto dump trucks using wheel loaders or excavators.

➢ Secure the load properly.

Ensure loads are evenly distributed, and regularly inspected during transport to
prevent shifting or spillage, maintaining safety and compliance with transport
regulations.

➢ Transport the materials to the designated area.

Unloading and Placement:

o Unload the materials at the designated Stockpile area.

Site Assessment and Route Planning:

o The subcontractor will evaluate existing roads and access points for suitability.

o The contractor will plan the route for transporting revetment material to minimize
disruption and ensure safety.

6.2 METHODOLOGY

➢ The contractor will install silt fencing as per Approved MES 3DAMM02-DAMM-07-
SBG-MW-MES-00001 and Approve ITP and in accordance with the approved Shop
drawings and project specifications.

➢ Before beginning reclamation, Subcontractor will first remove and relocate all existing
revetments. Which will be done as per the approval of MES for Removing and relocation
of revetement. This involves demolition and disposal of revetments in a careful and
controlled manner, ensuring that all components are handled safely.

➢ Once removed. The revetment materials will be demolished and disposed of at a


municipality-approved location, as per the Scope of Work. Alternatively, they may be
broken down to facilitate safe loading and unloading before being transported to the
designated stockpile location within the project premises, as marked by SBG. This will
be a one-time relocation, with no further movement. This preparation step is crucial to
ensuring the site is clear and ready for subsequent construction activities, including the
reclamation process.

➢ The land reclamation process using the push and fill method will involve dump trucks

delivering fill material (as per the contract Specifications of reclamation work) to the
shoreline, where a Loader/Excavator will push the material into the sea, maintaining an
elevation of 1 meter above the High-tide level and remaining elevation will be
compacted to provide the stable working plate form for Secant Pile works.

➢ The backfilling will ensure a minimum of 5 meters of fill behind the secant piles, while
the newly created slope (1:3) As per the site Condition, and it will be protected with
geotextile fabric to prevent erosion and enhance stability.

➢ For material transportation during reclamation work, trucks will stop 5-10 meters from
the new slope. The truck will proceed straight to the designated area to unload the

material and then reverse to exit. During this process, a designated spotter and flagman
will assist the driver to ensure clear communication and minimize blind spots. After
unloading, a wheel loader or excavator will push the material into the reclamation area.

➢ Delivery of Fill Material: Dump trucks are used to transport large volumes of fill
material (such as sand, soil, or gravel) to the reclamation site, which is typically located
near the shoreline.

➢ Pushing into the Sea: After the material is dumped, heavy machinery, such as front-end
loaders/Excavator, is used to push the fill material towards the water. The equipment
gradually spreads the material into the sea. This controlled pushing helps to expand the
land surface while maintaining the integrity of the fill material as it enters the water.

➢ Monitoring and Adjustments: Throughout the process, surveyors and engineers


continuously monitor the reclamation/ temporary plat form to ensure that the fill material
is distributed evenly, and that the expansion aligns with the project’s specifications.
Adjustments are made as necessary to address any deviations from the plan.

➢ All tests and material sampling shall be conducted in accordance with the project
specifications for reclamation work.

1. Temporary Backfilling for Secant Piling Platform:

• A temporary backfilling process will be executed using the push-and-fill method


to create a stable working platform for secant piling activities.

2. Excavation After Completion of Secant Piling Towards seaside

• Once the secant piling works are completed, the temporary backfill will be
excavated systematically.

• The excavation will be conducted with appropriate equipment.

3. Excavation After Completion of Secant Piling Towards land side

• Once the secant piling works are completed, the temporary backfill towards the
land side will be removed up to required level as per Engineers Instruction.

• The excavation will be conducted with appropriate equipment.

• The subgrade will be re-levelled and compacted as necessary to prepare for the
next stage of the backfilling process.

4. Backfilling Process and Compaction towards land side as per earth work
specification:

• Backfilling will commence only after proper dewatering (If Necessary) by main
contractor to ensure a dry and stable work area.

• The process will follow a layer-by-layer approach, ensuring each layer is well-
compacted before the next is placed.

• Compaction will be carried out using suitable machinery to achieve the required
density and load-bearing capacity which will be tested by conducting FDT.

Pre-anchoring stones to geotextile before unfurling it on the slope is an effective


method for securing the material in place. Here's a step-by-step guide:

➢ 1. Prepare the Stones

Select Stones: Choose stones that are heavy enough to resist the force of waves and
soil erosion.

2. Attach Stones to Geotextile

Straps or Cables: Use sturdy straps or cables to attach the stones to the geotextile.

Secure Attachment: Ensure that the straps or cables are securely fastened to both the
stones and the geotextile to prevent them from coming loose.

3. Unfurl Geotextile

Anchored Geotextile: Carefully position the geotextile on the slope, ensuring the pre-
anchored stones are in the desired locations.

Unroll and Spread: Unroll the geotextile and spread it evenly over the slope.

4. Secure the Top

Additional Stones: Place additional stones at the top of the slope to further secure the
geotextile and prevent erosion. Madarat will be responsible for safeguarding the
reclaimed side slopes until the completion of the subsequent works planned within
the site boundary.

Burying Stones: Consider burying some of the top stones to provide a more stable
foundation.

Once the geotextile is securely in place, Additional stones will be placed at the
bottom side of geotextile This will weight to keep the geotextile in place and serves
as additional protection against wave action and erosion.

➢ Coordination between the reclamation subcontractor and the secant pile subcontractor is
essential to agree on all necessary requirements. It is important to ensure that the
reclamation work will start near the secant pile areas to run the reclamation and secant
pile work in parallel.

➢ The surveyor shall Mark survey limit of works for Reclamation Area as per the drawings
and Specification.

➢ After the secant piles are completed, the material & geotextile behind the Secant piles
facing the sea will be removed according to the approved (MES) for the removal and
relocation of revetment. This Material will be disposed to municipal dumping areas as
per scope of work or other approve designated Location by SBG.

Logistics Traffic Plan for Reclamation work.


➢ Reclamation Areas: The area highlighted in orange in the drawing represents the
reclamation zone. It is divided into three sections: Marine Area 1, Marine Area 2, and
Marine Area 3, with further subdivisions into smaller areas.

➢ Subcontractor Route: The subcontractor, Madarat, will use the existing route (marked
in blue) as the designated IN/OUT access route for both revetment and reclamation
activities.

➢ The Jersey barriers along the route will be shifted back to provide additional space,
ensuring smooth transportation. This adjustment will be made in compliance with safety
standards, incorporating signage and flagmen for traffic management.

➢ Stockpile Area: The material will be stockpiled in the designated area marked in brown.
Ramps, also shown in brown, will be used for the movement and storage of materials at
this stockpile location.

➢ The route will be secured with Concrete barriers at both IN and OUT ends during the
activity. Madarat will provide temporary ramps for each zone, along with appropriate
signage and flagmen to ensure safety and facilitate smooth traffic management
throughout the operation.

➢ The route will also serve as an emergency access point for any urgent situations or
inspections that may arise during the activity. In the event of an emergency, this route
will allow for the swift entry of emergency response teams and equipment to the site.

➢ Subcontractor will utilize the alternative routes specified for zones 1, 2, and 3 if there is
no access for material transportation. Madarat will work in each zone for approximately
two weeks, following the alternative routes indicated in the Plans.

Temporary Works
Temporary works shall include the following:
➢ Temporary bunds or revetments at the interface with other construction works being conducted
subsequently or concurrently with the Contractor’s activities.
➢ Bunds or revetments supporting areas where suitable or unsuitable reclamation fill materials will
be deposited.
➢ Temporary bunds or revetments required by the Contractor to partially complete dredging and
reclamation works.
➢ All works shall be designed to remain stable under all tidal conditions, groundwater levels, and
surcharge loads, considering the placement of reclamation fill and ground improvement activities
to be performed by the Contractor.

1. Introduction
This rescue plan outlines the procedures and protocols to be followed in case of an
emergency during the revetment work near the seaside. It ensures that all personnel
are aware of the necessary steps to respond quickly and efficiently to protect workers
and mitigate risks associated with working near water.

2. Potential Hazards
- Drowning risk due to proximity to the water.
- Slips, trips, and falls on uneven or wet surfaces.
- Equipment failure or accidents involving heavy machinery near the water.
- Sudden changes in weather or high tides.

3. Emergency Response Team


Rescue Coordinator: Site supervisor responsible for coordinating rescue operations.
First Aid : Trained personnel on-site to administer immediate medical assistance.
Safety Officers: Ensure compliance with safety protocols and monitor operations.

4. Rescue Equipment
- Life jackets and flotation devices to be worn by all workers near the water.
- Emergency communication devices for quick reporting and coordination.

- If necessary, evacuation routes will be clearly marked, and flagmen will guide
workers to the safe zones.

6. Training and Drills


- All workers will undergo regular safety training and rescue drills for revetment work
near water.
- Rescue teams will conduct periodic mock rescue operations to ensure readiness.
- First aid and water safety training will be mandatory for all personnel working near
the water.

11.0 HEALTH AND SAFETY PROVISIONS

12.0 QC APPROVALS AND OTHER DOCUMENTS


'The QC team will handle all aspects of QC documentation, including material
testing, FDT, WIR, material submittals, NCR, and SOR closures. They will also be
responsible for all QC duties in accordance with the project requirements and
specifications.
All the required QA\QC approvals to be delivered as per the approved PQP and in line
with SEVEN contractual quality requirements

12.1 Safety Approvals


Before commencing reclamation work, all safety approvals must be obtained, including a Risk
Assessment and Method Statement (RAMS) detailing hazards and controls. A Permit to Work
(PTW) is mandatory, alongside adherence to Personal Protective Equipment (PPE)
requirements.

Training and Supervision

• All staff and workers who are involved in the activity will be trained about
methodology and sequence of works including the hazards/risk and control
measures associated to the activity. Construction Manager or Site Engineer will
give the training of above works and keep the record of training attendance.

• All activities shall be properly supervised by the construction team, assigned site
engineer, supervisor or foremen along with the support of HSE team to ensure
the work is carried out safely and comply with all site HSE rules and
regulations.

13.0 RECORDS TO BE PRODUCED

Quality Control Reports and Testing, Daily Progress Reports, Survey and As-Built
Records, and Correspondence and Approvals will be produced for the reclamation
work. These documents ensure that all work adheres to project specifications, track
daily progress, document the accuracy of surveys, and maintain clear communication
with stakeholders. Together, they provide a comprehensive record of the reclamation
process, ensuring compliance and transparency.

General Requirements.
As Reference to compliance to all Client, Project HSE requirements and local
regulations including international standard best practices

• All equipment shall be maintained in safe working condition and shall


be appropriate and adequate for the intended use.
• Ensure Plant & Equipment pre deployment Inspection checklist,
Inspection with Color code sticker/ Daily Inspection checklist.
• Only operators with valid 3rd party certificates personnel shall operate
equipment.

• The operator will make a complete walk-around safety check before use.
• Mobile equipment shall not be left unattended unless it is parked with ground
engaging tools.
• All employees working around heavy or mobile equipment should wear
reflective vests at a minimum.
• Hard hats are not required to be worn in an enclosed cab. Operators
must wear their hard hat anytime they exit the cab and unprotected
cabs. Safety Glasses, Steel Toe Boots, Reflective Vests and Gloves
are always required. Additional PPE may be required for certain tasks.
• Pickups and passenger vehicles not necessary for performing the work
should be parked well away from the work area to reduce congestion

area is to be made ofany hazards to other project personnel or
equipment and remove the hazard before start of
loading/unloading activity according to following guidelines:

• Observe gross vehicle weight rating.

• Check deck, remove all loose materials.

• Shifting loads should be blocked or lashed.

• Do not move truck until before confirmation of clearance of all


excess material near truck and adjacent area.

• Be alert for pinch points to avoid damage.

• To avoid falls from flatbed trailers, workers should keep away from sides of
the trailer.

• Use only approved ladders/scaffolds to access the truck bed.

• Observe safe materials handling practices.

• The works must be supervised by a trained and competent person


with the authority to immediately stop unsafe work. Drivers and
equipment operators must have valid third- party training and / or
relevant government licenses for the equipment they are using.

• The equipment must have valid third-party certification.

• Clear the area for other traffic & pedestrians.

• Area Barricade should be provided to prevent unauthorized access


of people not involved in loading or unloading and create an
isolated work area.

• Level. To maintain stability, trailers/Crane must be parked on firm


level ground,

• Loads must be spread as evenly as possible, during both loading


and unloading. Uneven loads can make the vehicle or trailer
unstable.
