Outcomes-based education is the new educational perspective, in which changes the educational focus

from content to outcome. It also puts the students as the center of the educative process. There are
three characteristics of OBE. 1. It is student-centered. 2. It is faculty-driven. 3. It is meaningful.

A good source of learning outcome statements is the Taxonomy of Educational Objectives by Benjamin

Bloom. Bloom's Taxonomy of Educational Objectives is grouped into three namely, cognitive,
psychomotor, and affective.

Education originated from the terms educare or educare which meant to draw out. That means,
extracting the barriers in the student's learning and getting the best of what the students can do and will
do.

Educational objectives are the broad goals that the subject-slash-course expects to achieve, and defining
in general terms the knowledge, skills, and attitude that the teacher will help the students to attain. The
objectives are stated from the point of view of the teacher such as, to develop, to provide, to enhance,
to inculcate, etc.

it is student-centered. That means, it places the students at the center of the process by focusing on
student learning outcomes, SLO. 2. It is faculty-driven. That means, it encourages faculty responsibility
for teaching, assessing program outcomes, and motivating participation from the students. 3. It is
meaningful. That means, It provides data to guide the teacher in making valid and continuing

improvement in instruction and assessment activities. To implement outcomes-based education on the


subject or course level, the following procedure is recommended. 1. Identification of the educational
objectives of the subject-slash-course. 2. Listing of learning outcomes specified for each subject-slash-
course objective. 3. Drafting outcomes assessment procedure. To understand the procedure, I will
discuss it one at a time.

The cognitive is called the knowledge, refers to mental skills such as remembering, understanding,
applying, analyzing, evaluating, synthesizing slash creating. The psychomotor is also referred to as skills,
includes manual or physical skills, which proceed from mental activities and range from the simplest to
the complex such as observing, imitating, practicing, adapting, and innovating. The affective is also
known as attitude.
he teacher ceased to be the sole source of knowledge. Teacher's role changed from sage on the stage to
guide on the side. The teacher has become a facilitator of knowledge who assists in the organization,
interpretation, and validation of acquired facts and information.

Drafting Outcomes Assessment procedure. This procedure will enable the teacher to determine the
degree to which the students are attaining the desired learning outcomes. It identifies for every outcome
the data that will be gathered which will guide the selection of the assessment tools to be used and at
what point assessment will be done.

Measurement is the process of quantifying the degree to which someone or something possesses a
given trait. it means determining the attributes or dimensions of you want to measure intangible
characteristics such as ability, skill, or knowledge, you will use a test. Assessment is the process of
gathering and organizing data into an interpretable form, basis for judgment or decision making. Lastly,
evaluation is systematic interpretation of organized data to make assessment, and essential in the
teaching and learning process to ensure high-quality student learning.

Suppose this student is the client, and seeking the services of the tailor to sew his school uniform.
Initially, the tailor gets all the necessary information and answers questions such as, who will wear the
school uniform? What are the body measurements of the student? In comparison with teaching and
learning, the teacher also gets the necessary information such as who will be assessed, what to be
assessed, and other information obtained from different assessment methods. This process is called
assessment.

In the end, both the tailor and the teacher conducts evaluation. the tailor asks the client to try the final
product to make sure that they like the design and style. If the school uniform is accepted, that ends the
tailor's work. If not, the tailor has to repair the school uniform. Likewise, after measuring a student's
achievement through a test, the teacher finds out the effectiveness of their instruction. If the result is
good, the teacher can immediately proceed to the next lesson. If not, the teacher must provide
remedies.

A test is an instrument designed to measure any characteristic, quality, ability, knowledge, or skill. It
comprised of items in the area that it is designed to measure. These tools are intended to obtain reliable
results. When constructed and utilized correctly, it can accurately gather data for educators and
administrators.

In sewing, there is a need to measure the body parts of the student. Tape measure is the most
appropriate tool, not a ruler nor a meter stick. In teaching, there is a need to measure the student's
achievement or performance. This is an example of measurement.

Assessment is a process of gathering and organizing quantitative or qualitative data into an interpretable
form, to have a basis for judgment or decision making. It is, indeed, a prerequisite to evaluation, and it
provides the information that enables evaluation to take place.
Have you noticed the term observation? That is an example of non-testing. Teachers can assess their
students' abilities by merely observing their classroom behavior or completing activities. By watching
students as they work, teachers can identify signs of struggle and determine where they may be
experiencing academic difficulties.

Measurement is the process of quantifying the degree to which someone or something possesses a
given trait, that is, quality, characteristics, or feature, as it applies to education. Measurement is not
substantially different from how it is used in any other field. It merely means determining the attributes
or dimensions of an object.
