Reporter 1 (Jenny): “On November 29, 1999. The Supreme Court of the Philippines
implemented that these government agencies; the Department of Public Works and
Highways, the Department of Education Culture and Sports or also known as the
Department of Education, and the Commission on Higher Education, to provide
architectural facilities or structural features for disabled persons in all state colleges,
universities and other public buildings. This includes adding ramps, elevators, and
other features. Ensuring equal access to education and public services for people
with disabilities. This is Jenny Mae De Guzman, reporting.”

Reporter 2: “The House of Representatives of the Philippines published the Republic
Act No. 9288 otherwise known as ‘The Newborn Screening Act of 2004’ on April 7,
2004. This act aims to protect and promote the right to health of all Filipinos,
particularly children, by ensuring that every newborn has access to screening for
heritable conditions that can cause mental retardation, serious health complications,
or death if left untreated. The Newborn Screening is a very simple test that should be
given to the baby within twenty-four hours after its birth. It is a blood test wherein a
blood sample will be taken from the heel of the child. The sample, which is dropped
in a special paper, is then sent by the hospital to a centralized testing center. The
test primarily checks for five metabolic disorders that could affect the health of the
child within the first few weeks of life. That is all, this is Jessa Mae Guibone,

‘Special Protection of Children against Abuse, Exploitation, and Discrimination Act’,
was enacted on June 17, 1992 by the Philippine Congress. It further defines "child
abuse" as any maltreatment, including physical, psychological, and sexual abuse,
neglect, cruelty, and emotional maltreatment. The law also addresses circumstances
that gravely threaten or endanger the survival and normal development of children,
such as armed conflict, working conditions, and living in poverty. The aim of this act
is to provide stronger deterrence and special protection against child abuse,
exploitation and discrimination, providing penalties for its violation, and for other
purposes. Penalties varies depending on the crime. This is Margillie Cahoy,
