ATHLETICS TECHNICAL GUIDELINES
Competition Rules: Palarong Pambansa 2024
Ground Rules:
1. Only athletes who successfully passed the screening process should be allowed to compete.
2. Athletes should present Id to the marksman or recorder for identification purposes.
3. Athletics is a sport comprising different events such as running, walking, jumping, and throwing events. For
those learner-athletes played in Palarong Pambansa are ELIGIBLE to participate in EVRAA athletics events
EXCEPT for the one they are competing at. For instance, a THROWER may NOT PARTICIPATE in throwing
events but MAY COMPETE in running, walking, and jumping events, the same manner as a RUNNER or
JUMPER is not eligible to compete in the events of similar categories.
4. An athlete is allowed to enter 3 individuals and two relays
5. A team may enter a maximum of 2 individual and 1 relay per event
6. Entry form should be prepared by rank from fastest to slowest runner or farthest to nearest distance
indicating no. 1 and no. 2 respectively, prepared in 4 copies to be submitted during the solidarity meeting to
the tournament secretary.
7. Athletes must wear their delegation uniform and athletes bib number when reporting to the call room area
and during competition.
8. In relay events, qualified teams can change their runners up to a maximum of 4.
9. The first event will start at 6:00 am in the morning and 3:00 pm in the afternoon.
10. Overlapped Rule will be applied in events 1,500 M and longer. 16 runners will remain to complete the said
event.
11. No coach, no play
12. For track events finalists will be determined by best time
13. In case of rerun, the concerned or affected heat /s will run after their recovery.
14. In relay events, up to 4 substitute athletes are allowed.
15. If an athlete enters a simultaneous event (track and field) he/she will proceed to the track event first but
inform the official/s of the field beforehand. Right after the event, the athlete will immediately go back to the
field event. In case of vertical jumps, he will hump on the current height of the bar. The bar cannot be
lowered to the previous height.
16. Coaches, chaperones parents are not allowed inside the competition area throughout the competition. They
should stay outside the control fence or in the grandstand. Violation of this rule may lead to an athlete's
disqualification. First offense will receive yellow card or warning, 2nd offense will receive red card and
his/her athlete will be disqualified
17. Athletes causing the delay on the progress of competition will be penalized. First offense will receive yellow
card or warning, 2nd offense will receive red card and his/her athlete will be disqualified
18. Take off board for triple jump should be decided during the solidarity meeting.
19. The starting height/practice height for high jump should be decided during the solidarity meeting:
HIGH JUMP:

20. There will be no jump off for breaking of ties in vertical jumps
21. rotest will be held within 30 minutes after the announcement of the result. However officials may still
proceed with the event (measure the distance, finish the race but that event is under protest. And there is no
fee for any protest. Jury of Appeal will be composed of Tournament Manager, Assistant Tournament
Manager, and the referee (track/Field)
22. In case of inclement weather during an event that cannot be safely completed, the coaches will be consulted
prior to the postponement or cancellation of the schedule by the technical management based on the rule of
the majority
23. In case of unfinished finals due to the typhoon, ranking will be based on the result heats or semi-finals.
24. Awarding of certificates will be done the next day after the competition has been concluded except for the
last day of competition where certificates will be awarded after the last event.
25. All awardees must wear rubber shoes with their delegation uniform.
26. No certificate/s for any event/s not played
27. There will be a pit stop for 2000 Meter walk with a corresponding penalty of 12 seconds
28. Other matters will be discussed during the solidarity meeting
