02 Organization.
•••1. PURPOSE
To specify the responsibility, authority and the relation between everyone in the Compay
who is related to the SMS&MLC.
2. SCOPE
To be implemented at all levels of the Company, both shore and ship based.
3. CONTENTS
3.1 Shore-based organisation structure
The shore-based organisation structure of the SMS&MLC is shown in the below diagrams:

(4) Arrange to collect the spoiled spare parts from the ships (the Master is responsible for
dealing with household garbage on board the ship).
(5) Look for sources of spare parts, evaluate and select suppliers.
(6) Make plan for purchasing spare parts.
(7) Make principle contracts with spare parts suppliers.
Staff of the Supplying Department carry out the specified tasks as assigned by the Manager.
3.1.5 Personel Department:
The Manager of the Personel Department is responsible for the followings:
(1) Advise the organisation of personnel of the Company.
(2) Advise the management, employment and training of crew.
(3) Take part in recruiting crew, implement crew-hiring contracts. Prepare the
labour contract signed with the company to employees.
(4) Assign crew and ensure that all ships managed by the Company are manned
adequately with qualified and experienced crew.
(5) Manage records of all crew working on board and Company staff.
(6) Determine demand, organise the training of officiers and crew working on
board.
(7) All matters relating to the manning level of the ships. Assign ranks on board
the ships.
(8) Supply full of medications, recreational facilities, protective equipment for
seafarers, ensure proper category and good quality and timely supply for ships to
ensure the health, living condidions and convenient work on board.
(9) Ensure the timely and adequate salaries for all employees and seafarers of the
company.
(10) Ensure repatriation for seafarers.
(11) Ensure medical support for the seafarers.
(12) To receive complaints from crew members, transfer appropriate processing
department.
(13) Update the national and international regulations relating to maritime labour
management.
Staff of the Personnel Department carry out the specified tasks as assigned by the Manager.
3.1.6 Operating Department:
(1) Organise the operation of the ship.
(2) Manage and direct cargo operation of the ships
Staff of the Operation Department carry out the specified tasks as assigned by the Manager.
3.1.7 Financial Department
(1) Ensure the full and timely payment term for crews.
(2) Ensure financial security for repatriation, compensation and medical care for seafarers.

The SMS Internal Audit Team of the ships and the Company consists of auditors suggested
by the Director. The auditors are responsible for checking whether persons conforms to the
procedures in the SMM&MLC, evaluate the appropriateness/ effectiveness of the
SMS&MLC, and implement improvement to the SMS&MLC.
The DP is responsible for directing the Inter Audit Team/ or appointing the person who will
direct the internal audit. However, the auditors cannot audit their own department.
The auditors must follows the “Procedure for internal audit”/TB-07.
3.1.9 Response Team
The Director will decide the establishment of the Response Team in case incidents occurs
on board the ships, such as:
(1) Oil spill
(2) Sick seafarer emergency, seafarer severe accident, death and / or violating the rights of
seafarer
(3) Other serious incidents:
Collision, fire on board, grounding, flooding, cargoes are moved, salvage is
required, abandonment, man overboard.
Pirates.
Steering gear failure, power failure, main engine failure.
The Director, having the utmost authority in the Response Team, will immediately conduct
a meeting with the related personnel to coordinate measures in accodance with the
Emergency Response Plan.
Those who carry out the tasks of the Response Team will establish the appropriate
emergency solutions and carry out these solutions under the guidance of the Director.
3.1.10 Company Labour Union
To protect the legitimate, legitimate rights and interests of employees.
To represent the company's employees sign collective labour agreements with the Director.

Keep the Certificates and important documents and is responsible for carrying the important
documents when abandonment of the ship is required.
The Master can only leave the ship after transferring all the responsibilities to the Chief
Officer or after handing over to the on-signing Master.
The Master is responsible for the safe navigation, safety of personnel, the ship, other
properties on board and the environment and create an convenient environment to live and
work onboard.
By all means and at all times, the Master must pay attention to the benefits of the Company.
Resolve complaints of crew within the ship or transfer the company.
The Master must take care of the followings:
a) Before departure:
o Prepare voyage plan.
o Pay attention to the requirements of supplies such as: fuel oil, diesel oil, food, fresh
water and spare parts.
o Pay attention to the chart corrections, other relevant documents, notices to mariners,
tide tables and other navigational books.
o Pay attention to the conditions of the machines and other navigational and safety
equipment.
o Pay attention to the expiry date of the ship’s documents, certificates of officers and
crew’s certificates of competency, ...
o Pay attention to things that may be encountered during the voyage, such as: unsightly
object, narrow channels, heavy traffic,...
o Pay attention to the voyage instruction of the Company and Charterer.
Pay attention to the safety of crew, stevedores, condition of cargoes, fire prevention, and
prevention of pollution, etc. and possible damage to the ship.
Make record to the documents relating to the cargo operation.
Before arrival and departure
Report to the Master the condition of the ship
Check the number of crew, search and find stowaways on board.
When the ship is anchored, before the ship arrive/depart the port, the Chief Officer must be
at the ship’s bow.
During the voyage
Watch keeping the bridge.
Instruct and supervise the maintenance work of the Bosun, AB and OS according to the
"Maintenance plan for hull, machinery and equipment ".
Maintain the cargo.
Carefully check the conditions of the cargo gears, cargo holds and other preparations for the
cargo operations.
Perform other tasks as ordered by the Master. The Chief Officer can only leave the ship
when the Master is on board.
3.2.3 Authority and Responsibilities of the Second Officer
Perform the tasks ordered by the Master and the Chief Officer.
Take part in watch keeping at sea and in berth, attend the stern of the ship when she is
berthing, de-berthing or shifting.
Manage all the navigational equipment, charts and nautical publications; Maintain the fire-
fighting equipment on board.
The Second Officer must perform the followings:
o Check and test periodically the working conditions of the safety equipment that he is in
charge.
o Receive navigational information and notices to mariner in order to correct and update
charts and nautical publication.
o Records the operation of the navigational equipment on board, determine errors, adjust
errors.
o Daily check all the navigational equipment, record the results in the log books and
report to the Master.
At least three hours before the ship depart, report to the Master all the preparations for the
voyage that he is responsible for.
To guide the implementation of complaints procedure on board.
Manage the spare parts that he is in charge of.
3.2.4 Authority and Responsibilities of the Third Officer
Manage and maintain the life-saving, fire-fighting appliances and the medical stores,
medical equipments and in charge of the medical care onboard.
Daily check all the radio communication equipments, record the results in the log book and
report to the Master. Prepare spare part request and spare part consumption report for the
Master.
Keep all the message and documents of the Radio department, prepare reports required by
the Master.
Check the preparation of food for the voyage before the ship departs. Help the Master to
keep salary, keep the stores for the Master... check the daily works of the catering and the
Radio department.
Prepare the documents and data in relation to immigration requirements.
Carry out other tasks required by the Master.
3.2.9 Authority and Responsibilities of the Cook
The duty of the Chief Steward is to take part in the work of the catering department.
The Chief Steward has the duty of preparing and preserving food, set the menu, prepare
delicious dishes for the crew.
Check the quality of the food bought.
Report to the Master the remaining food at the end of the month.
Keep clean for the refrigerator, galley, other store rooms and other places that he is in
charge of.
Carry out other tasks required by the Master and Radio Officer.
3.2.10 Authority and Responsibilities of the Steward
Assist the Chief Steward in preparing meals, rationing and washing up.
Clean the Master’s bedroom.
Clean public rooms, toilets and public bathroom.
Store and preserve foods.
Serve meals for pilot and guests…
Carry out other tasks required by Radio Officer and Chief Steward.
3.2.11 Authority and Responsibilities of the Chief Engineer
Chief Engineer is the assistant to the Master and in charge of the Engine Department,
responsible for controlling all the management and implementation of the functions of the
Engine Department.
Maintain, manage and operate all the machines of the Engine Department
Must attend the engine room when maneuvering
The Chief Engineer must take part in:
o Manage, arrange and assign tasks appropriately in order to complete the maintenance
plan and avoid excess work for crew of the engine department.
o Ensure safe operation of the engine, safety for people, for the environment and
prevention of pollution
o Require the Engine Officers to set up periodical and daily maintenance plans and assist
them to finish the plans.

o Approve “Bunker receiving plan” from the Second Engineers and pay particular
attention to the quality, quantity and volume of the tanks. Estimate measurements of the
tank after receiving bunkers, requires the bunkering company to fill the correct tanks.
Arrange oil pollution preventing equipment.
o Report immediately to the Master when there is problem that may affect ship’s
schedule.
Require and approve estimates for spare parts that will be used by the Engine Officers.
Require the Engine Officers to report on the management and consumption of spare parts.
Supervise the daily consumption of the fuel and report the ROB to the Master.
Be responsible for the operation of the engines, recording and reporting as company
requirement.
Keep the important documents of the Engine Department, except the documents that the
Master keeps. Be responsible to carry the important documents when the ship is abandoned.
When carrying out the repair items on drydock as scheduled, the Chief Engineer must
report list of repair items, including items that the crew will carry out, to the Master. On
completion of repairs, the Chief Engineer must sign the work completion report, certifying
the quality and result of the repairs.
3.2.12 Authority and Responsibilities of the Second Engineer
Second Engineer is the assistant to the Chief Engineer and must command and direct his
subordinates to carry out the duties of the Engine department.
Take part in watch keeping at sea and in berth, attend the Engine room to prepare for and
operate main engine when berthing/de-berthing, shifting or starting sailing.
Direct the operation of the Engine department. Implement and supervise the maintenance
plan. Appropriately arrange and assign labour to fulfil the requirements of the Chief
Engineer.
Have constructive actions in order to keep the engine room operating safely, cleanly and
does not cause pollution.
The First Engineer must pay attention to:
o Main engine and other related engines/equipment.
o Propulsion system, propeller, stern tube.
o Ventilation system, lubrication system.
o Equipment of cargo gear , Emergency engines.
Manage the provision of lubrication oil and other oils, records the daily oil consumption and
report to the Chief Engineer.
At the request of the Chief Engineer, prepare order for spare parts that he manages.
Keep important documents, official certificates, record books, except for documents kept by
the Chief Engineer. Prepare reports relating to the working condition of the engines at the
request of the Chief Engineer.
Report to the Chief Engineer all the preparation for the voyage that the First Engineer is in
charge of at least 3 hours before ship departure.
Responsible of personal protective equipment on board.

Attend the engine room when the ship is berthing/de-berthing, shifting or starting sailing.
Pay attention to the maintenance of the electrical equipment on board, power system for
reefer containers, except for equipment managed by the Radio Officer.
3.2.16 Authority and Responsibilities of the Electrician:
Take part in the works of the Engine department as an assistant to the Chief Engineer and
Chief Electrician.
Carry out the tasks requested by the Chief Engineer.
3.2.17 Authority and Responsibilities of the Fitter
Fitter is the leader of the team of oilers and take part in the works of the Engine department.
Be responsible for maintaining, repairing the equipment on board as requested by the
Master, Chief Engineer or First Engineer.
Maintain the motors, engines according to the maintenance plan approved by the First
Engineer.
Attend the engine room when the ship is berthing/de-berthing, shifting, starting sailing or
arriving ports.
Keep and maintain the equipment, tools, effects, stores of the Engine department tidy and in
order.
3.2.18 Authority and Responsibilities of the Oiler
The oiler take part in the works of the Engine department as requested by the First Engineer,
Engine Officers and Fitter.
Take part in keep watching at sea and in berth.
Assist the Engine Officers in maintaining the engines so that they are always in good
working condition.
