1. INTRODUCTION

2. TERMS AND DESCRIPTION


The following defines the meaning of specific wording used in this specification:
CONTRACTOR Shall mean Contractor's company and includes its
representatives, successors, and permitted assigns. It shall,
where the context so admits and requires, include the parties
that have contractual responsibility for the design, engineering,
procurement and construction management of the plant.
VENDOR Shall mean any person, firm or company having a purchase
order with the Contractor for the performance of any item of
work.

3. OBJECTIVE
This specification covers the requirements for the design, manufacturing, inspection
and testing of 120 V AC Uninterruptible Power Supply System for the Company.

4. APPLICATION STANDARD
The 120 VAC, 60 Hz UPS systems supplied shall be designed, fabricated, tested and
supplied in accordance with drawings and applicable standards and codes listed
below, including any modifications, interpretation or additions thereto by
PURCHASER. All documents referenced herein shall be the latest edition, revision or
addendum in effect and small form an integral part of this specification.

5. DESIGN
5.1 Service Condition
5.1.1. Location:
The 120V AC UPS will be installed in a building with air conditioners to limit indoor
temperature up to 23 °C ± 2 °C. The continuous rating of equipment shall be designed
at an ambient temperature of 40 °C and 95% humidity.

5.1.2. Design Temperature for electrical equipment: As Design Basis


Indoor: +5°C-40 °C
Outdoor: 45 °C

5.1.3. Relative Humidity


Relative Humidity: 60% - 90%

5.1.4. Atmosphere
Wet Tropical (Af – ekuatorial)

5.2 Electrical Characteristic


5.2.1. Input
Nominal input voltage line to line 208 V + 15%, 3 phase, 3 wire with frequency: 60
Hz+10%. System Grounding: Solidly Grounded

5.2.2. Output
Nominal system voltage: 120 V ± 1%, single phase
Frequency : 60 Hz± 0.5% (battery mode) , 60 Hz± 2% (synchron with bypass)
Capacity : according to calculation sheet
Backup Time : 30 Minutes

5.3 Technical Requirement


5.3.1. General Requirement
a. The AC UPS shall comply with the requirement of relevant codes and standards,
datasheets and drawings. This specification shall be read in conjunction with
IEC, IEEE, NEMA and other standards respectively.

a. The AC UPS shall be of the electronically regulated type, double conversion type
(Voltage and Frequency Independent). Units incorporating magnetic stabilizers
(e.g. constant voltage transformers) are not acceptable.

b. Components shall be capable of withstanding the thermal and dynamic


stresses resulting from internal and external short circuits and circuits switching
operations etc. Damage arising from component failure should be confined to
the component concerned. Component materials shall be non-flame
propagating, whenever practicable.

c. Sized to continuously carry the total connected load, plus no less than 20
percent spare capacity, as specified in data sheet.

d. Capable of carrying 100 percent of unbalanced loadings for three-phase units


while maintaining proper voltage output (phase-to-phase and phase-to-neutral).

e. Capable of operating with a load-step change of 0 to 100 percent and clearing a


fault on a branch circuit protected by a 20A fast-acting fuse, without transferring
to the bypass source

f. Designed so that the battery source can be isolated and removed for
maintenance without transferring to the bypass mode of operation or
interrupting the load.

g. Designed to permit front access to modules, circuit breakers, fuses, and


assemblies

h. Components shall be designed for continuous operation at rated capacity.


Power semiconductors shall not operate at more than 60 percent of their
maximum rating when inverter supplies its full load.

i. Overload devices shall not be activated when the system is started under
normal operating conditions

j. Control-logic power supply of UPS shall be redundant to ensure power at all


times. Power to the power supplies shall originate from any of the following:
a. Rectifier/charger input
b. Bypass input
c. Battery input to DC section

k. Adjustable front-panel-mounted input/output devices shall be either password


protected or adjustable by tool only

l. Rectifier/charger and inverter bridge semiconductors shall be protected from


cascaded failure with special fast-acting fuses.

m. Power semiconductors, including the static bypass switch, shall be protected


from shortcircuit failure.

n. Operating devices shall be accessible from the front of the cabinet or enclosure
with the door closed. Their function shall be clearly labeled.

o. Parts, test points, and terminals shall be placed so they are accessible for
circuit checking, adjustment, and maintenance without removing any adjacent
assembly or component and without posing a shock hazard

p. Audible noise generated by the UPS under normal full-load operating conditions
shall not exceed 75 dBA at a distance of 3 feet (1 m) from the front of the cabinet
for ferroresonant units, and 60 dBA at a distance of 3 feet (1 m) for pulse width
modulated (PWM) units

q. UPS electromagnetic interference suppression shall be in accordance with FCC


47 CFR 15 for Class A devices.

r. Cable entry shall be as specified in data sheet

s. A copper ground bus shall be provided inside each cabinet and inside the
remote maintenance bypass switch (RMBS) enclosure

t. Ground buses shall be a minimum of 1/4 inch (6.4 mm) thick and 1 inch (25 mm)
wide and shall be pre-drilled for connecting one-hole compression-type
connector(s) to the copper grounding cable.

u. If individual indicator lights are provided, they shall be replaceable light-emitting


diodes (LEDs).

v. Printed circuit boards and control cards shall be conformally coated


5.3.2 Electrical Requirement / Technical Specification
a. Rectifier
1. The rectifier shall convert the incoming AC line voltage to DC, which shall then feed
the inverter and float charge the battery.
2. The rectifier shall operate according to the constant voltage, current-limiting
principle and shall incorporate a soft start feature to gradually accept load on
initial energizing. The rectifier shall restart automatically upon restoration of the
mains power supply following a supply interruption.
3. Short-time mains supply voltage depressions, due to transient and surges on the
mains input drops to - 20% within 5-10 seconds shall not result in a trip of the
rectifier without switching to bypass. More than that , UPS shall switch to battery
or the initiation of battery discharge. (IEC 62040-3)
(RTS table 2 page 7 : +10% input voltage, +5% input frequency, and <25% THD
input current)

5. The rectifier shall be rated to:


1) Fulfil the inverter requirements when the inverter is supplying the rated load
at 0.8 pf lagging -1 pf or 0.7 pf lagging – 1 for non-linear load (RTS table 2 page 8).

2) After full discharge condition, Charger/Rectifier simultaneously recharge the


battery bank to a nominal 85% within a period of 8-1O hours and to 100% after 24
hours (according best practice charging of lead acid battery including VRLA
battery).
(RTS mention : Rectifier/charger shall have the capacity to supply rated load to
the inverter while recharging a fully discharged battery to 95 percent of the full
battery capacity, within a time frame of 10 times the discharge time of the
battery, without exceeding 8 hours)

6. The rectifier shall perform battery charging in accordance with the operational
stipulations of the battery supplier. The rectifier shall be designed to prevent
current from the inverter to flow back into the rectifier.

7. The AC UPS shall be capable of energizing loads and perform load transfer
switching without the battery connected.
8. The total harmonic voltage on the supply induced by the current harmonic
contents of the rectifier input shall be calculated based on the maximum short
circuit capacity at the LV Switchboard bus bars as specified in the drawing, so that
the overall harmonic voltage (THDv) levels shall not exceed 5%. In general, the
values specified in IEC 61000-3-12 and IEC 61000-3-4 shall apply.

9. Temperature compensation of the battery charging voltage shall be provided for


the rectifier to avoid overcharge or undercharge. (tidak ada di RTS)

The DC output current of the rectifier shall be soft-start and current limited and
have overcurrent protection. The DC output voltage variations shall be controlled
to within +1% - + 3% of the set value during steady state operation and underload
variation from zero to full rated output.

Under all operating conditions the voltage AC component ripple on the battery
terminals, including any ripple from the inverter and load, shall be within the
limits stated by the battery Manufacturers Shall not exceed the limits specified in
NEMA PE 5, Table 6 (RTS page 12)

The DC supply from rectifier shall not be utilized to energize loads other than the
inverter.

9.3. Inverter Unit

Grounding
The inverter shall invert the DC input into 120V AC, 60Hz, one phase and neutral
supply. The neutral of the AC output shall be solidly earthed.

Current liminting (protection feature)


The inverter shall provide 100% of the total consumed loads during normal operation.
The inverter shall be current limiting type (short circuit proof) .

Synchronization
The inverter shall control the output of the UPS so as to maintain synchronism with the
bypass voltage during deviations in mains frequency of up to ± 2% of mains rated
frequency (IEC 62040-3), at a configurable slew rate (normally set at default 1 Hz per
second).The frequency of the output voltage shall be maintained within ± 0.5% of
nominal rated frequency when the inverters operate independently.

In the event of the bypass frequency deviation being greater than± 2% (IEC 62040-3), the
inverter shall lock out and derive the 60 Hz reference from an internal oscillator. Both
the inverter’s output voltage and frequencies shall be mutually synchronized under all
circumstances. The inverter shall be protected by an electronic current limiting device
in addition to the normal circuit breaker over current protection.

Static bypass switch shall inhibit transfer to the bypass AC source if any of the
following conditions exists:

a. Bypass source voltage is less than 90 percent of nominal rated UPS output voltage.
b. Bypass source voltage is greater than 110 percent of nominal rated UPS output
voltage.
c. Inverter output and alternate sources are not synchronized (From RTS)

Voltage
The dynamic output voltage variations shall not exceed ± 5% of rated output voltage in
the event of instantaneous load changes of 100% rated output. The output voltage
shall be restored to steady state limits of ± 5% rated voltage within 0.5-1s.

The waveform of the output voltage shall be sinusoidal with a relative harmonic content
not exceeding 5% when driving both linear and non-linear loads.

The inverter output voltage and frequency shall not exceed the operational tolerances,
as measured at the output terminals of the unit, during the following conditions of the
AC UPS loading:
1) Steady state load variations between zero and rated output of the AC UPS.
2) Load power factors over the range 0.7 lagging to unity within the kW I kVA rating of
the unit.
3) UPS shall having crest factor 3:1 (IEC 62040-3), total harmonic distortion less than
5% (IEC 62040-3,IEEE519( and individual harmonic as follow (IEEE 519:2014):
• 3rd individual current harmonic < 2% of fundamental
• 5th individual current harmonic < 10% of fundamental
• 7th individual current harmonic < 7% of fundamental
• 9th individual current harmonic < 3% of fundamental
• 11th individual current harmonic <3% of fundamental
4) DC input voltages over the range corresponding to battery charge rate, where
applicable and battery discharge operation during the specified discharge times.

9.4. Static Bypass Switch


1) Automatically transfer : Facilities shall be provided to manually and automatically
transfer the load from inverter to the bypass circuit and vice-versa without interruption
of supply.
2) Load transfer switching : The load transfer switching devices shall comprise of
continuously rated static elements in both inverter and bypass circuits.
3) Test switch : A test switch shall be available for routine functional testing.
Bypass switch shall be able to synchronize with the UPS supply.
4) Capacity :
Mode Load Duration
- Inverter 125 % 60 seconds, then transfer to bypass
150 % 30 seconds, then transfer to bypass
>150 % Transfer to bypass

- Bypass 125 % 10 minutes


150 % 1 minute
1000% (inrush) <100 ms

5) Auto and manual transfer from inverter to bypass shall only be possible (IEC 62040-3,
IEEE Std 446/C62.41 , NEMA PE 1) when :

1) The inverter output and bypass voltages are synchronized


2) The mains bypass voltage is within ± 10% of rated AC UPS output voltage.
3) Mains bypass frequency is within ± 2% of rated frequency.
4) Inverter failure

6) Automatic transfer shall also be initiated in the event of:


1) Inverter output voltage exceeding ± 10% of the nominal output voltage. Transfer
shall be completed before deterioration of voltage to ± 15% of the nominal voltage.
Automatic transfer inhibit transfer to bypass when bypass source voltage exceeding
+ 10% of nominal.
2) Inverter failure.
3) Load current exceeds the specified inverter overload capacity;
4) Battery output is below specification (battery under voltage), and
5) Overheating of inverter power circuitry.

7) Load re-transfer from the bypass to the inverter shall only be possible when:
1) The inverter output and bypass voltages are synchronized
2) The inverter output voltage is within ± 5% of nominal voltage for more than five (5)
seconds, and
3) Any of the conditions that caused the automatic transfer operation from inverter to
mains bypass has been cleared.
4) Output load current is less than or equal to the normal rating of the AC UPS
equipment

Retransfer of load from bypass to inverter shall be initiated automatically following


automatic transfer of load from inverter to the bypass (subject to the above
conditions).
After a number of repeated unsuccessful attempts at re-transfer back to the inverter
three (3) attempts within five (5) minutes), the automatic transfer of the load to the
inverter shall be inhibited and the load shall remain connected to the bypass supply.

9.5. Bypass Transformer

VENDOR shall provide a 208 / 120V 3 phase input and 1 phase output AC double wound
isolation transformer in the maintenance bypass line as shown in the single line diagram.

The isolation transformer shall be dry type and shall be rated equivalent to the rated
output
of the AC UPS plus safety margin. The isolation transformer shall be installed as an
integral part of AC UPS units, or in a similar enclosure adjoining that of the AC UPS. The
maintenance bypass switch and isolation transformer shall be located in a separate
compartment with a dedicated door.

The secondary winding of the transformer shall be solidly earthed/low resistance


grounding. The isolation transformer shall be of the air-cooled type and comply with "The
isolation transformer shall be of the dry-type (air-cooled), and shall comply with IEC
60076-11, NEMA ST 20, and IEEE C57.12.01 standards".

9.6. 120V AC UPS Distribution Board


The distribution board (DB) can be housed in the same enclosure of the AC UPS or it can
be in a separate wall mounted DB. VENDOR can propose alternative arrangement in their
proposal bid.

Incomer breaker shall be of MCCB with padlocking facilities in the OFF position. The
MCCB shall be completed with thermal and magnetic trip devices. The MCCBs shall be
easily accessible and operable from the front of the AC UPS without opening the cover.
Outgoing breaker shall be of MCB. The MCCBs and MCBs shall have a rated short circuit
making and breaking capacity in conformity with the prospective short circuit current as
specified in this specification, data sheets and drawings.

9.7. Battery Bank

1. The battery voltage and capacity shall satisfy the inverter input power requirements
when the inverter is delivering its rated kVA output at 0.8 power factor lagging for the
duration shown in the load profile.

2. The battery banks shall consist of high quality, heavy duty, valve regulated lead acid
cells of adequate Ampere-hour (Ah) capacities, series connected to provide the
required voltage to the inverter.
3. The nominal ampere-hour (Ah) capacity of the new battery shall be calculated in line
with the battery sizing calculation defined in IEEE 485 and shall include all necessary
allowances required to compensate for ageing and temperature effects that result in
the progressive loss of capacity

4. The batteries design shall conform to the following criteria:


a. The cell containers shall be made of flame retardant, mechanically shock resistant
plastic.

b. Batteries with cell weight exceeding 10 kg shall be equipped with a minimum of two
lifting handles.

c. All cell terminal posts, bolts and associated hardware shall be electrolyte- resistant
and corrosion resistant. lntercell connectors and terminals shall be insulated or
provided with protective covering for short circuit protection.

d. Battery cells shall be delivered filled and charged, but if the cells cannot receive a
commissioning charge within six (6) months of leaving the factory, then the cells
shall be supplied dry and discharged for indefinite storage.

e. battery cells should be equipped with temperature sensor.

f. VENDOR shall provide lockable battery isolating switches for battery bank for
maintenance purpose. The isolating switch shall be suitably sized to account for the
maximum possible inrush current. The isolating switch shall be of the wall- mounted
type, explosion proof rated and installed adjacent to the battery. The batteries shall
be mounted on free-standing steel support racks having a plastic or
epoxy coating to provide suitable protection against the effects of electrolyte
spillage. The racks shall be arranged to permit easy access to each row and tier of
cells. Each rack shall be provided with two (2) diametrically located earthing bosses.

g. The batteries shall be supplied with all accessories, tools and spares required for
installation including the following:
1. lntercell connectors and shrouds
2. One (1) single lifting sling (or other suitable handling provision)
3. Each battery shall be tagged with permanent plate I marker for "Battery No.".
4. Equipment I tools for battery maintenance, for e.g. cell lifter, spanner,
voltmeter, etc.

9.8. UPS Enclosure

The enclosures of the AC UPS units shall be free standing, sheet steel with a minimum
degree of protection of IP31 or NEMA 1 suitable for installation in the indoor, air-
conditioned room. The AC UPS enclosures shall have facilities for top entry or bottom
entry of cables depending on the location. An undrilled removable gland plate shall be
provided at the top of the enclosure.

The maintenance bypass switches should be in a separated cubicle behind a


separate door. This separate cubicle will also contain the bypass isolation
transformer. All panels shall be suitable for operation and maintenance from the front
only. The doors shall be hinged and lockable.

When doors are opened, all live terminals and components shall be shrouded or
protected
by barriers to a degree of protection of at least IP3X to prevent inadvertent contact with
personnel

All equipment shall be tropicalized and suitable for installation at location as specified
in section 5.1. The equipment shall also perform at their rated capacity during the
failure of the air conditioning system and throughout the duration of the load profile.

9.9. Finishing

Finishing and protection of metalwork may be in accordance with VENDOR's standard


but shall include cleaning, degreasing, priming and paint finishing to provide effective
protection against environmental conditions as stipulated in section 5.1.

VENDOR shall propose finish color for COMPANY approval.

VENDOR shall supply paint, matching the color used for field touch-up purposes in
sufficient quantity.

9.10. Wiring and Terminations

Internal wiring shall be single core, insulated, stranded copper conductors, flame
retardant to IEC 60332-3 Cat. A. Wiring between terminals shall be continuous without
joints/splices. Wires shall be held in position by insulating tubes, strips or ties and routed
to avoid mechanical damage. Wiring between fixed portions and hinged doors shall be
protected against abrasion or entrapment and shall not be bent around sharp edges.

Individual wires or cables terminating into fixed terminals I components shall be


identified with ferrules of insulating materials in accordance with the VENDOR's
drawings.

All relay contacts and devices requiring external connection shall be wired to clearly
marked terminal blocks located inside the AC UPS enclosures.
Terminals shall be rail-mounted type and have screw connectors suitable for a minimum
of 2.5 mm2 conductors. Only one (1) conductor shall be terminated into each terminal.
Insulating shields shall be used to separate terminals belonging to different voltage
circuits.

Terminal blocks shall be arranged and positioned to enable easy access for cable
terminations, testing, inspection and maintenance. Each terminal block shall be
provided with 20% spare terminals. Sufficient space shall be made available between
the terminals and gland plates for terminating cores of external cables. Undrilled,
brass gland plates shall be provided.

9.11. Earthing

A continuous tinned copper earth bus shall be provided. The earth bus shall run through
the entire length of the enclosure. The earth bus shall be connected to the structure of
the cabinet, effectively bonding the entire cubicle.

Each end of the bus shall be fixed with a threaded earth stud of not less than 1O mm2 /
8 AWG cross-sectional size with nuts and spring washers for connection of earth
conductors to the earthing system. Additionally, earth studs not less than 1O mm2 / 8
AWG complete with nuts and spring washers shall be provided on the outside of the AC
UPS enclosure on opposite ends.

The electrical continuity of all exposed non-current carrying conductive parts of the AC
UPS components and enclosure (e.g. doors) shall be connected by earth bonding
conductors to maintain effective earth continuity. The neutral of the inverter output shall
be solidly earthed by connection to the earth bus within the enclosure.

9.12. Marking

All external operating, measuring and indicating components shall be clearly identified
with permanent descriptive labels that facilitate easy recognition by the operator. All
internal components and terminals shall be identified in accordance with the VENDOR's
reference drawings and documents.

Terminals of input and output supply cables shall be clearly and uniquely marked to
show nominal system voltage and phase/polarity of the connection.
Terminal identification shall conform to IEC 60445.
The AC UPS information shall be inscribed on a non-destructive, corrosion- resistant,
indelible name I rating plate attached to the outside of the unit enclosure. The following
information shall be included:
1) PURCHASER's order number,
2) Year of manufacture,
3) Equipment tag number,
4) Name of manufacturer,
5) Type and serial number of units,
6) Nominal input current and voltage, and
7) Nominal output current and voltage.

A similar nameplate, inscribed with the following information, shall be attached to


the battery rack or cabinet:
1) PURCHASER's order number
2) Year of manufacture
3) Name of Manufacturer
4) Type of battery
5) Number of cells
6) Nominal capacity of cells

When the operating sequence or procedure of certain equipment items in the assembly
is not evident, e.g. mechanical interlocking features, instruction plates shall be provided
and fixed near the point of operation. The instruction shall be given as far as possible in
a pictorial manner.

In locations where dangerous situations may inadvertently be created, warning plate(s)


or caution notice(s) shall be installed, identifying the danger point(s). This may be either
in a compartment or on the outside of an assembly.

9.13. Measurement, Protection and Control

The AC UPS measurement, protection and control system shall be a microprocessor


based type unit and shall incorporate all necessary equipment to enable operation,
protection and control of the AC UPS to safeguard the unit and its components from the
consequences of internal and external short circuits, overvoltage and any main or
control circuit malfunctions, howsoever caused.

Operating status and diagnostic indications shall be by means of liquid crystal displays
(LCD) with a keypad driven menu and LED. Each LCD/LED alarm circuit shall have built-
in test facilities. Failure of an LCD/LED shall not cause the AC UPS to mal-operate or
affect the correct functioning of the remote common alarm signal.
The following status indications shall be provided on the front of AC UPS as a minimum
requirement:
1) AC input supply available
2) Alternative/Bypass supply available
3) Rectifier on
4) Inverter on
5) Load on inverter
6) Load on bypass
7) Inverter I Bypass synchronized, and
8) Load on battery

The status indications shall be superimposed on a mimic diagram of the AC UPS to


identify the relevant component or circuit.

All measuring instruments shall be digital. The following digital displays and measuring
instruments shall be provided on the front of the AC UPS as a minimum requirement:
1) UPS input voltage per phase
2) UPS input current per phase
3) DC circuit voltage
4) Battery charge and discharge current
5) UPS output voltage
6) UPS output current
7) UPS output frequency, and
8) Battery autonomy time remaining (per cent and in minutes)
The accuracy of all measuring devices shall not less than that corresponding to class
1.5 of IEC 60051.

The status of alarm and protection functions shall be visually indicated at the front of
the AC UPS with appropriate indicators. First failure feature shall be incorporated.
Alarms associated with trip functions shall be audible and complete with hand reset
facility.

The following alarms and protection functions shall be provided as a minimum:


1) AC input phase under-voltage (alarm only and trip rectifier)
2) Rectifier failure (alarms and trip rectifier)
3) DC over-voltage (alarm and trip inverter)
4) DC under-voltage (alarm and trip inverter)
5) Charge failure (alarm only)
6) Battery disconnected (alarm only)
7) DC earth fault (alarm only)
8) Inverter failure (alarm and trip inverter)
9) Inverter overcurrent (alarm only},
10) Inverter output voltage deviation (alarm and trip inverter),
11) Inverter/Bypass not synchronized (alarm only)
12) Cubical fan failure (fan failure alarm I pre-alarm}, and
13) Cubicle/Inverter stack over temperature (alarm and trip inverter)

9.14. Controls

The following adjustment and control facilities shall be provided as a minimum


requirement:
1) Rectifier input and output isolation MCCBs
2) Rectifier on/off control switch
3) DC output voltage adjustment
4) DC current limit adjustment
5) Inverter on/off control switch
6) AC output voltage adjustment
7) Synchronizing range adjustment
8) Load transfer initiating control switch
9) Battery safety isolating switch, and
10) Battery diagnostic facilities

9.15. Interface with SAS and FGS

Status signal I data monitoring of 230V AC UPS shall be communicate to SAS via dual
redundant Profibus. Common fault alarm signal shall be provided to SAS via hardwired
Inhibit boast charging from FGS to charger unit upon detection of Hydrogen gas in
battery
room.

9.16. Noise Level


Noise levels measurement in accordance to ISO 3746 shall be adhered to with regard to
definitions, measuring equipment, procedures, reporting and calculation methods.
The sound pressure level measured at one (1) meter distance from the AC UPS units, at
any position, shall not exceed 70 dB (A) at any load between zero and rated output of the
units.
Audible noise generated by the UPS under normal full-load operating conditions shall not
exceed 75 dBA at a distance of 3 feet (1 m) from the front of the cabinet for ferroresonant
units, and 60 dBA at a distance of 3 feet (1 m) for pulse width modulated (PWM) units
VENDOR shall submit guaranteed sound power levels of the equipment as required on the
data sheets.

9.17. Electromagnetic Compatibility (EMC)


The AC UPS shall comply with the requirements for EMC as defined in IEC 62040 with
declaration of conformity at least C3 class UPS (industrial class), in order
to ensure:
1) Harmonic current emissions in both the power supply input and output of the AC
UPS are controlled within acceptable limits.
2) Any electromagnetic disturbance generated by the AC UPS and its individual
components do not exceed a level which would affect the correct operation of both
radio and telecommunications equipment.
3) The AC UPS has an adequate level of intrinsic immunity to external
electromagnetic disturbance to enable it to operate as intended

10. INSPECTION AND TESTING REQUIREMENT


10.1. General
PURCHASER or its representative shall have free access to the plants of VENDOR and
his subcontractors during fabrication, assembly and testing of the equipment.

PURCHASER or its representative shall witness the applicable tests and inspect the
assembled unit and related documents.
Testing of the AC UPS shall be at the VENDOR's work. AC UPS test shall be confined to
the rectifiers, inverters, static switches, batteries, communication facilities and related
auxiliaries.
10. INSPECTION AND TESTING REQUIREMENT
10.1. General
PURCHASER or its representative shall have free access to the plants of VENDOR and
his subcontractors during fabrication, assembly and testing of the equipment.

PURCHASER or its representative shall witness the applicable tests and inspect the
assembled unit and related documents.
Testing of the AC UPS shall be at the VENDOR's work. AC UPS test shall be confined to
the rectifiers, inverters, static switches, batteries, communication facilities and related
auxiliaries.

10.2. Factory Acceptance Test


The AC UPS shall be tested to demonstrate freedom from electrical and mechanical
defects. The following tests shall be performed as a minimum:
1) Insulation tests
2) Load-duration test (24 hours),
3) Functional tests
4) Rectifier load test at constant output voltage
5) Rectifier load test at constant output current limit
6) AC UPS static load tests (0%, 50%, 100% rated output),
7) AC UPS dynamic load tests
8) Load transfer tests
9) Auxiliary equipment and control circuit tests
10) DC ripple measurement
11) Battery discharge test
12) Polarity tests
13) Operation mode changeover tests
VENDOR shall submit full details of all proposed test procedures for the AC UPS system
for PURCHASER's approval at least four (4) weeks before the proposed test dates.
PURCHASER may require additional testing if test results are unsatisfactory or marginal

10.2. Factory Acceptance Test

The AC UPS shall be tested to demonstrate freedom from electrical and mechanical
defects. The following tests shall be performed as a minimum:

10. Synchronization and load sharing test (if paralel)
11. Crest Factor and Voltage Distortion Test
On 100% Load-duration test (8 hours)

3) Functional tests
a. Rectifier load test at constant output voltage
b. Rectifier load test at constant output current limit
c. AC UPS static load tests (0%, 50%, 100% rated output)
d. AC UPS dynamic load tests

4) Load transfer tests / Transfer Switch Test


a. Trip battery or open battery (UPS shall run without battery)
b. Trip rectifier / open rectifier / rectifier failure test (UPS shall discharge battery)
c. Trip / open inverter breaker / Inverter failure test (UPS shall activate bypass static
switch)

5) Auxiliary equipment and control circuit tests

6) DC ripple measurement

7) Polarity tests

8) Operation mode changeover tests / bypass mode for maintenance / transfer to bypass
mode (make before break).
9) Battery Discharge with 100% load test.

10.3 Site Acceptance Test

The following minimum site acceptance tests defined by IEC 62040-3 and IEEE 944
standard but not limited to or depend on company required:

1. Visual Inspection

2. Functional unit tests same as FAT

3. Voltage Waveform Test and Current waveform Test (IEC 62040-3, IEEE 519, NEMA PE 1)

4. Peak short-circuit current short (IEC 62040-3, IEEE 944))

5. Input Voltage Sag Test (IEC 62040-3, IEEE 446)


6. Total clearing time of the fuse (verify that the fuse cleared in less than half a cycle and
the UPS did not transfer to bypass)

VENDOR shall submit full details of all proposed test procedures for the AC UPS system
for PURCHASER's approval at least four (4) weeks before the proposed test dates.

PURCHASER may require additional testing if test results are unsatisfactory or marginal

11. SPECIAL TOOLS

VENDOR shall provide special tools and equipment required for the operation,
maintenance and testing of the AC UPS.

12. LIFTING ARRANGEMENT

VENDOR shall describe the standard practice for lifting of the AC UPS assemblies,
including batteries, in the bid proposal.

13. PACKING AND PRESERVATION

1. In general, all the equipment shall be properly protected from damage against sea
freight and storage in a tropical climate. Each item shall be clearly identified.

2. Packing and preservation of the AC UPS equipment shall be as per VENDOR's


standard practice.
