The framework is intended to provide a flexible and adaptable approach to leadership and
management development, which can be tailored to the specific needs of individual
organizations and leaders. By focusing on key competencies and skills at each stage of
development, and by emphasizing the importance of ongoing learning and reflective practice,
the framework can help leaders to build effective and sustainable organizations that deliver
high-quality education and meet the needs of their communities.
CORE COMPETENCIES (Cognitive, Affective and Psychomotor)
Pillar I. Self-Awareness
A key element in preparing to become a leader is self-awareness. This involves understanding
your strengths, weaknesses, and areas for development, as well as your values, beliefs, and
personal leadership style. Self-awareness is essential for effective decision-making, building
relationships, and managing conflicts.
Pillar II. Vision and strategic thinking
Leaders need to have a clear vision for the future of their organization, as well as the ability to
think strategically and develop plans to achieve their goals. This involves developing skills in
strategic planning, goal setting, and monitoring and evaluation.
Pillar III. Integrity
Leaders with integrity demonstrate consistency in their values and actions, even when it may
not be the easiest or most popular choice. They prioritize transparency and accountability in
their decision-making processes, and are trusted by their team and stakeholders to act with the
best interests of the organization in mind.
Pillar IV. Communication skills
Effective communication is a critical element of leadership. Leaders need to be able to
communicate effectively with different audiences, including staff, students, parents, and other
stakeholders. This involves developing skills in active listening, clear and concise verbal and
written communication, and nonverbal communication.
Pillar V. Collaboration and teamwork
Leaders need to be able to work effectively with others, build teams, and foster a culture of
collaboration and teamwork. This involves developing skills in delegation, communication, and
conflict management.
